IEE Student Representative arrange one meeting at Kings and at least one other each year Even gave one on Audio in Broadcasting RTS Attended meetings at LWT and met those in the industry BBC and Broadcasting ops etc BBC Radio Birmingham & more TV OBs Leaving Kings And having my own life even more than did!!! Inside and outside the BBC 16

17 Back to GEC with a BBC offer So did what I would never do in the BBC Development I was not clever enough for Research or Designs dept. Sales and marketing - the BBC is not commercial.. In in my reasons for leaving spelt opportunity wrong And also helped form the Coventry Sub-centre IEE split from Rugby (14 times!) Work in BBC part I joined the day the Phoenix opened at Wood Norton 2 years Day Maintenance BBC External Services HQ Bush House It s smaller that Television Centre... And I took a cut in pay but bought Flat in WC1 (at12½ %) SCPD Studio section Cardiff C1 (and a small studio in CF) Pres A... Drawing boundaries & Writing all the constitutions SE Centre (London Kent Essex) Thames Valley (S Bucks, Reading) Surrey... No one wanted Watford! 20

Standardisation co chair of EBU/EACEM JTC Teletext for ETSI Text Databroadcasting 707 First Open Standard EPG 707 (and informative documents for them)... And from PAL to BT 601 in everything People matter - Multi project team BBC Staff Leading managing a diverse group working across many projects... MY team total control and responsibility and able to direct! But I had been recruited to deal with a problem/ mixed group... Providing support - times of cut backs Looking wider across the whole business... Standards volunteers Providing encouragement to get them to work on my projects rather than their company projects. Find ways of getting work done informal chats cannot direct! Also a technique for suppliers working with (mainly) small firms 22

23 A Loose Confederation of Warring Tribes BBC is not one organisation It is full of determined creative people with great egos! Not BBC London v the Regions v the Nations BBC London V EACH Region V EACH Nation V the world If things are very difficult find some thing/one they can all agree on...! While they are agreeing get your requirements through the meeting! While we celebrate our diversity, what surprises me time and time again as I travel around the constituency is that we are far more united and have far more in common than that which divides us. 24 Weitzel s Four Rules 1. Strategic What is our business? 2. Tactical- is this (opportunity) our Business? it might not be now but could be later (or vice versa) 3. Always Looking for opportunities linking needs/ requirements to what we can (should??) deliver! (Does it fit? how is it connected? connections give us cost savings/ De-risk)) 4. Put Yourself in the middle of the communities of your customers and suppliers Decade of turmoil After Black Spot BBC Engineering broken up... BBC Research merged with Designs and moved to Policy and Planning!... BBC Transmission Sold... BBC Resources formed But it was both inside the BBC And at arms length as a commercial entity! And there was repeated downsizing thus reorganisation but with much naivety and deceit.. 24

25 Role of Projects becomes PM Projects was 1. Plan Specify Cost and Install Commission etc. systems and equipment for current use (+ lifelong 3 rd level support ) 2. Plan the future strategy and outline systems equipment needed.. In modern speak CTO office and encourage, support, direct the (small) Companies in the industry Multi skilled Role = Managing Technology People & Resources DIRECTLY PLUS Accountable for delivering on time within budget and to specification set by you and agreed by Director of Engineering Became Project Management 1. Pick up something designed by others and get others to build it 2. And report (maybe) on what has (not) been done. Project Management became a profession not a skill PM Business is reactively hiring staff not proactively making things (happen) But some key technology defined The 90s may be thought of as the Decade of MPEG (2) but... Metadata EBU/SMPTE task force on the "harmonisation of standards for the exchange television programmes as bit streams Can we live without metadata now? Audio Description the second Assistive service after Subtitles Tested using Teletext and raised editorial issues - I was the Executive producer! Implemented using Object Audio in MPEG Now Main UK Channels have more than 1/3 Programmes with AD 25

26 Trainees - they are important They are not only the future they are the source of ideas and questioning NOW... So it is great fun and a great privilege to mentor them Throughout all the changes the Projects/ Project management department kept recruiting... Unlike the PSB BBC at large! And I kept on using trainees in my very practical projects and developmental work... - they also tended to come a low or zero cost! And not so good times

27 Attempted Suicide 1999 why? Too dedicated no other interests no holidays... Frustrated by the lack of drive to meet the Corporate Commercial aims- in a post IBC low... Because of PM rise the CTO office and jobbing tech business model did not fit (even thought it was profitable) The Tech roles were being downgraded when they should either be elevated or closed down. No shared understanding I felt there was no job despite corporate aims But managers knew that they needed me / us / Techies in general I had achieved a lot more than most people So what more was there for me to do?... And benefits Ann s comment... that is a silly question my brother always plans everything! Discovered Groups - but this was something I had tended to values cf Teams Group Analysis I am a very analytical person -- but of things not me Group Psychotherapy they spoke new languages for me. 27

28 And back to BBC T Entering the world wide IP world Why BBC T? Merger of the long term contracts parts of BBC Resources ltd Viz CCA, C&M Streaming Broadcast Projects etc. With the Corporate IT (and connectivity) BBC Resources ltd was a buy by the day model for Studios, OB, wigs etc.... Great issues of culture... And lack of internal direction but the CEO Philip Langsdale was determined to be bigger than IBM! 28

29 Project Simon A bid to design build and operate a IPTV system for BT Led by Marconi - (was GEC Telecoms) Project Name after Simon Hochhauser CEO Homechoice AV over IP at scale!!!!! Demonstration system was UK second largest DVB C&M and coped with DVB PID to IP Address Meeting ex colleagues from GEC T I certainly had more opportunities! Showing Marconi MD the vibrancy of the M&E Tech industries at IBC mid recession As time went by BBCT took a leading role we understood end to end including the audiences and the properties of Aluminium in the local loop for DSL! No consortium won But BBCT was asked to try and form a best of breed.. BUT the BT Policy changes and the project was dropped! But we learnt a lot!!!!!...then Greg Ran out of Money 29

30 Sale to... Siemens Yet more turmoil but IT side had not been though 10 years of change / downsize BBC T Sensing group Group meeting MD Ann Wilson dismissed for "misuse of hospitality Adrian Corcoran takes over The sale it was not a total IT outsource!!! NAO - the BBC did not know what it was selling... so how could anyone know what it was buying.. On the other hand the BBC got a very good price Contract owned by BBC FM&T not the BBC as a whole! And had some non broadcast IT requirements far worse than BBC T offered... But in the first years BBC saved more Siemens made more... South Africa (SABC) + Project Turpin SABC Consultancy on How to go Digital Radio and TV Studios then Emission and Web... But no commitment to implement... Siemens ran Project office... And some design we could have done more... But internal politics I chaired the first meeting of broadcasters for WC Very disorganised! Greatest regret not being able to set up education in media for WC2010 and thus SA afterwards... All the crewing for WC was flown in! Project Turpin BBC Transmitters Disruptive Arqiva and NGW Idea Siemens could monitor from the studio to the home managing contracts but doing as much as it could itself... Trainees Google maps of all TX with main Station grouping and DSO plans- also all presentations at Roke Manor on 6 July 2005 As IT PMs not highly regarded the bid used Siemens Rail PM as an example of how we worked...!!! It was all very exciting...until... we were let down... 30

31 Raman and AVoIP BBC saw its network as Major Sites (SDH core Raman ) Regions (and Nations) IP International IP Siemens ran only one WAN the BBC All others were outsourced to telco Siemens overwhelmed by number of Raman sites!! Surely there should just be one network set of solutions??? AV over IP Range of requirements Local radio (C&W) Like for like APT-X International Audio BBC APT-X And Siemens Nations Audio APT-X stereo everywhere Nations Video mostly J2K but some AVC England off net Video J2k Cambridge International Video some AVC... 32 Two Key Business Questions What is our Business?? - Strategy Is this our Business?? - Tactics on every single Prospect...Seek out all opportunities Much used on my business and to guide the small companies who need to think and act bigger to compete in the modern process driven World. They just don t get it!!!! IT works by silos TDA had no part in Project or long time support Sector v Account Business from BBC as a whole not just via a FM&T lead Managed Services creation no process!!!!! and did not gain more Media Systems Build for others not only Siemens managed service Sector is international - but so is the BBC! And only UK&I has media practise Feline logistics -!!! Recognition of savings to the BBC non Siemens business! BBC interpretation of KPI and the bus shelter! 32

33 So Siemens move away from Broadcasting Although Siemens had adapted to providing IT services to a very demanding client all Producers are Project Managers... They had not understood what Broadcasting / Media technology means and the business opportunities worldwide for what the BBC had grown and sold to them... Projects and Consulting... So in 2010 I left So as I did not fit in... But assessment showed otherwise!!!!!...and there was the opportunity to retire early... I started some consulting with small companies some technical/ design but much business process to make them more like a medium sized company... And also applied for some jobs in the industry with interesting results! Followed up my interests with a course in Group Physiotherapy 33

34 But I would do it all again!!! Today there are more people who consume Media and now anyone anywhere can add to that pool of shared experiences and bring the world to the world. Who would not want to enable people to work play together and understand each other? And thus support those professionals who produce curate and distribute content Today/tomorrow the technologies of IP/ virtualisation HDR etc. can make almost anything possible... There is so much more for a 7/14/21/ year old to be curious about... But the youngsters have more time! SMPTE in the UK serves all who are working with the technology of moving pictures and associated sound & metadata creatively, practically and innovatively in any format, and on any platform 34

35 History SMPE UK section founded years after SMPE itself Disbanded in 1930s and BKS was formed and legal restriction 2011 Rich Welsh EMEA Governor thinks of re-establishing a UK section So puts around a petition we need at least 50 members... 36 What did we need to do? Work out what SMPTE means to the UK And what a UK SMPTE meant to the wider SMPTE... In a business like manner BUT there were only the Articles, Bylaws and a how to run a meeting as written works as the Admin Practices were being revised into Operational Manuals (OMs) But we had the Three Pillars on which SMPTE Is built Meditation on the Three Pillars Membership Education Standards Also looked at BBC Six Public Purposes 1 Sustaining citizenship and civil society 2 Promoting education and learning 3 Stimulating creativity and cultural excellence 4 Representing the UK, its nations, regions and communities 5 Bringing the UK to the world and the world to the UK 6 Helping to deliver the benefits of emerging Communications technologies and services. We set that order SMPTE is an international membership organisation with Not For Profit status in the USA due to its educational work (see bylaws) It also set standards for interoperability 36

37 The UK industry SMPTE seemed to have a simple idea Studios or broadcaster On one side Manufacturers on the other! This does not work!!! 41 UK Not for Profit environment Where does SMPTE fit in??? Hole left by IET RTS and BKSTS drop in tech activities But others in the space AES GTC(p) etc. Kindred Societies DPP DTG IABM UK Screen trade associations SMPTE (UK) needs to work with them but SMPTE is different- International across all Moving Image Audio and Metadata How does SMPTE UK relate to SMPTE as a whole We had a blank sheet of paper First thoughts ambassador for SMPTE then transmuted into Being the SMPTE Company in the UK - running the business by Providing all SMPTE services in the UK Alongside our own our major activity And offer our services to the wider SMPTE 41

Building the community - recruit more members: make impact By good and continuing contact with our members and others in UK and beyond including kindred societies and Trade associations What can be our USP Across the UK - with local clusters about 1/3 of our 83 members are outside London Offer all the SMPTE Does A members organisation set up to educate... But we also set standards - Which enable interoperability Cover all Film TV and Digital media Work to get the younger generation welcomed (not Students alone) Being Business like... In UK and with SMPTE as a whole 42

43 Then the OMs came out 8.1 Purpose Sections exist to provide services and information locally to members in line with the three pillars of Education, Standards and Membership. An effective and well-run Section provides a sense of community for its members within a geographic area, educates them, creates opportunities for members and interested non-members to network with each other, and to create an environment that attracts new members. Sections are to advocate and promote membership in the Society and are a conduit for information flow to and from the governing body of the Society. Sections are defined in the Society Bylaws as being organized by geographic boundaries, or other divisions, as may be determined by the Board of Governors. Then the OMs came out ALL ACROSS UK 8.1 Purpose Sections exist to provide services and information locally to members in line with the three pillars of Education, Standards and Membership. An effective and well-run Section provides a sense of community for its members ALL OF SMPTE BUSINESS LIKE within a geographic area, educates them, BALANCED SLATE creates opportunities for members and interested non-members to network with each other, NETWORKING WIDELY NOT JUST SMPTE and to create an environment that attracts new members. RECRUITMENT Sections are to advocate and promote membership in the Society and are a conduit for information flow to and from the governing body of the Society. Sections are defined in the Society Bylaws as being organized by geographic boundaries, or other divisions, as may be determined by the Board of Governors. 43

44 ... And this is all the HonSec does Section Secretary/Treasurer Each Section shall elect a Secretary/Treasurer. The Secretary/Treasurer's term of office shall be one year, starting 1 July and ending 30 June. The Secretary/Treasurer shall assist the Chair of the Section to carry out the Chair's duties and shall preside at meetings of the Board of Managers and technical meetings in the absence of the Chair. The Secretary/Treasurer shall pay the bills of the Section as authorized by the Chair within the framework of the budget previously approved by the Board of Governors of the Society. The Secretary/Treasurer shall, at the end of the term of office, turn over all Section accounts to the newly elected Secretary/Treasurer and make the new officer thoroughly acquainted with the duties of the office. The Secretary/Treasurer shall keep minutes of all meetings of the Board of Managers and shall distribute them to Board members for review and approval. So how do we launch with a great splash Our research showed that there was a great need so we must make an impact from day one (zero??) As a section we need to hold the 10 meetings a year and these should not just be in London as 1/3 members Outside M25 Section could have a performance of the Regional Seminar We will have two one in London and the other in Salford (where s that??) 44

And the way in which the media world is changing SMPTE UK section meetings have speakers who are providing solutions to the practical problems that they have met and every meeting includes a good question and answer session which meets our educative aims covering the whole of the technology of moving pictures and assorted sound & metadata Thus SMPTE UK section is reinforcing the tradition of meeting over ample refreshments for some time before welcoming the speaker...
