1 MESSAGE FROM THE MANAGING DIRECTOR I am very pleased to present the Annual Report of BBS, 2014, which also incorporates the Statutory Audit Accounts of was a challenging year for the BBS. The new Prime Minister of the Republic of India, Shri Narendra Modi s visit to Bhutan was both historic and symbolic of the strong bonds that the two countries continue to share. The momentous state visit on 15 th and 16 th June, 2014 was covered LIVE by BBS. Both Radio and Television channels covered his historic address at the joint sitting of the Parliament. BBS also made a documentary programme called B2B- Bhutan for Bharat and Bharat for Bhutan about his visit. Similarly the visit of the Indian President Pranab Mukherjee to Bhutan was also well documented and covered by the BBS besides the exclusive interview of the President at the Rashtrapati Bhavan in New Delhi, India. BBS continued to provide LIVE Broadcast of national events importance such as the Birth Anniversary celebrations of His Majesty the Druk Gyalpo, Parliamentary Sessions, Thimphu Drupchen and Tshechu, Paro Tshechu, Punakha Dromchoe and Tshechu, and National Day Celebrations. In the Entertainment programming, the launch of the Nga-goe Dhendur and the Druk Gi Soepen was another land mark for BBS in These shows have gained popularity instantly among all sections of viewers. BBS also began preparation for the 60 th Birth Anniversary Celebration of the Fourth Druk Gyalpo. In 2014, the Marketing and Sales department was merged with the TV-2 department to make the organization leaner, efficient and cut down cost. On the technical front, to minimize the breakdown of transmissions, BBS continued to install new towers and build new stations in various locations. The process of up-gradation of the lightings in the Television Production Studio and the automation system for both the TV channels were started in BBS News and Current Affairs continued to uncover issues from far flung areas and feature stories and issues which were more representative. 4 Overview of 2014 Bhutan Broadcasting Service (BBS) was launched on 11 November 1973, as Radio NYAB, by a group of young volunteers of the National Youth Association of Bhutan. In 1979 Radio NYAB was merged with the Information Department under the Ministry of Communications. BBS television service was launched on 2 June 1999, coinciding with the Silver Jubilee celebration of the reign of His Majesty the Fourth Druk Gyalpo. Today, BBS Radio has two Channels, one purely in Dzongkha and other divided among the three languages of Sharchop, Lhotsham ad English. Both the Channels run 24 hours. Likewise, BBS Television has also two Channels, with one providing 24 hours of educational and entertainment programmes. The other Channel, which runs for 10 hours, provides news and current affairs. BBS also provides LIVE telecast of important events including National Parliament sessions, local religious festivals and election Coverages. Besides Radio and Television services, news and programmes are also available in the BBS website BBS Radio services are available on FM, SW and satellite services. BBS TV's signal can be received in the Asia-Pacific region through INSAT

5 For nationwide coverage of news and programmes, reporters are posted at various locations throughout the country with two Regional Bureaus at Kanglung and Gelephu. At present BBS has 316 regular staff and 10 contract staff. At present BBS has 27 FM and TV towers at different strategic locations in the country News and Current Affairs (Channel 1) From Laya in Gasa to Tendruk in Samtse, and from Lhamoizhingkha in the Southwest to Jomotshangkha in the Southeast, BBS has featured news and programmes from far flung corners of the country. It has always been a conscious effort of the newsroom editorial team to bring fair and balanced news coverage, even from the remote areas. In 2014, BBS news and current affairs continued to (un)cover issues from the rural areas. Our camera journalists in the 12 Dzongkhags and the reporters in the two major bureaus of Kanglung and Gelephu travel to each and every Gewog within their designated Dzongkhag, so that equal coverage can be afforded throughout their territory

6 One of the notable coverage was the Pemaling village under Trashiyangtse Dzongkhag. The village is a four-day journey on foot from the nearest motorable road in Bumdeling. BBS documented the village and some of the sacred sites of Guru Rinpoche for the first time

7 TV-PROGRAMMES BBS officially launched its second Television channel BBS 2 24/7 on 21 st January, The first year focused on strengthening the functioning of the various units and sections within the channel. With 19 hours of in-house programming every week, the production teams and the management worked together to minimize repetition and brainstorm on content that would be appropriate and beneficial to our viewers. The first year was a learning curve but by the end of the year, BBS2 managed to establish itself as a popular channel with the Bhutanese across the country. In 2013 programmes like Lhakhangs and Goendays, Rivers of Bhutan, People and Nature, The Parenting Game show, Zheys and Zhems, Nga-goe Dhendur were launched making a positive impact on our viewers. The Nga-goe Dhendur or the Strong Man competition was launched in 2014 to revive the old tradition of selecting the Ngagyoe or the strongest Man of Bhutan. This show has gained popularity instantly among all sections of viewers. The show was popular and has successfully completed its second season. Works and plans are being made to conduct the third season. Based on the experience and knowledge gained from the first season, logistical hurdles, selection processes and fund raising were streamlined. To add excitement to the event the quarter finals were organized in the regions and a wild card entry was also introduced. The Eastern region quarter finals were broadcast LIVE as part of the historic 106 th National Day celebrations held in Kanglung, Trashigang. The Grand Finale was broadcast LIVE during the Birth Anniversary celebrations of the Druk Gyalpo on 21 st February Druk Gi Soepoen: This Reality Show was initiated to showcase and promote our own culinary diversity across all the 20 Dzongkhags. Five cooks representing their Dzongkhag compete against each other to showcase their flair in preparing the specialty of the Dzongkhag. Unlike the Master Chef series, Druk Gi Soepoen uses traditional methods and the competition takes place outdoors where the capricious weather always plays a part, adding to the overall charm of this contest

8 The Parenting game show, Do You Know Your Child? was a success and the second season included questions on the Monarchy and the Fourth Druk Gyalpo to commemorate the 60 th Birth Anniversary of His Majesty. Due to popular demand a similar show titled Bhu Zhi the Thuen Drel was also launched in Dzongkha in early The show was an instant success with the Dzongkha speaking viewers. Wai: Viewers of Nazhoen Express are treated to yet another youth programme. This programme provides yet another platform for the youth to express their thoughts on how they perceive various aspects of the ever changing trends while highlighting the importance of our own traditional values. Chathrim Godha was initiated to educate the populace on the various Acts of the Kingdom of Bhutan but was shelved after 10 episodes due to the difficulty in getting relevant resource persons. The other in-house programmes that continued its production into 2014 were Nazhoen Express, My World My Nature, Lifestyle and Culture, Economy and Environment, Music Spotlight, Super Spellers, Jangchub Shing, Legshey Lamzang, Dungtso BBS, Tutorials, Gewog Profile, Trowa Call in and Trowa Review. In order to support and sustain local Producers and Production Houses, BBS also outsources the production of local Serials and purchases locally produced Movies. Druk Superstar is a reality singing contest series which is the most popular show among the Bhutanese viewers. BBS collaborated with a private company on this show and broadcast LIVE the elimination rounds beginning with the top twenty contestants. RADIO PROGRAMMES In 2014, Radio focused on revisiting old programme formats and introduce more effective new programme formats. Five to seven minute information blocks on Buddhism and culture were introduced. Producers were trained on the production of radio drama, the most effective format used to reach listeners with their message. Storytelling, call in shows for children and discussion programmes on youth issues introduced from 2013 received more focus and these formats were well received by our listeners

9 Attention was given on producing programmes for specific target audience in all four language services. Two phase training on jingles and radio dramas based women s health, early childhood care and youth wellness were produced. BBS along with help of an expert, working for BBC and Deutsche Welle Radio in Germany, worked together to create this series of jingles and dramas. BBS radio has always accorded the highest importance to programme themes involving women, children and youth. Understanding this importance, BBS radio set a target of allocating 26% of our entire programming to women, children and youth issues in all the four languages by The target goal has been achieved and BBS plans to increase this programming to 33% by the end of 2015 In-house training on Jingle production Radio me and social messages production and its social value 2014: Sl. Nga-goe Dhendur NATIONAL AND INTERNATIONAL EVENTS As in past years BBS continued to broadcast Live, events of national importance such as the Birth Anniversary celebrations of His Majesty the Druk Gyalpo, Parliamentary Sessions,

11 Thimphu Drupchen and Tshechu, Paro Tshechu, Punakha Dromchoe and Tshechu, and National Day Celebrations. His Majesty s 34 th Birthday Celebration. While His Majesty the King celebrated his 34th birth anniversary in Punakha with thousands of people from Punakha and Laya, who had gathered in Thangzona, next to the Pungthang Dewachen Phodrang Dzong BBS TV and Radio took the celebration to every corner of the country with its LIVE coverage. Nga-goe Dhendur Finals The finals of Nga-goe Dhendur or the Strong Man competition was broadcast Live coinciding with His Majesty s Birthday on 21 st February LIVE BROADCAST OF PARLIAMENT The entire summer and winter Parliamentary sessions were broadcast live. During the regular TV and Radio broadcast, parliamentarians were invited to the BBS studios to discuss issues raised during the day s proceedings. The public could participate by calling in during the Live panel discussion or leave comments on the BBS Facebook page or website. It was during the summer session of the Parliament that His Majesty officially announced that 2015 would be celebrated to commemorate the 60 th Birth anniversary of the Fourth Druk Gyalpo. The launch of the 60 th Birth Anniversary Celebrations of our Fourth Druk Gyalpo was an important event for The entire nation came together to organize events and activities as a show of gratitude to His Majesty s selfless dedication and commitment to the peace and prosperity of the nation. To join the nation in celebrating the 60 th Birth Anniversary of His Majesty the Fourth Druk Gyalpo, a documentary on the Fourth Druk Gyalpo is under production, several MTVs were produced and aired, regular in-house programmes also included segments related to the Monarchy and the Fourth Druk Gyalpo. Talk shows, felicitations from around the country and segments of speeches of His Majesty the Fourth Druk Gyalpo were also broadcast. BBS Radio also launched a series of special programmes in all four languages including a special phone-in live quiz between the students of higher secondary schools in Thimphu Prime Minister offering the Five Phuechas to His Majesty the King on his 34 th Birth Anniversary at Changlingmithang

12 107 th National Day celebration at Kanglung The National Day celebrations were broadcast LIVE on both TV channels and Radio channels. 107 th National Day Celebrations in Kanglung The National Day was celebrated in Kanglung for the first time since the enthronement of His Majesty the King in It was graced by the entire royal family and was an occasion for the people of eastern region to interact with His Majesty the Fourth Druk Gyalpo in decades. BBS provided extensive coverage, both in news reporting and special programmes to mark the occasion. A record number of people had gathered from every Gewog of the six eastern Dzongkhags and from other Dzongkhags as well. BBS 2 covered Live some of the interesting events during the year. These included the 13 th National Film Awards, the Reality Series- Druk Super Star, Labshey Nyenshey, 7th National Body Building Championship, 18 th Yangphel Archery Finals on 30 August, 2014, the Bhutan Archery Federation Archery Finals and the National League Football championship finals. Indian Prime Minister s Visit Choosing Bhutan as the first country to visit after becoming the new Prime Minister of the Republic of India, Shri Narendra Modi s visit to Bhutan was both historic and symbolic of the strong bonds that the two countries continue to share. 13 Indian President s Visit A few months after the Indian Prime Minister s visit, the Indian President Pranab Mukherjee visited Bhutan upon the invitation of His Majesty the King. It was his first visit as the President of India. Various Memoranda of Understanding were signed between the two countries during this historic visit. The President also addressed the Parliament. BBS covered the President s visit right from his arrival at Paro International Airport until his departure. BBS was also given an exclusive permission, through the ministry of external affairs in India, to interview the President at the Rashtrapati Bhavan in New Delhi, India. A team was sent to conduct a thirty-minute interview prior to the visit of the President. It was a rare opportunity for the BBS. BBS has always been part of the official entourages when our leaders visit different countries. Not only with the leaders but also on occasions when there are important events, which are of interest to Bhutanese audience like sports, religion, and environment. BBS team interviewing President Pranab Mukherjee in New Delhi, India His Majesty the King visited India twice in 2014, once to New Delhi and once to Himachal Pradesh. On both occasions BBS team was part of His Majesty s entourage. Besides news coverage BBS also created programmes documenting these visits

14 As the national broadcaster, BBS was also part of the Prime Minister s delegation on numerous occasions; UNESCAP meeting in Bangkok, Thailand, and the State Visit to Bangladesh to mention a few. Prime Minister at the SAARC Summit The most notable of the Prime Minister s delegations was at the 18 th SAARC (South Asian Association for Regional Cooperation) Summit held in Kathmandu, Nepal. Given its importance and relevance BBS sent four people, two reporters and two camera persons. The team not only covered the Summit extensively but was also asked to make a documentary programme on Buddhist religious sites in Kathmandu and its neighboring districts. Prime Minister at the 18 th SAARC Summit in Kathmandu OTHER DEVELOPMENTS MARKETING & SALES Marketing & Sales Division, merged with BBS-2 Department continues to work towards generating revenue for BBSC. Considering this mandate, MSD provides platform to the Government Organizations, Non Government Agencies, Corporate Bodies, Business Entities and Private Companies to articulate their commercial and non-commercial interest by creating audio visual information. Further, MSD contemplates on two prominent areas Image positioning and Customer Relationship by delivering effective customer service. Consequently, 2012 recorded the highest revenue earning a total of Nu.59 million. However, in 2013 saw a decrease in revenue earning by almost 10 percent as compared to According to sales accounts 2014, the revenue earning by MSD in the calendar year 2014 revealed little more

The reasons for the decline may be; 1. Increased private production houses participating in the competitive tendering process. 2. Decrease in the reality shows - from five reality shows to two till date. 3. Production of profile initiated by MSD for various organizations are used for next 3-5 years and requires only minor updates. Interesting to note is the entrance of new TV stations in the near future. The coming of private TV stations will have major implication in the Bhutanese market. As a result, BBSC will lose its de-facto brand image and its monopoly status in the broadcast market. Although the customer base is increasing each year, the potential market in Bhutan, given its small population is a huge challenge that BBSC will face in the years ahead. For instance, BBSC could look back when several Radio stations started operating in the market. Similarly, with the government liberalizing TV licenses, the impact could be felt on airing of TV ads/commercials and PSAs

16 TRANSMISSION The Engineering Department has put more emphasis on standardizing the transmission station infrastructure for the last few years. The Engineering Department has faced many transmission breakdowns in various parts of the country. Most of the rural people of Bhutan depend on BBS terrestrial transmission network for both radio and TV for any news, information, entertainment and education. The moment there is any breakdown of transmission network general public immediately complains, which indicates the reach and the impact of BBS service. Before 1999, BBS had only radio service. The radio signal was transmitted by shortwave with 50KW transmitter. In late 1990s, an FM network was set up by the DANIDA project. With the introduction of TV in 1999 the terrestrial network got expanded within due course of time. Till 2012, BBS had only one TV and one radio channel. Beginning of 2012, TV-2 was launched and a year later in February 2013, a 2 nd radio channel was added into the BBS network. Realizing the importance of proper infrastructure like power system, backup power, tower, shelter and a lightning protection system at the transmission site, following works have been taken up: a. New prefab shelter: The engineering department has carried out an exercise to standardize the transmission station s infrastructure. After the standardization of the infrastructure, the Engineering Department has built eight prefab shelters for the transmission equipment in the same place where BBS had formerly built small houses before. The reason was that due to the increase in radio and TV channels the old houses could not accommodate all the necessary equipment. Prefab shelters were built in the following places; 1. Saureni, Samtse (Old station) 2. Darla, Chukha (Old station) 3. JJ peak, Paro (Old station) 4. Gongpong, Zhemgang(Old Station) 5. Kilkela, Bumthang (Old Station) 6. Pongchula, Mongar (Old station) 7. Zorchen, Tashiyangtse (Old station) 8. Khebisa, Dagana (New station) b. New BBS towers: BBS has been using the transmission towers of Tashi Cell and BT wherever it is possible on a cost sharing basis. However in the following places, BBS has built three new towers in the past year to increase coverage;

17 1. Dorokha, Samtse (New tower) 2. Kamji, Chukha (New tower) 3. Surey, Sarpang ( New tower) c. New Stations: For the year , BBS has been working towards increasing the coverage by adding seven new stations. While the constructions has already been completed, the installation of the equipment is still going on. The new stations are located at ; 1. Bangtar, Samdrupjongkhar 2. Pangbang, Zhemgang 3. Dorokha, Zamtse 4. Damji, Gasa 5. Khebisa, Dagana 6. Lungselgang,Surey,Sarpang 7. Kamji, Chukha d. Lightning protection system: Through the JICA project, BBS received a grant for lightning protection systems for twenty transmission stations. The lightning protection systems have been installed in all twenty stations around the country. e. Digital Road Map: For the preparation of the digital road map for Bhutan, BBS is being represented by Mr. Sherub Tharchen, Chief Engineer and Mr. Ngawang Dorji, Transmission Manager. The digital road map core group is working on the draft of the report, which will be submitted to the Department of Information and Media (DOIM), Ministry of Information Communication who is leading this project. STUDIO The old Television Production Studio (TPS) had been installed with the conventional lighting system in All the equipment has become very old and has started malfunctioning and more over the spare parts for this system are not available in the market anymore as it has become obsolete. The system also consumes more power due to more heat dissipation, thus the escalating maintenance costs. As all the reality shows takes place in this studio, the need for a reliable latest lighting system was felt. The work for the installation of LED lights have been started already, the project will carry on till sometime in

18 AUTOMATION BBS uses WASP 3D for the automation graphics for both the channels. The machines were installed in 2007 for the NCAD channel. These machines are currently operating on Windows XP. The Windows XP operating system is considered obsolete by the Microsoft Company and the OS is causing problems for our computers. The graphics for Channel 2 employs a 2010 model. Both the channels are working with different versions of our graphics program. This problem is really inconvenient for the users as well as for the maintenance staff. Therefore, management decided to upgrade the graphics machine for both the channels in one platform operating software. BBS will upgrade to the latest version on using the Windows 7 operating platform for both the channels so that it will be convenient for the operators as well as for maintenance. This upgrade will be complete and fully functional by the end of June, MSD MERGES WITH BBS-2 To make the Organization leaner and more efficient, the Marketing and Sales Department was merged with the TV-2 department at the end of The division is now looked after by the General Manager of BBS 2. 19 HUMAN RESOURCE AND ADMINISTRATION ABU Children s TV me coproduction Workshop in Kuala Lumpur. For the Human Resource and Administration Department, 2014 was an extremely challenging year. With the implementation of the austerity measures initiated by the management in the previous year, all in country and foreign travels were minimized. DSA for in-country travels were reduced and for foreign travels enforced halt DSA was reduced to one day. Besides cutting down travels, officials were not keen to travel because of the reduced DSA. With no dedicated HR funds, BBS could only afford to send people abroad to attend workshops, meetings and co-production series which were either fully or partially funded. With the support of Asia-Pacific Broadcasting Union (ABU), the Asia-Pacific Institute of Broadcasting Development (AIBD), Indian Technical Cooperation (ITEC), Netherlands Government, Turkish Radio and Television, JICA, Indonesian Government, UNICEF Bhutan and Radio Netherlands Training Centre (RNTC), one hundred and eleven employees (111) attended various trainings, seminars, workshops and conferences outside the country while twenty four (24) employees were Media Law Workshop by AIBD trained in-country in various areas of programme production, reporting, script-writing, among others. Journalists from other media agencies and officials from relevant government agencies also participated in some of the in-house trainings

20 With the compulsory implementation of the IAS/International Finance Reporting Standard for Small and Medium Enterprises from 2014, the BBS for the first time, arranged a tailor-made training on IFRS for the finance and Stores Officer in Bangkok. ABU-HBF Regional Workshop on the Role of Broadcast Media in Disaster Mitigation and Management, Kuala Lumpur from 3rd to 5th Sept IFRS training in Bangkok RCSC medal recipients of BBS, In 2014, a total of 23 BBS staff received the Royal Civil Service Medals, nineteen received bronze and four received silver medals. 21 CHALLENGES AND CONSTRAINTS The year 2014 wasn t without challenges and constraints. The biggest challenge, as always, was living up to the expectations of the general public, both in content and coverage. Almost all the government agencies, public offices and even private enterprises wanted BBS to cover every event that they held, whether the event was worth the coverage or not. It is worth a mention here that every story or programme that appears on BBS is discussed and debated in the editorial meeting, consisting of no less than 10 people, including the regional language editors. These editorial debate is an everyday routine.. Editorial Meeting in progress The other challenge is the cost of covering the news and programmes. Gathering news is an expensive business, not only for BBS but for every news organization around the world. Although not a best form of gathering information many a times we had to request agencies to send us video footages and pictures because it was proving expensive for us to send a reporter and camera person, especially when the events were held where we do not have our correspondents. On a major event, a minimum of 10 people have to be involved- technical, sound, camera, lighting, producers/reporters, and anchors. The group becomes larger depending on the nature of the coverage. Therefore, excluding the satellite and other related charges, the costs of covering an event comes out huge. Retaining good and capable professionals continues to remain a challenge as well. In 2014, a few senior experienced staff left the Organization. Reasons for leaving are complicated and varied but attrition remains a challenge. Today, the average age in the newsroom is 30 years old. This means that most of our professionals are young and in need constant guidance and support

The BBS will join the Nation in marking the 60 th Birth Anniversary Celebrations for His Majesty the Fourth Druk Gyalpo. Beginning 11 th November 2014, BBS has covered series of news reports and programmes on the Fourth Druk Gyalpo initiated by various agencies and the government. BBS has also plans to initiate several discussion programmes to mark this auspicious year. Discussions have also begun in preparation for the massive local government elections and Thromdey elections taking place early next year. Plans are being made to send at least one reporter to each and every Dzongkhag by the end of Beginning 2015, BBS has developed a new approach called a Mobile Bureau. It has been initiated so that all Dzongkhags and Thromdeys are given equal news coverage, from time to time, based on their events and issues. Although BBS has presence in 14 dzongkhags, 12 of the Dzongkhags are manned by single camera journalists (Camjo). During the annual bureau meeting held in October 2014, most of them shared that it was very difficult for them to cover major and extensive stories owing to their lack of technical capacity and resources. Therefore, this idea of mobile bureau, a team from the BBS headquarters will help address this concern.
