On the occasion of the preservation and deep research of the traditions of performing different techniques of throat singing, we are pleased to invite you to the VII th International Ethnomusicological Symposium «Khoomei, the Cultural Phenomenon of the Peoples of Central Asia» (further Symposium), which will take place at the Center of Tuvan culture in Kyzyl, the Republic of Tuva. The symposium will be held in June 22-24, 2018, at 10:00 am. Participants are expected to present their papers personally. Presentations will be grouped into three thematic sections: Throat singing of the peoples of Central Asia: The question of interconnections; Traditional customs and rituals of the peoples of Central Asia: Research, development, and prospects; Regional studies of the traditional musical culture of southern Siberia. All accepted abstracts and papers (articles) after review will be published in a compilation of the proceedings of the Symposium. The registration fee for symposium participants is $100 (5600 rubles), payable upon arrival and registration in Kyzyl. This fee includes the access to all competitions and symposium events, excursions, exhibitions and the copy of the symposium proceedings. THE REGULATIONS of the VII th International Ethnomusicological Symposium «Khoomei, the Cultural Phenomenon of the Peoples of Central Asia» June, 2018 I. General Provisions The Ministry of Culture of the Republic of Tuva, the International Scientific Center «Khoomey», the Tuvan center of traditional culture and crafts holds the VII th International Ethnomusicological Symposium Khoomei, the Cultural Phenomenon of the Peoples of Central Asia» In the VII th International Ethnomusicological Symposium «Khoomei, the Cultural Phenomenon of the Peoples of Central Asia» (further Symposium) will be held with the participation of artists from the regions of the Russian Federation Bashkortostan, Tatarstan, Gornuy Altai, Shoriya, Khakassia, Buryatia, Yakutia, Chukotka, Republic of Tuva, Moscow, St. Petersburg, Tomsk, Novosibirsk, from foreign countries: Kazakhstan, Kyrgyzstan, Belarus, Great Britain, USA, Japan, France, Germany, Norway, Finland, Mongolia (Inner Mongolia), China, Taiwan. The starting point of the previous six symposiums (1992, 1995, 1998, 2003, 2008, and 2013) was the preservation and deep research of the traditions of performing different techniques of throat singing as the phenomenon of tuvan music culture based on the comparative analysis with the two-voiced solo art of the peoples of Central Asia. 1.1. Founders of the Symposium: State Russian house of folk art; The Ministry of Culture of the Republic of Tuva. 1.2. Time and place: The date of the Symposium: 22-24 June 2018. The place: Russian Federation, Republic of Tuva, Kyzyl, the Square of Arat, Music and Drama Theater (Lenin str., 33), Tuvan center of traditional culture and crafts (Lenin str., 7)

1.3. Goals and objectives of the Symposium: The main goal of this symposium is a broad discussion of the integrated theoretical research of different techniques of throat singing such as Altai «kai», Khakass «khai», Mongolian hoomi, Tuvan khoomey and solo two-voice singing of other peoples. Stimulation and development of science research work on khoomey studies; Preservation of the authenticity of the methods of execution of tuvan khoomey; Identify and presentation of the khoomey performers and their social creative support by the district administration of the Republic of Tuva; Tourism development strategy in Tuva; Promoting the joint scientific experiments, the projects of Russia s regions and foreign countries in the field of art, literature, ecology and health care; The development of philanthropy and sponsorship for charitable assistance for the creativity of khoomey performers, master manufacturers of national instruments, applied art; Organization the leisure, entertainment programs for both the population of Tuva and visitors of the Symposiums. 1.4. Organizing committee: The organizational committee includes The Ministry of Culture of the Republic of Tuva, the International Scientific Center «Khoomey», the Tuvan center of traditional culture and crafts. 1.5. Rights of the organizing committee: broadcast and post materials of the Symposium on the Internet; change the schedule of the Symposium. 1.6. Order of the Symposium: The program of the Symposium consists of 2 parts: Scientific-practical conference; The competition of throat singing khoomey performers (see The regulations of the competition).

During the Symposium there will be various competitions («The best district support for the khoomey performer», «The best textuality», etc.), exhibitions and cultural events. The organizers of the Symposium have rights to change the program of the Symposiums. Each section has its individual plan and regulations of conducting the competition. 1.7. Terms of the scientific program of the Symposium: Plenary report 20 minutes, thematic report 10 min., speaking in discussions 3 min. The reports and discussions are accompanied by consecutive translation. 1.8. Order for filing the application: To participate in the symposium, it is necessary to fill the card (annex 1) and send it by March 30, 2018, to kyrgys@gmail.com or to following address: Republic of Tuva, Kyzyl, Lenin Street, 7, 667000. The materials of the Symposium will be published. 1.9. Organizational matters: Accommodation and travel are paid at the expense of the sending organization of the participants, meals and cultural program at the expense of the organizer. 1.10. Rights and duties of participants: Application for participation in the symposium means the acceptance of all clauses of this Regulation and also with all the resulting organizational plan and internal work schedule of the Symposium. Each participant or collective are obliged: send the application, register in the required section within the specified period; take part in all fees held by the organizing committee; ensure compliance with the schedule of work of the Symposium, turnout without delay for rehearsals, speeches and events. 1.11. Sponsors: For the Symposium, awarding the winners for each section, funds are raised from sponsors of organizations and individuals from the Republic of Tuva. They are given ample opportunity to advertise their products and services in all events of the

Symposium. Sponsorship support can be in the form of money and clothing, information, material of services. 1.12. Volunteers For the Symposium attracted volunteers, whose activities are aimed at the selfless services of guide-interpreter, fostering personal growth and development of foreign languages. 1.13. Accreditation Accreditation (hereinafter Application) of media representatives is mandatory for all events during the Symposium. Eligible for application are journalists, photographers, TV cameramen of the Russian and Republican mass media, registered in the Federal Agency for press and mass communications in accordance with the Law of the Russian Federation «On mass media», as well as foreign journalists accredited with the Russian foreign Ministry. Media representatives wishing to participate in events, apply for e-mail: kyrgys@gmail.com where it is necessary to fill all fields in the accreditation form (Annex 3) two weeks prior to the beginning of the Symposium. 1.14. Information support of the Symposium: placement of information in mass media; placement of information on the official website www.khoomey.ru; address distribution of information by e-mail; holding a press-conference. Final documents of the Symposium: Recommendations of the Symposium will be sent to the heads of Executive authorities, as well as posted on the websites of the organizers and the media. 1.15. Appendix 2 ORDER AND SAMPLE OF ARTICLE DESIGN The articles and the application form please send by March 30, 2018 to e-mail: kyrgys@gmail.com or to the address: RT 667000, Kyzyl, street: Lenina 7. The main terms of the reports: The volume of provided materials to 0.3 p.s. (7 pages, 15000 characters with spaces). Materials are provided in electronic form (in Microsoft Word) and completely identical printout on paper. Special characters (accents and diacritics, etc.) must be marked in paper and electronic versions. Note in the submitted thesis shall be in the form of footnotes. A list of references is given at the end of the article and arranged in alphabetical order. The article is preferable to make with the illustrative material (photographs, drawings) which must be provided in electronic format. Each image must be accompanied by a detailed text, on paper or in a special section of the main text file. Graphic arts in electronic form are attached as a separate file. Photos are published in black and white. If the original frame is color, then its scan needs to be in color. Musical scores are available in the formats of the programs Sibelius, Finale, Encore, or already converted into a bitmap image (600 dpi). The organizing committee reserves the right to reject materials that do not meet the requirements or the theme of the conference. The reports should be submitted in finished form, printed on two authorized languages (Russian, English) in 1.5 line intervals in the frame 25-26. In the right row the title of the report (if long title, you can take the second row, the second row the surname, name, patronymic of the speaker, in the third the name of the city (of the speaker): all this without the red line. The regulations of the competition of performers of throat singing khoomey June, 2018 1. General Provisions The Ministry of Culture of the Republic of Tuva, the International Scientific Center «Khoomey», the Tuvan center of traditional culture and crafts held the VII th International Ethnomusicological Symposium «Khoomei, the Cultural Phenomenon of the Peoples of Central Asia» (further Symposium). The competition of performers of throat singing khoomey (further Competition) is held within the framework of the Symposium. 2. Goals and objectives of the Competition: Patriotic and moral education of youth through traditional art of khoomey and other national folklore; Identify talented throat singers, performers playing the khomus and masters of tuvan national instruments; Promoting the development and preservation of the best traditions of khoomey schools; Promotion of tuvan throat singing on a global scale; Involving senior khoomey performers for the revival and continuation of the traditional methods of performing Tuvan khoomey (khorekteer, dumchuktaar, kumzattaar, kanzyp, chylandyk, etc.); Promoting the development of rare techniques and subspecies of Tuvan khoomey performance such as borbannadyr, ezengileer, Khoomey, kargyraa, despen borban, lullaby Khoomey etc.; Promoting the development of Tuvan khoomey poetry and «singing without words», national costumes and its paraphernalia; Revival of forgotten traditional methods of playing aero phones (wind instruments), chordophones (string), idiophone (self-sounding).

3. Organizational matters Each participant (solo, ensemble) must submit an application on the attached form for participation in the festival and copies of the required documents by May 30, 2018, register on arrival, take part in the festival, ensure compliance with the approved work procedure. Organizers determine the schedule of rehearsals and performances and have the right to use materials of the Symposium for promotional purposes. Competition 22-24 June 2018. The award ceremony and Gala-concert June 24, 201 4. Participants of the Competition The festival is open to everyone without restrictions (age, gender, nationality), and last qualifying round (assuming both solo and ensemble performance), including the people's performer of khoomey and Grand Prix holders of the International Symposiums. The representatives of foreign countries and other regions of Russia are admitted to the festival without prior passing the qualifying round. Until 22 June 2018 need to pay the registration fee for participation in the festival: 1000 (one thousand) rubles per Russian artist (solo, ensemble) 100 (one hundred) dollars with a foreign artist (solo, ensemble) If not paid the registration fee, the organizing committee has the right to deny participation. 5. Requirements for performances Statements: Solo no more than 3-4 minutes; Ensemble 5-6 minutes. The execution of solo numbers ad libitum (at own discretion), without restrictions, but within the framework of this regulation. Ensemble performance is limited by two contrasting numbers.

Due to the fact that in the folk tradition was taken into account measured execution type, peculiar lifestyle and worldview of nomads who in modern conditions are subject of transformation (quickening rhythm, punching, etc.) and go beyond the traditional performance, breaking the centuries-old canons of national music, when summing up competition will take into account the following: Continuation of performing traditions of khoomey schools (Hunashtaar-ool Oorzhak, Maxim Dakpay, Kyzyl-ool Sanchy, Ak-ool Kara-Sal, Manchak Sat, Marzhymal Ondar, Soruktu Kyrgys, Kombu Ondar, etc.); The canons of the traditional performance (khoomey, sygyt, kargyraa, ezengileer, borbannadyr); Aesthetics, the richness and depth of text (verbal) intonation; Versatility (performing the ancient Tuvan khoomey techniques and their variants within a single main reception at the appropriate level); Harmony of instrumental accompaniment with the main execution; Originality of performance; Authenticity, technique and artistry; Best national costume with traditional hat (Special requirements for men's accessories; belt, flint, sheath).

6. Awards and nominations: Grand Prix The laureates of solo and ensemble performances: I, II, III. The graduates of solo and ensemble performances: I, II, III. Best performers who observe the traditional canons of Tuvan khoomey, Altai «Kai», Khakass «Hai», Mongolian «khoomiy», Yakut «tanalai areata» and solo twovoiced singing of Shorians and Chukchi. The nominations: 1st nomination «The most brilliant debut» 2nd nomination «The best of masters-virtuosos» 3rd nomination «Hope of the Symposium» 4th nomination «For the originality of the ensemble» 5th nomination «The youngest participant of the Symposium» 6 th nomination «Exemplary performer-the veteran» 7th nomination «The oldest participant of the Symposium» 8th nomination for «The best avant-garde performance» 9th nomination «Prize of spectator sympathies» 10th nomination «The best text intonation» The jury reserves the right to award additional nominations, special prizes. 7.
