REGULATIONS FOR 20th BELO HORIZONTE INTERNATIONAL SHORT FILM FESTIVAL TERMS AND CONDITIONS 2018 Fundação Clóvis Salgado and Associação Pró-Cultura e Promoção das Artes - APPA make public the regulations for the 20 th Belo Horizonte International Short Film Festival (FESTCURTASBH) by means of Associação Pró-Cultura e Promoção das Artes APPA for the submission, selection and awarding of the short films to be screened during the Festival, which will take place at the following locations, by the conditions settled at these public regulations. 1. OBJECT: 1.1. The object of the present regulation is the selection and awarding of films to be screened at the 20 th Belo Horizonte International Short Film Festival (FESTCURTASBH), produced by Cinema Department of Fundação Clóvis Salgado and by Associação Pró- Cultura e Promoção das Artes - APPA, that aims to propagate the production of short films, as well as to contribute to the reflection on the screened films and support the exchange between Brazilian and International filmmaking; 1.2. Competitive exhibitions and special programs with the selected films, from 10 August, 2018 to 19 August, 2018, at Cine Humberto Mauro/Palácio das Artes, and other venues to be defined; 1.3. Awards-giving by the official jury and the popular jury. 2. PARTICIPANTS: 2.1. Participants must meet the following requirements: 2.1.1. Participation is eligible to any natural person over 18 years old, or legally emancipated, in good standing. 2.2. Members participating in the Organizing and/or Selection Committees, as well as the interns, servants or service providers from Fundação Clóvis Salgado, Associação Pró- Cultura e Promoção das Artes - APPA or partners of the festival are not allowed to apply for the selection process, as well as their relatives (spouses, partners, third-degree relatives and dependents). 2. SUBMISSIONS: 3.1. All submissions must be made through Shorthfilmdepot Platform (www.shortfilmdepot.com), from January 19, 2018 to March 09, 2018. 3.2. FESTCURTASBH does not charge any fees for submissions. Nevertheless, participants must be aware of the preview format chosen for sending preview copies in Shortfilmdepot Platform. 3.3. The preview copy can be send, with no charge, in DVD or DVD-R formats (to be shipped by regular mail or delivered in person to the Festival s Organization) or can be uploaded in digital format in the Shortfilmdepot Platform, whose fees and details are available at www.shortfilmdepot.com. 3.4. Applicants of the short films submitted are responsible for all shipping expenses of the required material, which must arrive until the following deadline: March 16 2018.

3.5. Afonso Pena, 1.537 Centro Belo Horizonte - Minas Gerais Brazil Postal Code: 30.130-004 3.5.1 In case of international submissions, it is strongly recommended to send the material by regular post, avoiding taxes (the Festival will not be responsible for any additional charges). It is also recommended to send the material as soon as possible to ensure its arrival within the deadline (no later than March 16, 2017). 3.6. The Festival's Organization is not responsible for returns, deviations, taxes or any other expenses resulting from the mailing, shipment and delivery of the required materials for submission. 3.7. Short films with final editing in 2017 and 2018 can apply. 3.8. The festival will accept short films with maximum running time of 40 minutes (except advertising or institutional films), finished in 35mm, 16mm film formats or any digital format. 3.9. If the movie has dialogues in languages other than Portuguese, the preview copy of the film must be subtitled in English or Portuguese. 3.10. For the screening of Brazilian short films in the festival, a dialogue/commentaries/text list in English is mandatory. 3.11. For the screening of national and international short films, the production of the event may require an audio description and/or closed caption transcripts. However, this will not prevent the film from being selected. 3.12. During the Festival, the copies of the submitted short films can be made available to other festival's curators and to general audience, in settled structure in one of the festival's venues. 3.13. The copies of the submitted short films will be a part of the Belo Horizonte International Short Film Festival's film collection and can be available for research, with non-commercial purposes, at no costs for the Belo Horizonte International Short Film Festival. 3.14. The Belo Horizonte International Short Film Festival will carry out an Itinerancy Program with the films selected for its 20th edition, which will cover cities from the metropolitan region of Belo Horizonte and cities of the countryside of Minas Gerais State, with the possibility of expansion to other cities and countries. The aim of this activity is to expand the access to short films, in partnership with schools and other cultural institutions, always in non-commercial screenings, with free entrance. In addition, Cine Humberto Mauro, headquarters of the festival, may hold special screenings of selected films during its annual programming. By submitting a film to the festival, the legal representative of the film authorizes the film, if selected, to participate in the Itinerancy Program and other programs in Cine Humberto Mauro, with no fees for the festival. 3.15. The short films screened in previous editions of the festival will not be accepted.

3.16. The festival's organization assures its right to invite, at any moment, films not submitted in this regulation, for non-competitive programs. 3.17. The submission of films in the Festival implies the full acceptance of all the rules and conditions in this regulation. 4. ORGANIZING COMMITTEE: 4.1 The entire process will be organized by the Organizing Committee, formed by the team of the Cinema Department from Fundação Clóvis Salgado and by Associação Pró- Cultura e Promoção das Artes - APPA, with the following activities: 4.1.1. Tracking and checking the arrivals of DVDs, either delivered personally or sent by mail; as well as to make the download of the short films whose sending the copy selection is online at www.shortfilmdepot.com.br; 4.1.2. Checking if the material received and the information required by this regulation are appropriate; 4.1.3. Organizing the work of the Selection Committee; 4.1.4. Solving the controversies, doubts or any situation that might occur from the selection and/or awarding process; 4.1.5. Enable the Brazilian, International and Minas Competitive Exhibitions, as well as the special programs of the 20 th Belo Horizonte International Short Film Festival; 4.1.6. Publish every step of the selection process; 4.1.7. Ensuring the accomplishment of these rules and suggesting further adaptations to them; 4.1.8. Monitoring the competition s dissemination process, which includes production of graphic material and media advisory. 4.2 If necessary, for reasons of majeure force or administrative convenience, with due justification and always seeking the public interest, the Cinema Department team of Fundação Clóvis Salgado and Associação Pró-Cultura e Promoção das Artes - APPA may, without restriction, cancel, bring forward or extend the dates, as well as transfer to another space, change the time of the exhibition / event. 5. SELECTION: 5.1. The short films will be selected by a committee formed by 08 to 10 full members, and 3 alternate members, pointed out by the Cinema Department of Fundação Clóvis Salgado, through an ordinance, that shall be published in the website of the Fundação. 5.2. The members of the Selection Committee may be replaced at any time, if unable to attend and/or due to noncompliance with the regulations established by the Festival organizers, being the alternate members designated for the substitution. 5.3. The participants selected by the Selection Committee will be formally notified by email by the contest s Organizing Committee. However, the Fundação Clóvis Salgado and the Associação Pró-Cultura e Promoção das Artes - APPA does not has any responsibility by the problems arising from not receiving this e-mail. 5.4. The film selection will be held in Selection Committee s meetings and there shall be no appeals to their decisions.

5.5. The festival has three official competing sections (International, Brazilian and Minas) and several non-competing parallel sections. The selection committee will decide in which section the selected films will be featured and will communicate this decision to their submitters. By submitting a film, the participant agrees that, if selected, the film may be part of any section of the festival, respecting the main country or region of production of each film. 5.6. The selected short films will be officially announced at the Festival s web site until June 1, 2017. 6. FILMS FOR SCREENING: 6.1. Selected applicants are responsible for the sending of a copy for exhibition. 6.2. The selected short films, in any format, must arrive at the Festival Office no later than June 15, 2018. This will also be the deadline for receiving all digital materials, sent by mail, carriers or upload. If the responsible for sending the selected film does not meet the deadline, the work can be removed from the programming of the festival. 6.3. The short films in digital format should be sent preferably in DCP, Apple ProRes or Cineform. 6.4. For short films in DCP or film (35mm and 16mm) will be required also a digital copy of the film in format MOV with H.264. 6.5. The screening copy can be uploaded on the internet or can be shipped into a DVD, USB flash drive or external hard drive. 6.6. The Festival s Organizing Committee is not responsible for any damage caused to the equipment during shipping route. 6.7. All shipping fees and expenses of the screening copies and promotional material (if any) are the sender's responsibility. 6.8. Shipping procedures for international films: whenever possible, films should be sent to the Festival by the diplomatic services of the country of origin. If this option is not available, the films should be clearly marked "For cultural purposes only, no commercial value". The organizers of the Festival will not be responsible for payments of fees and taxes regarding foreign packages. 6.9. Applicants should inform the Festival Organization by e-mail all information regarding shipment of the screening copies mailing date, form of transportation, AWB numbers, etc. 6.10. The responsible for each short film allows the public broadcast of excerpts of maximum 60 seconds of the selected short film, in public or paid Brazilian or foreign television channels, and/or on the Internet, as part of the dissemination of the Belo Horizonte International Short Film Festival at any time, and understands that there will be no costs associated to copyright or rights of image use. 7. AWARDS:

7.1. All selected films for screening at the festival, regardless of the exhibition/program, will compete for the Audience Awards (defined by public voting), except for those screened at the Children s and Special Exhibitions. 7.2. The films screened at the Competitive Exhibitions will compete for the Official Jury Award, which will be offeredto the best short-film, in each competition. 7.3. The Official Jury for the Competitive Exhibitions will consist of professionals of renowned competence and authority in the cinematographic area, invited by the Organizing Committee after the opening of submissions. 7.4. The Official Jury will consider the same evaluation criteria of the festival selection committee, as follows: Conceptual and Aesthetic propositions that make creative use of the means of production. Conceptual and Thematic Relevance. Innovation. Social and Cultural Impact. Contribution to the enhancement of audiovisual language. Narrative and film approaches. 7.5. Award prizes will be granted in cash and the amount will be later determined and informed in the Festival s website. The amounts are subjected to taxes deduction applicable both national and internationally. 7.6. Additional awards might be created, which will be disclosed later in the future. 8. RETURNING OF THE COPIES: 8.1. The Festival's Production will be responsible for the costs of shipment in returning the 16mm or 35mm film prints, tapes or digital equipment (HD, pen drives, etc.) of the short films sent for screening. 8.2. The return will happen within 45 days after Festival's closure, to the address informed by the person responsible for the copy. 8.3. The Festival's Production will be responsible for the costs related to the storage, safety and maintenance of the screening copies of the selected short films, as long as they are in the Festival's possession. 8.4. In case of deviation or damage, the reimbursement will be limited to the making of a new copy, pending proof of the Festival's responsibility through a police or judicial document. 9. COPYRIGHTS AND PERSONALITY RIGHTS: 9.1. It is the unique, exclusive and unmitigated responsibility of the applicant who submits its audiovisual work to the Festival the observance and regularization of all and any copyright issues related to images, voices and names of those involved in the work submitted, fitting him exclusively to obtain consent of those involved to use, vehicle and make available the audiovisual work, in the coverage of this regulation, owning full

respect to the legislation in vigor and shouldering the respective payment, if it's the case, exempting the Festival of any liability related to any breach. 9.2. Full credit, mentioning the name of all involved (other authors/directors, screenwriters/arguments, soundtrack composer, animators, cast, personsportrayed), should be inserted in the submitted audiovisual work itself and identified in the corresponding fields of the entry form. 9.3 It is the unique, exclusive and unmitigated responsibility of the applicant who submits to the festival to declare the absence of plagiarism of the works presented, as well as guarantees the image rights and copyright thereof, exempting the Fundação Clóvis Salgado, Associação Pró-Cultura e Promoção das Artes APPA and their partners, supporters and / or sponsors, of any responsibility in that regard. 9.3.1 In case Fundação Clóvis Salgado, Associação Pró-Cultura e Promoção das Artes- APPA and their partners, supporters and / or sponsors are sued in court or out of court in its own name, it should have a claim to the detriment of the applicant, pursuant to article 70 of the Brazilian Civil Suit Code. 10. The Selection and Organizing Committees decisions are not subject to appeal. 10.3. The omitted cases shall be decided by Fundação Clóvis Salgado and Associação Pró-Cultura e Promoção das Artes APPA and any doubts and/or controversies that may arise will be settled by the courts of the city of Belo Horizonte, being resigned any other court regardless of any special justification.
