2 1 Opening of the meeting The WG SE Chairman opened the 51 st WG SE meeting held in Vilnius, Lithuania at the kind invitation of the Communications Regulatory Authority of Lithuania. The Deputy Director of the Communications Regulatory Authority of Lithuania, Mr. Leonavičius welcomed the delegates in Vilnius. He stated that he was pleased to invite WG SE for the second time after the meeting 2000 in Vilnius and whished all the participants a successful meeting and hoped that they can enjoy their stay in Vilnius. Mr. Kestutis Budrys provided further information about the practical arrangements. The Chairman of WG SE, Mr. Christoph Wöste, thanked both for their kind welcome and the good preparation of the meeting. The meeting was attended by a total of 48 delegates from 26 Administrations, ERO, ETSI, CRAF, EICTA and EUROCONTROL (see Annex 02 for details). Apologies for absence were received from Mr. Steve Bond (United Kingdom). 2 Adoption of the Agenda, Schedule of Work The Agenda was adopted without changes; a copy is attached as Annex 01. The list of documents is attached in Annex 03 and the list of SE Project Teams and their Terms of Reference as revised by the meeting is available in Annex Matters arising 3.1 ECC The WG SE Chairman presented the results from the 20 th ECC meeting which was held in Kristiansand (Norway) from June 2008 (see document SE(08)108). He highlighted several topics which need further consideration in WG SE. The draft new Mandate from the EC with regards to MCV was briefly discussed in ECC and in order to save as much time as possible the Chairmen of WG SE and WG RA were invited to consult each other to organize the development of the response. On the second Mandate to CEPT on technical considerations regarding harmonisation options for the Digital Dividend in the European Union, the ECC agreed to the proposed division and distribution of the work: SE42 is the lead group for the development of least restrictive technical conditions. ECC TG4 is the lead group on cross border coordination issues between mobile services in one country and broadcasting in another country as well as for PMSE. ECC PT1 is the lead group for developing the channelling arrangement. Consequently SE42 should use the information provided by Report B and by these complementary measurements to define the set of least restrictive technical 2/26

3 conditions such as Block Edge Mask which will enable the protection of broadcasting and other applications. Furthermore SE42 has to work on the follow on activities concerning the CEPT Report 19, in particular on the requested terminal to terminal interference at the FDD/TDD boundary. The ECC noted that the result of this study is expected at the next ECC meeting in Cordoba. The ECC also endorsed the view of WG SE on the clarification for the maximum inblock power limits agreed in the 2.6 GHz unrestricted BEM. Further details of this work can be found in chapter 10 (SE42). The WG SE Chairman also informed the meeting about some other follow on activities inside ECC on topics where WG SE provided technical background and support. For example, on the GSM use onboard vessels or aircrafts, some follow on activities were initiated in WG RA. WG SE also noted the follow on activities on the ERO Receiver Parameter study and noted the planned workshop on Software Defined Radio and Cognitive Radio which is scheduled from January The next ECC meeting will be held in Cordoba (Spain) from September. 3.2 ECC PT1 (IMT-matters) The Vice-Chairman of ECC PT1, Mr. Jaime Afonso summarized the ECC PT1 activities from the 29 th meeting which took place in Dublin, Ireland, May 2008, as contained in SE(08)109. He noted that all the issues in relation to ECC PT1 were already dealt with by the ECC in its previous meeting. Therefore, the items below were presented only for information of WG SE. At the last meeting ECC PT1 reviewed the comments received during public consultation of draft ECC Report 119 on Coexistence between mobile systems in the 2.6 GHz frequency band at the FDD/TDD and updated the Report accordingly. This draft Report was finally approved by the ECC meeting. With regard to the task on the second mandate on Digital Dividend, a draft ECC PT1 Work plan and a working document towards a Draft CEPT Report to ECC was developed. It was also recalled that ECC PT1 will carry out studies in order to develop a new ECC report on the coexistence between AM(R)S system and mobile systems at the 960 MHz boundary. The next ECC PT1 meeting will take place in Paris, September WG FM The results of the recent 63 rd Working Group FM meeting in Brussels, May as available in doc. SE(08)106 were presented by the WG SE Chairman. It was pointed out that this was the first meeting of the new WG FM Chairman Sergey Pastukh. 3/26

4 WG SE noted the activities of WG FM in particular on: Professional wireless microphone systems (PWMS) Rec with regard to its various Annexes. Two Liaison Statements were sent to WG SE: Liaison Statement on the regular review of ECC Decisions & Recommendations (SE(08)97) which contains a proposal to review three Recommendations for the fixed service. See further information on Section 6, SE19. Liaison Statement (SE(08)98) deals with BFWA at 5.8 GHz and informs about the WG FM questionnaire and further activities for this band. WG FM decided not to start an early review of ECC Recommendation (06)04 as it was only adopted around one and half a year ago and it is still regarded to be valid. Additionally WG FM suggested closing the JPT BWA subject. See further information on Section 11, JPT BWA. The next WG FM meeting will take place in Azerbaijan, September WG RA João Duque (Portugal) gave a brief summary of the 14 th meeting of WG RA (SE(08)107) held in Riga, Latvia, 6th 9th May On the subject of GSM on board vessels, it was noted that WG RA drafted a new version of the ECC Decision on the GSM usage onboard vessels, which incorporate the results of the technical studies, approved by WG SE at its meeting in Nicosia, in particular the Technical Annex, and sent it to a public consultation. On this issue, the Draft ECC Decision contained in document SE(08)100 and a LS from WG RA in SE(08)101 were discussed. In the latter doc., it is proposed that WG SE joins WG RA in evaluating the responses that were received during the public consultation. The meeting also noted that the Technical Annex included some regulatory statements which were not completely in line with comparable provisions in the main body of the Decision. See further information on Section 5, SE7. Document SE(08)102 is a Liaison Statement from WG RA to WG SE, on the studies related to the flexible bands concept. WG RA is finalizing the report on this subject and requests WG SE to provide any information from similar work (e.g. WAPECS mandate) which is considered relevant. In addition the timescales for providing the technical conditions for flexible bands were requested. See further information on Section 10, SE42. The next WG RA meeting will take place in Belgium, September CPG There has been no CPG meeting since the 50 th WG SE meeting. The meeting was briefly informed that CPG-PTC met during this period in particular to initiate technical work on the WRC-11 agenda items under its responsibility. 4/26

5 3.6 ETSI WG SE considered the report from the ETSI Liaison Officer, Mr. Thomas Weber, in document SE(08)126. The executive summary of the last ETSI TC ERM#35 meeting was attached to the report in order to inform WG SE about new work as well as decisions in ETSI. The Liaison Statement to ECC in document SE(08)092 including presentations in the annexes 1 and 2 of the document were presented. The request from ETSI invites ECC groups to review and comment on proposed options for new Harmonized EMC standards for telecommunications networks using powerlines before the next meeting of the ETSI/CENELEC JWG, which is planned for 30 September WG SE discussed these proposals under the EMC work item (see section 13). Mr. Weber also presented shortly document SE(08)095 containing the current list of ETSI System Reference Documents under preparation, including those which have not yet been sent to ECC groups. Document SE(08)093, a response Liaison Statement from ETSI ERM / TM 4 on OoB emission limitations for FS systems in bands adjacent to GHz as given in draft ECC Report 124, was presented. It was noted that the proposals contained in the document were included in the latest draft of Report 124 (see further information in sections 4 and 7). Another Liaison Statement in document SE(08)091 on the ODC measurement procedures planned to be included in the new Harmonized European Standard was presented. The document addresses also the concerns expressed by market surveillance & enforcement authorities on how to conduct measurements on ODC equipment which will be different from the product conformity measurement procedures. The draft ETSI System Reference Document TR V on future Public Safety and Security Systems (PSS) spectrum requirements, SE(08)096add1 was presented by the ETSI Liaison Officer. It was noted that an earlier version of the document was already presented in ECC and that WG FM was requested to discuss the document. Considering the cognitive radio concept outlined in annex B of the SRDoc, WG SE encouraged ETSI TC TETRA to participate in the CEPT cognitive radio public workshop planned for January 2009 at Mainz, Germany. On the basis of the Liaison Statement in document SE(08)094 received from ETSI ERM, the ETSI Liaison Officer informed WG SE that the proponents of the airborne IFE system decided not to further pursue the change of the regulations to allow for WLAN on-board aircraft. WG SE decided to send a response to ETSI ERM requesting necessary clarifications to be able to make a decision of the future of this work item, i.e. either to cease the work item or to finalize a report (see also section 8). 5/26

6 The draft ETSI System Reference Document TR V1.1.1_0.0.7 (RFID and inductive loop systems operating in khz) was presented by the ETSI Liaison Officer (document SE(08)111). Due to the specific nature of the request and based on the Liaison Statement from SRDMG on the subject, it was concluded to set up a new work item for studies in SE24. Two options (slope or staircase) for the inductive SRD limits will need to be investigated. A Liaison Statement (Annex 30) is sent to ETSI and SRDMG in order to indicate that SE24 is going to consider this issue. The draft ETSI System Reference Document TR V1.1.1_ on additional spectrum demand for PMR/PAMR systems operated by railway companies (GSM-R Extension) was presented by the Liaison Officer (document SE(08)118). It was noted that the document concerns the same frequency range as for the additional spectrum proposed for UHF RFID & SRD in ETSI TR WG FM already launched questionnaire on this subject. Annex C of the draft System Reference Document contains information about possible future studies that would be needed between PMR/PAMR and SRD/RFID. However it was felt that ECC and WG FM may give a mandate to conduct such studies. Additional information on the spectrum demand as per clause 5.3 of the System Reference Document was requested by WG SE. The ETSI Liaison Officer confirmed that the section would be expanded before final approval of the document, also because of similar requests received during the ETSI internal consultation of the document. The draft ETSI System Reference Document TR Revision V2.1.1_ was presented by the ETSI Liaison Officer (document SE(08)128annex1). The document contains a request for a UWB - Location tracking application for Emergency Services (LAES) in the 3.4 GHz to 4.8 GHz frequency range. In response to questions from WG SE, the ETSI Liaison Officer explained the request to include an increase of emission levels in the 3.4 GHz to 4.8 GHz range which is accompanied by specific assumptions on the local and temporary scenario of usage, harsh operating conditions, limited transmission activity, limitation of use to emergency services only as well as possibility to have a specific licensing scheme for. A work item was provisionally agreed and inserted in the scope of SE24 in order to consider the proposed limit in the frequency range from 3.4 GHz to 4.8 GHz. It has to be noted that SE24 will wait for the confirmation from WG FM to initiate the work on this WI. Therefore, WG SE would appreciate to receive guidance from WG FM on the work relating to TR and will keep ETSI ERM informed on the progress made on these issues in the future (see Annex 19). The Russian Federation noted that proposed limit may be not accepted even accompanied by above mentioned specific assumptions due to the requirements of protection FSS (s-e) earth stations widely operating in the frequency range GHz in Russia. The draft ETSI System Reference Document TR V1.1.1_ for Low Power Active Medical Implants was presented by Mr. Weber (document SE(08)122annex1). The three options for a candidate band contained in the document were discussed. In response to questions the ETSI Liaison Officer referred to the information given in the draft System Reference Document on why these 6/26

7 frequency ranges were proposed. The detection mode proposed in the System Reference Document was noted by WG SE. It has been concluded that WG SE will wait for the confirmation from WG FM / SRDMG before initiating a new work item on the subject. WG SE noted that ETSI ERM adopted a new work item for TG 28 on GNSS repeaters, which may also address the case of pseudolites, and in response, a Liaison Statement (Annex 28) is sent to ETSI ERM so that the results of the studies on GNSS repeaters and GNSS pseudolites achieved in SE40 will be taken into account in the development of the related harmonized standard. 4 WG SE adoption of ECC documents after public consultation At the May 2008 meeting WG SE provisionally adopted and sent four draft documents to public consultation. Doc. SE(08)099rev1 from ERO presented the summary of results of public consultation. WG SE considered the results of the public consultation and took actions as described for each relevant document: 4.1 Draft ECC Report 121 developed by SE24 on the compatibility studies between Professional Wireless Microphone Systems (PWMS) and other services/systems in the L band Received no comments Therefore the meeting unanimously decided to finally adopt the ECC Report 121 and ERO was asked to publish it on the Office web site (Annex 06). 4.2 Draft ECC Report 122 developed by SE7 on the compatibility between GSM use onboard vessels and land-based networks This report received three comments from the French, Danish and Russian Administrations during public consultation, as presented in Annex 1, 2, 3 and 19 of the Doc. 099SE(08)rev1. These comments were reviewed at the last SE7 meeting and SE7 developed a proposal on how to resolve them. This proposal is contained in Doc 112 Annex 1 (SE7 report to WG SE). As there were no further comments from the public consultation or during the meeting, the meeting unanimously decided to finally adopt the ECC Report 122 and ERO was asked to publish it on the Office web site (Annex 07). In addition to the public consultation of the draft ECC Report 122, the draft ECC/DEC/(08)FF developed by WG RA, which contains the Technical Annex based on this draft Report was also under public consultation. The received comments were provided for information to WG SE (Appendix 11 to 18 of Doc. 099SE(08)rev1). See section 5.3 on SE7. The Technical Annex as agreed by WG SE is attached as Annex 10. 7/26

8 4.3 Draft ECC Report 123 developed by SE24 on the impact of Object Discrimination and Characterization (ODC) applications on radiocommunication services/systems This report received 6 comments from The Netherlands, Germany, France, Portugal and the Russian Federation, as presented in Annex 4 to 8 and 19 of the Doc. 099SE(08)rev1. These comments were reviewed at the last SE24 meeting and SE24 developed a proposal on how to resolve them (see section 8). This proposal is contained in Doc SE(08)119. There were a few comments during the meeting and after revision, the meeting unanimously decided to finally adopt the ECC Report 123 and ERO was asked to publish it on the Office web site (Annex 08). WG SE sent a Liaison Statement to WG FM to inform them about the final adoption of the Report (see Annex 20) Portugal, although not objecting to the Report 123, expressed concerns on the use of TRP as long as it is used as a mitigation technique. They emphasized that TRP should be carefully assessed in future compatibility studies and, accordingly, in their view, the use of TRP should not be a precedent as a mitigation technique for other application for future studies. 4.4 Draft ECC Report 124 developed by SE21 on the Coexistence between fixed and passive services in and GHz This report received 2 comments ETSI TM4 and E bands Communication, as presented in Annex 9 and 10 of the Doc. 099SE(08)rev1. These comments were reviewed at the last SE21 meeting and SE21 developed a proposal on how to resolve them. This proposal is contained in Doc 125 Annex 1 and 6 (SE21 report to WG SE). There were no changes made to the contribution from SE21. Therefore the meeting decided to finally adopt the ECC Report 124 and ERO was asked to publish it on the Office web site (Annex 09). Denmark is of the opinion that the ECC Report 124 should undergo a new public consultation due to the fact that fundamental changes have been made such as values for protection of EESS. Clarification was given during the meeting that the changes proposed by SE21 do not further impact the protection requirements of EESS. 5 Report from Project Team SE7 Project Team SE7 is responsible for the compatibility issues of mobile systems (except IMT-2000) below 3 GHz. Mr. Petteri Jokela, the SE7 Chairman, reported 8/26

9 about the activities of the Project Team SE7 since the last WG SE meeting in Nicosia in May One SE7 meeting has been held during that period. 5.1 GSM use on board aircraft (GSMOBA) SE7 had investigated the compatibility between GSM equipment used on board aircraft (GSMOBA) and terrestrial networks in the frequency band MHz, and the results of those studies are in the Annex G of the ECC Report 93. Based on these results, WG SE had, in its meeting in Nicosia (May 2008), approved an update to the technical annex of the ECC Decision (06)07 to include power levels for this frequency band. The updated technical annex was then sent to the WG RA. The correspondence group RA GSMOBA has proposed an update to the ECC Decision (06)07 to include the band MHz, and WG RA in its next meeting (September 2008) will consider this proposal. WG SE has noted that there are also several regulatory changes proposed, but sees that no further technical studies are needed at this phase. 5.2 ECC Report 122 on GSM use on board vessels (GSMOBV) SE7 had prepared a draft ECC Report 122 on GSM use onboard vessels (GSMOBV), which was on a public consultation. SE7 had considered the comments received during the public consultation. The main changes proposed to the draft Report 122 were based on the French comments on the frequency hopping and new calculation results with a smaller number of channels. It was concluded that for the real systems, it is difficult to hop over a large number of channels if evenly distributed over the whole GSM band. It was then decided to remove the frequency hopping from the mandatory requirements. There were several other minor changes to the Report 122 proposed by the SE7. WG SE accepted those changes and finally approved the ECC Report 122 (see also section 4). 5.3 Technical Annex to the ECC Decision on GSMOBV The draft Technical Annex of the draft ECC Decision (08)FF is based on the results of the draft ECC Report 122. SE7 had made proposals to change the Technical Annex to be inline with the proposed changes to the Report 122. SE7 had considered only those comments from the public consultation, which were directly related to the Technical Annex. SE7 had also taken into account WG RA's guidance to remove unnecessary regulatory texts from the Technical Annex. WG SE had also noticed the progress within the correspondence group RA GSMOBV, which was preparing a proposal to the next WG RA meeting taken into account all the comments received during the public consultation and also the proposals from SE7. 9/26

10 WG RA in its next meeting is expected to consider all the comments received during the public consultation of the draft ECC Decision (08)FF and also proposals from RA GSMOBV, which already include proposals prepared by SE7. WG SE sees that the technical issues are solved. However, there are some issues identified, which require further consideration within WG RA: The distances given in the Technical Annex are with a reference to the coast baseline. For that reason, WG SE sees that the definition of the territorial sea should be at the Technical Annex, not to be moved to the background section of the explanatory memorandum. WG SE discussed about the Danish proposal to clarify the extent of the territorial sea by adding a relevant footnote. WG SE decided to ask WG RA to consider this. WG SE also considered the proposal from the Netherlands to refer to the use of frequencies instead of the operation of the system in the first sentence of the section A.2 of the Technical Annex. WG SE decided to ask WG RA to consider the proper text so that it is not in contradiction with the R&TTE Directive. WG SE discussed about the French proposal for a new annex dealing with the geographical restrictions. WG SE considered this to be a regulatory issue, which has to be discussed within WG RA. WG SE decided to send a liaison statement (Annex 18) to the WG RA highlighting these issues. The approved draft Technical Annex was attached together with the ECC Report 122 (for information only). 5.4 Commission mandate on MCV WG SE decided that SE7 shall prepare a draft response to the European Commission Mandate to CEPT on Mobile Communications on board Vessels (MCV). The work programme will be modified accordingly. 5.5 Next meetings of SE7 The next meeting of SE7 is November 2008 at the ERO, in Copenhagen. The purpose of that meeting is to prepare a draft response to the Commission mandate on MCV. 6 Report from Project Team SE WI SE19_18: Multiple Gigabit Wireless Systems in the 60 GHz range New ECC/REC on GHz SE19 chairman presented a new recommendation on the use of the GHz frequency band for Point-to-Point fixed wireless systems as shown in Doc SE(08) 10/26

11 115rev1annex 1 which is the final version of the working document presented in the last WG SE. There were two outstanding issues left to WG SE to decide: 1. With respect to the increase in the FLANE EIRP of 40 dbm to 55 dbm, WG SE agreed that SE19 would revise the ECC Report 114 as part of this work item. WG SE also agreed that this increase in EIRP level should be also reflected in a revision of the ECC Report 113 (see Section 8 on SE24). This work will be performed while the ECC/REC(08)XX on FS in the GHz band is undergoing the public consultation. 2. WG SE considered the implications of the proposed limit for output power density and some text was rephrased to reach consensus. WG SE reviewed the draft ECC/REC and decided to adopt it provisionally and agreed to send it for public consultation with some modifications (see Annex 13). ERO was requested to initiate the consultation procedure and report results in the usual manner. WG SE also noted that WG FM will finalise the ECC/DEC(08)XX on the ITS at 63GHz and this should be mentioned in the considering m) of the new ECC/REC developed by SE19. The considering m) should read: that ECC/DEC(02)01 and ECC/DEC(08)XX designated the band 63 GHz to 64 GHz for the use of RTTT and ECC Report 113 identifies the possible coexistence methodology between ITS and PP (FLANE) applications; Taking into account the timing of the development of the ITS Decision(08)XX, the change proposed above will be implemented after the Public Consultation. Administration should note that this draft new ECC/REC(08)XX is now overlapping the ERC/REC (58 GHz). It was suggested that, as a consequence, ERC/REC may be withdrawn. This will be considered further by WG SE after the public consultation Proposed revision of ECC/REC(05)02 With respect to the new ECC/REC on 57-64GHz mentioned above, WG SE noted the revision of the ECC/REC(05)02 on the use of the GHz frequency band for fixed service in order to align the possible use of contiguous bands by systems overlapping the boundaries between the GHz band and GHz band. The revisions were presented in Doc SE(08)115annex2. The meeting reviewed the proposed revision to the ECC/REC(05)02 and decided to provisionally adopt the revised recommendation with minor editorial changes, as given in Annex 14, and send to public consultation. ERO was requested to initiate the consultation procedure and report results in the usual manner. 11/26

12 6.2 WI SE19_20: PP FS at 71-76/81-86 GHz - revision of the ECC/REC(05)07 SE19 has developed a revision of the ECC/REC(05)07 on the radio frequency channel arrangements for fixed service systems operating in the bands GHz and GHz and presented in Doc SE(08)115annex3. The meeting reviewed the proposed revision to the ECC/REC(05)07 and incorporated the unwanted spectrum mask developed in the ECC Report 124 by SE21 (section 7.1) in recommend 8). Additional proposals were made verbally during the meeting and agreed. WG SE decided to provisionally adopt the revised REC(05)07 with changes, as given in Annex 15, and send to public consultation. ERO was requested to initiate the consultation procedure and report results in the usual manner. WG SE sent a liaison statement to ETSI ERM/TM4 to inform them of the revision made to the ECC/REC(05)07 (Annex 27). 6.3 WI SE19_21: Add channel spacing in the upper 6 GHz band SE19 has developed a revision of the ERC/REC on the Radio Frequency channel arrangements for high, medium and low capacity digital fixed service systems operating in the band 6425 MHz MHz as presented in Doc SE(08)115annex 4. The meeting reviewed the proposed revision to the ERC/REC14-02 and decided to provisionally adopt with minor editorial changes, as given in Annex 16 and send to public consultation. ERO was requested to initiate the consultation procedure and report results in the usual manner. 6.4 WI SE19_22: High Altitude Platform Stations (HAPS) in the range MHz SE19 has started to develop a working document on WI SE19_22. This was presented for information as Doc SE(08)115annex 5. WG SE noted the actions to be taken by SE19 on the working document keeping in mind that the bullet points do not follow any priority order. WG SE noted, in accordance to the draft CEPT-position for AI.20, the priority to focus on the protection of radio services in shared and adjacent bands. 6.5 WI SE19_23: Review of ECC/ERC Recommendations WG SE mandated SE19 with a new WI SE19_23 to consider the revision of ECC/REC Recommendations. SE19 was asked to consider the revision of the recommendations that WG FM instructed (Doc 097SE(08)), i.e.: T/R Preferred channel arrangements for fixed services in the range GHz 12/26

13 T /R Preferred channel arrangements for fixed services in the range 1-3 GHz T/R Harmonized radio frequency channel arrangements for analogue and digital terrestrial fixed systems operating in the band GHz. WG SE also mandated SE19 to review the following recommendation that WG SE is responsible for: ERC/REC/(00)05: Use of the band GHz for Fixed Wireless Access ERC/REC/(01)02: Preferred channel arrangement for digital fixed service systems operating in the frequency band GHz ERC/REC/(01)03: Use of parts of the band GHz for Fixed Wireless Access (FWA) ECC/REC/(01)05: List of parameters of digital point-to-point fixed radio links used for national planning ECC/REC/(02)02: Channel arrangements for digital fixed service systems (point-to-point and point-to-multipoint) operating in the frequency band GHz ECC/REC/(02)06: Preferred channel arrangements for digital fixed service systems operating in the frequency range MHz ECC/REC/(04)06: Guidelines for block allocation for Fixed Wireless Systems in the band GHz Meanwhile WG SE sent a Liaison Statement to WG FM (Annex 22) informing about a proposal to revise ECC/REC(01)04 to include the possibility to use P-P applications in the GHz band taking into account the protection of Radio Astronomy in the GHz band. The proposal was based on the fact that the band appears to be widely unused for the originally intended scope limited to MWS only. Whilst the possibility to include P-P applications received a general support due to requirement of infrastructure support for mobile applications amongst others, different options were identified to be implemented in the ECC/REC(01)04: add the P-P use to the MWS use designated in the Recommendation; replace the MWS use by P-P; revise ECC/REC(01)04 to remove reference to specific FS applications and adopt a technology neutral approach for the use of the band. WG SE sought guidance from WG FM on the most appropriate option to revise ECC/REC(01)04. WG SE also reminded WG FM that taking into account the link between ECC/REC(01)04 and ERC/DEC(99)15, WG FM may need to consider the review of ERC/DEC(99) AoB On the evaluation of Revising ECC Report 003, WG SE was informed that most of the administrations in SE19 do not see the necessity to make some partial changes to the ECC Report 003, as it was proposed in the last WG SE. However a complete 13/26

14 revision of the ECC Report 003 may be considered in the future at the appropriate time. 6.7 Future meetings of SE19 The future meetings of SE19 are planned as follows: December 2008 [TBC] 3 4 February 2009 [Helsinki]. 7 Report from Project Team SE21 Document SE(08)125 was presented reflecting ongoing activity within SE21. SE21 met once since the last WG SE meeting in Moscow, Russian Federation 3 4 September. 7.1 Work Program Concerning unwanted emissions issue (SE21_11) During WG SE meeting document SE(08)099rev1 was presented dealing with comments received by ERO from public consultation on the provisionally approved draft ECC Report 124 on coexistence between FS operating in 71 76/81 86 GHz and passive services. SE21 at their Moscow meeting discussed these comments and prepared a revised version of the draft ECC Report 124 (doc. SE(08)125annex1) for WG SE consideration. In particular, SE21 agreed on a different slope of the mask (ETSI ASUE mask) for unwanted emission level proposed by ETSI and also on the fact that mask would be the preferred approach compared to the single unwanted emission level. It can be confirmed that this alternative ETSI proposal meets the required integrated power in the band GHz and provides adequate protection of EESS (passive). Changes also were made within the Draft Report 124 on deployment scenario of FS system based on comments from E-bands communications with additional calculations. WG SE also discussed and approved a Liaison Statement to ETSI ERM and WG ATTM/TM4 (Annex 27) regarding ECC Report 124 and Revision of ECC Recommendation (05)07 based on doc. SE(08)125annex3. The draft ECC report was finally approved by WG SE (see also section 4) Concerning protection criteria for Radio Astronomy (SE21_12) Doc. SE(08)125annex5rev1 was briefly presented to the meeting. It contains a preliminary version of a draft revision of ITU-R RA The meeting was informed that SE21 agreed on the main body of the Recommendation. 14/26

15 Further work is required within SE21 in particular on the new Annex 1. Therefore it was decided to dedicate the next SE21 meeting to the revision of ITU-R Rec as well as for the revision of Rec. ERC Revision of ERC REC (SE21_14) Two documents were presented for SE21 consideration dealing with following proposals: to extend an exemption for certain mobile equipment listed in Annex 2 of Rec to the current SRD equipment; to exclude magnetron based radars from Table 5.1 of Rec. ERC Concerns were expressed during the meeting about the inability for magnetron radars to meet the stringent requirements of ERC Recommendation WG SE noted the regulatory provisions provided in RR Ap 3 and in particular the need of consistency of the possible revision of ECC Rec with these provisions. The ETSI Liaison Officer explained that there is ongoing activity within ETSI dealing on the consideration of the consistency of the ETSI standards with Rec WG SE chairman explained the importance of this recommendation and invited administrations to take part in the revision process. The meeting was also informed about the revision process of Annex 8 of Recommendation ITU-R 1541 «OoB domain emission limits for primary radar systems» which is still ongoing within ITU-R in the Rapporteur group of WP 5B. It was strongly recommended by the Chairman of WG SE to note this activity during the revision of ERC Date and place of the next SE21 meeting The date of the next SE21 meeting was fixed for 4 5 December 2008, Mainz, Germany. 8 Report from Project Team SE Introduction WG SE considered the report of activities of SE 24 available in document SE(09)120. Since the last WG SE meeting, SE24 met two times, in the ANFR premises (Maisons-Alfort, 9-10 June 2008) and in the BNetzA premises (Mainz, Germany, September 2008). 15/26

16 8.2 PWMS (SE24_21) No comments were received during the public consultation of draft ECC Report 121. It was simply noted that the document with a reduced file size was made available for the WG SE meeting. The Report 121 will be published on the ERO web site. 8.3 SRD: maximising spectrum use efficiency (SE24_23) WG SE considered the intermediate results of SE24 on this and noted that areas of further work have been identified, which include: Maximum transmit duration The choice of receiver classes used (EN category 1, 2 & 3) The use of bi-directional transmissions Parameters of LBT, specifically the time of reaction of SRD between Rx and TX (Dead Time) Channel occupancy LBT threshold limit With regard to LBT and Dead Time, SE24 prepared a draft liaison statement to ETSI which indicates that this parameter may need to be considered by ETSI in order to make sure that it is properly described in the ETSI standard in order to limit cases of interference. WG SE agreed to send this liaison statement to ETSI ERM and ETSI TG28 (Annex 26). 8.4 Level Probing Radar (LPR) (SE24_24) A working document was further developed on this issue in order to clarify the characteristics of LPR in the bands under considerations. The priority in the compatibility studies will be given to the lower bands: 6.0 GHz to 8.5 GHz; GHz to 26.5 GHz. Administrations who expressed concerns on these applications are invited to contribute on the compatibility issues. It is expected that a working document will be presented at the next WG SE meeting. The work will go on by correspondence in particular to clarify the case of military applications in the frequency range 6 to 8.5 GHz. 8.5 Compatibility between Radar Speed Meter (RSM) and SRDs at 24 GHz (SE24_25) WG SE noted the report of measurement campaign at 24 GHz for RSM test which was conducted on June 11th to 13th at the ANFR measurements premises (see Annex 3 to SE(09)120). Concerns were raised from the SRR industry on some of the aspects of the measurements, in particular since some of the tests were not complete. SE24 will work further on this band in particular in order to clarify some of those aspects, also considering a possible increase of the power for SRD as suggested by the United Kingdom. 16/26

17 SE 24 is currently considering three options in order to solve possible compatible issue: Identify a dedicated frequency range for RSM (i.e. shift the RSM frequency to the lower 24 GHz band boundary) Limit the time during which the SRD may overlap with the frequency range used by the RSM Improve the measurement data processing within the RSM in order to decrease their sensibility to interference. 8.6 WLAN on board aircraft in the band to MHz (SE24_26) WG SE considered document SE(08)127 from ETSI indicating that: "Boeing has decided not to pursue the change of the regulations to increase the maximum power limit in the MHz band in Europe to allow for WLAN onboard aircraft." WGSE also noted that: the IFE industry continues to evolve toward ever more demanding video and gaming applications this will require increasingly high throughputs. This may result in the identification of further bands for WLAN on board aircraft. WG SE was of the opinion that clarifications are needed on the possible development of airborne In-Flight Entertainment Systems outside the frequency range MHz in order to make a decision of the future of this work item (cease the work item or to finalize a report), also taking into the fact that SE24 identified some difficulties with the applicability of DFS for 5 GHz. A liaison statement was sent to ETSI ERM and WG FM on this (see Annex 25). 8.7 Additional Compatibility Studies relating to Professional Wireless Microphone Systems (PWMS) in the L-band excluding the band MHz (PWMS) (SE24_27) WG SE noted the initial work relating to DAA and that the work is still ongoing on this issue. It is expected that a position will be agreed for the next WGSE meeting. The PWMS community believes that the proposed DAA concept would be feasible from a technical point of view; however the economic viability of such a system needs to be further studied. 8.8 Any Other Business SE24 considered two liaisons statement from SRDMG dealing with a possible revision of Annex 1 to Rec. ERC and bandwidth of some SRD systems included in Rec. ERC Two liaison statements were developed back to SRDMG (see Annexes 4 and 5 to document SE(09)120). WG SE noted that the revision of Annex 1 to Rec. ERC is linked with the work item SE24_23 since it aimed at offering more flexibility in the bands while keeping those bands technology neutral. SE24 is of the opinion that there is a need to review the format of the table in order to make it easier to read and therefore further work on this in collaboration with SRDMG is expected. 17/26

18 Finally SE24 considered a liaison statement from SE19 proposing to open the band to the FS with an e.i.r.p of 55dBm instead of the initial 40dBm at 60 GHz. SE24 considered that the conclusions of the ECC Report 113 will still be valid, however some modifications would be needed in the report in order to reflect the proposed e.i.r.p (see Annex 6 to document SE(09)120). WG SE agreed to open a work item (SE24_30) in order to address this issue through a revision of ECC Report 113 (see also section 6.1.1). WG FM may need to consider the SE19 proposal when finally considering the draft ECC Decision on ITS at GHz. A liaison statement to WG FM was developed (see Annex 21). 8.9 Date and place of the next SE24 meeting The date of the next SE24 meeting was fixed for November 2008 in the premises of the ERO in Copenhagen, Denmark. Further meetings are scheduled for January 2009 (Strasbourg) and March 2009 (tbd). 9 Report from Project Team SE40 The SE40 Chairman, Jean-Yves Guyomard (France) introduced the report of SE40 activities in document SE(08)113. SE40 met twice on May 2008 in the premises of ERO (Copenhagen) and August 2008 in the premises of OFCOM (London). 9.1 MSS coordination at 2 GHz SE40 did not receive any contribution on this issue at its last meetings. In accordance with the decision of the May meeting, the work item has been closed by WG SE. WG FM has been informed through a liaison statement (Annex 23). However, WG SE could re-open this issue on request of WG FM or if urgent work is identified. 9.2 CGC in the 1.6 and 2.5 GHz MSS bands SE40 started the work on the introduction of complementary ground components (CGC) in the non-gso MSS bands 1.6 and 2.5 GHz. For the time being the different issues to be studied have been identified and preliminary information on the characteristics of those CGC has been received from GLOBALSTAR. 9.3 CGC in the 1.5 and 1.6 GHz MSS bands SE40 started the work on the introduction of complementary ground components (CGC) in the GSO MSS bands 1.5 and 1.6 GHz following a request by FM44. It is understood that the compatibility issues between CGC associated with GSO MSS systems and other GSO MSS systems using the same allocated band will be part of the coordination process between the different systems. However, the particular case of GMDSS and AMS(R)S is still under discussion within FM 44 and might need further consideration within SE40. 18/26

19 SE40 has already started work on the impact of CGC on RNSS in the band MHz and COSPAS-SARSAT receivers in the band MHz. The new work item corresponding to this activity has been added to the WG SE work programme. 9.4 RNSS pseudolites and repeaters SE40 has finalised the draft ECC reports on GNSS pseudolites and repeaters. They were considered by the meeting in Annex 1 to document SE(08)113 for the pseudolites and in Annex 2 for the GNSS repeaters. Both draft ECC Reports have been provisionally adopted by WG SE with a few editorial improvements and will be sent for public consultation. They are available as Annex 11 and Annex 12. A liaison statement has been sent to ETSI ERM and TG 28 with the reports attached so that they can take the results into account when developing the related harmonized standard (Annex 28). 9.5 WRC-11 agenda item 1.18 The work has just started on this issue in SE40, in particular with regard to sharing between RNSS systems and GLOBALSTAR. WG SE noted that a progress report has been sent to CPG PT D on this issue. 9.6 Leeheim measurements WG SE approved the initiation of new measurements by the Leeheim station on IRIDIUM satellites in the radio astronomy band MHz. The measurements will be funded by the MoU and not by the ERO, therefore no approval from ECC is needed. 9.7 Next meeting The next meeting of SE40 is planned for November in the premises of BNetzA in Mainz. 10 Report from Project Team SE42 Bruno Espinosa (France) introduced the report of SE42 activities (document SE(08)124) on behalf of the SE42 Chairman, Steve Bond. SE42 has met 3 times since the WG SE meeting in Nicosia: May at ERO June at ERO 2-3 September in Amstelveen, at the kind invitation of The Netherlands Radiocommunications Agency. 19/26

20 During this period, the activities of SE42 were mainly devoted to the terminal to terminal study at 2.6 GHz and the work related to the task 1 of the 2 nd EC mandate on the digital dividend Terminal to terminal interference at 2.6 GHz SE42 approved key elements for an ECC Report, i.e. the executive summary and details of the block edge masks for terminal equipment. This content is considered to be mature and SE42 agreed that the remaining work should be completion of the full text of the report without modifying the technical conclusions. The working document was presented to WG SE for information (Annex 2 to document SE(08)124). In order to progress the approval of the document as efficiently as possible, the following procedure proposed by SE42 was endorsed by WG SE: The document will be completed by correspondence and submitted to the ECC meeting in Cordoba, at least 2 weeks beforehand. SE42 may consider the document further at its meeting in Geneva during the week before ECC and any additional comment will be reported to ECC. ECC will be asked to adopt the document for public consultation. SE42 will consider the results of the consultation at a meeting to be held in the week before WG SE in Ireland WG SE is responsible for final approval. Although it was reminded that the main objective of this item was to provide guidance to ETSI, a discussion was initiated on the possible follow-up of this work. Some possible options were identified such as revision of CEPT Report 19, development of a new ECC Recommendation or ECC Decision, proposal to modify the EC Decision on the 2.6 GHz band. SE42 is requested to develop views on this matter and report it to the next ECC meeting Digital Dividend Mandate SE42 started its work on the development of least restrictive technical conditions for the MHz band in the context of Task 1 of the 2 nd EC Mandate on the digital dividend. SE42 followed the guidance from ECC concerning the split of the work between the various groups involved (SE42, ECC/PT1 and ECC/TG4, see section 3.1). Sweden pointed out possible future coordination problems related to the current structure of the work, in particular with regard to the MHz digital-dividend band where 3 different groups are involved. WG SE noted that SE42 agreed: - a working assumption that the block edge mask approach will be used for the development of the least restrictive technical conditions for the MHz band; 20/26

21 - and to use the experience of developing technical conditions for the 2.6 GHz band, by taking the technical conditions developed for the 2.6 GHz band as the starting point. The current working document available as Annex 3 to document SE42(08)124 was briefly introduced for information. Considering its preliminary nature, WG SE members were invited to note it and submit any comment to the SE42 correspondence group on this issue led by Mr. Espinosa. The SE42 chairman prepared a short report about the SE42 activities on the Digital Dividend mandate that can be used by the ECC chairman in the progress report that needs to be delivered by 26 September 2008 according to the timetable of the mandate. This SE42 progress report was endorsed by the meeting and will be forwarded to the ECC chairman (see Annex 31) Flexible bands Due to the demanding timescales of the SE42 tasks mentioned above, SE42 has made limited progress on flexible bands. The meeting considered the liaison statement sent by WG RA contained in document SE(08)102 concerning the studies under the general flexible bands issues and those issues focussed on the candidate bands chosen by WG FM. A reply was developed (see Annex 17) informing WG RA about the current status of the work on this issue within WG SE. The following points were highlighted: - the technical models and approaches described in CEPT Report 19 for WAPECS are considered applicable to define technical conditions for the flexible bands; - the work on the MHz and GHz has started within SE42 taking into account CEPT Report 19 and the responses to the WG RA questionnaire on the use of these bands; - due to the high priority of the other SE42 tasks, this activity is not expected to be completed before May 2009; - the status of the SE24 activities on the flexible use of the MHz band by SRDs is provided. SE42 was invited to provide in the future any complementary information that can be relevant to WG RA Dates of future meetings SE42#16: October 2008, EBU Geneva SE42#17: January 2009, location TBD An additional meeting or drafting group meeting may be held between these meetings if needed. 21/26

22 11 Report from JPT BWA WG SE considered the Liaison Statement from WG FM on BFWA at 5.8 GHz contained in document SE(08)098. WG SE noted the summary of the comments arising from the responses to the questionnaire developed by WG FM. Bruno Espinosa (France) introduced document SE(08)104 on behalf of the JPT BWA chairman, Thomas Weilacher (Germany). This document reflects the views expressed by correspondence on the JPT BWA future. On this basis, WG SE agreed that JPT BWA has successfully fulfilled its mandate, in particular with the adoption of ECC Decision (07)02, ECC Recommendation (06)04 and CEPT Report 015 and that no further work is required in a short term. Therefore, WG SE concurs with the view of WG FM that the JPT BWA should be closed. It was decided to inform WG FM about that (Annex 24). The meeting thanked the JPT BWA and its successive chairmen, Tony Buckley (Ireland) and Thomas Weilacher for the fruitful work of the JPT. 12 Leeheim Measurements SE40 identified some further measurements on the 1.6 GHz band (see section 9.6). These measurements will be founded by the satellite MoU and therefore do not require endorsement by the ECC. 13 EMC The ETSI Liaison Officer Thomas Weber presented Doc. ECC/SE(08)092 providing a PowerPoint Presentation on the development of an Harmonised EMC standard by CENELEC/ETSI JWG TF 3 for wire-line telecommunications networks using power lines. CEPT/ECC is invited to review the proposals of Task Force 3 and comment on them before the next meeting of the JWG, which is planned for 30 September The WG SE Chairman introduced the proposed draft response from PT RA1 to be used as the basis for the draft Liaison Statement from WG RA, WG FM and WG SE in response to the aforementioned ETSI ERM Liaison Statement (Doc. ECC/SE(08)121). Stefan Bach (Germany) presented InfoSE(08)009 containing a theoretical model for calculating the level of radiated disturbances from AC mains grids and in-house installations without and with deployment of PLT broadband communications. The document contains as well a figure which illustrates the possible increase of the PLT emission limits compared to EN Germany invited other Administrations to consider the model carefully and to provide comments if necessary. Mr. Bach (Germany) also introduced Doc. SE(08)117. This document provides the technical background and observations on the disagreement in CENELEC/ETSI JWG TF 3 regarding clause 4.2 of the upcoming EMC standard for communication 22/26
