RAJYA SABHA TELEVISION 57.1 Introduction:Rajya Sabha Television (RSTV) is a 24X7 parliamentary TV channel owned and operated by the Rajya Sabha.During the sessions of Parliament, the channel telecasts live the proceedings of Rajya Sabha and presents incisive analysis of the proceedings of the House and other day-to-day parliamentary events and developments especially the functioning of and developments related to Rajya Sabha. While focusing its attention on current national and international affairs, RSTV also telecasts a variety of information and knowledge based programmes. i) The channel offers deeper insight into the functioning of Parliamentary Committees,focuses special attention on the legislative bills upcoming as well as the ones under consideration of the Parliament and covers several other aspects of the functioning of Parliament with special focus on Rajya Sabha. ii) As a responsible and responsive public broadcaster, RSTV has conceptualized its programmes and shows on the basis of a vibrant relationship between the Parliament and the people.it acts as a bridge between the elected and the electors. It triesto touch upon nearlyall aspects of political, economic, social and cultural life of the people and makes a sincere attempt to show the diversity and vibrancy of Indian society through programmes based on art and cultureof India Command and control of RSTV: RSTV is under the command and control of the Chairman, Rajya Sabha through the Secretary-General Rajya Sabha. All administrative, financial and policy approvals are processed through thesecretary, Rajya Sabha Secretariat. The Chief Executive Officer (CEO), RSTV who supervises the day-today functioning of the channel has been delegated financial powers for expenditure on outsourcing of programmes and other operational requirements of the channel. He also holds the charge of Editor-in-Chief and is assisted by Executive Director, Executive Editor (English) and Executive Director (Technical) in the matters related to programming and technical aspects of RSTV.For administrative and financial matters, he is assisted by Director (Administration) anddirector (Finance & Accounts) along with other officials and staff RSTV is housed in the two floors of Talkatora Stadium Annexe Building hired from the New Delhi Municipal Council (NDMC), Bungalow No. 12-A, GurudwaraRakabGanj Road and Room No. 111, Parliament House. A Production Control Room is located in Room No. 50, Parliament House for live telecast of the proceedings of Rajya Sabha. An in-house state-of-the-art High Definition Studio of the channel is located in Bungalow No. 12-A, GurudwaraRakabGanj Road. The editorial and administrative functions of the channel are carried out from Talkatora Stadium Annexe Building. The Finance and Accounts Wing is located in Bungalow No. 12-A, GurudwaraRakabGanj Road Programmes of RSTV: RSTV broadcasts the proceedings of the Rajya Sabha during the Parliament sessions. Besides, it broadcasts daily news bulletins in Hindi and English and various programmes on national and international issues. The channel 343

YehBhiMudda 57.5 Outsourcing of documentaries: In addition to the scheme introduced in the year 2012 for production of documentaries through various film makers, RSTV introduced another scheme in 2015for procurement of programmes/documentaries produced by individuals/organisations which suit the requirements of RSTV. Under both these schemes, 06 documentaries were purchased/produced by RSTV during the year Collaboration with other agencies: RSTV has an MoU with VigyanPrasar and National Institute of Science Communication and Information Resources (NISCAIR) for joint production of science based programmeslike Eureka, Science Monitor and GyanVigyan. An MoU was also signed with Films Division which enables RSTV to 344

3 telecast films in Film Division archives at its convenience. RSTV also has an arrangement with XP Division of Ministry of External Affairs for airing documentaries produced by them Tenders/Agreements/Contracts:RSTVawarded/renewed contracts for hiring of services from various agencies like M/s ANI Media Pvt. Ltd, M/s Press Trust of India Ltd. and M/s Planetcast Media Services Ltd Inventory/ Stores: A proper system has been evolved for issue/return of various items/equipment such as cameras, lights, mobile phones, data cards, hard disks, laptops etc. to the professionals of RSTV. All the consumable and durable items procured by RSTV are recorded in the inventory/stock register Procurement of stationery and other items: Stationery items, computer accessories, fax and photocopier consumables and other miscellaneous items were procured from M/s Kendriya Bhandar and open market as per the prescribed Government rules and procedures. Details of items procured during the year 2016from M/s Kendriya Bhandar are at Annexure-57.1 and that of items procured from various other vendors are atannexure Details of furniture items procured during the year 2016 are at Annexure Maintenance: Most of the machines and equipment are maintained through their respective companies/oems. Details of Annual Maintenance Contracts awarded during the year 2016 is at Annexure Imprest Amount: An amount of Rs. 20,000/- is kept as imprest money for meeting contingency expenses of RSTV. Besides, keeping in view the nature of the functioning of the channel an advance of Rs.60,000/- is drawn on fortnightly basis to meet the requirement of studio expenses Maintenance of Various Registers: Various registers, namely, Bill Register, Expenditure Control Register, Advance Register, Acquittance Roll, and Inventory Register etc. were maintained by RSTV during the year Tours/Hiring of Vehicles and Hotel Accommodation: Officials/professionals of RSTV have to travel frequently, many a time on a very short notice, for production of the programmes. All tour related arrangements were made well in time to the satisfaction of all concerned Facilitation and arrangement for various local and outstation shooting of programmes:various services were hired for outstation/local shooting of programmes/shows of RSTV during the year. Requests for hiring of technical equipment for various programmes of RSTV were dealtwith and arrangements were made for hiring of multi-cam equipment, lights, Gen Set and manpower as per the requirements of programmes/events Budget: The total budget provision for the financial year in respect of RSTV was Rs. 69,70,73,910/- out of which Rs. 25,23,60,060/- was utilisedfrom January to March Similarly, the Budget Estimates for the year wasrs. 93,88,00,000/- out of which the total expenditure from April to December 2016 was Rs. 51,27,00,466/-. 4 Processing and settlement of bills: Bills relating to various services hired/outsourced by RSTV, tours and travels, settlement of TA/DA of professionals, telephone, electricity, internet etc. were processed. Bills for payment of professional fee to professionals engaged on contract basis, ad-hoc basis, freelancers and stringers and honorarium to guests were also processed. Head-wise total number of bills passed upto 31 December 2016 is at Annexure Income Tax statements and TDS: During the year, monthly and quarterly statements in respect of Income-tax on fee paid to professionals and payments made to private parties/service providers were prepared for facilitating the filing of Income-tax Returns by them. TDS on fee/payments made to professionals/various service providers and vendors was deducted by RSTV Sanctioned Strength of professionals of RSTV: The sanctioned strength of professionals of RSTV as on 31 December 2016 is 438. The personnel in position as on 31 December 2016 is 167. Statement showing the sanctioned strength and the personnel in-position is at Annexure Ad-hoc engagements of professionals and hiring of freelance professionals. Matters relating to ad-hoc engagement of part-time guest anchors and professionals and payments thereof were processed. Requests for hiring of freelance camerapersons and video editors for various programmes of RSTV were also dealtwith Engagement of professionals:5 professionals of the channel were upgraded to higher positions during 2016 (Annexure-57.8). The term of 55 professionals was extended during 2016(Annexure-57.9).The channel engaged 15 fresh professionals during 2016 (Annexure-57.10) Resignation/terminationof engagement of professionals of RSTV:6 professionals resigned and 3 professionals were relieved of their duties on completion of their term of engagement. Engagement of 7 professionals was terminated and one professional expired during The details are at Annexure Creation/abolition of professional positions during 2016: 21 professional positions of Junior Reporter (15), Junior Graphics Designer (5) and Associate Producer (1) were created.5 positions one eachof Editor-in Chief, Executive Producer, Senior Graphics Designer (VizRT/Virtual Studio), Graphics Designer (VizRT/Virtual Studio) and Senior Reporter were abolished during Interviews for various professional positions:walk-in-interviews, skill tests and written tests were held for 20 categories of professional positions in 2016 as per details given inannexure Issue of Identity Cards: One hundred sevenphoto Identity Cards were issued to the professionals/officials of RSTV during RTI Applications: 35 RTI applications had been received during Information sought by the applicants was made available to them through CPIO, Rajya Sabha Secretariat. 346
