2 Terms & Conditions and General information 1. Scope of Work: Annual Rate Contract for Supply of Office Stationery Items & Printing works during the Financial Year to C-DAC, Bangalore at its offices at Old Madras Road, VV Towers (Dr. B.R Ambedkar veedhi) and Electronics City. Bid will be opened on 31 st March 2015 at 3.30 PM. Interested bidders may attend the bid opening as per the schedule. C-DAC, Bangalore reserves the right to split and award the contract to more than one vendor depending on the items/rates quoted. 2. Eligibility Criteria: 2.1 For supply of Stationery and Printing works: The bidder should be a manufacturer/ distributor/supplier and must be registered with the statutory authorities such as Sales Tax and must be having TIN, LST / CST, VAT, etc., as applicable. 2.2 For supply of Printer Toner Cartridges: The bidder should be an OEM/authorized distributor/reseller and must be registered with the statutory authorities such as Sales Tax and must be having TIN, LST / CST, VAT, etc., as applicable. If the bidder is authorized distributor/ reseller, the copy of Authorization Certificate issued by competent authority from the principal manufacturer (OEM) as per format attached at Annexure A should be submitted along with the bid, failing which the offer will not be considered. 3. Security Deposit: The bidder shall furnish Security Deposit of Rs.5,000/- (Rupees Five Thousand Only) by way of Demand Draft in favor of C-DAC, Bangalore for one year on returnable basis. The security deposit will be returned to the unsuccessful bidder within one month from the date of opening of the bids. 4. Offer Validity: The quoted rates must be valid for One year from the date of empanelment. An undertaking from the bidder is required to the effect that the Prices shall remain firm for the period of one year up to with no price variations. 5. The rates should be quoted F.O.R. C-DAC, Bangalore in Indian Rupees both in figures and words (delivery required at its site offices located at Old Madras Road, Electronic City and VV Towers). All prices shall be fixed as on from the date of empanelment and shall not be subject to any escalation. The rates must be quoted exactly in the Performa provided herewith. In case of any discrepancy between rates mentioned in figures and words, the latter (i.e in words) shall prevail. If there is any discrepancy between the unit price and the total price, the unit price shall prevail and the total price shall be corrected. 6. Each page of the bid and cuttings / corrections shall be duly signed and stamped by the bidder. Failure to comply with may result in rejection of the bid. 7. The prospective bidders seeking any clarification about the contents detailed in the tender document may notify to C-DAC in writing at C-DAC s mailing address given herein. 8. In case bidder submits any forged/irrelevant/misleading documents or information, the bid will be rejected. 9. Any attempt of canvassing on the part of the bidder, directly or indirectly, after submission of tender to influence the authority to whom he has submitted the tender or authority who is competent to finally accept it or any endeavor to secure any interest for an actual or prospective bidder or to influence by any means such tenders are liable to be rejected. 3 10. Delivery: The successful bidder will supply the ordered quantity within the time frame given in the Purchase Order to be issued from time to time. The Order shall be released on need basis. 11. If any item is found defective/damaged, the supplier shall immediately replace the same at no extra cost. 12. Billing should be done in the name of C-DAC, No.1, Old Madras Road, Byappanahalli, Bangalore Payment: 100% payment shall be released tentatively within 15 days after delivery. 14. Govt. levies like sales tax; VAT, etc. shall be paid at actuals as per rates prevailing at the time of dispatch of materials. 15. C-DAC, Bangalore reserves the right to accept/reject the offers or cancel the whole tender proceedings without assigning any reason whatsoever. The decision of C-DAC will be final and binding on the bidder/supplier(s). 16. Offers received through / Fax, etc or in open cover shall not be considered. Late / Delayed offers shall not be accepted under any circumstances. Incomplete offers shall be rejected outright. In case the specified date for the submission of offers is declared as a closed holiday by the Central Government offices including that of in Bangalore, the bid-closing deadline shall automatically stand extended to the next working day up to the same time. 17. Disclaimer: This Tender / Request for Proposal (RFP) is not an offer by C-DAC, Bangalore but an invitation for bidder response. No contractual obligation whatsoever shall arise from the RFP process.
