3 3 I. Broadcasters Domain The main area for broadcasters is comprised of the International Broadcast Centre (IBC), located under the same roof as the Main Press Centre (MPC). Compound for OB vans and technical vehicles is located in an adjoining area. 1. International Broadcast Centre The IBC is located close to all venues, between the cross-country stadium and the HS 106 jumping hill. It is constructed from stacked cabins in sloped terrain. The lowest level of the building will contain all IBC functions, such as rights holders premises, Host Broadcaster MCR and offices, EBU MCR and booking office. Two buildings on the upper levels will contain the press conference rooms, MPC and a common cafeteria serving all media. A further description of the complex can be found at Office Cabins The IBC will be composed of single, double and triple office cabins. Each cabin has a standard entrance module with dedicated lavatory and a 10.6 sq.m. office (in addition to stated cabin size). Flat screen receivers as well as Commentary Information System (CIS) monitors can be ordered in any defined area in the IBC, TV compound, commentators area, Mixed Zone and studio/announce platforms. Also CATV sockets (no monitors) can be ordered. Production Feeds 6.1 VandA Package (HD/SD) The International HD video and audio signal distribution will be component digital interface with 8 track embedded audio (stereo mix on track 1 & surround). According to SMPTE292M, HDTV standard 1080i/50. SD Video and audio signal distribution will be component digital interface with 4 track embedded audio (stereo mix on track 1 & 2). According to SMPTE259M-C, SDTV standard 625i/50, aspect ratio 16:9. The VandA package from all events includes graphics and timing (Clean Feed to be ordered separately, see 6.2). All signals will be available from the HB MCR in the IBC. The clean feed contains no graphics or timing, but includes components of slow motion/music and animations. Radio and TV international Sound (mono/stereo) can be ordered in the IBC. NB! 9 9 6.5 Media Server NB! UPDATED Broadcasters will be offered connection to an EVS XT2 Media Server, with live streams of the events at all venues as well as other content (see below). Technical Solution: Video codec: DVCPro100 HD Audio resolution: 24 bit Wrapper: OP1A.MXF The offer includes an IP director and IP Ethernet connection. Additional IP directors, if required, will have to be supplied by broadcasters themselves. Transcoding to other formats, if required, is each broadcaster s own responsibility. Planned media server contents include all live transmissions (clean/dirty), super slow and hyper motion pictures, melt reels from all events and end videos. In addition, there will be animations, track presentations, graphic presentations of the hills, pictures of Oslo, helicopter and beauty shots and some historical archive material EVS server connection w/ 1 IP director and cabling Cabling Broadcasters are responsible for their own cabling from venues to RTV compound. However, cabling can be pre-booked from the Host Broadcaster as specified below. Tetra (Private Mobile Radio) Ski-VM 2011 will be offering a mobile digital radio communications system for group as well as one-to-one voice and data communication, Tetra (TErrestrial Trunked RAdio). Broadcasters can book hand portable radio sets with internal and even public access. Further information can be found at: Tetra mobile radio, internal line Tetra mobile radio, with public line TBA 9. WiFi and Wired Data Lines A wireless local area data network will be offered without charge at the venues in Holmenkollen. Broadcasters requiring extended capacity can hire access to Ski-VM 2011 s wired data lines of up to 5 or 10 Mbps. Commentary positions Commentary positions will be available from 18 February to 6th March and can be booked at the venues Cross-country, Holmenkollen Ski Jump (HS 138) and Midtstuen Ski Jump (HS 106). It will be possible to comment any event from the Cross-Country commentary positions, including the medal awards ceremonies, through the entire Championships. The international signal from all venues, including Medal Plaza, will be available on the CATV network. CIS terminals in each position can be used for any event/venue. Price will depend on broadcasters specifications and the need for construction. Elevated studio/announce platforms (4 x 4m) will be built in the passage between the Cross Country and HS 134 Radio and Ski jump venues on broadcaster s request. Both venues can be served from these roof-covered platforms with two wall covers. Positions will also be considered behind Mixed Zone for Cross-Country. The platforms will be constructed and decorated to match the Ski-VM 2011 design program. The Mixed Zone area will have a number of dedicated TV and radio positions followed by non-dedicated radio and ENG camera positions. The MZP will have basic lighting, but power access must be booked separately (see point 3).

Such facilities do not have to be pre-booked, but broadcasters are kindly invited to indicate their interest in the Order Form. Platforms to allocate ENG positions will be distributed around the venue. Such positions will be available on a bookable day-to-day basis and are free of charge. Pre and post unilateral stand ups/interviews with HB camera in Mixed Zone can be booked before and after events. Three 10-minutes increments are available up to 30 minutes before start of international transmission, and three 10-minute increments starting 10 minutes after the end of international transmission. Play-out from IBC and stand up from HB position on the top of IBC will be available for bookings in 10-minutes increments 24 hours a day. Injection point in MCR or unilateral premises. Uplink and space segment are not included in the unilateral booking. 14 14 IV. Supplementary Services Telecommunications A modern infrastructure for handling data and voice will be offered in Holmenkollen. The Local Organizing Committee, Ski-VM 2011, will manage bookings of WiFi access as well as wired and dedicated data lines (see Section 9). Deadline for frequencies applications for the 2011 WSC is 1 December Please refer to the web site and the application form attached at the end of this document (Annex 2). Accreditation Accreditation is required for all personnel at the Holmenkollen venues in the operational period. The RTV accreditation process will be handled by the local organiser Ski-VM 2011 in consultation with NRK Host Broadcaster and FIS. The deadline for application of RTV accreditation is 15 September By this date, broadcasters are kindly requested to notify the LOC about the number of people to be accredited. Names and additional information are to be submitted no later than 3 December 2010.

15 Applications for accreditations are to be made on-line. Broadcasters will be notified by Ski-VM 2011 about the registration URL and the date of operation the coming summer. Broadcasters deadline for hotel booking is 15 September Cancellations made between 15 September and 15 November will be charged with a fee equivalent to one night s stay per person. In case of cancellation after 15 November or no-shows, 100 per cent of the reservation has to be paid. Hotel bookings are to be made on-line. General Conditions The services listed in the Order Form are offered both by the Host Broadcaster and the Local Organising Committee Ski-VM The Host Broadcaster Booking Services Manager will be the main contact point for all orders (see last page). Bookings will be confirmed via and the services will be invoiced by the Host Broadcaster. Term of Booking Booked facilities are available from Day -6 to Day 12, 18 February to 7 March unless otherwise stated. Rates All prices in the Rate Card are quoted in Euro and do not include Value Added Tax, which will be added in the invoice. The general VAT rate in Norway is currently 25 per cent. Foreign businesses can apply for refunds of VAT on purchases of products and services in Norway. Information and application form can be found at TV and radio signals consumed abroad are not liable to VAT as they are defined as export. Booking Deadlines The booking Order Form (Questionnaire) should be completed and returned to host2011booking@nrk.no (or use the Submit button in the electronic PDF form) no later than 15 September Any order received later than 15 September is subject to availability and rates cannot be guaranteed. A receipt listing the bookings will be returned by the Host Broadcaster without delay after submission of the Order Form. Submitted orders will be studied and final confirmation of bookings will be given to each broadcaster by NRK Host Broadcaster no later than 1 October 2010.

17 17 In response to the HB confirmation of requests, broadcasters are required to return their confirmation of the bookings no later than 15 October Payment Schedule First invoice - 60 per cent of requested facilities: 5 January 2011 Second invoice 40 per cent of requested facilities: 24 January 2011 After 5 January, immediate payment is required for additional bookings. If full payment is not made within the deadline, the facilities covered by the invoice will be cancelled. Cancellation of Bookings All bookings are binding.
