ARLINGTON COUNTY, VIRGINIA County Board Agenda Item Meeting of January 23, 2016 SUPPLEMENTAL REPORT REVISED DRAWINGS AND AMENDED CONDITIONS DATE: January 20, 2016 SUBJECTS: A. GP-332-15-1 Request to amend General Land Use Plan from Low-Medium Residential (16-36 units/acre) to Medium Residential (37-72 units/acre) for the property known as 1411-1417 Key Blvd. and 1541 North Colonial Terrace which encompasses the southern portion of the block bounded by Key Boulevard to the south, North Nash Street to the east, North Colonial Terrace to the north and North Ode Street to the west. B. SP #439 SITE PLAN (Washington Vista) to construct new 63-unit multifamily building for the property located at 1411-1417 Key Blvd. and 1541 North Colonial Terrace (RPC #16-014-056 and -57). DISCUSSION: The purpose of this supplemental report is to provide final drawings for the proposed above-ground transformer enclosure. Staff and the developer have agreed to a final design, and recommend that the Board adopt the revised sheets dated January 19, 2016 attached to this report in the place of the equivalent sheets in the 4.1 plans and presentation materials. Although the revised design came too late for the Planning Commission to review the changes, staff had made the Commission aware that they were not seeing the final design of the enclosure. The Commission did not provide guidance to staff on the final design. The proposed changes to the enclosure from the version seen by the Planning Commission (and in the County Board s original packet) lowers the enclosure, moves it adjacent to the end unit townhouse, and amends the fenestration. Staff recommends amending Condition #2.A. to reflect the amended plan. In addition, the developer requests an amendment to Condition #20.A.2).a.(1) to not require replacement of invasive species. The County Urban Forester agrees to the change, as the invasive trees are small, and the applicant is still meeting tree canopy goals on-site (and current invasive species do not count towards tree canopy goals). Revised Conditions: 2. Site Plan Compliance and Expiration A. Compliance (Life of the Site Plan) The Developer agrees to comply with the standard conditions set forth below and as referenced in Administrative Regulation 4.1, and the revised plans dated December 10, 2015 and replacement sheets dated January 19, 2016 and reviewed and approved by the County Board as part of the Site Plan approval (as used in these conditions, the term Site Plan shall refer to the approved special exception SP #439) and made a part of the public record on January 23, 2015, including all renderings, drawings, and presentation boards presented during public hearings, together with any modifications proposed by the Developer and accepted by the County Board or vice versa, except as specified in the conditions below. 20. Final Landscape Plan (Excavation, Sheeting and Shoring) A. Submission and Approval (Excavation Sheeting and Shoring) 1) Submission (Excavation Sheeting and Shoring). The Developer agrees to submit to the Zoning Administrator a detailed Final Landscape Plan prior to issuance of the Excavation Sheeting and Shoring Permit, The plan shall conform to, where applicable: a. The landscaping requirements contained herein; b. Rosslyn-Ballston Corridor Streetscape Standards; c. Sector Plans; d. The landscaping, planting, and sidewalk and driveway construction specifications and standards; e. Arlington County Landscape Standards, including the Standards for Planting and Preservation of Trees on Site Plan Projects; f. Master Transportation Plan; g. Other applicable streetscape guidelines or standards or urban design standards approved by the County Board and in effect at the time of the Final Landscape Plan approval. 2) The Developer agrees that the Final Landscape Plan shall, at a minimum, contain the following information, in accordance with the checklist in the Arlington County Landscape Standards: a. Tree Replacement Plan and Calculations (Footing to Grade) (1) In addition to saving identified trees, consistent with Condition #6 above, the Developer also agrees to replace all trees of species not present on the Arlington County Non-native Invasive Plants of Arlington County list shown on the Tree Survey that are removed as a result of the new construction. Such replacement shall be completed in accordance with the Arlington County Tree Replacement Guidelines. The Developer agrees to submit and obtain the review and approval of a Tree Replacement Plan, and Tree Replacement Calculations, as part of the Final Landscape Plan. - 2 -
