15 3. ACCREDITATIONS General Information: An accreditation is a working tool and will only be issued to people having an on-site working role during the event. An accreditation request will only be accepted if submitted through the dedicated link. Accreditations are valid for all venues throughout the entire event. You are required to bring the official document, which you have submitted with your accreditation request, with you. We kindly ask you to pick up your accreditation at the arrival venue which you have indicated during your accreditation submission process. Should you lose your accreditation, you are requested to contact IHF and/or the LOC accreditation department immediately. Penalty may apply. You must wear your accreditation all the time so that security guards can see it easily. An accreditation is a personal item and may not be transferred. They will be cancelled and removed immediately from their bearers if they don t use them appropriately. During the top matches, an over-accreditation could be mandatory for the following zones and are additional to the accreditation badge: Mixed Zone (MIX) Press Conference Room (PCR) Court (H60) 16

17 Accreditation without name : LOC accreditation department and security department gave their agreement for 5 accreditations without name to help our Right Holders when they have last minutes guests in their program. IHF will give those badges to our BVMs in each arena before the first match day. These not personalized "guest" accreditations will be used in case of in case of extreme recourse and for very short guests arrivals requests. Pro TV is fully responsible for actions and activities while being in the arena with such accreditation. In a worst case or after misuse the LOC reserves the freedom to withdraw from this procedure. We have to use them with parsimony. I insist on the extremely sensitive side of these accreditations and inherent responsibility. On BVM request, the group of media volunteers will be available to accompany our Right Holders guests to the studio where they are invited. 17

18 Field of play Bibs are compulsory to access the field of play when the accreditation does not include Zone 1. There will be: - IHF bibs (white) - Host Broadcaster (HB) bibs (grey) - Rights Holders (TVRH) bibs (green) - And photographers (PHOTO) bibs (blue). We will deliver BIBs from a venue to another in our OBVans as below: - from Oldenburg to Magdeburg - and from Leipzig to Hamburg In case, we need some more BIBs in Hamburg for ½ finals and Finals, BVM Gilles Estay will be able to bring them from Magdeburg to Hamburg. All Right Holder will have to bring back its BIBs at the end of his presence in each venue. 18

ROLE OF PROTV The International Handball Federation (IHF) is the governing body of the 23 rd Women s World Championship Germany 2017 taking place from December, the 1 st to December, the 17 th, And German Handball Federation (DHB) is the organizer of the event. PROTV is appointed as the host broadcaster for 23rd IHF Women s Handball World Championship to distribute TV and Radio rights And will be the main point of contact for world feed and unilateral facilities and services PROTV main responsibilities are: Produce an international live television HB signal that includes match highlights and wrap up. Produce additional footage such as Road to Germany available for all Rights Holders (RH). Distribute a live feed for web streaming (off site distribution, no involvement in Germany). Manage and assist the RHs on and off site, wishing to cover this event. Please note that the Booking of this event is managed by PROTV. And Rights are dealt by bein Sports Media Group and Pitch International based in London. 20

HOST BROADCASTER OPERATIONS 5.1 Production standards The Host Broadcaster Production standard for IHF Women s World Championship Germany 2017 is as follows: Video: High Definition (HDTV): HD SDI /9@50i Audio: Embedded Audio Stereo Audio Tracks: Audio 1: International sound stereo left Audio 2: International sound stereo right Audio 3: English Guide Audio 4: English Guide Mix Mono Audio 5: RH 1st team playing Mono Audio 6: RH 2nd team playing Mono Audio 7: N/A Audio 8: N/A The production style will be informative and objective, providing a balanced exposure to all participating teams and players. The World Feed International Signal will be made available to Rights Holders (RHs) both at the Venues and on Satellite, allowing broadcasters to personalize their unilateral operations locally at the venues or on their own premises in their country of origin. 21

22 5.2 Broadcast principles A total of 6 production facilities will be used, 1 in each Venue to produce and cover all competition matches. All are highly handball oriented but also with a wide-range of experience in major international events. The HB unit will also provide with a limited number of unilateral broadcast services to RHs, depending on requests and availability. To protect the game, the IHF has established a few key principles. By adopting these principles, the IHF provides the HB with a great opportunity to create top-quality programs, which will be destined for a wide international distribution. The field of play Any media equipment and personnel must be positioned in such a way that they do not represent any danger to players, coaches and/or match officials. During game play, the field must always be kept free of broadcast equipment and personnel (except during time-outs). Spectators Except for confirmed camera positions, any media equipment and personnel must be positioned so as not to obstruct the spectator s view of the game Match officials, players and coaches Broadcast equipment cannot obstruct the view of play for match officials, players and coaches nor affect the game in any way. Journalists cannot approach players and/or coaches for interview purposes during play. Other media The Host Broadcaster must respect the work of other media such as the written press, photographers etc. (i.e. a decent area must be provided to photographers alongside camera positions and HB equipment and personnel cannot disturb their work). 22

23 5.3 Broadcast setup All HB match directors are conscious that they are providing coverage for the international feed, which implies that their coverage must remain totally unbiased. Also, the IHF Women s World Championship Germany 2017 will be broadcasted in many countries worldwide. In that sense, match directors shall aim at satisfying the viewing preferences of a global audience Match director guidelines The following guidelines will apply to all multilateral match feeds produced by the Host Broadcaster: All matches will be produced in 16:9. The multilateral feed will include a pre-match feed (10 minutes prior to Kick-off during Preliminary phase and 15 minutes prior to Kick-off during Final match) and will run with a post-match feed (3 minutes after Final Whistle). Prior and after the multilateral feed, RHs unilateral activities are available as per the rate card description. Image bank Wrap up of all the matches of the day per venue will include: complete highlights, 10 best actions, 10 best SSL and press conferences with two coaches. All match directors should be sensitive to any potential match circumstances such as: o Serious player injury. o Abusive behavior between players. No political banners should be broadcasted during the full extent of the coverage for not compromising the impartiality of the tournament. The coverage of the game must remain completely impartial and fair. Live action will always prevail over replays or crowd shot reactions. Concerning replays, quality prevails over quantity Running order The World Feed show is a fully-produced live program that includes pre and post-match activities and match coverage and is ready for live transmission. The feed begins 10 minutes before kick-off during Preliminary phase and 15 minutes prior to Kick-off during Final match. And finish 3 minutes after the final whistle. Tapes with Host Cities profiles have been provided to BVM in each arenas in case Directors want to add them in International World Feed 23

28 Unilateral Fully Equipped services (yellow boxes), as described in the Rate Card, are included in the Pre and Post World Feed Satellite feed. 2 paths can be uplinked in the same time, in case several RHs requested the same Pre and/or Post match slots. After the end of the post-match unilateral activities, the 5 match highlights will be sent in the same satellite feed. Content as follow: Complete Highlights (2 halves) of the match Press Conferences of two coaches and/or one MVP per team (if available) At the end of each match-day, a venue wrap-up of 15 duration per match will be distributed. 29 5.3.4 Camera plans To guarantee a consistently high level of production throughout the entire competition, the Host Broadcaster production plan includes different number of camera positions to be installed at each arena, depending on tournament s stage. Preliminary Round 11 cameras, including 1 Super Slow Motion (SSM) and 2 behind the goal systems. 29

35 5.3.6 Pitch camera procedures 2 Pitch cameras will cover the following on-field activities: Pre-match: Team lineups during national anthems Time-outs: Pitch camera can record the coaches speech during time-outs Post-match: Pitch camera can follow the players off the pitch until the tunnel entrance 35

36 5.3.7 Audio plan and International sound The game s audio coverage is an essential element of the audience experience. A steady but reactive crowd ambiance should be combined with a dynamic mix of the sound of playing action (players moves, bouncing ball, coach briefings etc.). Stereo Audio Mix The International Sound is a broadcast-quality stereo television sound mix produced to accompany each match. It will be a mix of up to 16 microphones, providing match sounds and atmosphere. The International Sound mix will aim to provide exciting and immediate coverage of the game and crowd reactions, closely reflecting the picture coverage. It will be mono compatible. The mixed sound combines the sound of the crowd, stadium, anthems and ball, with incidental camera coverage. It will accurately reflect the on-screen picture content and will provide viewers with the best in current television handball stereo audio coverage. This mix will satisfy the Rights Holders who want to add their own commentary and presentation to each game. A guide in English language will be provided on the World Feed signal. The HB guide will begin after the opening animation and conclude before the closing animation. Commentators will make breaks to enable editing. The guide will follow instructions coming from the HB Production team. This Audio back-up access is a bookable service described in the Rate Card. The audio signal should be Mono. It is under the RHs responsibility to provide an embedded signal and run the cable to the HB SNG ended in a BNC connector. 36

39 5.3.9 Television graphics All television graphics will be produced at the aspect ratio of 16:9 (HD) and integrated by our provider Swiss Timing. The television graphics and texts will be produced in English language. The HB will produce opening and closing sequences that will define the start and the end of each transmission. The opening sequence will run for 30 seconds and mark the beginning of the coverage. A similar sequence will signal the end of the transmission. The HB will produce a number of replays to be included during transmissions. The transition between live coverage and replays will be carried out with a graphic effect. All replays will be rolling both in and out of the clips. Replays will not interfere with live action and will beat the discretion of the HB s producer and director. The score and clock will be in the middle up of the screen to allow Rights Holders own graphic insertions (network bug right or left). However, some graphics (e.g. starting line-ups, players identification) will extend into the lower half of the frame. 39

45 6. FREQUENCIES All entities, including HB, Rights Holders and uplink providers are required to obtain authorization to use radio frequencies for all the 6 venues. Rights Holders need to apply for short term frequencies at the Bundesnetzagentur. This position is located close to the corner flag, on one side of the pitch. A maximum of 2 people maximum (3 people upon request) allowed including a journalist. Services included: - 1 camera - 2 microphones - Light kit - Manpower - IFB - Technical and coordination support - Uplink and space Services none included: - Downlink The signal will be delivered live on the International Signal. 48 8.1.2 Post-match unilateral interviews: Flash position This Fully Equipped and staffed facility is located at pitch level close to the benches, on the player way to Mixed Zone and lockers. Access position: 1 person maximum 2 people upon request It is available for post-match short interviews in 10-minute time windows (90 seconds max. for each itw). RHs having booked the service will be allowed to use the position for several interviews on a first come first serve basis. Coaches and players can be interviewed, only after The Final Whistle. Consecutive interviews will only be allowed if no other RH is waiting to use the position. Services included: - 1 camera - 2 microphones - Light kit - Manpower - Technical and coordination support - Uplink and space Services none included: - Downlink - IFB The signal will be delivered on the world feed. This position is shared between a limited numbers of RHs. Priority rules apply in case of conflict. The journalist has to move to the dedicated position 5 minutes before the end of playing period Length of interview: 90 seconds to 3 minutes maximum. 53 8.1.7 TV Presentation Studios Each venue has a number of TV Presentation Studios with a view to the pitch. They are bookable on a per-venue basis. Presentation studios can be used during matches. However, if a player feels disturbed by the studio activity (lights or noise), the IHF Competition Department will intervene. During World Feed timings, lights have to be out of vision of the field of play. The responsible producers will inform IHF BVM, HB and arena in good time of their intentions and needs (lights at FOP etc.). 53

54 8.1.8 TV Compound TV broadcast compound space is available at each venue for OB Vans / fly-away kits / SNGs and support vehicles. Cabling between OB Vans and unilateral positions as well as telecom data point are under RHs responsibility and under the Broadcast Venue Manager instructions. TV Compound space is a bookable service and includes for OBVans and SNGs: - Access and parking 1 vehicle - Provision of Broadcast Technical Power - Access to the International Dirty feed at own venue at HB OBVan - General coordination Services none included: - Cabling is under RH responsibility under PRO TV BVM supervision Detailed specifications of the OB Vans have to be provided to Booking Department via the Booking Online website. Power Specs Usage of HB technical power at venues is compulsory for OB Vans. The HB is providing technical power at TV Compound and TV Studios, as per the following specifications: Single phase: 220V/50 Hz, IEC sockets 16A (1P+N+E) Three phases: 380/50 Hz, IEC sockets 32 to 125A (3P+N+E) Usage of RHs power generators is not allowed. It is the RHs responsibility to supply any power adaptation equipment such as step-down transformers or adapters to CEE plugs. All technical power requests must be communicated within the booking deadline Pitch Reporter Position (Bench) The Bench Reporter position is located near to the team benches. There are 2 positions (1 per participant team) per match, designed for one person and reserved for the Rights Holders whose national teams are playing in the concerned match. Reporters need to remain seated during the match and are not allowed to conduct interviews from these positions. RHs need to supply their own equipment. RHs are only allowed to use sound (headset microphones or handheld microphones). Cameras are not allowed in this position. RHs wanting to have this position should have the agreement of their national federation and the approval of IHF. 54

55 8.2 TELECOM INSTALLATIONS (Rate Card basis) The Host Broadcaster and the local telecommunication partner German Telekom plan to coordinate the provision of telephony services to RHs at the 6 venues. That includes telephone sets, analogue telephone lines, ISDN lines and broadband internet access. The LOC makes Broadband Wifi connectivity available at the 6 venues, inside the arenas as well as at the commentary positions area. No broadband Wifi is available at the TV compound. The broadband Wifi cannot be used for Broadcast activities such as TVU, Live U systems etc. Specific telephony and IT requirements have been integrated into the Rate Card. Telephony services and internet access will be available on a daily basis or on per match basis with reference to RHs facilities such as commentary positions TV compound, positions or TV Studios. 55

56 8.3 MEDIA SERVICES Press conferences The Press Conference Room is nearby the other media areas. An official press conference will be held 15 minutes after the end of each match. The coach and one player from each team will be present and each team s press conference will be conducted jointly. While some games have a risk of over-crowded, an over-accreditation "PCR" (Press Conference Room) can be activated by the Head of Media Operations. Press conferences will be done in English or will be translated into English. All the questions must be asked in English. Once the press conference is over, journalists will be able to ask questions in their own languages. Press conferences will be offered live - when possible - for those RHs having on-site operations. The IHF and the LOC will hold a Media Day the day before semi-finals (TBC) with the coaches and the teams that qualified. During this press conference, the trophy of the best coach of the year will be awarded. An information and a notice posted in the Media Center will keep all the media informed Mixed zone There is a Mixed Zone at each venue (press, radio, TV, etc.) where Broadcasters and Radios will be able to conduct interviews with players and coaches. The Mixed Zone will be situated in an area between the team dressing rooms/lockers and the team buses. A dedicated area will be reserved for RHs, with appropriate lighting to conduct TV interviews. RH may only work in this designated Mixed Zone area, which will have a backdrop provided by LOC. While some games have a risk of over-crowded, an over-accreditation "MIX" (Mixed Zone) can be activated by the Head of Media Operations. The IHF encourages players and coaches to take the time to answer the journalists questions in the Mixed Zone. However, players and coaches have no obligation to stop for interviews. Therefore, journalists are kindly asked not to insist if players don t want to answer. Media Manager and teams press agents will coordinate activities inside the Mixed Zone. 56

57 9. RATE CARD - BOOKINGS The rate card has been released by PROTV. All services mentioned in the rate card should be requested through the dedicated Website Online Booking. The Rate card includes the following services: 1. World Feed Signal Distribution 2. Commentary Facilities 3. Pre and post unilateral services 4. TV Studios 5. TV Compound Space 6. Telecom Services 7. Other Services The booking process includes several phases, each of which is characterized by specific deadlines Special requests will be treated on case-by-case basis. Cancellation policy Bookings requests can be cancelled before each deadline without any cancellation charges All cancellations placed after each corresponding deadline or after Pro TV confirmation may be subject to cancellations fees or 100% of the rate card cost. 58 General and Priority Rules For some unilateral services a SAD is required jointly to the accreditation (i.e: bibs for FOP). The relevant SAD shall be collected on-site from the PROTV BVM office in advance before the match starts. Cameras or interviews in dressing rooms and adjacent corridor are not permitted at any time, even if invited to do so by the players or a team delegate. Last minute requests are subject to availability and confirmation by PROTV. In case of space or access limitations, the priorities for unilateral services are established as follows: 1 st priority : Host Broadcaster 2 nd priority : RHs broadcasters whom national respective teams are playing in the match 3 rd priority : Host Broadcaster whom national respective teams are playing in the round concerned 4 th priority : others RHs 58

SATELLITE DISTRIBUTION The Host Broadcaster will organize a satellite distribution of the International Dirty Signal for all matches of IHF Women s World Championship in Germany Eurovision (EBU) has been appointed as the SNG and satellite provider. The prime objective is to guarantee the resources and experience to deliver the best service in terms of quality and reliability of the signal. Pro TV/EBU will install a SNG at each venue for satellite transmission of the World Feed International signal (dirty feed). The SNGs are fully redundant with 2+1 configuration encoder, modulator and HPAs. Including downlink capability The World Feed International signal distribution is based on the delivery of the programs onto the pan-european, Middle Eastern, Asian, African and American satellite capacities of the EBU network Distribution format The Complete Dirty International Signal with English Commentary Sound and International Sound lt will be distributed on MPEG4 4:2:0 at 21 Mbps in Europe Asia and Americas. - The distribution to Europe, Asia and Africa will be 50 Hz (16/9 HD SDI 1080i/50) - The distribution to the North and South America will be 60 Hz (16/9 HD SDI 1080i/60) - Encryption: The feeds will be encrypted with BISS 1 code, per day and venue with 8 audio channels. The signals will have broadcast quality and will be made available for the distribution within the arenas (media, offices etc.) 12.2 Recordings Match recordings for IHF, Participant teams & LOC The HB will record each match and the relevant Highlights in 5 USB keys. The HB BVM will collect these 5 USB Keys and give them to the IHF BVM 5 minutes after each match. The USB keys are provided by Pro TV to all BVM Archives The Dirty and the Clean signals will be recorded on Hard Drive at the HB OBVan for archives purposes. Clean feed has replay wipes and no graphics. Both signals will have international sound and English guide. Hard Drive have to be labeled by the HB BVM using the specific label. The hard drives will be provided by Medialuso. The labels template will be provided by Pro TV. 68
