The French-Palestinian Cultural Institute (ICFP) created in 2012 in Paris, France, organizes the third edition of Palest In & Out with the support of among others the Arab Fund for Arts and Culture (AFAC), the French Institute, the International city of Arts in Paris, the French General Consulate in Jerusalem and the Mission of Palestine in France. Palest In & Out is a springboard for young Palestinian artists from all around the world. It invests in young creators by offering them one to three months of artistic residency in Paris. Selected by an international jury of eminent artists and heads of cultural institutions, the six winners of the 2018 edition will be invited to Paris to participate in the third edition of this Festival. The festival is in line with the UNESCO Universal Declaration on Cultural Diversity (2 November 2001) stating that Cultural rights are an integral part of human rights, which are universal, indivisible and interdependent and affirming that All persons are entitled to quality education and training that fully respect their cultural identity; and all persons have the right to participate in the cultural life of their choice and conduct their own cultural practices, subject to respect for human rights and fundamental freedoms 1. The artistic categories are: $ $ Architecture & landscape $ $ Visual arts (painting, installations, graphic design, photography, video art, plastic arts ) $ $ Music $ $ Short films $ $ Dance & performance $ $ Poetry This call for candidates is open to all young Palestinian (and descendant) artists from 20 to 35 years old. The six winners will be invited to present their artworks during the Palest In & Out Festival organized by ICFP to take place in Paris (France) in June 2018. They will benefit from a monthly allowance of 800 Euros, a studio in Paris from one to three months between April and July 2018, in addition to travel costs, travel insurance and visa costs covered by the Festival. 1 Article 5, UNESCO Universal Declaration on cultural diversity, 2001

APPLICATIONS The application file (attached in this document and online at: www.institut-icfp.org) must be duly completed and returned by 15 January 2018 to: instituticfp@gmail.com ELIGIBILITY PROVISIONS In addition to the specific criteria selection in each category of the Festival, the candidates should meet with the following generic eligibility provisions: $ $ Age: under 35 years old $ $ Award open to all Palestinian artists in the world, irrespective of their place of residence $ $ The artist should present a recent artwork (realized between 2014 and 2017) of which he/she is the author in at least one of the six proposed categories $ $ Theme is free $ $ The jury will decide upon the result of the artistic research undertaken, the originality and creativity of the artwork submitted, based on its content and on the execution quality presented $ $ The application file should be duly completed and returned by 15 January 2018 to: instituticfp@gmail.com. It includes the five following components: 1. A description form about the artist, its artwork and its future project which would deserve an artistic residency. This form is fundamental as it will inform the jury members and help them in their evaluation of the candidates 2. A port-folio including video, audio files and any additional and relevant information: visuals, photos, music, videos, etc. 3. The permission rights form 4. The technical specifications sheet on the artwork in case it is selected to be performed in Paris 5. A copy of your passport $ $ The artwork submitted can be the result of an individual or a collective work. If retained for the Festival, only the signatory of the application file will be invited to Paris for the event and will benefit from the artistic residency $ $ The submitted applications should be in English $ $ Decisions of the Jury are final. SELECTION CRITERIA BY CATEGORY SHORT FILMS $ $ The film s length must not exceed 20 minutes fiction or documentary $ $ The artwork must be filmed in high resolution HDV or HD $ $ The video should be sent in High resolution through an active permanent link via Internet or sent by email. DANCE & PERFORMANCE This category does not comprise traditional and folkloric dance. $ $ The choreography length must last between 15 and 45 minutes $ $ The play presented should be complete, not a sketch so the jury will be able to watch the entire presented work $ $ A good quality video should be sent for submission to the jury, through an active internet link $ $ The creation can be performed/created solo or duo $ $ The award will be given to the choreographer or the dancer who signed the application. MUSIC This category concerns the composers, instrumentalists and/or singers of popular music (alternative, experimental, rap, hip-hop, rock, reggae, jazz, electronic, indie, folk, etc.). This category does not comprise traditional music and folklore. $ $ Each applicant should submit five tracks of one of their latest album or music projects. Each track must not exceed 10 minutes $ $ For the composers, partitions can be sent on PDF format, along with the interpretation in an audio or video format $ $ The tracks presented can be interpreted in solo or with more musicians $ $ If you apply as a group, only the signatory of the selected group will be able to benefit from the residency. Still, the whole group could be invited to perform upon budget availability. PALEST [IN] & OUT 3 /// APPLICATION FILE

POETRY $ $ Each applicant should submit from 5 to 7 poems written in Arabic, English or French, all unpublished, through a Word or a PDF document. VISUAL ARTS (Photography, video-art, sculpture, installation, illustration, drawings, paintings, graphic design, etc.) Photography: $ $ Applicants in this category should send portfolio including from 8 to 15 digital photographs constituting a coherent set, a story, a specific research on a theme of their choice (art photo) $ $ The candidates must send their portfolio in the JPG format, with a minimum 300 dpi printing resolution $ $ The candidates will indicate the printing dimension they wish for final printing (height x width in centimetres), for each of presented photograph: the files resolution selected by the candidates must allow 300 dpi resolution in the printing dimension they asked, for each photograph $ $ Provide original files in Tiff or RAW format, for a potential large-framed exhibition $ $ The winner of this category will have his/her photographs presented on ICFP website and Facebook page and exhibited during the Festival if funds allow. The photographs will also be used for ICFP communication means (with copyright mentioned). Video-art: $ $ The artwork length must not exceed 20 minutes $ $ The video should be sent through an active permanent link via Internet or sent by email. Painting, drawings, sculpture, installation: $ $ The art-works submitted should be displayed and photographed to illustrate a potential scenography for exhibition during the Festival (if work is selected) $ $ If selected, ICFP will cover the mailing of fees artworks to the Festival venues in Paris, provided that it can fit in 1,5 meters tubes and if funds allow the set up of an exhibition $ $ If to be selected to be displayed during the Festival, all artworks should be ensured by their authors. ARCHITECTURE & LANDSCAPE The category involves works that use critical spatial practice as a form of social and political intervention. Applicants in this category should send a project document in a PDF format that includes: $ $ The title of the project and 450 words describing its idea $ $ Location specifications and background $ $ Clear and articulate analysis of the project and its modulation $ $ Necessary 2D and 3D images, drawings, and explanatory texts $ $ Related videos can be submitted via embedded links in the PDF document. SUBMISSION PROCEDURES After complying with the regulations of the Festival, each candidate must send her/his application file prior to 15 January 2018, to: instituticfp@gmail.com. JURY Jury members include international artists as well as heads of Palestinian and French cultural structures (directors of theatre, distribution companies, festivals, events venues, etc.). Deliberations will conclude by the selection of a total of 6 winners to participate in Palest In & Out. A single winner will be selected for each category. AWARDS Each one of the 6 winners will receive an award from the ICFP during Palest In & Out festival in Paris (June 2018, dates to be confirmed).
