Originally, the French appeared to accept that their demand for rigid quotas would not be adopted. But then a delegation of leading television and film figures organised a protest trip to Strasbourg to argue for mom rigid quotas. The US has also been putting pressure on the EC with a recent letter threatening legal action if the EC adopted strict quotas on foreign programming. 4 Fg1 w Scottish Indies Want Their Own Chart An association of independent record labels in Scotland aims to give the country its own charts in a bid to help dealers in their buying policy and to give Scotland a higher profile in the music industry. The charts would be for singles, albums, cassettes and CDs. And there would be a special chart for any album produced or part -produced in Scotland. The Scottish Record Industry Association's (SRIA) Secretary, Ronnie Simpson: "We have already produced a dummy chart from a sample of 32 retailers, all independents. On the singles chart two Scottish indie acts made the top 20 along with three other acts not in the Gallup top 20. "The BPI saw no advantage at first which was hardly surprising since it commissions Gallup. But it has now started to sec things UK & IRELAND from our point of view so, if our plan proceeds further, Gallup might do our calculations too." Currently, no company can control stations that broadcast to mom than 15% of the potential adult audience for commercial radio in the UK, which is about 40.7 million. The IBA will now limit the non -controlling stakes that a company can build up. A company can hold stakes between 5% and 29% in commercial radio stations, as long as they do not add up to mom than 15% of the total potential listenership. Reaction from IR station owners has been mixed. Ralph Bernard, Managing Director of the GWR Group, says the new ruling UK & IRELAND is "not causing any problems and that the group is well within the limits". But the research also showed that RAI TV is seen as too bureaucratic and moralistic at times. In comparison with Berlusconi's private TV channels, RAI is described as mom reliable and respectful of the law. RAI is also thought to be more efficient and in touch with new technology. However, Berlusconi's stations are regarded as mom independent and courageous. The research also showed that more press coverage was given to RAI. Together they ham reoived SAM Music Distribution, formerly a distributor within Sweden. to serve their interests abroad. SAM will be based at Wire Records in Stockholm and will be by Cho, Fuller SCANDINAVIA run by Export Manager (and Wire's Managing Director) Per Kviman. Within Scandinavia, the companies will continue to operate independently. SAM is planning to launch its 150 -plus album catalogue with a sampler cassette at next month's New Music Seminar in New York. The artist roster includes The Leather Nun, Commando, Sionefunkers, Union Carbide, The Nomads and The Sandmen.' Medley Recruits Robinson Denmark's Medley Records has recruited ex -Stiff supremo Dave Robinson as the company's "eyes and ears in the UK". Medley Managing Director Michael Ritto says Robinson will be representing the company on a "project by project basis, securing deals for our acts and acting as an A&R man". Robinson, currently working as a consultant for several smaller labels, says he was attracted to Medley because of the strength of their catalogue, which includes Disneyland After Dark. One of Prnugal's most popular hands today, the band's foilsman album 88 ( ) released in March 1988 has so far sold a highly respectable copies which gives it platinum status. The album's only single, Para Ti Maria, released in July of last year. stayed in the top 10 for five weeks. Their latest single. Se Me Anas ( )s which will be included on the next LP, came out Seas earlier this month and is already in the top 10. Xutos Y Pontapes' style is reminiscent of The lam and middle period Clash - short, sharp pop songs with a rock edge that could make them strong contenders for success in the rest of Europe. PolyGram Portugal's A&R/ Promotion Manager Toe "At present several PolyGram affiliates am studying the possibility of local release. Once we are in a position to do so we will also consider the many offers that we have received from independent labels, some major decisions will be made in the course of this year. The band are really on a high at the moment and their best material is yet to come." SPOTLIGHT Yes - It's Anderson, Bruford, Wakeman & Howe Few rock fans could forget Yes, one of the classic combos of the 70s. With their arty lyrics and virtuoso musicianship they broke new territory in pop. No self-respecting student of the era failed to have a copy of 'Fragile' or 'Close To The Edge' alongside their Bowie or Genesis albums. And the legend continues, with Anderson, Bruford, Wakeman & Howe' on BMG Arista. A(ter maintaining a low profile while individual members pursued their own projects sees the group up and running again. However they are not recording under the name Yes because the line-up has changed. Bassist and founding member Chris Squire has decided not to rejoin his colleagues and has taken out an injunction preventing them from using the original name. The group are now called Anderson, Bruford, Wakeman & Howe. They have signed a longterm deal with BMG Arista and their first album, named after the group, was released on lune 19. Despite the absence of Squire, the music and packaging are easily identifiable. In addition to designing the sleeve, Roger Dean has directed the video for the first single released in Europe, Brother Of Mine. The full realisation of the band's visual dream, as singer Jon Anderson typically puts it, will come with the band's world tour for which Dean has also designed the staging. Anderson explains why he took the initiative to bring the group back together: "I had recorded three solo albums in Los Angeles and decided that was not the way forward. On returning to London I contacted Steve, Bill and Rick - feeling that if we banded together again our music and ideas could jolt us forward to our true destiny." Bill Bruford, always a brilliant drummer, decided to move with the times and buy a commensal kit. He was also responsible for bringing in Tony by Mike Nichol, Levin on bass. Two tithei new members are guitarists Matt Clifford, who worked with guitarist Steve Howe on previous projects, and Milton MacDonald. A wealth of solo material including symphonic rock extravaganzas like The Six Wives Of Henry VIII ensured Rick Wake - man's continued inclusion. With Anderson already in possession of a catalogue of new songs, the album was recorded outside Paris in just five weeks at the end of last year. The emphasis will be on packaging. The initial run of the album will be in a gatefold sleeve with all lyrics on the inner bag. In addition to posters, logo boards and 3-D centrepieces in shops, selected major retail nub lets will display Dean's original paintings. Advertisements will be run throughout consumer and trade press. The campaign will be stepped up when the world rock - An Evening Of Yes Music - reaches Scotland on October 21 before proceeding to England and the Continent. 0 Johnny Diesel & The Injectors Rock & roll with Australian band Johnny Diesel & The Injectors spent spring in Europe this year - promoting their self -titled album on Chrysalis. They supported Jeff Healey, did a few headlining shows of their own and performed at the IM&MC in Amsterdam and et Ibiaa'92, where their set had Dweetil Zappe up on stage playing and Grace Jones dancing. is certainly a musician's musician," says Chrysalis' Kay McCauley of singer/guitarist Johnny Diesel.
