1 AmericanRadioHistoryCom VOLUME NO WEEK O NOVEMBER TH 5 E M R in partnership with Billboard The Pan European Newsweekly or The Music Trade LAURA BRANIAN» HOLD ME«LPMCCD» SPANISH EDDIE«SINLEMAXI» MAYBE TONIHT«SINLEMAXI PAN EUROPEAN TAPES LEVY BATTLE CONTINUES by Peter Jones & Nick Robertshaw Pan European efforts to secure home taping legislation took a step forward when IPI staff met with EEC Commission officials in Brussels recently to press for a Community wide levy The Commission's longawaited reen Paper on copyright issues is expected shortly and will include a recommendation for all national governments to introduce levies, IPI says But British plans to introduce a home taping levy on blank audio and video tapes, which were expected to be detailed in a government White Paper within a few weeks, are still in doubt, according to various apparently wellinformed sources in London Although a consultative document on copyright reform published earlier this year recommended a 5 pence levy on video tapes and a pence levy on blank audio software, Prime Minister Margaret Thatcher and some of her advisers are apparently fighting shy of introducing what would amount to a direct new consumer tax with general election only a couple of years off Industry minister John Butcher reflected the government's attitude to video when he told parliament recently that the vast majority of taping was for time shift purposes only And where an audio levy is concerned, the British Phonographic Industry's case has been weakened, strangely enough, by a sustained upturn in record sales since (continued on page ) EUROACTS LOURISH CONTINENT PROVIDIN INTERNATIONAL HITS With the international breakthrough of Norway's A Ha and ermany's Jennifer Rush the European Continent'continues its string of international successes 5 has clearly been the best year yet for the European creators of pop/rock music and has delivered a string of international hits of which various became million sellers or many years England has been seen as one of the creative world centres and it certainly was the focal point of European creativity, but for a few years now the Continental European markets have stepped up their efforts to establish new international talent 5 has been an important year, showing that international hits are not just born in the major countries such as ermany and the, but can be expected from countries like Austria or Norway Biggest hit of the autumn is undoubtedly A Ha's Take On Me, which was already tipped in Eurotipsheet in issue (July st) The record took a long time to break and there's no (continued on page ) Sandra, scoring big in Europe with the pop disco tune 'Maria Magdalena: originally a erman production on Virgin, LASER 558 STRANDED RADIO CAROLINE STEALS REQUENCY Pirate radio ship Radio Laser is off the air A combination of bad weather, dwindling supplies and total electrical failure forced the "MV Communicator" and its crew to limp into Harwich harbour, escorted by the British spy ship vessel which has, at considerable expense, been tracking the US based broadcaster since August The spy ship moored almost alongside Laser and offered help, but this was at first refused When it was realized that nothing could be done aboard ship and that there was even a possibility of sinking, Laser's crew reluctantly accepted the ship's offer of help Disc jockeys and technicians aboard said they'd suffered from lack of fresh food which had led to cases of scurvy and other ailments but this was later denied by Cap tain Patrick Paternoster He said there had been no "mutiny" and that the sole problem had been generator failure aboard the year old ship Americans among the crew face deportation and the Britons could face charges under the Marine Broadcasting (Offences) Act of, which carries penalties of hefty fines and imprisonment Police and department of trade officials who have interviewed the pirates say efforts to scupper the second pirate ship, Radio Cgroline, would be stepped up But even as Laser's general manager John Catlett arrived with a replacement captain and a lawyer, UK newspaper stories were unravelling Laser's chaotic finances One writer said most of the station's income came from illegal payola, (continued on page ) CA D TA L I A E

Recently Radio Deejay secured a contract with Eurotipsheet to use the European Hot 0 for a weekly TV presentation EUROACTS LOURISH (continued from page ) doubt that the strong video made a significant contributition The record has topped the charts in the USA as well as all over Europe CBS ermany's Jennifer Rush has been a favourite amongst the Eurotipsheet editorial team for a long time and at first seemed only to break in her home country But The Power Of Love is now rushing up the European charts and it has already sold over million copies in the alone, making it the first single this year in the English charts with such a spectacular record Ballads have always been the biggest sellers once they broke on the European continent The erman speaking countries (ermany, Switzerland, Austria) have had a terrific year with alco (Rock Me Amadeus; incidentally written and produced by Dutch duo Bolland), Opus (Live Is Life; no in the European Top 0 Singles and, so far, together with Tarzan Boy, the only Europroduction to have reached such a feat), TXT (irls ot A Brand New Toy), Bad Boys Blue (You're A Woman) and Michael Cretu (Samurai) all reaching good sales in a number of countries During the last two months of '85 these will be supplemented with an enormous hit for Sandra (Maria Magdalena) originating from Virgin in ermany The other new international hit comes from Switzerland and is by a group called Double entitled The Captain Of Her Heart The major difference between hits produced in the and those coming from the Continent is the time it takes to become successful In Britain new names can break through within two months while it can take up to five or six months for Continental European records to come up Double was already tipped in Eurotipsheet weeks ago and is just now starting to appear on international hitlists In general the erman market is a very healthy supplier of international hits: Nena, AIphaville and Peter Schilling peaked the international charts in '8 while Modern Talking, Sandra and Jennifer Rush are today's chart makers Another market which continues to come up with international sellers is Italy Their biggest hit of '85 is undoubtedly Tarzan Boy by Baltimore, produced by EMI Italy Earlier, they also had hits with Sandy Marton (People rom Ibiza), Scotch (Disco Band), Raf (Change Your Mind), Den Harrow (uture Brain), Silver Pozzoli (Around My Dream) and Tullio De Piscopo (Stop Bajon) Spain provided a new CBS success with Ivan (two hits: otonovela and Baila), while Holland continues its annual range of single hits with sexy lady's trio Mai Tai (History), Time Bandits and The Limit (Say Yeah) In general some of these European creations only appear in the international world of hits approximately three months after they've been first spotted in Eurotipsheet MARKET UPTURN Trade deliveries of records and tapes for the third quarter, July September, in the were up 0% in value compared with the same period of It's the tenth quarter in succession that trade organization British Phonographic Industry (BPI) has recorded an upturn and the first time that prerecorded cassttes have overtaken LP discs Overall, the value of trade deliveries in the threemonth period totalled 805 million pounds, up decisively on the million pounds of July Sept, That suggests, according to BPI, a full year tally of around 580 million pounds against million pounds last year In unit terms, cassttes showed a 0% increase over the third quarter of last year But LPs held up well, too, says BPI, up % on, despite the competition of tapes and Compact Discs The CD story, though, is the by Peter Jones & Nick Robertshaw main point In this quarter, the unit figures were of,000 deliveries to the trade, up 08% on the same three months of, and the value at manufacturers' realised prices excluding tax was million pounds, up 55% What's more, BPI is convinced that the CD explosion will continue throughout November, way of programming on the first of October Modeled on American radio, Rias is now a hour music service with playlists, powerplays and only short news items Every week a commission of five people choose 5 new records that are played at least times a day The emphasis is on new records from ermany, Europe and America and the rest consists of current LASER 558 (continued from page ) with record companies paying around 5,000 dollars for a package of plays and 0 second commercials Catlett insists: "What we are doing is legally and morally correct We do owe money, but hope to meet all our depts" More high seas pop radio drama came when Radio Caroline quickly moved in to take over the 558 frequency of its old Laser rival This reportedly angered the BBC which was claiming that wavelength has been assured that the White Paper will be presented to Parliament on schedule, presumably before Christmas as originally intended, and that it will contain provisions for a software levy hits Rias has turned into a complete music station and the new format is proving to be a big success and the feedback it gets is enormous, The joining of the popular AN disc jockey Rik Delisle to the station has certainly helped in increasing the number of listeners The station's programmers are now anxiously awaiting the new radio ratings Even so, the various stages that have to be gone through before a have audio and video software levies VIRIN COMPANY O THE YEAR The Virgin roup, headed by Richard Branson, and taking in record production, an airline, retail outlets, a video division and book publishing interests, has been named British "company of the year" by the Confederation of British Industry The Business Enterprise Award was formally handed to Branson at a charity lunch in London The group now employs more than,00 and in the last four years has increased turnover from 0 million pounds a year to a projected 00 million for 5
