Box Fairbanks, AK Dear Ms. Asbury, Since 1992, hard copies of the Administrative Record for the Superfund Cleanup Sites at Eielson Air Force Base (AFB) have been stored in the Archives Section of the Alaska and Polar Regions Collections at the University of Alaska Fairbanks, Elmer E. Rasmuson Library (the "Library"). In 2011, the Administrative Record was converted to electronic copy. In an effort to reduce paper waste, minimize impacts on the environment, and allow easier access to documents for public review, the Library will be provided a copy of the updated Administrative Record in electronic format (CD/DVD) and, in the future, the Administrative Record will be maintained at the Library and other Information Repositories in the new electronic format. To begin the process of removing the original Administrative Record from the Library Archives Section, Eielson AFB understands the Library Archivist must officially de-archive the Administrative Record from the Archives Section for the record. Eielson AFB requests the Library immediately begin this process and provide confirmation of completion on library letterhead for our records. The letter should be signed by an official authorized to sign on behalf of the Library to make this change. This letter may be transmitted via to myself at david. or sent by mail to the address above. Upon confirmation of completion, Eielson AFB will immediately provide the Library Bibliographer with the updated Administrative Record in electronic format on two sets of CD/DVDs for inclusion in the Alaska and Polar Regions Collections Circulations Section. One set of CD/DVDs will be available for checking-out of the Library circulation and one set will remain at the Library and made available to the public for viewing and printing on the Library computers. The CD/DVD set will include an Administrative Record Fact Sheet, Administrative Record Index, and an Administrative Record User Guide to aid the public when accessing the Administrative Record files.

3 In addition to the CD/DVDs, Eielson AFB is interested in the potential of having the Library making the Administrative Record available digitally online. I have sent them down for cataloging and they should be on the shelves soon. I do have one question. On the shelves we currently have 13 three-ring binders containing material titled Eielson Air Force Base Installation Restoration Program (draft remedial investigation/feasibility study), also known under the popular name Administrative Record File, and 1 three-ring binder containing material titled Eielson Air Force Base Installation Restoration Program: IR Handbook. Do the CD/DVDs replace these materials, and if so, am I allowed to withdraw the binders from our collection and discard them? Thank you, Katherine L. Arndt 1

Please find attached the official letter from Mr. Beistel you requested in order to begin de-archiving the Administrative Record. The hard copy was mailed out today via first class mail, so you should see it within 3-7 business days. As discussed, we have some personnel onsite for the next couple of weeks to support the removal of the 48 boxes of hard copies. Please call or me when the de-archiving has been completed so we begin coordinate the removal as soon as possible.
