#1MBatangMalaya MUSIC VIDEO FESTIVAL featuring SHIELD against Child Labor GUIDELINES AND MECHANICS I. SUMMARY #1MBatangMalaya Music Video festival is an advocacy campaign to raise awareness, and propose solutions to address child-labor in the Philippines through a music video. It aims to bring together aspiring film makers and song writers to challenge them to use their talents to contribute in addressing social concerns. For its first year, it will highlight the Department of Social Welfare and Development s (DSWD s) project to combat child labor in the country which is Strategic Helpdesk for Information, Education, Livelihood and other Developmental Interventions (SHIELD) against Child Labor. SHIELD against Child Labor is a project that aims to help reduce child labor incidence, particularly its worst forms that affect children below 15 years old. Among its components are: component 1: Child Labor Local Registry (CLLR), component 2: Barangay Help Desk on Child Labor, and component 3: Organizing, Advocacy and Capacity Building. All submitted entries shall be DSWD s property, and may be used or published as promotional materials. QUALIFIED PARTICIPANTS This music video making contest is open to currently enrolled college students. Interested students must come up with a group composed of five members. The group composition should include the following: Production Director Post Production Manager Lyricist/ Composer Writer Camera Person The group must delegate a focal person that would represent their team. III. THEME Message of the music video must revolve around the theme below: ALAMIN. KUMILOS. TUMULONG. SHIELD against Child Labor: Protektahan ang Kabataan laban sa Child Labor Empower child laborers as well as their parents to aspire a better education, livelihood and life for their family. IV. REQUIREMENTS A. Song/Jingle Entry Requirements Song should be an original composition. The song/jingle should adhere to the given theme. Entry should be in mp3 format (for the initial entry requirement). The song/jingle should not exceed 4 minutes in length. B. Lyrics and Lyrics Sheet Lyrics should be an original composition.
The lyrics of the song should be in Filipino. The song must not contain explicit words. Lyrics should be encoded using Microsoft Word format, Arial, size 12. C. Arrangement and Instrumentation Use of single or multiple instruments is allowed. Song may belong to any genre. D. Music Video Requirements Digital contents such as photos and video clips should be an original copyright. Producers may use and download available video clips, graphics and photographs of Batang Malaya available at http://site.clkss.org.ph/ncm/2017. DSWD will also provide video clips and photos that may be used in the music video during the orientation of finalists prior to their music video production. A link where these materials can be downloaded will be sent by DSWD to the finalists. The producers themselves may also serve as actors behind the music video or get extra actors/actresses. In case the producers opted to include children below 15 years old as actors/actresses, they must secure a Working Child Permit from the Department of Labor and Employment Field Offices). A standard closing billboard (CBB) will be provided by the DSWD. Music video should not contain explicit contents such as violence, threat, abuse, horror, nudity and sexual activity. DSWD has the right to review and curtail explicit scenes in the music video. Entry should be in mp4 format. Music video should not exceed 5 minutes in length (including intro and extro) E. Concept Requirements DSWD will provide a template for the music video concept paper to be filled up by the participants. The concept should provide the direction of the music video to be produced, its mood, the strategy to be employed, and how it will engage the audience. The concept should have a storyboard
V. SUBMISSION OF ENTRIES 1. Each group must accomplish official registration forms downloadable at the 1M Batang Malaya website (http://clkss.org.ph). Group members must attach a photocopy of school ID, enrollment/registration form or any other documents as proof that he/she is currently enrolled. 2. Interested participants must submit concept, original lyrics of jingle and sample recorded music for the semi-final screening. All must be saved in a compressed document and sent to iplayag@e-dswd.net cc: craignacio@e-dswd.net 3. Interested participants should secure endorsement letter from the Student Affairs Office or its counterpart, and should be signed by any school official. Only those with endorsements will be qualified in the competition. 4. Selected top 6 entries in the semi-finals will be notified to prepare production of their music video for the finals through their email and mobile numbers. Results will also be posted in Batang Malaya Facebook Page and Twitter account (@1MBatangMalaya). 5. Finalist must submit their final entries on the same email addresses mentioned above. 6. The final entry shall be composed of the audio recorded song with 2 cuts (1 with voice and 1 minus one), music video entry with 3 cuts (1 with lyrics, 1 with English subtitle of the lyrics and 1 without subtitle) and lyrics with chords of the song/jingle. 7. Winners/awardees will be notified to attend and perform at the awarding ceremony through their email and mobile numbers. Music video will uploaded to Batang Malaya Youtube account and be shared/posted in its Facebook Page and Twitter account (@1MBatangMalaya). VI. JUDGING Preliminary-entries and final entries will be judged according to the following criteria: A. Criteria in the judgment of Semi-final Entries CRITERIA CONCEPT - Provides a clear direction of the music video to be produced ORIGINALITY - Lyrics/Composition is original LYRICS - Adherence to the theme - Impact and meaning of the message it convey MELODY AND MUSICALITY- Continuity and coherence in melody, as well as pitch, tone, tension and style; high recall SCORE 30% 30%
- Melodic structure, relationship of lyrics to the melody, choral progression and other technical aspects OVER-ALL IMPACT 10% Emotional engagement and cohesiveness of musical elements TOTAL 100% B. Criteria in the judgment of Final Entries CRITERIA SCORE ORIGINALITY 10% - All contents are originally produced LYRICS - Adherence to the theme - Impact and meaning of the message it convey MELODY AND MUSICALITY - Continuity and coherence in melody, as well as pitch, tone, tension and style; high recall - Melodic structure, relationship of lyrics to the melody, choral progression and other technical aspects VISUAL APPEAL AND TECHNIQUE 30% - Synchronization of the visual in the background music/jingle; choice of camera settings; camera angling and lightings and other production aspects. OVER-ALL IMPACT - Emotional engagement and cohesiveness of musical and video elements TOTAL 100% JUDGES: The judges will be composed of representatives from the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), International Labour Organization (ILO), National Child Labor Committee-Knowledge Management and Advocacy Sub- Committee, Film industry and Music industry. VII. ONLINE VOTING For the online voting, all entries will be posted in the Batang Malaya Facebook Page. Voting will be open on November 21, 2017, 10am until November 27, 2017, 12nn. Finalists may promote their respective entries to generate likes that is essential for the people s choice award. The entry with most number of likes in Batang Malaya s Facebook Page will be awarded the People s Choice Award. Other Facebook reactions will not be counted. VIII. AWARDS AND PRIZES
Grand Prize - Php 30, 000 plus plaque and certificates 1 st Place - Php 15, 000 plus plaque and certificates 2 nd Place - Php 5, 000 plus plaque and certificates People s Choice Award - Php 4,500 plus certificate IX. TERMS AND CONDITIONS Decisions of the Board of Judges are final. The winning participants will enter into an agreement that their produced music video and its contents will be used as promotional material for SHIELD project and will be the property of DSWD.
