Specifications: Replace Page 4 of 6 of the Bidder s Proposal with the attached revised page. 2. Specifications: Add new pages T-48 through T-50 (Bid Item No. 31 Speed Feedback Sign) of the Technical Specifications. 3. Specifications: Revise the second-to-last paragraph on page T-45 of the Technical Provisions, under the description for Rectangular Rapid Flashing Beacon System, as follows: Requirements: System shall be fully compliant with applicable FHWA and CA MUTCD guidelines and equipped with a GPRSIEDGE modem and GPS receiver attached to its antenna unit. System may include remote management capability and be online accessible. System shall not require the installation or alteration of any other equipment or associated hardware, such as traffic signal controllers, Ethernet connections, local radios, local wireless connections or local networks. The following clarifications are hereby made to the subject documents: Questions and Responses: 1. First, the specs are calling out for a GRPSIEDGE modem. Are you looking to have modems and BlinkLink technology for actively monitoring these systems or is this an outdated spec? TAPCO has provided a number of RRFB systems for the City of Berkeley in which we have never included GPS modem, although we do have the capabilities to. Also, can you please confirm the sign size W11-2 Ped crossing. Lastly, I did not find any specification on the radar feedback sign? Can you please confirm the display size? If custom verbal messages are necessary? And, if data collection is to be included. Response: The City does not require a GPS modem as part of the proposed RRFB system. The solar speed feedback sign shown on the plans shall be installed per the attached specification, and the cost for that work shall be included in new Bid Item 31, Speed Feedback Sign. The Bid Opening time and date remains at 2:00 p.m., Thursday, October 4, All other provisions of the contract documents shall remain the same. 4 John Muir School Crossing Safety Improvements Project BID ITEM NO. 31 SPEED FEEDBACK SIGN 1.0 General The Driver Feedback Sign is a dynamic sign that provides motorists real-time feedback of their vehicle s speed via radar speed detection. By providing this feedback, it is intended that motorists will better obey the speed limit and overall safety will be enhanced. The vehicle speed is to be detected via a radar module mounted within the sign enclosure. This document outlines the basic requirements for a 24 x 30 inch Driver Feedback Sign. 1.1 The dynamic message display of the sign shall conform to the luminance, contrast, and color requirements of NEMA TS4 (2005), Section 5: Display Properties The dynamic message display of the sign shall conform to the requirements of NEMA TS4 (latest edition) for Hybrid displays and shall be comprised of Fluorescent Yellow Green retroreflective pixels conforming to the requirements of ASTM D4956 Type XI and integrated high-output Yellow LEDS. 1.2 The display shall be clearly visible and legible at a minimum distance of 400 feet when viewed from a vehicle under normal day and night driving conditions by a driver with normal vision. 1.3 The legibility of the display shall not be significantly degraded under Conditions of direct (on axis) sunlight illumination. 2.0 Display 2.1 The display shall utilize 3M Diamond Grade Fluorescent Yellow Green Reflective Sheeting and one (1) integrated high-output InGaAIP LED per pixel. 2.2 The LEDs shall have 1.4 candela luminous intensity and 22 degrees viewing angle. The lighting system shall be controlled automatically by a photocell, utilizing pulse width modulation. This system adjusts the lighting intensity for daytime, dusk, twilight, nighttime and adverse weather conditions. 2.3 The fluorescent yellow-green reflective pixels shall have a viewing angle* of at least 160 degrees in daylight. At night, when measured at 1.0 degree observation in accordance with ASTM E 810, the pixels shall have a minimum viewing angle of 30 degrees and a minimum Coefficient of Retroreflection of 8.0 cd/lx/m2 at 45 degree entrance. 2.4 The pixel bearing system shall be impregnated with polytetrafluorethylene (PTFE). 2.5 The display shall utilize a single 8 by 16-pixel module capable of displaying approaching T-48
5 John Muir School Crossing Safety Improvements Project vehicle speed Numeric characters shall be 12 inches in height. 2.6 The display shall operate in two modes; LED and shutter, and shutter only. 2.7 The display shall operate in either one of two speed triggered threshold modes. *For reflective displays, the viewing angle is defined as follows: Under daylight conditions, the viewing angle is the entrance angle, measured to the nearest 5 degrees, at which the luminance of the display is half that measured at 0 degree entrance. At nighttime, the viewing angle is the entrance angle, to the nearest 5 degrees, at which the Coefficient of Retroreflection (RA) measured in accordance with ASTM E810 for a given observation angle is half that measured at 4 degree entrance The display shall flash the LEDs, independent of the shutters, should the detected vehicle speed exceed the configured speed threshold setting The display shall flash SLOW NOW should the detected vehicle speed exceed the lower threshold setting. 2.8 The display shall have an upper threshold speed setting that will limit the sign from displaying a speed greater than the configured setting. 3.0 The display shall be powered by one of four options: week. 3.1 Landline AC, 90 to 260 volts, 47 to 440 Hz VDC capability VDC capability. 3.4 Solar charging system for DC signs. The battery/solar power supply shall be capable of operating the radar and display on an average of nine hours per day, five days per 4.0 Cabinet 4.1 The cabinet shall be constructed out of aluminum. 4.2 The face of the cabinet shall be constructed of aluminum. White 3M Diamond Grade VIP Reflective Sheeting Series 3990 shall be applied to the area above the display with YOUR SPEED printed in two lines of 4-inch high letters. 4.3 The cabinet shall be vandal and tamper resistant by utilizing of high impact polycarbonate on the display face and using Trident tamper resistant nuts. 4.4 The polycarbonate display screen and static reflective sheeting face shall have a vandal T-49
6 John Muir School Crossing Safety Improvements Project resistant protective overlay film. 4.5 The cabinet shall be hinged vertically on the left side for ease of access. 4.6 The cabinet shall be 4.5 inches deep. 4.7 Cabinet dimensions shall be 24 inches wide by 30 inches high. 4.8 The cabinet shall house the display, radar gun (K-band one-way), power supply and display controller in a sealed, weather-tight environment. The radar s nominal operating frequency shall be GHz, with an adjustable range output from 300 feet to one-quarter mile. The radar requires VDC power at 3.15W. 5.0 Controller 5.1 The controller shall be capable of taking radar generated speed input and displaying it on the sign. 5.2 Sign Control Driver feedback signs shall be equipped with local control via a lockable, vandal resistant key switch to allow for on/off toggle control of the sign at the sign location Optional local relay control shall be available. Local relay control shall consist of an external relay interface utilizing a pair of twisted wires, allowing the sign to be turned on and off from an existing switching source utilizing a dry contact Optional remote control shall be available. Remote control consists of programming software uploaded to the sign via RF communications Remote control shall have 12-month advance preprogramming capability The remote control software shall provide sign diagnostic information. It shall provide the following information: active/inactive, voltage, communications, LED operation, and power The RF communication shall have wireless data transfer range of up to 1,500 feet from the sign(s) The remote control software shall run on most IBM- compatible computers equipped with Microsoft Windows 7 operating systems.
