During the years he lived at 106 S Kings Road he accomplished some of his most important work, including directing and producing the first non-disney film to win an Oscar. This lovely Streamline Moderne building still provides affordable homes to the working people who keep the entertainment industry located in Los Angeles - certainly a fitting tribute to Rudolf Ising. Preservation of Aidlin-Rees Apartments/Rudolf Ising Residence is a deserving honor for animation pioneer Rudolf Ising. This HCM is fully supported by the Cultural Heritage Commission. Rudolf Ising was one of Walt Disney's first employees, he was nominated for six Academy Awards, directed and produced the first sync sound cartoon, founded Warner Brothers animation, founded MGM animation, created "Looney Tunes, and his characters were the first to utter the words "That's All Folks!". While living at 106 S Kings Road he accomplished some of his most important work, including directing and producing the first non-disney film to win an Oscar. To this day, this historic Streamline Moderne building provides affordable homes to the working people of Los Angele's entertainment industry. It is also a unique architecture that speaks volumes about this community and history. Tearing it down is a disservice to the community and a slap in the face of its history. Kings Rd., CHC HCM SUPPORT HCM DESIGNATION Dear Councilmember Huizar and Members of the PLUM Committee, United Neighborhoods for Los Angeles (UN4LA) is submitting this letter in support of HCM designation for the Aidlin Rees Apts./Rudolf Ising Residence. A brief review of Rudolf Ising's career makes clear that he was an important figure in the formative years of Hollywood animation. Not only was he part of the original Disney creative team, but he went on to help create the animation departments at Warner Bros, and MGM. Ising also directed the Academy Award-winning short The Milky Way in On this basis we believe that his former residence at 106 S Kings Rd. should be designated a Historic-Cultural Monument.

We understand that the City has received letters opposing the nomination for various reasons, and we would like to respond to some of the concerns raised.

Bosko Cartoons Some who oppose this nomination have drawn attention to the fact that early in his career Ising produced the Bosko cartoons, a series of shorts that contain ugly racial stereotypes. Certainly these people are correct in condemning Ising for his involvement with this series, and UN4LA also condemns these cartoons for the racist images they promote. However, we would also like to point out that racism was pervasive in Hollywood at this time, and Ising was not alone in creating cartoons with demeaning stereotypes. The Charlotte and Robert Disney House at 4406 Kingswell Ave. was recently awarded HCM designation because it was Walt Disney's first home in Los Angeles. At the time that this nomination was being considered, we do not recall anyone raising the issue of racism in Disney cartoons. In fact, the nomination was made by the City of Los Angeles, and it was rushed through with lightning speed. But a review of Disney productions over the years reveals a number of racist images, most clearly evident in Song of the South. In fact, Disney is on record as having made demeaning comments about African-Americans. The following article summarizes biographer Neal Gabler's research on Disney's racist remarks. Fact-Checking the Age-Old Rumors of Walt Disney s Dark Side We condemn racist images in popular culture, and understand the objections of those who oppose the nomination on this basis. One of the difficulties of trying to honor creative people is that we often find their lives are a tangle of noteworthy achievements and reprehensible attitudes. But we do not believe that the nomination of Ising's residence should be rejected on this basis. We think the public would be better served if the City Council directed the Office of Historic Resources to prioritize the identification and HCM designation of structures and sites that honor under-represented groups. Currently the list is heavily weighted toward white males. Length of Residence Another issue brought up by opponents of this nomination is that Rudolf Ising resided at this address for less than 4 years, a period they feel is too short to warrant HCM designation. Once again, we'd like to offer a comparison with the Disney home at 4406 Kingswell. The creator of Snow White and Fantasia only lived there a few months. And again, we'd like to point out that the nomination of Disney's former home was initiated by the City and rushed through in a matter of weeks. No one asked how long he lived there. Need for Housing It's certainly true that LA needs housing, and some have argued against the HCM designation based on the pressing need to build new units. But we feel it s important to create housing that will serve the interests of all Angelenos, not just those who are affluent. Wiseman Residential has a history of

7 demolishing RSO housing to build new market rate units. According to the LA Times, Wiseman has evicted over 230 tenants from RSO buildings, and has purchased more than a dozen other properties where landlords had already invoked state law to evict their tenants. ( More rent-controlled buildings are being demolished to make way for pricier housing, LAT, April 2, 2016, So are Wiseman s new units serving the needs of the average Angeleno? The median household income in the City of Los Angeles in 2016 was $54,432 ( Median household income in the top 25 most populated U.S. cities in 2016 from Statists, Using the standard formula which assumes that one third of household income should be spent on rent, this translates into about $1,500 per month. A quick look at Wiseman's own web site shows that most of the developer's units go for $3,000 to $4,300 a month. (Wiseman Residential Search Listing, This means that the 9 new units Wiseman plans to create on this site will most likely cost more than double the rate that someone earning LA's median household income can afford. It seems strange to argue that the destruction of a potentially historic structure will serve LA's housing needs, when the new units will be far beyond the reach of most of the city's inhabitants. Wiseman's Record While it may seem beside the point to bring up Wiseman s record in considering an HCM designation, we feel that in this case the developer s history is relevant to the discussion since Wiseman s past actions regarding potentially historic buildings have been an ongoing concern for the preservation community. 1. Demolition of Potentially Historic Structures Wiseman Residential has destroyed a number of potentially historic buildings, most notably the Norton Flats ( N. Norton Ave.) and the Norton Court ( N. Norton Ave.), both widely considered eligible for the National Register. This developer has specialized in acquiring and demolishing older buildings, and has shown no regard for the value they may have as historic resources. Rejecting the recommendation of the Cultural Heritage Commission (CHC) regarding the Aidlin Rees Apts./Rudolf Ising Residence will only encourage this practice. 2. Violation of LADBS Stop Work Order A crew working for Wiseman Residential ignored verbal and written notices from LADBS staff in order to demolish the apartments at 1334 Formosa. LADBS staff visited the property and directed Wiseman s crew to cease work on the demolition, at the same time posting stop work notices at the site. Wiseman s crew later returned to the site and completed the destruction of the building. We were astonished that the City took no action to sanction the developer. Rejecting this nomination will allow Wiseman to demolish this structure as well, basically rewarding a developer who has shown contempt for the laws of this City. 3. Posting Units on AirBnB after Ellis Act Evictions

The LA Times has reported that six tenants who had been evicted under the Ellis Act from their apartments on Formosa Ave. later discovered that the units were being posted on AirBnB.

Rejecting the CHC s recommendation for HCM designation will essentially be rewarding a developer who has flouted the law on more than one occasion. The essential question here is, Does this building deserve HCM designation based on Rudolf Ising s accomplishments? UN4LA believes the answer is yes, and supports the CHC s recommendation. Ising was an important contributor to cartoons made at Disney, Warners and MGM, and played a central role in the development of animation in Hollywood. His work was repeatedly nominated for the Academy Award, and his 1940 short The Milky Way received an Oscar. While there are numerous landmarks to recall the accomplishments of Walt Disney, almost nothing exists to honor the work of so many others who played important roles in the founding of the Hollywood animation community. Aside from the cartoons he made, the Aidlin Rees Apts./Rudolf Ising Residence is the last physical evidence of Ising s career in Hollywood.
