(ii) Hindi Annual Report 500 Nos. Total 1700 Nos. b) Size of the Report : 8½ inch x 11 inch (A-4) c) Paper for Cover : 300 GSM high quality Indian art card d) Paper for Text : 120 GSM high quality Indian art paper e) Type of Printing : By Offset process. f) No. of Pages : Approx. 250 text pages plus 4 cover pages. Number of text pages may increase or decrease as per requirement. g) Printing : Cover- throughout 4 Colour Text throughout 4 Colour (Table, Chart etc. in text would be in different colour shade). h) No. of Colour Photographs/ Graphs/Charts : Approx.100 colour photographs graphs/charts in different colour sheds. Size & Numbers may increase or decrease as per requirement. i) Language : English & Hindi separately j) Binding : Sectional binding. Cover Pasting with Material k) Lamination : Cover Page with mat lamination (I st & IV th cover page). l) Printing Time : Total 21 days time for designing and printing from the date of handing over of MSS along with photographs/charts etc. The Annual Report (English & Hindi) after clearance of final proof would have to be supplied within 7 days. Since the Annual Report will be required to be placed before both Houses of Parliament some time in Feb./March, 2017, the requirements of MoEF&CC should be kept in view while submitting quotations.

2 2 m) Delivery : To the office of Ministry of Environment, Forest and Climate Change, Indira Paryavaran Bhawan, Jor Bagh Road, Aliganj, New Delhi n) Designing of Cover page and Text pages : Art Work/design for cover page and inside text pages, to be prepared by the selected offset printer as per the approved art work/design 2. Typesetting, Composing, processing, scanning of photographs and artwork to be done as per approval of the Ministry. Rates quoted should cover all types of taxes and charges including provision of providing one conveyance for coordination of the designing, Hindi translation and printing job by the staff/officers of the Ministry with the printing press. No request for extra payment on account of increase in prices on whatever account will be entertained. The Financial bid should be quoted as per the format given in the Annexure-I and the Technical Bid should be submitted as per the format given in Annexure-II. It may please be noted that if tenders received are not as per prescribed format, they will be rejected. 3. A sample paper each for cover page and text page should be submitted along with the quotation. 4. A copy of the Ministry s last printed Annual Report (English & Hindi) is available in the website of this Ministry for specification of the sample this may please be checked. 5. Offset Printing Press, those who are interested to design and print the Annual Report of the Ministry, may submit sealed tenders in two separate sealed envelopes:- one for Technical Offer along with an earnest money of Rs.25,000/- (Rupees Twenty Five Thousand only) in the form of Demand Draft payable to DDO, Ministry of Environment, Forest and Climate Change, New Delhi with a forwarding letter and the other one for Financial Offer as per the enclosed Annexure I on or before 26/12/2016 by A.M. in sealed envelope. On top of the envelopes, letter reference number No. 8/47/ /EI and Technical Bids as well as Financial Bids should be written along with full address. The sealed tender can be sent by post or deposited by hand to the Central Registry Section of the Ministry at Indira Paryavaran Bhawan, Jor Bagh Road, Aliganj, New Delhi Evaluation of Bids: - The Combined Quality Cum Cost Based Selection (CQCCBS) shall be adopted for selection of the Agency/organization, whereby the technical proposals will be allotted weightage of 70% while the financial proposals will be allotted 30% weightage. The weightage for the technical evaluation shall be assigned as under:- i Quality of the sample design/art work both for the cover pages and inside text 40 pages of the Annual Report for the year of MoEF&CC, Submitted along with the Technical offer ii Past experience of the Agency based on the number of Annual Report 15 prepared, editing of similar job, booklets designed and printed for the Government Departments/Ministries/Organization/PSUs for the last three years (submitted with the supporting documents) iii Financial status of the press 8 iv Experience of key professional team of the printing press 7 Qualifications Related experiences

The financial bids will be opened only of those printing presses, whose technical bids would be complete in all respects as per tender document and such printing presses whose score a minimum of 35 marks in the technical evaluation. The Financial bids will carry a total of 30 Marks. The final selection would be made on the basis of Combined Quality Cum Cost Based Selection (CQCCBS) approach. 8. In case any offset printing press needs any information/clarification, it may contact Director (Statistical Cell) in MoEF&CC office on any working day (Monday to Friday between 3.00 P.M to 4.30 P.M.) with prior appointment. It may be noted that no clarification/information after closure of the last date of receipt of quotations would be entertained. The other terms and conditions would be as follows: - (a) The rates should have validity till (b) (c) (d) (e) (f) (g) (h) (i) (j) The rate should clearly specify whether any taxes/duties are applicable and if so, at what rate. If this is not given, the rate quoted would be taken as inclusive of taxes. MoEF&CC reserves the right to accept or reject any or all quotation(s) without assigning any reasons. Tenders received after due date and time will not be considered. Any modification in offer after opening of quotations will not be admissible. The printing of the Annual Report should be exactly as per the approved design/art work and as per the specifications mentioned in this tender notice. The decision of the Ministry with regard to selection of offset printing press will be final & binding and no communication in this regard will be entertained. All data including full Annual Report materials including the word file chapter wise made in Computer of the selected printing press will be supplied back to MoEF&CC after printing of Annual Report The Annual Report in computer software will be returned to MoEF&CC in one CD in PDF format. As and when necessary, one vehicle/conveyance should be made available to this Ministry by the Agency/Firm/Printing Press from the date of placing the work order till completion of the printing job of the Annual Report for coordination by the staff/officers of the Ministry with the Printing Press. The tenders will be opened on 26/12/2016 at 12:00 noon in the Room No.201 of the Ministry or any other room that would be available on that day.
