Question(s) for ouncil: oes the ouncil desire to modify the representation of the ity s ibrary dvisory oard in a manner that is consistent with the and ensure fair representation of served est inn library patrons? ublic earing equired: one required. ackground & iscussion: n the lackamas ounty/ity of est inn ibrary apital, section 2.4 references the composition of city library boards, stating that "he ity shall provide for fair representation of served library patrons on the ity's library board, including patrons from unincorporated lackamas ounty." n past ibrary istrict dvisory ouncil () meetings, the ounty dministrator (who is also the ibrary istrict dministrator) and ounty ounsel have determined that the definition of "fair representation" is "proportional representation", namely that the proportion of city versus unincorporated residents on a local library board reflects the overall proportion of the city versus the unincorporated residents within a library's service area. he est inn ibrary ervice rea population includes approximately 13% unincorporated lackamas ounty residents. n a seven member board, one member is about 13% of the total. aving one appointed member within est inn s ibrary ervice rea coming from its unincorporated lackamas ounty constituents would reflect proportional representation. he existing language in unicipal ode, section 2.035, prohibits the ity ouncil from appointing a library patron from the est inn ervice rea (i.e. outside the city limits) to the ibrary dvisory oard, causing the ity of est inn to be out of compliance with the. he language proposed in rdinance 1678 provides the flexibility to ensure that the ibrary dvisory oard is composed in a manner that meets the fair representation requirement in the.
