Heliports - Detailed information about heliports (not located at aerodromes), listed under 23 subsections. 4.2 Regular amendment interval Regular AMDT and SUP will be published on the fifteenth day of each month. 5. Serviciul la care sunt semnalate erorile şi omisiunile identificate în La editarea ROMÂNIA s-a avut în vedere ca informaţia conţinută în acesta să fie corectă şi completă. 14 GEN Other categories of flights 5.1 Performance of a technical flight within the Romanian air space with a civil aircraft registered in other State requires a flight authorization. The application is submitted to RCAA at the above-mentioned address, at least twenty four (24) hours before the date of flight. The application shall include the authorization issued by the Aeronautical Authorities of the State of registry of the aircraft proving that the aircraft is airworthy. 5.2 The domestic and international flights with civil aircraft, with or without landing/ take-off to/ from Romanian territory, for the carriage of troops, weapons, ammunition of war, explosives, radioactive materials and other dangerous goods, with or without take-off/ landing into Romanian territory, an authorization is required. This authorization may be given either by the Ministry Of Transport, or by the Romanian Civil Aeronautical Authority, as the case may be, upon receipt of the advice of the Romanian Ministry of Defence. 5.3 The application to obtain the flight authorization and advice provided for in para 5.2 above, shall be submitted to the Romanian Civil Aeronautical Authority at least ten (10) working days before the date of flight and it shall contain all relevant information and documents mentioned in the form shown in page GEN The flight authorization for civil aircraft registered in another State carrying dangerous goods shall be given, on behalf of the Ministry Of Transport, by the Romanian Civil Aeronautical Authority. 5.5 In accordance with the provisions of the Order no of 9 November 2006, issued by the Ministry of Transport and Infrastructure, and published in the Official Gazette of Romania, Part I, no. 947 of 23 November 2006, civil aircraft involved in the carriage of dangerous goods that are forbidden for air transport in normal circumstances, in accordance with the ICAO documents are not allowed to perform flights within the Romanian air space. 5.6 Waivers from the provisions of para 5.5 above may be granted by the Romanian Civil Aeronautical Authority only if the respective transport is justified by a major public interest. Such a waiver shall be granted with the approval of the minister of transport. 5.7 The applications for the carriage of dangerous goods shall contain information about the nature of cargo in accordance with ICAO Doc 9284 current edition. 5.8 Upon request, a copy of the certificate issued by the appropriate authority of the State of registry of the air operator proving that it is entitled to carry dangerous goods shall also be attached to the application. 5.9 Articles and substances that are specifically identified by name or by generic description in the Technical Instructions (ICAO Doc 9284 ) as being forbidden for transport by air under any circumstances shall not be approved on any aircraft In case the consignment contains radioactive materials, the air operator shall provide to the Romanian Civil Aeronautical Authority a copy of the authorization issued by the National Commission for the Control of Nuclear Activities (CNCAN) The contact information of the National Commission for the Control of the Nuclear Activity are as follows: B-dul Libertăţii Nr. 14, Sector 5 BUCUREŞTI, ROMÂNIA Fax: +40-(0) Tel: +40-(0) Provided the period of submission of an application in accordance with para. 5.3 above is met, the passenger and/or cargo scheduled air operators may be granted, upon request, a flight authorization (including MoD advice) for the carriage of dangerous goods included in Class 2, 3 (except Liquid desensitized explosives, UN Code 1204, 2059, 3064, 3343, 3357 and 3379) Class 4,5,6 (except Infectious Substances, Division 6.2, Compatibility group A, UN Code 2814, 2900) Class 8 or 9. The flight authorization/advice shall be valid for limited periods of time or/and schedule of operation provided the following requirements are met: a) submission by the air operator, before starting the respective schedule of operation of the following documents edited either in the English language or in the Romanian language: - copy of the AOC and its Operating Specifications; - copy of the certificate issued by the competent authority of the State of registry of the air operator proving that it is entitled to carry dangerous goods; b) submission to RCAA of a notification three (3) hours before departure of aircraft of the details about the dangerous goods to be carried: Class or Division, UN Code, Proper Shipping Name, applicable Packing Instructions, Type of Package, Weight of Package, Numbers of Packages. The respective notification and the information regarding type of aircraft and flight number shall be transmitted by RCAA to MoD, ROMATSA and the Romanian airport if applicable. 15 GEN Alte categorii de zboruri 5.1 Pentru efectuarea unui zbor tehnic în spaţiul aerian naţional cu o aeronavă civilă înmatriculată în alt stat este necesară obţinerea unei autorizări. Cererea se transmite la AACR, la adresa mai sus-menţionată, cu cel puţin 24 (douăzecişipatru) de ore înainte de data efectuării zborului şi va avea anexată autorizaţia care să ateste navigabilitatea aeronavei, emisă de autoritatea de înmatriculare a aeronavei. 5.2 Pentru efectuarea de zboruri interne şi internaţionale cu aeronave civile, cu sau fără decolare/aterizare de pe/pe teritoriul României, care transportă trupe, armament, muniţie, explozivi, materiale radioactive şi alte materiale periculoase este necesară obţinerea unei autorizări. Această autorizare poate fi acordată de MT sau, în numele MT, de către AACR, în funcţie de caz, numai după obţinerea unui aviz din partea MApN. 5.3 Cererea pentru obţinerea autorizării şi a avizului prevăzut la paragraful 5.2, se transmite la AACR cu cel puţin 10 (zece) zile lucrătoare înainte de data zborului şi va trebui să conţină informaţiile şi documentele relevante specificate în formularul-tip prevăzut în pagina GEN Autorizaţia de zbor pentru aeronave civile înmatriculate în alt stat, care transportă bunuri periculoase va fi acordată de AACR, în numele MT. 5.5 În conformitate cu Ordinul MTCT nr din , publicat în Monitorul Oficial al României, Partea I, nr. 947 din 23/11/2006, se interzice executarea în spaţiul aerian naţional a zborurilor având drept scop transportul bunurilor periculoase care, conform documentelor emise de Organizaţia Aviaţiei Civile Internaţionale, în circumstanţe normale, sunt interzise la transportul aerian. 5.6 AACR va putea acorda derogări de la prevederile paragrafului 5.5 de mai sus numai în cazul transporturilor justificate printr-un interes public major, cu aprobarea ministrului transporturilor. 5.7 În cazul transportului de materiale periculoase, cererea va conţine şi informaţii referitoare la natura încărcăturii, conform ediţiei curente a documentului Doc 9284 al OACI. 5.8 De asemenea, la cerere se va anexa, în copie, certificatul emis de autoritatea competentă a statului de provenienţă a operatorului care să ateste dreptul acestuia de a transporta materiale periculoase. 5.9 Nu vor fi aprobate articolele şi substanţele identificate în Instrucţiunile Tehnice (Doc. Ministerului Apărării Naţionale, Regiei Autonome "Administraţia Română a Serviciilor de Trafic Aerian" - ROMATSA şi aeroportului de destinaţie, în cazul în care acesta se află pe teritoriul României, împreună cu informaţii cu privire la tipul aeronavei şi numărul de zbor. 16 GEN Public health measures applied to aircraft 8.1 Passengers disembarking into the territory of Romania are required to present valid vaccination international certificates, according to the terms and conditions set forth in the World Health Organization publications concerning the vaccination certificates required for international journeys. Passengers and crew members may also be requested to file a form-questionnaire, necessary for the antipaludal protection of the territory of Romania. 8.2 In addition to the provisions contained in paragraph 8.1, all provisions of the International Health Regulation relative to crew members, passengers, freight and aircraft are also compulsory. 8.3 THE SANITARY AND VETERINARY INSPECTION is performed by the Sanitary and Veterinary Police to prevent entering into Romania of animal products, animal and birds that could become a source of contamination both for human beings and animals. The entry-exit approval is granted under the requirements provided by the Romanian sanitary and veterinary legislation and in accordance with the International Conventions concluded in this field and to which Romania is a Contracting Party. 9. Noise restrictions for the operation of jet aeroplanes According to the provisions of the Romanian Governmental Decision No of 5 September 2007 and to the provisions of the Order of the Minister of Transports no. 1261/2007 of 30 November 2007 for the approval of the Romanian Civil Aeronautical Regulation RACR-PM "Environmental Protection", 3rd issue/2007, the operation, on airports situated on the Romanian teritory, of civil subsonic aeroplanes with a maximum take-off mass of kg or more or with a certified maximum internal accomodation for the aeroplane type in question consisting of more than nineteen passenger seats, excluding any seat for crew only, is only permitted for: 1. Aeroplanes certified according to the standards specified in Part II, Chapter 3, Volume 1 of Annex 16 to the Convention on International Civil Aviation, second edition (1988); 2. Aeroplanes not certified according to the standards specified in Part II, Chapter 3, Volume 1 of Annex 16 to the Convention on International Civil Aviation, second edition (1988) in the following situations: 2.1. aeroplanes of historical interest: aeroplanes of historical interest entered on the registers of an EU Member Sate and for which the respective Member State has granted exceptions from the operational restriction stipulated in Article 2 of Directive 2006/93/EC; aeroplanes of historical interest entered on the Romanian register and for which the Ministry of Transports has granted exceptions from the provisions of the Governmental Decision No of 5 September 2007; The applications for exceptions, in case of aeroplanes of historical interest entered on the Romanian register and in case of aeroplanes of historical interest entered on the registers of a EU Member Sate for which the competent authorities of that State have granted such exceptions, will be made, in writing, to the: Ministry of Transport (MT) Air Transport Directorate Bd. 17 GEN Măsuri sanitare aplicate aeronavelor 8.1 La sosirea pe teritoriul României, persoanele care au călătorit la bordul aeronavei trebuie să prezinte certificatele internaţionale de vaccinare valabile, în cazurile şi în condiţiile prevăzute în Publicaţia Organizaţiei Mondiale a Sănătăţii privitoare la certificatele de vaccinare pretinse călătoriilor internaţionale. Personalului navigant şi pasagerilor li se va putea cere şi completarea unei fişe-chestionar, impusă de protecţia antipaludică a teritoriului României. 8.2 Pe lîngă dispoziţiile prevăzute la punctul 8.1, sunt obligatorii şi toate prevederile Regulamentului Sanitar Internaţional cu privire la personalul navigant, pasageri, mărfuri şi aeronave. 8.3 CONTROLUL SANITAR VETERINAR se efectuează de către Poliţia Sanitară Veterinară, în scopul împiedicării pătrunderii în ţară a produselor de origine animală, animalelor şi păsărilor care pot fi surse de contaminare pentru om şi animale. Avizul de intrare-ieşire din ţară se acordă în condiţiile prevăzute de legislaţia sanitară veterinară română precum şi în baza convenţiilor internaţionale încheiate în acest domeniu, la care România este parte. 9. Restricţii de zgomot pentru operarea avioanelor cu reacţie În conformitate cu prevederile Hotărârii Guvernului României nr din 5 septembrie 2007 şi ale Ordinului Ministrului Transporturilor nr. 1261/2007 din 30 noiembrie 2007 pentru aprobarea Reglementării aeronautice civile române RACR - PM Protecţia mediului, ediţia 3/2007, operarea, pe aeroporturile situate pe teritoriul României a avioanele civile subsonice cu reacţie, cu o masă maximă la decolare de kg sau mai mare, sau cu o configuraţie maximă certificată de transport pasageri pentru tipul respectiv de avion mai mare de 19 locuri, excluzând locurile rezervate echipajului, este permisă numai pentru: 1. Avioanele care au fost certificate acustic în conformitate cu standardele specificate în Partea a II-a, Capitolul 3, Volumul I al Anexei 16 la Convenţia privind aviaţia civilă internaţională, ediţia a doua (1988); 2. Avioanele care nu au fost certificate acustic în conformitate cu standardele specificate în Partea a II-a, Capitolul 3, Volumul I al Anexei 16 la Convenţia privind aviaţia civilă internaţională, ediţia a doua (1988) însă se încadrează în următoarele situaţii: 2.1 avioane de interes istoric: avioane de interes istoric înmatriculate într-un stat membru UE şi cărora statul respectiv le-a acordat o derogare de la restricţia de operare prevăzută la Art. 2 din Directiva 2006/93/CE; avioane de interes istoric înmatriculate în România care au obţinut, din partea Ministerului Transporturilor, o derogare de la prevederile Hotărârii Guvernului României nr din 5 septembrie 2007; Solicitările pentru acordarea derogărilor, în cazul avioanelor de interes istoric înmatriculate în România, precum şi în cazul avioanelor de interes istoric înmatriculate într-un stat UE care au obţinut o derogare în acest sens din partea autorităţii competente din statul respectiv, se vor înainta, în scris, către: Ministerul Transporturilor (MT) Direcţia Transport Aerian B-dul Dinicu Golescu nr. 38, Sector 1, Bucureşti, România Fax.: Tel.: avioane care au obţinut o autorizaţie de utilizare temporară a aeroporturilor situate pe teritoriul României, în următoarele situaţii: avioane utilizate în operaţiuni care prin natura lor excepţională ar face nerezonabilă neacordarea unei autorizaţii temporare, astfel: a) operaţiuni de zbor exclusiv pentru transportul, în misiuni oficiale, a unui monarh în funcţie şi a membrilor apropiaţi ai familiei acestuia, a şefilor de stat, a şefilor de guvern şi a miniştrilor, dacă statutul zborului este indicat corespunzător în planul de zbor; AIRAC AMDT 07/15 ROMATSA

18 GEN State aircraft operators not complying with the FM immunity requirements may submit such exemption requests under the following conditions: a) overflight permit may be requested only for RNAV equipped aircraft which comply with the requirements and procedures set under Romania GEN 1.5, para. 3, provided the RNAV capability does not depend on the use of VOR receivers; b) landing permit using the published ILS Approach Procedures (where available) may be requested for any of the aerodromes published in Romania, with the exemption of: - LRBS, RWY 07 Aircraft operators who identify FM interferences while operating in Bucharest FIR are requested to follow the reporting procedure set under Romania, GEN 1.6, Cap. 2.2, The identification, assessment and reporting of air navigation shortcomings and deficiencies. 3. Equipment to be carried by all types of flights The following radio and navigation equipment shall be carried within BUCUREŞTI FIR: Aircraft, other than State aircraft, operating on the ATS routes* within BUCUREŞTI FIR shall be equipped with, as a minimum, B-RNAV certified equipment meeting RNP 5 in accordance with the requirements set out in ICAO Doc 7030 Regional Supplementary Procedures (EUR, RAC section 14 ). Acceptable means of compliance are set out in the JAA (Joint Aviation Authorities) Technical Guidance Leaflet No 2 rev 1. All aircraft must be equipped with an operational transponder when operating in controlled airspace. However, the Romanian CAA will maintain designated domestic** routes within the lower airspace which can be used by aircraft not equipped with B-RNAV certified equipment but able to achieve RNP 5 navigation accuracy on these routes, i.e. VOR/DME defined routes. * An ATS route is defined in ICAO Annex 11 as follows: A specified route designated for channeling the flow of traffic as necessary for the provision of Air Traffic Services." ** A domestic route is a route which does not cross international borders. 4. Equipment to be carried on all internal and on certain flights TO BE DEVELOPED 5. Radio equipment requirements As required by ICAO SUPPS DOC 7030/4 EUR/RAC Chapter 4.0 on Air-Ground Communications and In- Flight Reporting, the carriage and operation of 8.33 khz channel spacing radio equipment is mandatory throughout the ICAO EUR Region for aircraft operating above FL195. Exemptions from mandatory carriage of 8.33 khz equipment are described in section ENR 1.8. Non-equipped aircraft which are flight planned to enter BUCUREŞTI FIR must flight plan to operate below FL195 throughout the entire BUCUREŞTI FIR. For operation on P-RNAV terminal area procedures (excluding the final and Missed Approach segments), operators and aircraft shall be approved in accordance with JAA Temporary Guidance Leaflet No.10 (TGL-10): Airworthiness and Operational Approval for Precision RNAV Operations in Designated Airspace, or equivalent. Note: Precision area navigation (P-RNAV) means navigation with equipment having a navigation performance equal to or better than a track keeping accuracy of 1.85Km ( 1NM) for 95% of the flight time. 19 GEN Operatorii aeronavelor de stat pot face o cerere de exceptare în următoarele condiţii: a) aprobări de survol pot fi solicitate numai pentru aeronavele echipate RNAV care se conformează cerinţelor şi procedurilor descrise în ROMÂNIA, GEN 1.5, paragraf 3, atunci cậnd capabilitatea RNAV nu depinde de utilizarea semnalelor VOR. b) aprobări pentru aterizări folosind proceduri de apropiere ILS (unde sunt disponibile) pot fi solicitate pentru toate aerodromurile publicate în ROMÂNIA cu excepţia: - LRBS, RWY 07 Operatorii aerieni care identifică interferenţe FM pe timpul operării în FIR BUCUREŞTI sunt obligaţi să urmeze procedura de raportare publicată în ROMÂNIA, GEN 1.6, Cap. 2.2, Identificarea, evaluarea şi raportarea lipsurilor şi deficienţelor în navigaţia aeriană. 3. Echipamentul necesar pentru toate tipurile de zboruri În FIR BUCUREŞTI trebuiesc folosite următoarele echipamente radio şi de navigaţie: Aeronavele, altele decât cele de stat, care operează pe rute ATS* în FIR BUCUREŞTI trebuie să fie dotate cel puţin cu echipament B-RNAV certificat pentru RNP 5, în conformitate cu cerinţele operaţionale stabilite în Documentul 7030 ICAO Regional Supplementary Procedures (EUR, RAC secţiunea 14 ). Operarea pe rute RNAV RNP 5 impune conformitatea echipamentelor de bord cu cerinţele tehnice stabilite în JAA (Joint Aviation Authorities) Technical Guidance Leaflet No 2 rev 1. Toate aeronavele trebuie echipate cu un transpoder operaţional atunci când operează în spaţiu aerian controlat. Totuşi, Autoritatea Aeronautică Civilă Română va menţine în spaţiul aerian inferior rute interne** desemnate pe care pot zbura aeronavele care nu sunt echipate cu echipament B-RNAV certificat, dar care sunt capabile să atingă acurateţea de navigaţie RNP 5 pe aceste rute, definite prin VOR/DME. * O rută ATS este definită în Anexa 11 după cum urmează: O rută specificată desemnată pentru direcţionarea fluxului de trafic, pe care se asigură servicii de trafic aerian." ** O rută internă este acea rută care nu traversează frontiere internaţionale. 4. Echipamentul necesar pentru toate zborurile interne şi pentru anumite zboruri TO BE DEVELOPED 5. Cerinţele echipamentului radio În conformitate cu cerinţele documentului ICAO SUPPS Doc 7030/ 4 AUR/RAC Capitolul 4.0, cu privire la Comunicaţiile aer-sol şi Raportărilor din zbor, dotarea şi operarea cu echipament radio capabil să lucreze cu ecart de 8.33 khz este obligatorie în toată regiunea ICAO EUR pentru aeronavele care operează peste nivelul FL195. Exceptările de la obligativitatea echipării cu echipament 8.33 sunt descries în secţiunea ENR 1.8. Aeronavele neechipate care sunt planificate să intre în FIR BUCUREŞTI vor fi planificate să opereze sub nivelul FL195 în tot cuprinsul FIR BUCUREŞTI. Pentru operarea procedurilor P-RNAV în zona terminală (excluzând segmentele final şi al apropierii întrerupte) operatorii şi aeronavele trebuie să fie autorizaţi conform cu cerinţele JAA TGL nr. 10 Airworthiness and Operational Approval for Precision RNAV Operations in Designated Airspace sau echivalent. Notă: Navigaţie de precizie (P-RNAV) înseamnă navigaţie cu echipament a cărui performanţă este egală sau mai bună decât menţinerea track-ului cu acurateţea de 1.85Km ( 1NM) pentru 95% din timpul de zbor. 35 GEN Aeronautical Information Publication () The is the basic aviation document intended primarily to satisfy international requirements for the exchange of permanent aeronautical information and long duration temporary changes essential for air navigation. is published in one volume. The is published in a loose-leaf form with bilingual text (English and Romanian) for use in international and domestic operations, whether the flight is a commercial or a private one. 3.3 Amendment service to the ( AMDT) Amendments to the are made by means of replacement sheets. Two types of AMDT are produced: regular Amendment ( AMDT), issued in accordance with the established regular interval (ref. GEN 0.1-2) and identified by a light blue cover sheet, incorporates permanent changes into the on the indicated publication date; and AIRAC Amendment (AIRAC AMDT), issued in accordance with the AIRAC system and identified by a pink cover and the acronym - AIRAC, incorporates operationally significant permanent changes into the on the indicated AIRAC effective date. A summary of the pages affected by the amendment is given on the Amendment cover sheet. New information included on the reprinted pages is highlighted with grey shading and text to be deleted is shown with a line through it. A new page or a page that contains a large volume of changes is marked by a triangle close to the number of the page. Each page and each replacement page introduced by an amendment, including the amendment cover sheet, are dated. The date consists of the day, month (by name) and year of the publication date (regular AMDT) or of the AIRAC effective date (AIRAC AMDT) of the information. Each amendment cover sheet includes references to the serial number of those elements, if any, of the Integrated Aeronautical Information Package which have been incorporated in the by the amendment and are consequently cancelled. 36 GEN Publicaţia de Informare Aeronautică () Publicaţia de Informare Aeronautică este documentul de bază al aviaţiei destinat în principal îndeplinirii cerinţelor internaţionale privind schimbul de informaţie aeronautică permanentă sau temporară de lungă durată esenţială pentru navigaţia aeriană. ROMÂNIA este publicat într-un singur volum. ROMÂNIA este publicat sub forma unui document cu foi detaşabile şi text bilingv (Engleză şi Română) pentru utilizarea în operaţiuni interne sau internaţionale, indiferent dacă zborul este privat sau comercial. 3.3 Serviciul de amendamente la ( AMDT) Amendarea se face prin înlocuirea foilor documentului. Sunt produse două tipuri de amendamente : Amendament regulat ( AMDT), publicat conform intervalului regulat stabilit ( vezi GEN 0.1-2) şi identificat printr-o Foaie de Amendament albastru deschis, cuprinde modificări permanente la la data publicării; şi Amendament AIRAC (AIRAC AMDT), publicat conform sistemului AIRAC şi identificat prin pagina de copertă roz şi acronimul - AIRAC, cuprinde schimbări permanente semnificative operaţional la la data efectivă AIRAC indicată. Sumarul paginilor afectate de amendament este dat în Foaia de Amendament respectiv. Informaţia nouă inclusă pe o pagină retipărită este semnalată prin utilizarea unui fundal gri iar informaţia care trebuie retrasă este mercată prin tăierea textului cu o linie. Airspace structure For the performance of the flight information service and the alerting service, flight information regions (FIR) are established and published in the. Within the flight information regions, controlled and uncontrolled airspace are established according to the extent of the air traffic services maintained there, on the basis of the classification described in subsection ENR 1.4. The airspace within BUCUREŞTI FIR is divided by FL285 in Lower Airspace (below FL285) and Upper Airspace (between FL285 and FL660). Within controlled airspace, VFR flights may be prohibited completely or partly by the air traffic services with regard to limitation of space and time if urgently required by the degree of intensity of controlled air traffic. Romanian Civil Aeronautical Authority maintain conventional (domestic) routes* within the lower airspace which can be used by aircraft not equipped with RNAV equipment, but able to achieve RNP5 navigation accuracy on these routes, i.e. VOR/DME defined routes. * Conventional (domestic) routes are the routes which do not cross international boundaries. 8. Restricted areas and flight restrictions The Romanian Civil Aeronautical Authority establishes prohibited, dangerous and restricted areas, if necessary, for the prevention of danger to public safety or order, especially for the safety of air traffic. Structura spaţiului aerian Pentru furnizarea serviciului de informare a zborurilor şi a serviciului de alarmare sunt stabilite Regiuni de Informare a Zborului (FIR) care sunt publicate în. In cadrul regiunilor de informare a zborului sunt delimitate porţiunile de spaţiu aerian controlat şi necontrolat, în concordanţă cu nivelul serviciilor de trafic aerian asigurate, pe baza clasificării descrisă în secţiunea ENR 1.4. În FIR BUCUREŞTI spaţiul aerian este împărţit de nivelul FL285 în Spaţiul Aerian Inferior (sub FL285) şi Spaţiul Aerian Superior (cuprins între FL285 şi FL660). În spaţiul aerian controlat, zborurile VFR pot fi interzise complet sau parţial în spaţiu sau timp de către serviciile de trafic aerian dacă acest lucru este impus de gradul de intensitate al traficului aerian controlat. Autoritatea Aeronautică Civilă Română menţine în spaţiul inferior rute convenţionale (interne)* care pot fi folosite de aeronave nedotate cu echipament RNAV dar capabile să îndeplinească acurateţea de navigaţie RNP 5 pe aceste rute, ex. rutele definite de echipamente VOR/DME. *Rutele convenţionale (interne) sunt rutele care nu traversează graniţele internaţionale. 8. Zone reglementate şi restricţii de zbor Atunci când este necesar, Autoritatea Aeronautică Civilă Română stabileşte zone interzise, periculoase şi restricţionate pentru a preveni pericolele care pot afecta siguranţa sau ordinea publică, în special în ceea ce priveşte siguranţa traficului aerian.
