Toth Re: Project Overview {0:1}
2 I. INTRODUCTION AND BACKGROUND Q. Please state your name and business address. A. My name is John T. Toth. My business address is South Main Street, Akron, Ohio 0. Q. By whom are you employed and in what capacity? A. I am employed by FirstEnergy Service Company as a Supervisor in the Transmission Engineering Department. My responsibilities include providing guidance, leadership and supervision to a staff of professionals in the Transmission Engineering Group that are responsible for the siting and regulatory approvals for modified and new transmission facilities in New Jersey. In this position, I provide support for efforts to site new transmission facilities, by supervising the group s efforts in developing transmission line route siting studies, transmission substation siting studies and associated regulatory filings. Q. Please describe your professional experience and educational background. A. In June 00, I began working for FirstEnergy as an Assistant Engineer in its rotational engineering program. As part of the rotational engineering program, I worked in the following departments: (i) transmission planning; (ii) transmission protection; (iii) substation engineering; and (iv) transmission engineering. I also worked for Cleveland Electric Illuminating Company s distribution engineering department and the substation maintenance department. In July 00, I started working in FirstEnergy s Transmission Engineering Department. While working in FirstEnergy s Transmission Engineering Department I received the following promotions: (i) Associate Engineer (April {0:1} 1
3 ); (ii) Engineer (May 00); (iii) Advanced Engineer (July 0); and (iv) Supervisor Transmission Siting (May 0). In September 01, I moved to my current position as Supervisor, Transmission Engineering Design within the Transmission Engineering Department. I have a Bachelor of Electrical Engineering degree from Cleveland State University s Fenn College of Engineering (December, 00). My education, experience and qualifications are fully set forth in Appendix A to my testimony. Q. Have you previously testified in Board of Public Utilities ( Board or BPU ) proceedings? A. Yes, I provided testimony on the Oceanview 0 kv Transmission Project, BPU Docket Number EO01. Q. Have you testified in proceedings before other utility regulatory commissions? A. Yes. I have provided testimony before the Pennsylvania Public Utility Commission. In Pennsylvania, I provided testimony on the Bedford North Osterburg East kv Transmission Line Project, Docket Number A-0-. I have also provided testimony before the Ohio Power Siting Board regarding the Chamberlin Shalersville Transmission Line Project, Docket No EL-BTX. Q. Would you describe the purpose of your testimony? A. I am testifying on behalf of petitioner Jersey Central Power & Light Company ( JCP&L or the Company ) in support of its petition seeking a determination {0:1}
4 that the Montville - Whippany 0 kv transmission line project (the Project ) is necessary for the service, convenience or welfare of the public. I provide an overview of the Project. I also introduce the other witnesses who are filing II. testimony in support of the Company s petition. PROJECT OVERVIEW Q. Please briefly describe the Project. A. The Montville Substation, located in Montville Township, New Jersey, is currently supplied by two 0 kv circuits, the Montville Roseland 0 kv (E0) and the Montville Newton 0 kv (N1) transmission lines. During its Regional Transmission Expansion Planning Process ( RTEP ), PJM Interconnection, L.L.C. ( PJM ) identified the need for a third 0 kv circuit into the Montville Substation. The third 0 kv circuit is needed to mitigate the existing NERC Category C contingencies. As discussed in detail in the testimony of Dave Kozy Jr., the proposed route for the Project begins in a northerly direction from JCP&L s Whippany Substation, which is located in East Hanover Township, New Jersey, within an existing transmission line Right-of-Way ( ROW ) for approximately 0. miles to approximately 0. miles north of Troy Road. This section proposes to rebuild the existing double circuit. kv steel lattice tower structures with a new monopole that will incorporate the proposed 0 kv transmission line above the two. kv circuits, as shown in Exhibits DRK-01 and DRK-0. The route continues to in a northeast direction for approximately. miles, paralleling existing double circuit steel lattice tower structures in new and existing ROW that varies in width {0:1}
5 from feet to 1 feet, as shown in Exhibit DRK-0. The route then proceeds in a northern direction approximately 0. miles in order to cross Interstate 0 and State Route in new and existing ROW, as shown in Exhibit DRK-0. The route continues to the northeast approximately 0. miles in a new proposed wide right-of-way to Vail Road/Stiles Lane. The route continues to the north northwest approximately 0. miles to John Henry Drive in an existing right-ofway, this is shown in Exhibit DRK-0. The route continues to the north, with the proposed new structures adjacent to an existing double circuit. kv transmission line, in an existing right-of-way for approximately 0. miles, this is shown in Exhibit DRK-0. The route continues in a northeastern direction to Changebridge Substation in an existing ROW, as shown in Exhibit DRK-0. The route in a northeastern direction from Changebridge Substation to north of Old Changebridge Road, a distance of approximately 0. miles, rebuilding the existing. kv tap structures as shown in Exhibit DRK-0. The route continues in a northern direction approximately 1. miles adjacent to existing structures in an existing ROW to the existing Montville Substation. Preliminary engineering along the proposed approximately mile long route will have structures from approximately 0 feet to approximately 1 feet tall. The tallest structures are expected to be required for State Route and Interstate 0 highway crossings. The structures for this segment, Segment, are expected to be approximately 1 to 1 feet tall. {0:1}
6 Associated substation work that is to take place within the existing Whippany Substation includes constructing a new 0 kv transmission line terminal and adding one breaker, along with carrier equipment that includes a wave trap, CVT and carrier cabinet 1. The cost associated with the work at the Whippany substation is approximately $1,1,0.00. The existing Montville Substation will add one 0 kv breaker, along with carrier equipment that includes a wave trap, CVT and carrier cabinet. The cost associated with the work at the Montville substation is approximately $1,1, Q. What is the estimated cost of the Project? A. The total project cost is approximately $,,00, which includes construction work at two () existing substations - Montville Substation (approximately $1,1,000) and Whippany Substation (approximately $1,1,0). Q. What is the required in service date of the Project? A. The required in-service date established by PJM is June 1, 01. Q. Please describe the time-frame for this Project? A. JCP&L expects to submit applications for permits in the third quarter of 01. Many of the permits for the Project require that final detailed engineering be complete. Detailed engineering is scheduled to start in February, 01 and will be completed in May, 01. JCP&L anticipates that construction will begin in 01 and is estimated to take approximately to 1 months. 1 Carrier equipment allows substations to communicate with each other in order to coordinate protection of the substation and transmission lines from outages on the system. Mr. Hozempa s testimony addresses the electrical need for the Project and describes the planning process that led to the Project; Paul F. McGlynn, Senior Director in the System Planning Division, PJM. Mr. McGlynn s testimony addresses the Regional Transmission Organization s regional planning process and the electric need for the Montville Whippany 0 kv Transmission Line Project; Peter W. Sparhawk, Director Transmission Services Power and Energy Business Unit. The Louis Berger Group, Inc. Mr. Sparhawk s testimony describes the siting methodology, including the route evaluation and selection process. Mr. Sparhawk s testimony includes the Siting Report for the Project; {0:1}
