OPENING REMARKS Chair Raiman opened the meeting and went over the ground rules of the FY 2013 Grants Review process. Review Panelists Rich Kleinfeld and Lena Shrestha were introduced. Grant Application Recusals: o Carol Cadby- Synetic Theater, Signature Theater, Avant Bard/WSC, Educational Theatre Company. o Edwin Fountain- Bowen McCauley Dance, Metropolitan Chorus. o Monique O Grady- Synetic Theater. o Wanda Baez- Ballet Nova. Other Remarks: John Seal made a motion to approve the group recommended guidelines. Edwin Fountain seconded the motion. The motion passed unanimously. Lance Wolf brought to the attention of the Commission that there was a discrepancy in the guidelines and that the guidelines should reflect that an Arlington Arts Organization must have a permanent Arlington business address to qualify for a Grant. Lance Wolf made a motion to approve the correction. Terri Prell seconded the motion. The motion passed unanimously. 1

2. GENERAL OPERATING SUPPORT GRANTS Jane Franklin Dance Arlington Philharmonic Orchestra Pro Bolivian Committee Mark Longo made a motion to consider the application for only. Terri Prell seconded the motion. The motion passed with a vote of 12 for and 1 opposed. John Seal made a motion to approve only. Terri Prell seconded the motion. The motion passed unanimously. Teatro de la Luna 100% 100% Washington Balalaika Society Signature Theatre 100% 100% Opera Guild of Northern Virginia Mark Longo made a motion to consider the application for only. David Taylor seconded the motion. The motion passed unanimously. 2

This was to offer them the opportunity to perform in Arlington County. Katherine Wood seconded the motion. The motioned passed with 11 for and 2 opposed. 4

Prelude: The Arlington Youth Orchestral Program 100% 50% Ballet NOVA 50% 3. PROJECT GRANTS The American Century Theater Award Amount: $7,500 John Seal made a motion to approve the project grant. Mark Longo seconded the motion. Motion passed unanimously. Mark Longo made a motion to approve $7,500. David Taylor seconded the motion. The motion passed with 11 for, 1 abstention (Katherine Wood) and 1 opposed. Bowen McCauley Dance Company Award Amount: $0 David Taylor made a motion to not approve a project grant. John Seal seconded the motion. The motion passed with 11 for, 1 recusal (Edwin Fountain) and 1 abstention (Wanda Baez) Educational Theater Company Award Amount: $0 David Taylor made a motion to not approve a project grant. Terri Prell seconded the motion. The motion passed with 10 for and 3 recusals (Katie Greenan, Monique O Grady, and Carol Cadby). 4. SPOTLIGHT GRANTS The Commission requested that applications for Spotlight Grants be forwarded to the Commission for their review. Recommendations for Spotlight Grants will be made at the Commission s next meeting. 5. OVERALL ISSUES At the conclusion of the meeting, Chair Raiman asked the Commissioners for any additional observations that may improve the grants process in the future. The following topics were mentioned: Project grants for staff positions Differentiation between membership, teaching and performing Children s Groups: School or performance Community vs. heritage groups Artistic Merit meeting their mission/vision of the organization Maximum level of support with consideration that it be a line item Surcharge issues Ranking process capacity grant vs. project grant Need for Dance Space Arlington vs. regional A comprehensive facility policy across schools, parks, BIDs, and Cultural Affairs Staff should provide all supplemental materials Can grants materials be centralized for easier access e.g. Website or dropbox. Mid-point review to make sure that every group has been seen at least once during the year. Include Staff notes as well as panel notes for Commission review Commissioners liked the AED office for meetings. The meeting was adjourned at 3:45 p.m. The next meeting of the Arts Commission will be held on May 2, 2012. 6
