DATE: 04/03/2018 TO: The Contractor FROM: System Protection & Control Projects 20413 SUBJECT: Technical Specifications for Center Park APSTF Project PROJECT OVERVIEW This is a general specification that covers the work requirements for Center Park APSTF Project. Use this document in conjunction with the Cable Schedule, Cable Pull List, Wiring Diagrams (provided at a later date), Control House Power Panel Modifications (CP022LV3), Control House Plan View (CPL100), and other associated schematics/documentation that is given by JEA. SCOPE OF WORK JEA System Protection & Control Projects 20413 (SPCP) is requesting the Contractor to offload & install twenty (20) Control Panels. Procure run, and terminate AC/DC cable the new DC panels, and decommission and demolish existing Relay Control and DC panels. Perform terminations inside de-energized relay panels. Procure and install control house main tray system. Move or Relocate any interfering objects (furniture, boxes) prior to beginning work. The Contractor is to note that this work shall be performed in phases dependent upon electrical outages granted by JEA s System Operations Control Center (SOCC). Therefore, once the outage has been granted by SOCC, The Contractor should have the ability to mobilize within 48-hour notice from JEA Project Manager. Once, the granted outage work has been completed The Contractor maybe asked to demobilize until the next outage has been granted. The Contractor shall follow Substation Construction Documents to determine the sequence of work. JEA has Electric System Security concerns, which require that this Work be completed on time. Therefore, time is of the essence. SEQUENCE OF WORK The Contractor shall provide all labor in order to have an orderly progression of this Work. The Contractor will be required to coordinate the Work Schedule with JEA SPCP department and the point of contact listed above. work coordination, timing, sequencing, and scheduling that is necessary to assure timely completion. Refer to all documentation to get familiarized with the sequence of this work. 1.0 CABLE SCHEDULE 1.1 The Contractor shall pull all cables as listed in the Cable Schedule. All control cable, Ethernet cable, coaxial, and fiber will be provided by JEA except cables from AC/DC source panels. The Contractor shall be responsible for providing these cables. 1.2 The Contractor shall pull all cable as listed in the Cable Schedule. 1.3 The cable should have sufficient slack such that they can be terminated to the new Relay Controls Panels and ample cable for making terminations. The cable should have enough slack to reach the floor of the panel and back to the top of control panel. 1.4 The Contractor shall leave enough slack in the cable to accommodate for any changes to the Control Panel(s) layout inside the control house. 1.5 Cable lengths listed in the Cable Schedule are approximate. The Contractor shall be responsible of all cable length prior to cutting. 1.6 The Contractor is responsible for providing the Owner with accurate As Built revision of the Cable Schedule. 1.7 The Contractor will be responsible for labeling all cables as listed in the Cable Schedule. 2.0 TERMINATIONS 2.1 The Contractor shall be responsible for all terminations into the new de-energized control panels. Wiring diagrams to be provided by JEA at a later date. The Contractor shall include cost of terminating twenty (20) JEA Standard cabinet style relay control panels. 2.2 The Contractor shall NOT do any terminations into any energized control panels. 2.3 Please note that coaxial and Ethernet cables procured by JEA are terminated by the manufacturer. 2.4 All fiber cable terminations shall be ST unless otherwise specified. 2.5 The Contractor shall be responsible for running and terminating all AC/DC cables from AC/DC load centers to the panels. 3.0 SPLICES 3.1 All run of control and instrument cable shall be continuous. Splices in control cable shall NOT be permitted. 4.0 LABELING OF CABLE The Contractor shall install all cables mentioned in the cable schedule and pull list as a part of this work. This shall require that the Contractor perform each of the following: 4.1 All cables are to be labeled: A. B. When entering and leave the cable trench. C. Where exiting station electrical equipment, to include all AC/DC power panels, power circuit breakers, junction boxes, etc. 4.2 Cable identification tags will be attached to the cable in a manner approved by JEA Project point of contact. The Contractor shall provide corrosion resistant tags for the cables. For exterior application plastic cable ties shall not be permitted. 4.3 Outdoor cable identification tags shall be ½ wide stainless steel, Dymo M1011 system, unless otherwise approved by the Project Representative. Indoor cable identification tags shall be RhinoPRO ½ flexible nylon labels black on white, Manufacturer part # 18488, unless otherwise approved by the Project Representative. Indoor labels shall be secure with two plastic ties. 4.4 All cable identification tags will have the appropriate cable number clearly stamped in no less than ¼ high characters. Cable names are specified on the Cable Schedule attached to these Specifications. 5.0 MATERIALS PICK UP 5.1 The Contractor shall be responsible to pick up cable reels from other JEA substations or various JEA Storerooms. 5.2 The Contractor shall be responsible for providing equipment and labor to pick up cable reels from above mentioned location and bring them to the site at Center Park substation. 5.3 The Contractor shall be responsible to drop unused cable/cable reels to JEA storeroom, location to be provided later. 6.0 CONTROL S Follow Center Park APSTF Project Construction Guidelines and Instructions documents for Control Panel placement sequencing. Work sequence shall be as follows: 6.1 JEA SPC tech will inform JEA SPCP Project Manager upon completion of the relay panel de-termination. 6.2 JEA SPCP project representative will then give The Contractor 48 hour notice to mobilize and commence their work of removing existing control panels which were de-terminated in 6.1 6.3 The Contractor will be responsible for removing existing de-terminated cable from the existing control panel and the panel itself. 6.4 Once existing control panels are removed. New control panels will be placed & bolted. 6.5 The Contractor shall be responsible for properly leveling the panels, and ensuring all access doors are operable. 6.6 The Contractor shall be responsible for connecting the control house ground to newly installed control panels. 6.7 All existing marked cables will be transferred over to the new Control Panel. 6.8 The Contractor shall be responsible for providing & installing wire-way, race-way or conduit system a rigid pathway for the cable to make transition between existing 21 West Church Street, 9 th Floor/ Jacksonville, FL 32202-3105/ 904.665.7851/ SP&C Projects 20413

substation cable tray and the new panels such that undue stress is not placed on the control cables such as RGS conduits. 6.9 The Contractor shall be responsible for modifying existing wire-ways and conduits to fit the new control panels. 6.10 All cables pulled to the control panels shall be sized to reach the floor of the panel and back to the top of control panel. 7.0 GPS ANTENNA INSTALLATION 7.1 The Contractor shall be responsible for appropriately mounting the GPS Antenna to the exterior of the Control House roof or wall as appropriate. 7.2 The Contractor shall be responsible for creating an appropriate opening for wiring from the GPS Antenna to be run inside the Control House via conduit if an existing opening is not available. 7.3 The Contractor shall be responsible for providing conduits and fittings needed for GPS antenna installation. 8.0 INVESTMENT RECOVERY SPCP will be coordinating internally with Investment Recovery Operations (IRO) in regards to the proper disposal of the scrap metal and control cable removed from service. All salvageable material, i.e. demoed copper cable, panels, relays, are property of JEA. When the Contractor commences work, there will be two scrap metal containers (one for the scrapped steel and one for the control cable) and it is the Contractor responsibility to perform the following: 8.1 The Contractor shall be responsible to properly dispose of the scrapped steel into the proper container that is located on site (JEA will have the containers properly labeled to prevent confusion). 8.2 The Contractor shall be responsible to properly dispose of the control cable into the proper container that is located on site (JEA will have the containers properly labeled to prevent confusion). 8.3 The Contractor shall NOT put any form of trash into the two scrap metal containers that are dedicated for scrap metal and control cable. 8.4 The Contractor shall be responsible for disposing of all trash that is a byproduct of their work regardless if the trash was created by material that was given by JEA such as empty cable reels. 21 West Church Street, 9 th Floor/ Jacksonville, FL 32202-3105/ 904.665.7851/ SP&C Projects 20413

SCOPE OF WORK JEA System Protection & Control Projects 20413 (SPCP) is requesting The Contractor to perform the following tasks for the Center Park substation: 1. The Contractor shall be responsible to pick up cable reels from other JEA substations or various JEA storerooms. 2. The Contractor maybe required to move interfering furniture items or boxes to make way for their work. 3. The Contractor shall offload twenty (20) relay panels once they arrive at Center Park substation. 4. The Contractor shall make all provisions and install the new twenty (20) Control Panel(s), remove existing panels and discard them in dumpster provided by Investment Recovery Operations. 5. The Contractor shall be responsible for all terminations into the new de-energized control panels wiring diagrams to be provided by JEA at a later date. The Contractor shall include cost of terminating twenty (20) JEA Standard cabinet style relay control panels. 6. The Contractor shall be responsible for procuring and running AC cables from the AC source to new relay control panels as per provided cable schedule. 7. The Contractor shall be responsible for procuring and running DC cables from the DC panels to new relay control panels as per cable schedule. The Contractor shall terminate all cables inside the new DC panels and de-energized relay panels. 8. The Contractor shall connect the panel ground to the control house ground. The Contractor shall be responsible to provide all equipment material to make these ground connections. 9. The Contractor shall put all the decommissioned equipment into the correct scrap metal container located on site for Investment Recovery Operation to pick up (NO trash is to put into the containers). 10.
