1 2004 Specifications CSJ , & SPECIAL SPECIFICATION 6686 BSIF CCTV Central Equipment 1. Description. Furnish and install closed circuit television (CCTV) central equipment in the Border Safety Inspection Facility (BSIF) location(s) as shown on the plans, and as detailed in this Special Specification. 2. Materials. (1) General Requirements. All materials furnished, assembled, fabricated, or installed under this Item will be new, corrosion resistant, and in strict accordance with the details shown on the plans and in this Special Specification. (2) Functional Requirements. Furnish and install, at the locations shown on the plans, CCTV central equipment to control the video cameras in the field and the video signals in the control center. Provide CCTV central equipment including, but not be limited to, the following: 1. Video Monitors (color). 2. Distribution Amplifiers. 3. Video Patch Panels. 4. Waveform Monitor. 5. Video Color Quad Unit. 6. Power Supplies, Connectors, Harness and Accessories. Submit a layout of individual rack mount components for approval. (a) Video Monitor. Provide 19 in. minimum, measured diagonally, color video monitors at each location as indicated on the plans. Provide monitors with the following requirements: - Video Signal: EIA 525 lines, 60 fields. - Color System: NTSC. - Video Input: Composite 1 V P-P. - Operating Temperature: 32ºF to 104ºF. (b) Distribution Amplifiers. Provide rack mountable, modular, distribution amplifiers (DA) with gain and equalization control. Provide each DA with a minimum of 4 outputs. Ensure loading of either output does not affect the signal on the other output. Ensure DA has a nominal input and output impedance of 75 ohms, and will not introduce any measurable distortion to the signal

2 Ensure all DA inputs and outputs, including a minimum of one monitoring output, are routed through the patch panel. Ensure the DA s video input and output connectors are female BNC. Ensure the DA can drive the video output signal up to 1500 ft. with RG59 cables. (c) Video Patch Panels. Install, in the computer room, patch bays to access video signals for monitoring and bypassing purposes. Ensure all jacks, patch cord plugs, accessories, and adapters are gold plated and produced by the same manufacturer. Ensure they conform to the Western Electric 75 ohm (0.09 in. center pin) standard. Ensure jacks are mounted in double rows on 3.5 in. panels with 0.63 in. vertical spacing and 0.83 inch horizontal spacing. If metal panels are used, ensure provisions are made to insulate the cable shield from the panel. In general, provide signal sources on the top row, and corresponding signal destinations, if any, are below them on the bottom row. Ensure accessories are supplied for use with jacks in the patch bay: - 24 in. patch cords; - 48 in. patch cords; - 10 ft. coax cables with male BNC each end; - Patch plugs to female BNC adapter; - 75 ohm patch plug terminators; - Looping plugs with pinch type handle, in addition to the number required for normal operation; and - Unused patch bay jacks, installed in unlabeled positions. Furnish and install a patch bay to access video signals for monitoring and bypass purposes. Provide a patch bay between each of the following component pairs; the video fiber optic receivers and the DA, the DA and the analog video switch, and the analog video switch and monitors. An additional patch bay is required for terminated test points from the DA. (d) Waveform Monitor. Provide a calibrated waveform monitor permanently mounted in the equipment rack, near the patch bay, and in easy viewing distance of all video signal level adjustments. Ensure the waveform monitor obtains its "A" input signal from an output of the routing switcher/titler. Ensure the signal is looped through the patch bay and looped through the waveform monitor, where it is terminated with a 1% tolerance, 75 ohm, terminator. Ensure the "B" input is available at a jack on the patch panel. Ensure the waveform monitor has the following characteristics: 1. A minimum of a 5 in. diagonal viewing area. 2. Frequency response from 25 hertz to 10 mhz flat ± 1% 3. Full scale vertical deflection of 140 ire units ± 1% 4. Internal one volt, ± 1%, calibration signal. 5. Provide view of signals at either the horizontal or vertical rate and a means provided for expanding any part of the signal display either vertically or horizontally. 6. Provide 2 signal inputs. Ensure the viewed signal and the scope synchronization are each be capable of being derived from either input

3 7. Ensure input response are selectable between: Flat, ire, chroma only and differential gain. 8. Ensure a switchable DC restorer is proved to maintain display stability with varying APL. 9. Ensure mounting hardware is supplied to fit a 19 in. rack, with any space not used filled in with blank out panels. (e) Video Color Quad Unit. Provide the video color quad unit that allows up to 4 video camera signals to be displayed simultaneously on a single monitor screen divided into 4 blocks. Ensure each of 4 images in the quad display mode are refreshed and appear in real time with no motion loss due to multiplexed display images. Ensure the quad unit is able to use virtually any 2:1 interlace type camera. Ensure the quad unit allows sequential display of quad page and each camera at full screen on live display monitor port. Ensure the unit supports remote control of functions through an RS-232 serial port. Ensure the Color Quad Video Generator meets the following minimum requirements: - Operating power may be 120 V AC or 12 V DC with adapter - Operating temperature range from F - Video input four 1.0 V p-p composite video - Monitor output 1.0 V p-p composite video - On screen time, date, and camera title display option - VCR output 1.0 V p-p composite video (f) Wiring and Connectors. Ensure coaxial cable is used for making video connections between devices in the computer room. Ensure the cables are the RG- 59 type with a nominal impedance of 75 ohms. Ensure all cables have a polyethylene dielectric with copper braid shield having a minimum of 95% shield coverage and not greater than 3.4 db attenuation per 100 ft. at 100 MHz. Video connectors shall be BNC die crimp type. Ensure coax braid is neatly trimmed before crimping the connector to insure no possibility of contact between braid and inner connector. Ensure there are no nicks in the center conductor. Ensure crimps are mechanically secure and made in such a way that no braid is left exposed or protrudes from the connector. Ensure the center pin is gold plated and installed with the tip of the center pin flush with the front edge of the connector. Ensure cables are neatly dressed and bundled with nylon cable ties. Ensure each cable is marked with a unique identification number at a point 6 in. from each end of the cable. Ensure numbering is done by applying adhesive plastic tape with machine printed black figures on white background. Thermal, or inked ribbon, computer printed labels are not satisfactory. Ensure identification is read upright when holding the cable horizontally with the connector to the left. Ensure the finished identification number is protected with a piece of clear shrinkable tubing shrunk tightly over the label and extending at least 1/4 in. either side of the label. Ensure each cabinet or rack contains a typed list showing the cabinet identification and the numbers, description, source and destinations of all cable in that cabinet. Ensure the cable list is heat laminated to protect it from moisture and dirt. Ensue the system schematic is clearly identify all cables by number

4 (g) Interconnect Harness and Accessories. Provide all interconnect harnesses and accessories needed for a completely integrated system. Ensure these cables/harnesses are properly labeled on either end of the cable assemble. Provide cables which consist of but not be limited to: - RS232 cables - Video coaxial cables - Twisted pair - CAT 5 cables (3) Electrical Requirements. (a) Video Monitor. Provide color video monitors with solid state design, with the exception of the picture tube. Ensure color video monitor meets the following requirements: 1. Video Input - EIA-170 standard, black negative polarity, composite signal, BNC connector, termination selectable between high impedance loop through or 75 ohms. 2. Resolution lines vertical, 450 lines horizontal, measured per EIA-170 standard. 3. Geometric Distortion - 2% maximum. 4. Gray Scale - Capable of displaying 10 discernible shades of gray. 5. Scanning - 2:1 interlaced, 525 lines/frame, frames per second per EIA- 70 standard, scanning rate 60 hz vertical, and 15,734 hz horizontal. 6. Control Functions - Front panel controls: Power on/off, contrast, brightness, horizontal hold (if used), vertical hold (if used), color (chroma), and hue (tint or phase). 7. Refresh Rate image refresh rate of 60 fields/second or greater 8. Ensure integral means are provided for degaussing, either automatically at power-up, or manually by means of an external pushbutton. 9. Ensure the monitor is not be capable of television broadcast reception. (b) Power Requirements. Ensure the CCTV central equipment meets all of its specified requirements when the input power is 115 ± 20 volts AC, 60 ± 3 Hz. Ensure the maximum power required does not exceed 600 watts. Ensure the equipment operation is not be affected by transient voltages, surges, and sags normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. Ensure the extra cost, if required, is included in the price bid of this Item. (c) Wiring. Ensure all wiring meets the requirements of the National Electric Code. Ensure all wires are cut to proper length before assembly. Ensure no wire is doubled back to take up slack. Ensure wires are neatly laced into clamps. Ensure cable slack is provided to facilitate removal and replacement of assemblies, panels and modules

5 (d) Transient Suppression. Ensure all DC relays, solenoids, and holding coils have diodes across the coils for transient suppression. (e) Power Service Protection. Ensure the equipment contains readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. (f) Fail Safe Provision. Ensure the equipment is designed such that the failures of the equipment will not cause the failure of any other unit or equipment. (4) Mechanical Requirements. (a) Enclosure. Ensure the video monitor, distribution amplifier, video patch panel, and waveform monitor are rack mounted and located as shown on the plans. (b) Modular Design. Ensure the equipment is modular in design such that major portions may be readily replaced in the field. Ensure modules of unlike functions are mechanically keyed to prevent insertion into the wrong socket or connector. Ensure all modules and assemblies are clearly identified with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. (c) Connector and Harness. Ensure all external connections are made by means of connectors. Ensure the connectors are keyed to preclude improper hookups. Ensure all wires to and from the connectors are color coded and appropriately marked. Ensure pins and mating connectors are corrosion resistant. (5) Environmental Design Requirements. Ensure the equipment meets all its specified requirements during and after subjecting to any combination of the following conditions: 1. Ambient temperature range of 40ºF to 122ºF. 2. Relative humidity up to 90% non-condensing. 3. Construction. (1) General. Ensure the equipment design and construction utilizes the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. Ensure the equipment is designed for ease of maintenance. Ensure all component parts are readily accessible for inspection and maintenance. Ensure test points are provided for checking essential voltages and waveforms. (2) Electronic Components. Ensure all electronic components comply with Special Specification, "Electronic Components. (3) Mechanical Components. Ensure all external screws, nuts, and locking washers are stainless steel. Ensure no self-tapping screws are used unless specifically approved

6 Ensure all parts are made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum or brass. Ensure all materials used in construction are protected from fungus growth and moisture deterioration. Ensure dissimilar metals are separated by an inert dielectric material. (4) Testing. Perform testing in accordance with Article 2, Special Specification, Border Safety Inspection Facility Testing, Training, Documentation, Final Acceptance, and Warranty. (5) Training. Perform training in accordance with Article 3, Special Specification, Border Safety Inspection Facility Testing, Training, Documentation, Final Acceptance, and Warranty. (6) Documentation. Provide documentation in accordance with Articles 4 and 5, Special Specification, Border Safety Inspection Facility Testing, Training, Documentation, Final Acceptance, and Warranty. (7) Warranty. Provide a warranty in accordance with Article 7, Special Specification, Border Safety Inspection Facility Testing, Training, Documentation, Final Acceptance, and Warranty. 4. Measurement. This Item will be measured as each unit furnished, installed, made fully operational and tested in accordance with these Special Specifications or as directed by the Engineer. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for " Video Monitors, Distribution Amplifiers, Video Patch Panels, Waveform Monitor and Video Color Quad Unit. This price is full compensation for furnishing all equipment described under this Item with all cables and connectors, all documentation and testing; and shall include the cost of furnishing all labor, materials, training, warranty, equipment, and incidentals
