ZP Plastic pipe systems (pressure pipes and piping fittings) Page 2 of 162 Preface DIN CERTCO was founded in 1972 by DIN Deutsches Institut für Normung e.v. (German Institute for Standardization) in order to issue DIN logos and provides certification for products, persons, services and companies on the basis of DIN standards and similar specifications. For the documentation of our neutrality, independence, and expertise, we are equipped with an accreditation in accordance with DIN EN The satisfaction and the trust of our customers are moreover ensured by us through a certification of our QM-system in accordance with DIN EN ISO Alongside the General Terms and Conditions in place at DIN CERTCO, this certification forms the basis for enabling providers of Plastic pipe systems to label their products with the DINplus quality mark. You document hereby that your products meet all the requirements of the underlying standards and exceed them in many cases. The DINplus quality mark creates customer confidence: they can rest assured that an independent, neutral and specialist institution has carefully investigated and reviewed all the inspection criteria. External quality controls also ensure that product quality is kept at a high level during ongoing manufacture. Thus, customers receives added value that they can take into consideration when making purchase decisions. Plastic pipe systems is awarded the DINplus quality mark if they meet the requirements listed in section 4 and in respective annexes in accordance with the procedure described in this certification scheme. All certificate holders can be viewed on the DIN CERTCO homepage ( which is updated on a daily basis. To carry out the inspections and tests necessary for the evaluation and certifications, DIN CERTCO uses test laboratories it has recognized. The inspection scope of the respective product is extracted from the annexes. For the selected specimen takes the made classification of the product group effect in the respective annex. 5.2 Types of tests Initial inspection (type testing) The initial inspection relates to type testing (design test, type examination) and determines whether the product meets the requirements listed in section 4 of this certification scheme. The initial inspection is the requirement for the certification of a new product. The inspection scope is determined in the respective annex or the corresponding assessment- and certification foundation. The classification of groups is to be taken into account. The initial inspection is to be conducted by an accredited or DIN CERTCO recognized testing laboratory. The samples for the initial inspection can be obtained by the manufacturer. Besides the product specific assessment belongs beyond that a facility visit or inspection (see paragraph 8.2) to the initial inspection. As part of the initial inspection is a proof to be lead by the manufacturer that the plant s own production control agrees (see paragraph 7.1) with the requirements of this certification scheme. If there is no existing type of tests of the product, the sample for the initial inspection can follow as part of the initial testing. The transport of the samples to the commissioned testing laboratory is the responsibility of the manufacturer. DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 10 of Supplementary inspection A supplementary test is carried out if additions, extensions or changes (see section 6.10) are made to a certified product which affect its conformity with the underlying requirements and have not been covered by the initial test.. Type and extent of the supplementary inspection is given by the respective annexes or will be determined in the individual case from DIN CERTCO in coordination with the testing laboratory. A supplementary inspection occurs as a rule in on dimension per product group to the extent of a monitoring assessment. The initial inspection is to be conducted by an accredited or DIN CERTCO recognized testing laboratory. Supplementary inspections become necessary among other things when (see also annexes): (M) a change in the moulding compound, for example through alteration of the material, the additives or the recipe (E) an extension of the product line (however only for the features that are influenced by it) (D) a change in the execution, for example through alteration of the measurements or joining processes (however only for the features that are influenced by it) (P) a change in the manufacturing method (however only for the features that are influenced by it) Monitoring assessment (control assessment) The monitoring inspection is carried out at regular, fixed intervals and is designed to establish whether the certified product in the production phase is the same as the type-tested product. Besides the product specific assessment, a monitoring assessment belongs to the facility visit or inspection (see paragraph 8.2), at which will be determined, if the manufacturing and organizational requirement for an ongoing conformity of the products in the respective factory with the requirements according to paragraph 4 given. The monitoring assessment will be commissioned or realized through DIN CERTCO. Foundation therefore is a monitoring contract between the certificate owner, DIN CERTCO and as the case may be a recognized testing laboratory. Type, extent and frequency of the monitoring assessments are determined in the annexes. The required samples for the monitoring assessment will be obtained as part of the respective inspection at the manufacturer and/or in retail warehouses or on the construction site. The manufacturers are responsible for the transport of the samples to the testing laboratory. Attention must be paid, to extract varying dimensions, SDR rows, moulding compounds and modality, in order to trial all products with a foreign assessment with time. Basically only plant s own production control is permitted to obtain products that are impeccable waned and characterized. The information of type and amount of the obtained samples (sample taking tickets) have to be transmitted in written form by the respective inspector and the involved testing laboratories. If products are produced and delivered intermittent by the manufacturer between the inspection visits, so are from these parts the necessary test samples to be reserved, thereby the essential monitoring assessments can be fully conducted. DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 11 of 162 The monitoring assessment has to be attested to the monitoring appointment within four months or after trial entry at the testing laboratory respectively through an inspection report. If this deadline is not met, the certificate will firstly be suspended and after an additional deadline of 2 months deleted. The order of the physical review to be performed is determined as follows: 1. Measurements and surface 2. All other reviews, except creep tests and long term analysis 3. Creep tests and long term analysis If negative inspection results are noticed during the monitoring assessment, the monitoring assessment can be cancelled after consultation of the manufacturer. It follows a re-sitting exam according to paragraph With positive outcome of the exam, the samples can be blighted immediately, with negative outcome of the exam, the queried evidence patterns have to be kept up to three months after issuing of a certificate Re-sitting exams A re-sitting exam occurs, because of monitoring assessments with negative outcome. The re-sitting exam is to be introduced 5 weeks after obtaining the test result at the latest. The test report has to be present 3 weeks before completion of the exams. The certificate owner receives besides the test result a deviation report with the corrective action that needs to be conducted and the appertaining deadline for the implementation. For the necessary re-sitting exam the ducted measurement in question, which was queried during the exam, is to be extracted. However, if the corresponding dimension not available during removal, it is permitted to eschew to a different nominal diameter within the product group. However with piping fittings (injection moulding parts), the re-sitting exam has to be conducted in the same manner and nominal diameter (dimension). The type and scope of repeated test is determined in line with the particular requirement on a case-by-case basis following consultation between DIN CERTCO and the inspection laboratory. If the mentioned deadlines for technical or other basis from the certificate holder do not comply with those of DIN CERTCO, this must call for a new authentic date proposed for periodic testing by naming the reasons. If the repeat test is not passed, the certification is first exposed and there is a special test according to section Special inspection A special test is carried out: If deficiencies have been established. after suspension of production over a period of more than twelve months to be substantiated in the instigation of DIN CERTCO Upon written request from a third party if there is specific interest in maintaining orderly market development with regard to competition and quality. DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 12 of 162 The type and scope of special inspections is determined in line with the particular requirement on a case-by-case basis following consultation between DIN CERTCO and the inspection laboratory. Generally it is carried out in the periphery of a monitoring test. DIN CERTCO has to submit the report about the special test no later than 3 weeks after completion of the test. If deficiencies are established during a special audit, or if a special audit is performed due to a production stop, then the certificate holder must cover the costs of the special audit. If no defects are detected during special inspection that has been carried out at the request of a third party, the costs will be charged to the third party in question. 5.3 Characteristics of sampling The samples for type and monitoring testing are usually taken from the running production of the manufacturer or the bearing of the certificate owner (but only after approval by the production's quality assurance QA). The samples for first testing can be taken by the manufacturer on his own. The number of samples required for product inspections is agreed between DIN CERTCO and the inspection laboratory unless it is already specified in the applicable inspection standards or in the notes. The samples must be submitted within 4 weeks after sampling at the test laboratory. The cost of sampling and sending the samples to the testing laboratory are born by the manufacturer /distributor. If this deadline is not met, the certificate will be suspended and deleted after a further period of maximum 2 weeks. 5.4 Completion of inspections The scope and performance of the tests is carried out unless otherwise stated in accordance with Annexes and the normative requirements of the relevant certification requirements of Test report The inspection laboratory informs the client of the result of the tests by issuing a report. The original must be presented to DIN CERTCO. In this case, a PDF file can also be accepted provided that DIN CERTCO receives this directly from the testing laboratory. The report must have been issued within 6 months of the application being submitted. In individual cases, however, older inspection reports can be recognised if the inspection laboratory confirms in writing the validity of the details in the inspection report. The report must comply with DIN EN ISO/IEC section 5.10 and contain the following information as a minimum requirement: Name and address of the manufacturer Name and address of the applicant (if not the manufacturer) Test standards (standards and certification program) including date of publication Type of inspection (e.g. type approval, inspection examination, supplementary inspection, etc.) Monitoring period, as long as DIN-certified (e.g.. 1st half of 2011) DIN CERTCO oum, Stand: 01.17, Druck:

This involves confirming that the products to be certified conform with the requirements listed in section 4, as well as subsequent monitoring. A certificate is issued to confer the right to use the DINplus quality mark. 6.1 Application for certification Applicants can be both manufacturers according to article 4 of the Produkthaftungsgesetz (ProdHaftG) [German Product Liability Act] and also retailers who market the products independently within the meaning of the Produkthaftungsgesetz with the written consent of the certificate holder. The following documents must be submitted by the applicant to DIN CERTCO: The original application for certification with a legally binding signature. Current test report according to section 5.5 on an initial test (see section 5.2.1), if the test was not ordered by DIN CERTCO. Current inspection report on the observance of the laboratory at the manufacturer s place. Monitoring Contract between the testing laboratory and the applicant (these may be submitted no later than three months after issuance of the certificate) for traders -certificates: legally binding statement of the main-certificate holder (see appendix A) and legally binding declaration of the dealer / distributor (see appendix B) Technical Data Sheet Once the application has been received by DIN CERTCO, the applicant is sent a confirmation which includes a process number and information about the further procedural process. This also requests any application documents that may be missing. 6.2 Classification of types and sub-types Plastic pipe systems and the associated materials, pipes, fittings, armatures and sealant, which differ in essential features relevant to the certification, are defined as type or model. Examples of characteristics relevant to certification are those that have a significant influence on safety, operation or handling and that therefore require the product to be marketed under a different trade name. A separate certificate is issued for each type. Sub-types are generally products identified as a particular model/type that differ only in terms of size/performance, formal characteristics or characteristics that are not relevant to the certification process. They can be included on one certificate. DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 14 of Conformity evaluation DIN CERTCO carries out an evaluation of conformity based on the application documents that have been provided. This, in particular, assesses on the basis of the reports that the product meets the requirements and standards of the certification program. DIN CERTCO will inform the applicant in writing of any potential deviations. 6.4 Certificate and rights to use the certificate Once the testing and the conformity evaluation of the application documents have been completed successfully, DIN CERTCO issues the applicant with a certificate and awards the right to use the DINplus quality mark together with the associated registration number. The providers with a valid right to use the quality label "DINplus" are also eligible to maintain the license rights to use the trademark of KRV. And/ or Composition of the registration number: P1R0000 Plastic pipe systems, for which a right to use the DINplus quality mark has been awarded must be identified using the DINplus quality mark and the associated registration number. The mark and registration number may be used only for the particular type for which the certificate has been awarded and which corresponds to the type-tested product. One registration number is issued for each type. Different models (sub-type) of a type are issued with the same registration number (see section 6.2). The general terms of business of DIN CERTCO also apply. 6.5 Sublicenses According to DINCERTCO s General Terms and Conditions sublicenses are necessary if certified products are intended to be brought onto the market on behalf of companies other than the main certificate holder. It s possible to issue sublicences for all products in the name of this certification scheme. They give the possibility bring products onto the market in the name of sublicense holder. Sub-licences are dependent upon the validity of the main certificate. Products may not be chanced by sublicence holders. The following documents must be submitted by the applicant to DIN CERTCO: The original application for certification with a legally binding signature. Declaration of the sublicence holder that the products of the main certificate holder unchanged reach the markt. Declaration of understanding by the main certificate holder to issuing of sublicences. DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 15 of 162 The issuance of a sublicence certificate can be done with own registration number with registration number of the main certificate holder. 6.6 Publications All certificate holders can be viewed under <Certificate Holders> on the DIN CERTCO homepage which is updated on a daily basis. Manufacturers, users and consumers can use this research feature in order to learn more about certified products. In addition to the contact details of the certificate holder (phone, fax, , Home page), the technical data of registered plastic pipe systems can be viewed and is downloaded in the form of a technical data sheet. 6.7 Validity of the certificate The certificate is valid for 5 years. The validity period is indicated on the certificate. When the certificate expires, the logo usage right also expires. 6.8 Extension of the certificate If the certification is to be maintained beyond the date specified in the certificate, DIN CERTCO must be having it timely before the expiry of a current positive test report (range of surveillance testing, not older than six months prior to the application) and there is a request for an extension. DIN CERTCO carries out an evaluation of conformity based on the application documents that have been provided. The Evidence for being compliant with the requirements of the testing and certification requirements according to section 2 takes place in the scope of an audit test (see section 5.2.3), which are measured by DIN CERTCO. 6.9 Expiry of the certificate If the repeat inspection for compliance with the standards as described in section has not taken place promptly before the expiry of the validity period, the authorisation to use the DINplus quality mark and the registration number expires without this requiring express notification from DIN CERTCO. In addition, the certificate may expire if: The monitoring measures are mentioned in section 7 and 8 are not performed on due date or are incomplete. The DINplus quality mark is used improperly by the certificate holder The requirements in this certification program and its accompanying documents are not fulfilled. The certification fees due are not paid on time DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 16 of 162 The conditions under which the certificate were issued no longer apply With the lapse of the certificate, the right to use "DINplus" symbol automatically expires Changes/Supplements Changes/Supplements to the product The certificate holder is obliged to inform DIN CERTCO immediately of all changes made to the product. The inspection laboratory and DIN CERTCO will together decide the extent of the supplementary examination required in accordance with section and whether this comprises a significant change. The inspection laboratory sends the associated test report to DIN CERTCO. If DIN CERTCO decides that a significant change has been made, the certificate and associated registration number are rendered invalid. A new application for initial certification and the utility right for the DINplus quality mark can be submitted for the modified product. The certificate holder is also obliged to provide information about all changes relating to formal information (e.g., relating to the certificate holder or its address). The certificate holder can request that the existing certificate is extended by DIN CERTCO to include additional model categories (sub-types) of the same type. DIN CERTCO will decide whether a supplemental test is necessary for this. If the prerequisites are met, the models are included on the certificate for the product that has already been certified and form an integral part thereof Changes to the test standard If there is a change to the basis upon which certification testing was carried out, an application for a change of certification must be submitted within six months of notification of this change by DIN CERTCO. In general, proof of conformity with the changed test standard must be provided within twelve months by submitting a positive test report (see section 5.5). DIN CERTCO provides a positive evaluation of a modified certificate Product defects If defects are identified in a product that has been certified once it is on the market, the certificate holder will receive a written notification from DIN CERTCO to rectify the defect. DIN CERTCO will consult with the inspection laboratory to determine whether the defect in question is classified as a minor or major defect. If defects are identified that have a direct or indirect effect on the safety or correct functioning of the product (major defects), the manufacturer must ensure that the product no longer displays the certification mark until the defect has been rectified. The flaws in production are to be stopped immediately. Already produced, production batches with detected defects are not to be delivered any longer or to be retrieved from the market feasibly to the technical and commercial extent. The manufacturer must provide evidence to DIN CERTCO within 3 months by submitting a test report from a special test pursuant to Section that the deficiencies have been remedied and that the product in question again meets the requirements. DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 17 of 162 If the defects do not affect the safety or correct functioning of the product (minor defects), the manufacturer must use suitable means to prove to DIN CERTCO within a 3 month period that the defects affecting the product in question have been remedied. If the manufacturer does not comply with these deadlines, then the certificate and manufacturer's and distributor's right to use the "DINplus" quality mark are revoked. If there continue to be grounds for objection, the certificate is temporarily revoked by DIN CERTCO and a final deadline for remedying the deficiencies is granted. If the certificate holder fails to comply with the request or does not meet the deadline, or if the manufacturer fails to prove that the defect has been remedied, the certificate is revoked. 7 Self-monitoring by the manufacturer One critical component of certification is constant monitoring of the certified product throughout the certificate's entire term of validity. The manufacturer, must in this respect, implement suitable quality assurance methods in order to ensure that the product characteristics verified during certification remain of the same quality. This can be ensured by a factory's own direct monitoring of the product or production and, furthermore, by measures within the scope of a quality management system (QM System) according to DIN EN ISO Factory Production Control (WPC) Internal in-process inspection is the continuous monitoring of the production process by the manufacturer which ensures that the products comply with the defined requirements. The relevant records must be submitted to DIN CERTCO or its agents on request. They must at least contain the following information: Name of the product being inspected Date of production Date/Time of inspection Result of inspection and if applicable, comparison with the defined requirements Signature of person responsible for audit or authentication in electronic systems Date of the record If an inspection produces a negative result the manufacturer must immediately take all action to rectify the defect. Non-conforming products must be marked and removed from the process. The inspection must be repeated at regular intervals to establish whether the defect has been rectified. Extent and nature of the required part of the certification factory production control are described in the annexes Records All applied elements, requirements and provisions are to be systematically documented by the manufacturer in writing in the form. This documentation of the system of production control must ensure a common understanding of conformity evaluation and enable the achievement of the required component properties and check the effective application of the system of production control. Therefore, the WPK (On site production control) combines operational procedures and any measures which enable the maintenance and verification of the conformity of the component DIN CERTCO oum, Stand: 01.17, Druck:

ZP Plastic pipe systems (pressure pipes and piping fittings) Page 20 of Quality management system DIN CERTCO recommends the establishment and certification of a quality management system according to the DIN EN ISO 9000 ff. standards 8 External monitoring by DIN CERTCO 8.1 General In addition to the self-monitoring of the certificate holder, the quality assurance of the products is supported by the external monitoring by DIN CERTCO. DIN CERTCO hereby reviews and evaluates the conformity of the product as per the requirements set out in the Certification Program and possibly the effectiveness of the factory s own production control according to section 7.1. After successful type testing, initial inspection and issuance of a certificate, the external monitoring takes place at regular intervals in the form of surveillance testing (section 8.3). External monitoring includes factory inspections (see section 8.2) as well as product-specific tests (see attachments). 8.2 Inspections During a factory inspection DIN CERTCO or one of its authorised third parties will inspect the manufacturing/testing facilities and quality assurance (QA) measures to ensure that they are well suited to manufacture the product in line with requirements. The inspection will take place every six months. Factory inspections also determine whether the site meets the production and organisational requirements for on-going product conformity as detailed in section. 4 The result of the inspection shall be communicated to the client in a separate report. This must be presented to DIN CERTCO in original and the requirements correspond to DIN EN ISO / IEC section 13. If the results of the inspection are not satisfactory, the applicant must be informed of the failings immediately. The certification body and applicant must then discuss the required scope of additional measures needed in order to meet all requirements. If the applicant is unable to implement the required measures, the procedure is terminated. 8.3 Monitoring tests (control tests) The monitoring shall take place within the nature and scope according to the section and the respective Annexes.
