1 1 Cut Their Shackles Why usual methods to rescue farmers will fail, and what can work in their stead Prerna Sharma Singh (The writer is vice-president and head of agriculture at Biznomics Consulting) Dozens of farming groups determined to stall supply of fruits, vegetables and dairy products to major Indian cities is a clear indicator of growing rural discontent that the Modi government has been struggling to deal with for quite some time, amidst supply glut and depressed farm produce prices. Worried that unhappy farmers could cost BJP dearly in upcoming state and national elections, the government has promised to extend price support to cover all crops and fix minimum support prices at 50% higher than the average cost of production. However, it is doubtful such a programme will really improve the condition of average farming households given the numerous challenges associated with its implementation, in particular, its effectiveness in checking sliding prices. Moreover it will have several unintended consequences, for instance, adverse implications for agricultural exports or ecology. There are many crops which already have MSPs that are 50% more than the cost of production, for example, wheat, mustard, barley, gram, millet, black gram and red gram. But that s not working as can be seen from increasing farmer protests and marches. The Centre has announced floor prices for 23 crops. However, except for paddy, wheat and sugarcane which are backed by effective procurement the support for other crops is indicative in nature. Obviously, further extension of price support without assured procurement can t be taken seriously. Moreover, even for those crops where MSPs are backed by procurement, there are challenges. First, only a selected few states such as Punjab, Haryana, MP and west UP have well-developed procurement infrastructure. Second, high leakage and wastages in procurement jack up the cost of the operation. Thirdly, more than three-fourths of farming households don t produce any marketable surplus and hence can t really benefit from price support. Fourth, in case of sugarcane wherein procurement is done by private mills, populist hikes in cane pricing by the Centre and states have ruined the financials of sugar mills, forcing them to seek bailout packages to clear mounting cane arrears at a time sugar prices are at their three-year low. India s price support programme is also promoting cultivation of water guzzler crops, paddy and sugarcane even in water deficit regions such as Punjab, Haryana and Maharashtra, appropriating a disproportionately higher share of limited irrigation facilities. Rice and sugarcane occupy 25% of India s agricultural land but consume more than 60% of its irrigation water. In Maharashtra it is worse: only 18% land is irrigated yet it s promoting a water intensive crop like sugarcane, which consumes 71% of irrigation water. Some suggest that a modified version of price support, ie price deficiency payment (PDP) scheme as introduced by MP (for soybean) and Haryana (for horticultural crops) can still work. Under this, the government pays the difference between a crop s market price and its floor price directly into the

However, one can t ignore that both these states had to scrap their PDP programmes due to low coveragee and their failure to arrest falling prices. Sceptics doubt whether an extension of PDP to other crops will have any better outcome, unlesss backed by assured government procurement which would be too expensive and wasteful. Price support based on cost-plus pricing formula also ignores the demand side. Higher MSPs over- incentivise production leading to supply glut. That further depresses market prices and jacks up subsidy bill. Rice and wheat are the best examples wheree the government first incentivises their production and then tries not to let the prices fall by procuring more than one-third of the total produce. Hikes in MSPs also adversely affect exports by making Indian farm goods uncompetitive especially when international market prices are lower. That leads to increasee in net domestic supply that further depresses prices forcing the government to raise duties to check imports or subsidise exports. To make matters worse, scope for another round of loan waivers is limited given the precarious finances of banks. It s important to realise there s no short cut to tougher agricultural marketing reforms or rationalisation of input subsidies. New Delhi also needs to get rid of the pro-consumer bias in its trade policy that penalisess farmers by banning exports when domestic prices surge, but goes slow on raising import duties when prices correct. A non-inflationary way to resolve the agricultural crisis and increase rural income on a long term basis is to raise farm productivity through increased investment in irrigation and post-harvest a transparent, crop neutral and easier to implement income support programme similar to what Telangana has done. The state government gives a payment of Rs 10,000 per hectare of cultivable land to all farmers irrespective of the crops they raise. Given its relative simplicity and non-market distorting nature, it can be replicated in the whole of India, maybe in a less ambitious version to keep its cost manageable. Let the farmers decidee what they want to produce and in what quantities, based on market signals. Agriculture in India needs urgent unshackling from excessive government control. infrastructure. 3 3 Over the past three years, India s science and technology-focussed startup movement has seen steady improvement in quality and in numbers. Today, new Indian companies are becoming pioneers in a range of domains, like computer science, engineering, medicine, drug discovery and agriculture. They are moving smartly beyond their comfort zone of e-commerce ventures. Policy initiatives that give tax breaks and stimulate intellectual property development are an important impetus for their grow In addition, GoI s Atal Innovation Mission (AIM) has strengthened the incubators supported by various government science agencies, and has also invested in new ones. There is marked progress on the following fronts: the curation of ideas for entrepreneurs to choose from; mentoring the teams implementing these ideas through early stages; helping enterprises succeed by navigating the inevitable challenges that present themselves in a nascent startup ecosystem. Now, one significant lacuna is also getting attention: the flow of scientific input to fuel startups. Science must inform the innovative process. Without that, our startup ecosystem will be competing globally with hands tied behind its back. Our innovations will be restricted to reverse-engineering, reverse-innovating, and so on. Jugaad band-aid creativity in an infrastructure-deficit ecosystem- may be a first step, but it s simply insufficient to get our ecosystem to compete globally on more on more encompassing fronts. Fortunately, India s scientific institutions can deliver, built as they are on robust foundations. Despite legitimate concerns about median quality, there is no question that people of extraordinary talent do graduate from our institutions in significant numbers across numerous scientific fields. This has resulted in pockets of high-quality research in our best universities and research institutions. Institutions like the Indian Space Research Organisation the Indian Space Research Organisation (Isro) and the Department of Atomic Energy (DAE) have built impressive indigenous capacity in complex areas. Science Funding Financial support for science has also grown steadily over the past four years. While science funding as a percentage of GDP is at 0.7 %, the 2018 Economic Survey argues for substantial increases and for taking on major missions in basic science. Missions in artificial intelligence (AI), cyber physical systems, supercomputing and bio-pharma have been started, and others like deep ocean exploration are in the offing. Yet, for basic science to be itself constantly invigorated and to invigorate the entrepreneurial ecosystem, two major chasms need to be bridged. First, industry must invest much more in R&D and connect to the startup ecosystem. The cumulative R&D spend of Apple, Amazon, Facebook and Microsoft in 2017 was about $60 billion. This is comparable to the entire US federal government expenditure on all nondefence-related scientific research. India may not be able to leap to this level directly. But we must start by fostering links to ultimately eliminate the mutual incomprehension between science and industry in India. The link of startups to the industrial ecosystem also requires serious attention to the risk capitaldeficit in India. Ultimately, GoI will likely have to backstop the ability of the private sector in a way that makes the risk-return trade-off more attractive to the latter.

4 4 Community of Scientists The second chasm has to do with India s community of academic scientists. They must now embrace the responsibility of connecting much more to society, industry and the startup ecosystem. The resulting jalebi of connectivity will help provide the energy to our entrepreneurs and, in turn, to the scientists themselves There has been a self-organisation of such jalebis in some locations- Bengaluru, Chennai, Hyderabad, Pune, the National Capital Region (NCR), Kanpur. The bonding and the networking between academic institutions, industry and entrepreneurs have to grow speedily and by orders of magnitude. IIT- Madras shows that the task is not impossible. Its research park has grown from a sparsely occupied shell to a huge venture bubbling with interactions. Only a very small part of the major resources for its growth has come from government funds. Bengaluru is strong in IT and biotech, Hyderabad in chemistry, Pune and Chennai in manufacturing. These must be leveraged as links within the ecosystem are strengthened. The extraordinary synergy in IIT-Madras on solar power and electric mobility with national missions and with the auto industry again provides an example. As an immediate starting point, India must make it far easier for global talent to work in, and with, Indian institutions and scientists. One of us currently finds it incomparably easier to work in Chinese and European research institutions than in India s best. Both of us aim to help change this speedily. Well-chosen international institutional partnerships, driven locally, will further facilitate the growth of industry and the economy. Leaders should be further liberated from regulatory mandates, and be held accountable for the use of these new freedoms. GoI s announced Institutions of Excellence programme, designed to identify public and private universities capable of reaching global pre-eminence in the mid term, is one such measure that will help. India has made rudimentary, but important, strides in linking science to startups, using the instruments available to policymakers and industrialists. Triggering bottom-up scientific creativity through these efforts can pay major dividends over the next decades. East Consolidates As West Fumbles ET Editorials Date: Even as the summit of the G7 hosted by Canada ended in acrimony and a photograph of a standing German Chancellor Merkel seemingly lecturing a sitting US President Trump going gleefully viral, the eight-member Shanghai Cooperation Organisation (SCO) pioneered by China, with Russia, four Central Asian States and India and Pakistan as other members, and leaders of Iran and Afghanistan as invitees, concluded with a joint statement that obliquely, but unambiguously criticised American unilateralism and batted for a rules-based world order. Trump s suggestion to invite Russia to the G7 club and make it G7 plus 1 met with a cold response. But Russia, the power that straddles the region linking Europe and Asia, is a comfortable member of SCO a metaphor for the shifting of the balance of power from the West to the East, captured by the phrase, Asia s century. The SCO communiqué stopped short of directly calling out the United States. However, it called for continued implementation of the Iran nuclear deal, rebuffing the US withdrawal from the deal, to which

5 5 China and Russia, both SCO members, are party. The communiqué also criticised unilateral protectionist moves, and expressed strong support for the World Trade Organization. In effect, President Trump s protectionist moves were criticised by both the non-us members of the G7 and the SCO. While the grouping did not directly broach the subject of challenging the dominance of the US dollar in global finance, the SCO commitment to use national currencies for settling trade within the group, which accounts for a fifth of world GDP, is nothing but a move in that direction. China s concerns over the potential for deployment of anti-missile systems to upset balance and stability in Korea found articulation in the communiqué, as did Russia s opposition to destabilising the Syrian regime. The text of the communiqué includes SCO support for China s Belt and Road Initiative, but India has reservations on this, because of its projects in Pak Occupied Kashmir.
