1 Proposal Video Streaming (web), Event Videos and Multi faceted Video Functionality May 26, 2008 Please find following the proposal from Centrale Distributors Inc. for a custom designed Video system that integrates technologies suited to provide our Council and Administration with the ability to record and create full scale video, through to real time streaming capabilities via a website. The document provides details on specific equipment and personalized development/structures to create a portable video system for use in the council room and other venues. The costs show totals of $4,500 plus an additional $2,600 to upgrade to a three camera system that would allow for multiple levels of control for a total cost of $7,00 plus taxes. Final considerations. An additional $0,000 should be earmarked to offset any additional requirements needed to funnel web broadcasting through a network via a multi cast streaming server, and/or the costs associated with connecting to a VSSP (Video Streaming Service Provider) to provide access to our communities via the internet. Pearson School Board 5//2008 Section: Page: SYSTEM DESIGN This proposal represents a comprehensive video switching and broadcast system designed for your meeting hall, using industry standard equipment which you will find to be durable and easy to operate. Based on our last meeting, let me recap your objectives: You would like to broadcast live streaming video with accompanying audio onto the internet, as well as any computer generated graphics (powerpoint, etc). You would also like to be able to send camera and graphic images to the in-room projector. You would like to effectively capture the image of all attendees in a close-up fashion and be able to switch between cameras, computer images, satellite tv and DVD, in order to create a seamless professional broadcast. After careful thought, I believe we should install cameras in the empty center space in the middle of the tables. These cameras would be mounted on a custom rack, with lens height at approx. 30 inches. Our purpose here is to get the camera angle straight on the faces, but just below eye level of the participants, so that the camera rack does not impede or otherwise distract from the proceedings. This rack will be on wheels, so that it may be moved into postition for usage, or stowed away when not in use. A single snake will run from the rack to the control area. The cameras themselves would be PTZ (pan/tilt/zoom) capable so that you can zoom in on any individual speaker at the tables, or even in the audience. These cameras are IP based, so that control of the cameras would be performed via a dedicated standard PC with 2 screens which you can supply yourself or have Central supply for you. This control method allows you to move the cameras to pre-determined points with the click of a mouse, which reduces the amount of user attention required to operate the system. The video signal output would be standard analog, providing a high-resolution (480) signal which will surpass the bandwidth capabilities of any broadcast mechanism you choose. At the control station, you would be able to switch between all cameras and VGA computer feeds, as well as satellite TV and DVD feeds. You will have 2 discrete outputs: one for the room (projected image) and one for broadcast to the web. Both outputs can be the same, or different, depending on your choice. Control of the video / audio switcher will be done via an AMX touchpanel, which will have large icons to push, allowing for simple and intuitive control of the broadcast. The switcher will be a Kramer multi-format presentation matrix capable of handling composite, s-video, component (HD) and computer graphics signals, along with their respective audio streams. This proposal oulines the system design in a form with full basic functionality. This will allow for even coverage of the participants without the need to see the swinging image of the camera as it moves, will be easier for the operator to control the system and will yield a more professional presentation.
