1 For IEC use only 100(Seattle/Secretariat) INTERNATIONAL ELECTROTECHNICAL COMMISSION TECHNICAL COMMITTEE No. 100: AUDIO, VIDEO AND MULTIMEDIA SYSTEMS AND EQUIPMENT Decision list of the Sixteenth TC 100 meeting held on 15 th October 2010 in Seattle DECISION 1: TC 100 agreed on the agenda as given in document 100/1718B/DA. DECISION 2: TC 100 confirmed the previous meeting minutes 100/1666/RM in Tel Aviv 22 nd October DECISION 3: TC 100 celebrates Mr. David Felland as the TC 100 Chairman shifting from TA 1 TAM, to replace Mr. Mark Hyman as of November 1 st, TC 100 thanks Mr. Mark Hyman for his 9 years chairmanship of TC 100 as well as his outstanding contributions more than 20 years to TC 100 and former SC 60B activities. DECISION 4: JP NC announced new appointment of TC 100 Secretary, Mr, Tadashi Ezaki to replace Dr. Shuji Hirakawa as of January 1 st, JP NC also announced a new Assistant Secretary, Mr. Hiroyuki Iga as of January 1 st, TC 100 celebrates Dr. S. Hirakawa for his appointment as new SMB member representing JP NC and thanks his outstanding contributions to TC 100 for 7 years. DECISION 5: TC 100 celebrates the following 5 recipients of IEC 1906 Awards from TC 100: Mr. Dietmar Kopitz Mr. Jae-Young Lee Mr. Mitsuhiro Hirabayashi Mr. Nobuyuki Kinoshita Mr. Eric van Nijhuis CH KR JP JP NL DECISION 6: The Secretariat of TC 100 distributed the Document 100/1751/Q. The result of voting shows all favours with two abstains. The Secretaries reported the approval of the document. TC 100 noted the secretaries activities and the voting result.

2 DECISION 7: TC 100 noted the report from AGM on re-organization of TAs. TC 100 decided to establish TA 13 on environment of AV and multimedia equipment. TC 100 decided the establishment of TA 14. TC 100 approves to merge TA 7 into TA 6. DECISION 8: TC 100 agreed to nominate Mr. Pekka Talmola as the new TAM of TA 1 replacing Mr. David Felland. The Finnish NC will endorse the assignment of TA 1/TAM position to him if he accepts. TC 100 agreed to appoint Mr. Toshihiro Inokuchi as TS of TA 12 replacing Mr. Hiroyuki Iga. TC 100 thanks Prof. Hiroaki Muraoka of his outstanding contributions to TA 7 as well as TC 100 for more than 10 years. TC 100 approved to establish TA 14 as proposed by 100(Seattle/Matsumura)26 presented by Mr. S. Matsumura. The titles and scope will be reviewed accordingly. DECISION 9: TC 100 thanks Mr. S. Wood for introducing USB-IF activities at TC 100 PL by using 100(Seattle/Wood)33. DECISION 10: TC 100 accepts the recommendations of AGS as given in document 100(Seattle/AGS)04 where the TC 100 approves the establishment of Stage 0 Project for studying Conceptual Model for Internet-TV and its services. DECISION 11: TC 100 accepts the report of AGM as given in document 100(Seattle/AGM)05 where the. TC 100 approved the delogation of the stability date of 2016 for IEC TR and revise it accordingly in order to catch-up market demands. DECISION 12: TC 100 accepts the report of TA 1 as given in document 100(Seattle/TA1)06. DECISION 13: TC 100 accepts the report of TA 2 as given in document 100(Seattel/TA2)07, where the TA2 asks TC100 to request ITU-R WP 6C to provide updated versions of documents 310, 311, 400, 401, 407, 411 as they become available. TA2 requests TC100 to approve formation of a TA2 study group to address liaison issues and plan future TA2 technical work. TA2 requests TC100 to register IEC as a Stage 0 project with the title: Multimedia systems and equipment Colour measurement and management Part 12-2: Simple metadata format for identification of colour gamut. 100(Seattle/Secretariat)27 Page 2

3 DECISION 14: TC 100 accepts the report of TA 4 as given in document 100(Seattle/TA4)08, where the Establishment of liaison to JTC 1/SC 6 is requested for PT 62379, and Mr. John Grant is recommended to be the liaison officer to SC 6. DECISION 15: TC 100 accepts the report of TA 5 as given in document 100(Seattle/TA 5)9. TA 5 reviewed the TC 100 SBP and proposes the following changes: Scope of TA 5: No changes To table Customers of publications, row TA 5, column Customers : Replace word components by word equipment as follows: TV, STB manufacturers, cable operators, cable- and cable system component equipment manufacturers and cable system installers To clause D Objectives and strategies for TA 5: Replace word distribution by word telecommunicating as follows: TA 5 is continuously following the technical development in the area of cable distribution telecommunicating systems and keeping the TA 5 standards up-todate. The following standards are proposed to be stabilized: IEC , Ed.2, Receiving antennas for satellite broadcast transmissions in the 11/12 GHz band - Part 1: Electrical measurements IEC , Ed.1, Methods of measurement on receiving antennas for satellite broadcast transmission in the 11/12 GHz band - Part 2: Mechanical and environmental tests on individual and collective receiving antennas IEC , Ed, 1.0, Cable networks for television signals, sound signals and interactive services - Part 7-1: Hybrid Fibre Coax Outside Plant Status Monitoring - Physical (PHY) Layer Specification IEC , Ed. 1.0, Cable networks for television signals, sound signals and interactive services - Part 7-2: Hybrid Fibre Coax Outside Plant Status Monitoring Media Access Control (MAC) Layer Specification IEC , Ed. 2.0, Cable networks for television signals, sound signals and interactive services -Part 7-3: Hybrid Fibre Coax Outside Plant Status Monitoring Power Supply to Transponder Interface Bus (PSTIB) Specification IEC , Ed. 1.0+/A1 Cable networks for television signals, sound signals and interactive services- Part 9: Interfaces of cabled distribution systems for digitally modulated signals DECISION 16: TC 100 accepts the report of TA 6 as given in document 100(Seattle/TA 6)10, where the Approval of the following new title and scope for consolidated TA6: Title: Storage media, data structures, equipment and systems Scope: Study of applicable technology and development of standards for storage media, data structures, equipment, systems and related applications for professional and consumer electronics. These include file format, file exchange, metadata, applications and any relevant technologies. The SMPTE liaison issue needs to be resolved, since three projects are on hold pending the resolution. 100(Seattle/Secretariat)27 Page 3

4 DECISION 17: TC 100 accepts the report of TA 7 as given in document 100(Seattle/TA 7)11 where the TA 7 will be merged into TA 6. TA 7 would like to extend thanks to Prof. Muraoka for his long term TA 7 chairmanship and outstanding contribution to TC 100 standardization activities. DECISION 18: TC 100 accepts the report of TA 8 as given in document 100(Seattle/TA 8)12. DECISION 19: TC 100 accepts the report of TA 9 as given in document 100(Seattle/TA 9)13, where the It is necessary to discuss with TA12 about related energy applications using end-user network. Also, TA9 will discuss how to contribute SMB/SG 3 activity from the view point of enduser network DECISION 20: TC 100 accepts the report of TA 10 as given in document 100(Seattle/TA 10)14, where the New Title: Multimedia e-publishing and e-book technologies New Scope: To develop International Standards for multimedia e-books, multimedia e- publishing, and the related technologies, including; - formats of multimedia e-book content, - minimum requirements for multimedia e-book players, - user interfaces for multimedia e-book players, - e-publishing services, and - guidelines for e-book distribution by interchangeable storage media. Category D liaison with IDPF Category D liaison with MMA DECISION 21: TC 100 accepts the report of TA 11 as given in document 100(Seattle/TA 11)15, where the A New Work Item Proposal of loudness needs liaison with EBU, SMPTE and ITU-R. It will be proposed. DECISION 22: TC 100 accepts the report of TA 12 as given in document 100(Seattle/TA 12)16, where the 100(Seattle/Secretariat)27 Page 4

5 TA12 requests TC100 to approve strategy reported by Ad hoc group. See 100/TA12 Adhoc(Seattle/PL)001a. TA12 requests TC100 to assign ATS to Mr. Toshihoro Inokuchi as early as possible and to assign TS to him as of January TA12 requests TC100 to approve new title and scope as follows: Proposed Title: AV energy efficiency and smart grid applications Proposed scope: To develop standard measurement methods for power consumption and energy efficiency of audio, video and multimedia systems and equipment connected to the power mains. The scope also includes development of standards related to smart grid and home energy management applications in networked multimedia equipment for the purpose of energy measurement and savings. TA12 requests TC100 to forward the following to the IEC-CO: DOE/LBNL requests the following the first two items: For IEC to grant the necessary rights to LBNL that would allow a DOE or LBNL subcontractor to modify the video materials associated with IEC Ed. 2.0 to create 3D versions of the materials. For IEC to grant DOE, LBNL and their subcontractors the rights necessary to perform internal testing and measurement of 3D television power consumption using the modified IEC materials. The rights that IEC grants to DOE/LBNL shall be conditional on LBNL granting IEC full rights to the modified IEC materials IEC shall not grant DOE, LBNL, or their subcontractors publication rights of the original or of the modified IEC materials. Note: Existing copyright contracts might or might not allow IEC to honor the DOE/LBNL request. The IEC central office is requested to contact the other rights holders and to request additional rights as necessary. DECISION 23: TC 100 accepts the report of Projects as given in document 100(Seattle/Secretariat)17, where the PT "Multimedia systems and equipment - Multimedia home network configuration Basic reference model" PT requests TC 100 to approve splitting the specification to multi-parts. The proposed multi-parts are as follows. Part1: System model Part2: Protocol Part3: Data model Part4: Security As the first item, CD for Part 1 will be prepared by November PT "DC Power Supply for Portable Personal Computer" Mr. Sakakihara serves as the TS for this project. DECISION 24: TC 100 accepts the report of GMT as given in document 100(Seattle/GMT)18, where the. GMT requests TC 100 plenary to approve the new target dates for MT as follows: CDV: FDIS: (Seattle/Secretariat)27 Page 5

6 DECISION 25: TC 100 thanks an IEC CO decision to publish IEC TR exceptionally free of charge. DECISION 26: TC 100 accepts the liaison report of TC 111 presented by Mr. Andreas Schneider in document 100(Seattle/Schnider)32. TC 100 accepts the liaison report from TC 42 prepared by Mr. Jack Holm in document 100(Seattle/Holm)21. TC 100 identified the necessities to seek new liaison officers with ITU-R and ITU-T. Mrs. Grant will cover ITU-T SG 16. TC 100 accepts the liaison report from ATSC prepared by Mr. Jeff Howell in document 100(Seattle/Howell)22. TC 100 noted the liaison reports from SMPTE prepared by Mr. Hideki Ohtaka in document 100(Seattle/Ohtaka)23. Mr. Holm helps the Secretary on this topic. Further efforts are required to resolve the issue. DECISION 27: TC 100 approves the liaison requests in the following: TC 100 recognizes the approval of Category D liaison with USB-IF by SMB/4297A/RV. Establish Category D liaison with MMA and recognize Mr. Tom White as the liaison representative from MMA to TC 100. Start to establish the liaisonship with IDPF managed by Mr. Mikio Mukai. DECISION 28: TC 100 approves the programme of work as updated (100/1752/PW.) DECISION 29: TC 100 and TC 108 jointly agreed to transfer the following ISs from TC 108 to TC 100: IEC 62018, IEC 62075, and IEC according to the approved 100/1751/Q and 108/419/Q documents. DECISION 30: TC 100 approved the proposed new TA structure in document 100(Seattle/Secretary)25A. DECISION 31: TC 100 Secretaries introduced 100(Seattle/Secretary)28 for a revised SBP and call for comments until the end of November TC 100 agreed that TC 100 secretaries finalize the revision of SBP and seek the approval of within the report to SMB. DECISION 32: TC 100 accepts the list of qualified SDOs for automatically accepted nomative reference providers in documents 100/1738/DC and 100(Seattle/Secretariat) (Seattle/Secretariat)27 Page 6

7 DECISION 33: TC 100 decides to join the 75 th IEC GM in Melbourne by Australian NC invitation. DECISION 34: TC 100 thanks the US National Committee for their excellent supports and for providing comfortable facilities to TC 100 plenary and related meetings (Seattle/Secretariat)27 Page 7
