4 Purpose of this SET To find out the strengths and weaknesses of the ARRL Indiana Amateur Radio Emergency Service (IN_ARES) and the National Traffic System (NTS) in the Indiana Section. To help ARES and NTS volunteers to gain experience in communication using standard procedure and a variety of modes under simulated emergency conditions. To provide a public demonstration to served agencies such as the Salvation Army, local emergency management agencies and hospitals the importance of Amateur Radio during a disaster or time of need. Dates Saturday September 30, 2017 Exercise Schedule The exercise schedule below has been condensed to execute the tasks in a short amount of time. The schedule is not representative of actual events in a disaster situation. Additional details on specific tasks is in the Local ARES team tasks section. 8 AM Simulated emergency occurs. Activate local ARES recall and initiate local net operations. Assign liaison stations to attempt contact with surrounding counties on simplex. 9 AM Contact at least 2 ARES teams in adjacent counties within the district using VHF/UHF simplex frequencies found in the Indiana ARES Emergency Response Plan. 10 AM Indiana Traffic Net activates to take activation reports from counties. County ARES teams should report activation status using the ICS-213 message form. Reports via RF connected WinLink may also be acceptable. 11 AM End Exercise. Terminate local nets and perform a local after action review. Focus Encourage local ARES team participation in the Indiana Traffic Net. Any ARES team that does not have HF capabilities should pass this traffic along to an adjacent county to be sent to the Indiana Traffic Net. Encourage inter-county communications by VHF/UHF point to point Track ARES participation in the Indiana Traffic Net 4
5 Encourage counties to activate their local emergency procedures for recall and local net activation Preparation Prior the SET Before the SET, the Emergency Coordinator should gather your teams and conduct a review with their IN_ARES teams a review of the National Incident Management System (NIMS), the National Traffic System (NTS), the IN_ARES Communications Plan, and the local ARES communications plan. This training should include a review of NIMS structure and ICS forms commonly used to support and document an incident. Exercise Scenario for the 2017 SET A line of powerful thunderstorms has moved through your area. Strong winds, flooding rains, damaging hail and lighting have paralyzed most of counties in your District. Wind speeds exceeded 85 MPH and have caused many trees, branches and power lines to fail. Estimates are between 85 to 90 percent of homes in the District are without power. Many roads are impassible due to flash flooding, tree debris and downed power poles. Communications infrastructure has also suffered greatly. Downed wires, power outages, bent antennas, and failed back-ups have crippled normal communications. Amateur Radio operators have not gone undamaged. Repeaters that are not on back-up power are not functioning. Many large antennas systems are down or damaged What s working in this scenario? VHF/UHF Simplex Limited Repeaters (Repeaters with back-up power may be used.) Limited Internet HF antennas with NVIS type antenna systems Local ARES team tasks 1. Activate your local ARES emergency plan and establish a local net 2. Establish simplex communications with a neighboring county using the statewide VHF or UHF frequency defined in the section emergency plan 3. Report your activation status using the ICS-213 message form through the Indiana Traffic Net. Reports should be addressed to Indiana Section Manager Brent Walls N9BA. The reports should include the following information: a. County b. Local Net activation frequency c. Number of ARES volunteers participating 5
6 4. (OPTIONAL) Report your activation status using the ICS-213 message form using packet radio. Reports should be directed to Indiana Section Emergency Coordinator Tony Stokes KU9V. The reports should include the following information a. County b. Local Net activation frequency c. Number of ARES volunteers participating After Action 1. Complete the 2017 SET EC Report (Form A) 2. Complete 2017 SET Score Card 3. Complete the After-Action Questionnaire sent out by the Section Emergency Coordinator after the SET. 6
