2 ITB-DOT-14/ GH QUESTIONS AND ANSWERS NOTE: Answers are in Italics 1. Please further define LED based Open/Closed embedded signage, in terms of the following criteria: a. Number of Lines (i.e. 1 line, 2 lines, etc.). 1 line is preferable. b. Number of Characters per Line. At least 6 characters. c. Size of Characters. Twelve inches minimum, the vendor would need to measure our existing signage to know what would fit and where. d. Required Pixel Pitch (66, 46, 34/33, 20?). The vendor would need to examine the current pitch on our existing signage and match it. e. Physical Dimensions of each sign (i.e. do ALL the proposed LED embedded signs measure the same or will they vary in height and width). They will vary in height and width, which is why we require field visits. We have a drawing (enclosed below) for some of the inserts, but for the majority we do not; this is why it is imperative that a prospective vendor measure the existing signage. Enclosed drawing is NOT applicable to ALL inserts for this bid. f. Other unique characteristics of the proposed LED based embedded signage. Just that the OPEN be displayed in GREEN and the CLOSED be displayed in RED. Dimming devices shall be provided for improved nighttime visibility. 2. Tri-Color or better is noted what exactly does that mean? Full color (RGB) option? In order to produce a competitive bid, can you address a sign specification more clearly as aforementioned? High output LEDs. The LEDs need to be at minimum, a Series D letter, formed by dual rows of LED s spaced at ½ O.C. (NOMINAL) and shall completely blank out when not activated. Characters need to be centered within the insert. Shall be protected by a matte/clear polycarbonate lens and shall minimize any unwanted reflections. Tri-color meant for the ability to use red, green and at least a third color such as white, but red/green is the minimum requirement. 3. Other than Open/Closed, will the signs transmit/display any other messages and/or content? No.

Is it necessary that the signs be inserted into existing static signs (as shown in photos), or can the replacements signs be attached to the existing signs a more efficient manner of installation, producing the same effect. Inserts shall cover up the existing hole in the signage not allowing for light to shine through either the top, bottom or side portions of the new signage where it s installed. 5. Is the intention of the ITB to use Blank Out Signs or Embedded Dynamic Message Signs? The signs sole purpose is to inform the truck drivers whether the facility they are approaching is Open or Closed. They will never be used for anything other than that. 6. Do the signs require NCTIP compliancy? No. 7. Will the embedded signs/inserts require any battery back up? And, if so, what is the maximum requirement for UPS to each sign? No. 8. Will the embedded signs/inserts require traffic cabinets? If so, what type and will you require generator plug/automatic transfer switch and sunshields for the TC s? Please advise. No. 9. Per the ITB, It s imperative that the new LED based Open/Closed embedded signage inserts work with pre-existing Weigh Station proprietary WIM Core software. Please disclose what the WIM Core software is that is currently installed and how the existing signs are controlled. Four wires, two hot, one is neutral, one is a ground. One hot Opens, the other closes. Once you're hooked up to that the WIM Core will talk to them. Running on 150 VAC. To power the dimmer, jump it off the open/closed hot feeds. 10. Per the ITB, Item #5: Delivery of inserts must be on or before April 1, This delivery date seems a bit tight, given the fact that the ITB due date is 28 January When will the contract be awarded and how will the signs be procured? Normal manufacturing timeline is approximately weeks from Submittal approval from Installer/Contractor. The delivery date has been extended until June 30, Intended Award is scheduled to be off posting Feb. 3, A PO may be issued after that date.

4 11. To clarify, must all proposed embedded LED signs (whether R/G or better) currently be on the Florida DOT Approved Product List (APL)? Please confirm. No. 12. What is the expected completion date for installation and approval of replacement signage? We are just purchasing the signage (no installation by vendor required); approval will be based upon delivery of the signage. 13. Section 10 of the ITB states that ALTERNATE UNITS WILL NOT BE CONSIDERED FOR THIS BID. BID AS SPECIFIED. We can t identify in the specifications the preferred Manufacture or Part Number. There is not an intended manufacturer or part number to use. Just the minimum functionality requirements described. 14. Do you have the manufacture specifications of the existing units that the inserts are to be compatible with? We have drawings for some of the inserts, but for the majority we do not. That why it is imperative that a prospective vendor measure the existing signage. 15. Are all inserts to be the same in all locations? The same functionality: yes; same dimensions: not necessarily. 16. What Resolution does the DOT require? Resolution must meet FHWA federal requirements. 17. The RFP states AC Power, what voltage is required? 115 AC minimum. 18. The RFP requires compatibility with existing WIM Core Software, what communication means is required to the WIM Core Software Server?
