3 Executive Summary Over the past few years HRT has worked to mitigate the failures experienced with the Siemens ACM 100 axle counter system. In 2015 HRT recommended the implementation of the on-site testing of two different manufacturers products, Frauscher and Thales Axle Counter Systems. A total of 8 Thales devices and 12 Frauscher devices were installed along Capitol Street in the Downtown Corridor (Test Bed # 1). Over a 6 month period between November 2015 and May 2016 the Frauscher RSR 180 Axle Counter System proved to provide excellent performance. A second test bed was then implemented (Test Bed # 2) at the terminus of the North Corridor (Northline) in June of this location was selected due to the varying train movements and functionality requirements. After initial adjustments we have also experienced excellent performance from the Frauscher devices. Based on the results on both test beds, HRT is recommending to move forward to replace the current system with the Frauscher RSR180 Axle Counter System along all corridors systematically to address Metro, the COH and the traveling publics impacts and concerns. 3

11 Cutover Alternative Schedule- Pros and Cons Pros Improve on-time performance of service for customers Improve traffic reliability with positive impacts to motorist (i.e. fewer gates down) Replacements of the Southeast Line between Univ. of Houston semesters Completes all corridors before Super Bowl LI, the Houston Livestock Show and Rodeo, and Spring Break Lessons learned will be applied as the replacements progress Cons Short term impacts to daily riders 11
