Holiday Spending Limit Date: November 1, 2018 To: All DOC Inmates From: Michael F. Gower, Assistant Director for Operations Division Subject: Holiday Debt Collection Suspension The 2018 holiday buying period runs Monday, November 26, 2018 through Friday, December 28, 2018. Spending limits will be doubled during the holiday buying period. Availability of specific items offered for sale during the holiday buying period are subject to vendor supply. If you are INDEBTED to the Department of Corrections (DOC) read this: Debt will be collected through Wednesday, November 21, prior to the beginning of the holiday buying period. DOC is exercising the discretion of the Assistant Director of Operations, according to Trust rule 291-158-0065 to designate November 21 as the last business day of the month, prior to the holiday buying period. During the holiday buying period, Central Trust will not collect existing DOC debt. However, non-doc debt, such as court fees and garnishment orders, will be collected during the buying period, as well as fines associated with new disciplinary sanctions that are applied to your trust account. During the holiday buying period, inmates who are indebted to the DOC may only spend funds posted to their account for postage, copies, institution club activities, and commissary items. If you are indebted, Central Trust will not process CD-28s to send funds out. At the conclusion of the holiday buying period, any funds remaining in accounts of indebted inmates will be collected and applied to their debt. NOTE: Transitional Savings deductions will remain in effect according to ORS 423.105 (SB 844) during this time. Commissary Distribution Schedule November 12-30. SRCI Commissary will be double spending limits to all inmates in PRCF General Population the week of November 12-16 for distribution November 21. SRCI Commissary will not process any orders from PRCF General Population the week of November 19-23 due to Thanksgiving and a short work week. The Holiday Buying Period will be November 26 through December 28. PRCF General Population will be able to place holiday orders beginning the of November 26-30. There will be no distribution of commissary the week of November 26-30.

PRCF Medical Services has a few doses of Influenza (Flu) Vaccine remaining this year. If you are interested in receiving an Influenza (Flu) Vaccination, please call Medical Services to request one. PRCF Medical Services Movies sent in by Family and Friends You must send Ms. Fuzi a kyte prior to having movie s sent in to the institution. Release Dress Out Notice Have you thought about how you are going to pay for clothing when you release? Due to changes to the Inmate Trust accounts you should start thinking about how you will pay for your dress outs. You can pay for dress outs with money in your General Spending account or your General Savings account but Not your Transitional Savings. You are allowed to transfer money from your General Spending to your General Savings once a month. Central Trust in Salem must receive the transfer request by 15 th of the month. The cost for dress outs can be up to $35 depending on your needs. If you have any questions about cost for dress out clothing kyte R&D. CD-28 Notice CD-28 s need to be in by Sunday nights for all types of tickets from now on. This means your Activities, Coffee, and Photo tickets Must be in by Sunday night for you to pick up on Friday of that week.

Here s what a G.P. Committee member has to say If you re really looking to change, I encourage you to read this. My name is Tavaris Winchester and I m an alcoholic. I m 26 years old and I m still alive, they say the average African American male doesn t live to be 25; I m blessed so to say. I ve gang banged for about nine years of my life. I ve been shot at on multiple occasions and also shot. I m not trying to glorify or sound hard! It s just my story. This is my second time coming to prison. The first time I served 13 months of an 18 month sentence. To me I was living a thug s life and I felt that I was experiencing everything a real gangster would. I did everything within these prison walls and fences I could to make a name for myself. It didn t do anything but make it harder for me this time around. I got out December 15 th 2010, with 60 months hanging over my head. About three months of being out I ended up getting this girl I went to school with pregnant. I was still out running wild. Also, within those three months I had already got detained and been questioned about a gun. I got three or four probation violations before I was handed my 60-month sentence. It s crazy because I knew I was coming to prison on one of those violations. I was involved in another gang shooting, but this one was on the news. I ended up doing a 90-day sanction and got out about a month before my son was born. I m not going to sit here and say prison changed my life. What made me open my eyes and come to the conclusion that I needed to do something new with my life was the day I saw my son born. The day he was born I was also in the hospital yet again I was shot at and was grazed by a bullet. My son s mother ended up coming to the hospital I was at, so that way I could see my son be born. After that I told myself I was honestly done with the way I was living. I then stopped gang banging and focused on my son. I started to straighten out, but I kept smoking marijuana. I had a job, my own place etc. I gave my P.O a dirty UA and that was the straw that broke the camels back. The messed up part of it all is that the day before, I found out my fiancé was pregnant. Here I am sitting in prison. I did and said any and everything I could to try and convince the judge I would do better. He wasn t going for it this time. This is what he told me straight from the official transcript, You have had so many opportunities including the fact that three years ago your case was presumptive prison, and several times we have kept you out. You keep doing the work to put you back in prison. And look it s sad, I don t think it s going to do you a lot of good either, except you ll be clean and you won t commit any crimes in the next five years, but I m revoking you, 65-months, I ll give you all credits including AIP, so if you need treatment try to get it through an alternative incarceration program. I started my 60-month sentence at EOCI. So, like I said, I stopped gang banging when my son was born in 2011, when I came back to prison in 2013 a lot of the same people were still there and were expecting me to be on the same time I was on my first set. I told everyone I wasn t here for that, I come to do my time and go home. When the first gang riot popped off a week after I was there and they saw me not involve myself, that s when problems started. Trust me, I had to deal with the consequences. When I make up my mind, I m not changing it, though not only did I have to deal with the group I used to run with but I also had to deal with the rivals. I did my own time! Human beings by changing the inner attitudes of their mind can change the outer aspects of their lives. That s what AIP has to offer, help and change. I came into the program with one thing and one thing only on my mind and that was a time cut. I m 6 months into the program and still learning new things. Not only is this program a blessing, it s a life long lesson. If you really want to change I urge and plead for you to come and see what it has to offer before listening to those who don t qualify or have been removed for their own wrong doing. Come to GP outreach and hear for yourself opposed to being influenced. Even if you re not saving any time, you could be saving your life. Before I go, here is some food for thought; when we are born we come into this world with the same amount of five golden coins in currency of life. Over the course of life, you can invest, spend, save or waste these coins as you choose. These five types of coins are time, money, energy, talent and opportunity. Me, I ve wasted all but one of these coins and that s the coin of opportunity. I m getting the opportunity of a second chance, really a third. A lot of people don t get a second chance. So I m going to take the opportunity that this program has offered, being able to go home again and run with it. I m sure that my old cellmate who currently has 35 years left would do anything to be in my shoes. I m going to do everything I cannot to be in his. Tavaris Winchester Release Date 2-16-16
