Attendees were required to sign in. The agenda was passed out. Everyone introduced themselves and the companies they represented. The following Request For Proposal (RFP) requirements were reviewed: ORAL ANSWERS AT THE CONFERENCE WILL NOT BE BINDING. Meeting adjourned at 10:40 A.M. Questions submitted to date: Questions 1 thru 16 were passed out during the meeting: Question 17 thru 108 were asked during the meeting: Question 109 thru 138 were submitted in writing: Question 1: A. In the RFP you have required specific technology to accomplish Video Visitation, will the County accept alternative technology that meets and/or exceeds those requirements? For example: Requiring video streaming using RTMPS, which is a Macromedia proprietary protocol for streaming video and IP blocking. As long as a provider has a secure method of delivering video, does it matter what protocol is used as long as it is robust, high quality, and secure? B. Requiring that all recordings are stored locally. A centralized hosted environment allows easier and wider access to recordings via the Internet while being secure and backed up in a controlled environment. Could this be offered versus on-site storage? A. Yes, we will accept alternates as long as they meet the same level of security. The proposer must notate that it is an alternate to the requirement in their response and the reason for the variance. B. Yes, we are willing to look at both options. Question 2: Will your current Jail Management System, New World, support the functions you require in this RFP? At no cost to the Video Visitation Vendor? This is yet to be determined. 2

System shall automatically attempt to reschedule all visits associated with the inmate if the inmate has changed housing locations, do you mean that the terminal in the inmates new location is automatically reassigned for that scheduled visit versus rescheduled? Professional visitors will have the additional option of selecting the visitor station and stations characteristics, does this mean the visitor has the ability to select the station to use and choose whether to be recorded or not? Please explain? No, professional visits will not be recorded. The specification around station characteristics will be removed. Page 10. Question 15 Question i. (Page 10, Section 2, B.15.g.i.) User shall be capable of locking a visit in place and removing it from the exit queue, can you explain this feature and what it does? This requirement will be removed. Page 10. Question 17. c. (Page 10, Section 2, B.17.c.) Allow visitation charges to be based upon per minute or per visit, could you explain why you would want to charge by the minute? Can this requirement be changed to charge per visit? It is listed as or so proposers can respond based on either option. During the pre-proposal conference scheduled for June 13, will vendors have the opportunity to view all of the Video Visitation equipment locations? Yes, to the extent that specific areas have been determined. The RFP mentions that sometime after implementation of the system you may add a video visitation center for the public, would additional stations and licenses be included for those public video visitation stations at this time or will they be added to the system in the future? They will be added in the future. The RFP states An optional component in the RFP is the inclusion of the infrastructure buildout for the system Please clarify. The County would like to see what the option would look like having the proposer design, implement, and install the infrastructure needed for video visitation at the jails. I am assuming that the numbers of stations (10 at JLCC, 16 at Main Jail) are all inmate stations? Do you plan to continue to offer face to face visits onsite or will the video visitation only be used for internet visits or will you transition to all video /internet visits? Yes, they are all inmate stations, and yes, we would continue to offer face to face visitation as well. 3

The only visits that will not be recorded are professional visits, we have no idea how many video visitations might occur, and the retention time is five (5) years. Regarding IP Blocking, are you trying to restrict certain visitors? Please clarify. Yes, it would be to block specific visitors. Under implementation the RFP mentions set up and testing on JMS and CCTV interfaces, why is CCTV listed and how do you envision the video visitation system interfacing with CCTV. Is this required and if not could it be removed from the spec? The requirement to connect to CCTV will be removed. Which types of deployment are you most interested in traditional deployment with servers on site or a lower cost hosted solution? The County would be willing to look at both options. Please advise on the 10 and 16 stations how many visitor and inmate stations does this include at each location? These are all inmate stations. Please advise on the possible subcontractors who might be available for running wire and cable? Subcontractor information will be provided upon award. You re allowing subcontractors. Is there a basis of award if we sub or pair with a DVBA organization, disabled veteran s business? No. We re talking about two different buildings for the video visitation? Yes, JLCC facility and the main jail. Twelve units, one place, sixteen at the other? Yes. What is the connection between the two buildings? Is there fiber? We have AT&T Opt-E-Man circuits. Currently we have five meg but we can upgrade it to whatever we need. 4

One in each location. Instead of network closet, it s really some space on a wall area at Sandy Mush. Everything will tie back to one network? That s correct. Power, is the County providing power for the video visitation or is that a requirement? We ll be providing power, yes. Will the power be on a UPS system or is all of the County run on UPS? No, it will not be on UPS power. I have a question about the power. One of your options was that the successful vendor could include the installation of that so how does that work in with if you re going to provide it or not? We would like to see what a proposal option would look like if we had a proposer built out the infrastructure for us which would include data and power. We have the ability to provide the connectivity and the power but we re also looking to see what the option would be and what that proposal would look like. We are looking for Option A and Option B. To clarify that, you want a proposal A that includes you provide the power and you providing the CAT 5 infrastructure for the video visitation piece and then you want an option that we provide the power and the CAT 5 infrastructure? Yes. We d like to get that information back to you, we d like to visit everyone of the places where the units are so that we can determine how many cable feet to do both, power and CAT 5? OK, yes. The network you said that there was fiber that the successful vendor could use between here and downtown at no cost? I don t know what the cost would be but I do know that the connectivity between this location and the other location is currently Opt-E-Man. The main jail location is connected to the County Administration building through our dedicated Gigabyte fiber optic cable. If they need to have access to the internet then we have a pretty good bandwidth there. I don t know how you re service is actually connected to the outside world. Where is that wide area demark location? Is it at one of the buildings? It s at a third building, Merced County Administration building, 2222 M Street. 5

It s in the city of Merced about one block away from the main jail. Wide Area demark for mobile visitation is going to be in that County building downtown? There is no internet connectivity from this building to the public internet or the other building to the public internet? That s correct. Can Merced County provide a network diagram? A simplified diagram, yes. One of the options in the RFP was that you wanted to do at home visitations? Yes. What are the hours that you would allow at home visitations? It would be scheduled during our normal visiting hours. Right now that s day shift and swing shift to 9:00 P.M. Would that be eliminated? They could do visitation from 7:00 A.M. in the morning until 9:00 P.M. at night. We wouldn t allow it during their sleeping hours. Question 10 on the questions that were already submitted that you responded, it appears that you re wanting to continue face to face visits in addition to the video visitations so you actually do want to continue face to face visits rather than video? Yes, they ll still have the option for face to face visits. You got an RFP out for a telephone system right now as well, the option would be perhaps to have your inmate telephone provider provide your video visitations system as an option off of the inmate phone system. Would you be willing to look at kind of a combination bid for the two? If you re a vendor that could provide both and you want to leverage the option to provide both services (phone and video visitation), please identify and explain what that scenario would look like in your response to THIS RFP. Responses to the Inmate Phone RFQ should contain information ONLY for phone services. Question 38: Inmate phone closes on the 27 th? Yes, this one doesn t close until the 3 rd. Question 39: When is the phone RFP response due? June 27 th it closes. 6

What is the connection between the main building with the internet demark to the one facility? That s Gigabyte fiber optic. Explain it again, I didn t understand? The connectivity from between this location and the County Administration building, which is our central hub for Merced County s network, is a 5 meg Opt-E-Man circuit but it s a circuit which can be adjusted. All we have to do is tell AT&T we need more bandwidth and they can up the bandwidth. The connection between the main jail and the County Administration building is a Gigabyte fiber optic that we own. It s our fiber so we have plenty of bandwidth there. The last one, the fiber optic that you own are between where? Between the County main jail, which is where one of the other locations are at, and the County Administration building. Does this facility get its internet connectivity then through that fiber? It doesn t have its own direct internet connectivity? That s correct. All internet access comes through the Merced County Administration building. We have a central point. What s the address of the County Administration building? 2222 M Street. Is that single mode or multi mode fiber connection? Between the main jail, it s multi mode, its close enough. You had mentioned the attorneys, is their offices in the main County jail where that fiber demark is? No. The Public Defenders have their own building. It s almost right next to the Administration Building. Is there connectivity between the demark and them with this fiber? Yes. They re cross connected to us via Gigabyte fiber as well. They have their own network, correct? You don t manage that network, or do you manage their network? We manage their network. 7

It s also across the street from the 2222 M Street Administration building. How far from this building to the jail arraignment facility? About 12 to 15 miles. Arraignment an option you d be considering as part of the video visitation piece? We currently do video arraignment at both facilities and yes we would like it to be an option. Yes, you would like it as an option from each of the video visitation stations to do video arraignment from the cell blocks? Yes. What are the daily average populations of the two facilities? 187 at the main jail and currently 450 here. So why do you have the number of stations 16 at the main, 10 here? That is what the current locations available for visiting are. That s kind of confusing because in the RFP it says 10 at the main jail and 16 out here and I think the Q and A says it s the reverse? You ll want to go with what s on the RFP. So 16 at the main jail is not right, it s 16 out here and 10 at the main jail or is it the other way around? 10 visitations at JLCC, which is here and 16 at the main jail downtown. That s in the very first paragraph Section 2 requirements of the RFP, on page 8. Do those 16 locations equate to 16 separate pods? No, those are actual spots where they do visiting now. There are no pods. It is a linear tier jail. They come down from the pods to those 16; so those will be gone if you re going to put them in the pods? We don t have pods at the main jail, it s a linear tier jail. We have dorm settings here and they will go at the dorms out at this facility and we ll walk with you guys thru one of those buildings. Can you go 187 inmates at the main jail and 450 here? See question/answer 53. 8

No, it is how visiting is currently setup. Is the plan to put the video visitation stations in the pods now so the inmates don t have to be taken out for visitation? We would like to put them in the dorm and current space at JLCC. At the main jail, we would like them only where visits are currently done. Not in the dorms downtown in the main jail? There are not dorms there. It s a linear tier jail. How many dorms do you have here? Currently we have eight open right now. We have several buildings closed right now due to budget. Do you know how many visits are currently being conducted in each facility? Not available at this time. I think I heard what you said just so I m trying to get it straight. You re going to go ahead and put them in the pods here because you have room for them, right, because they are pods, they re not linear here so they ll be available the whole time for arraignments or for at home visitation? But because of the limitations, the part I m not understanding then is; probably when we look at it, it ll straighten it out. The downtown main jail, you re planning on putting then on where the face to face visitation is accomplished now? There ll be a phone there that they can talk through the glass or they could do a video? Yes. We also have the lockdown facility where visiting is currently being done and for the inmates that are housed there, I would prefer to keep them behind the glass. No, we would have to set up some for face to face and some for video. No option to do and/or. Question 66: Question 67: So you want portability? If possible. There s not going to be any limitations at home at here if it s at the pods and the unit is available? It s available for at home or attorneys? Cut off would be 9:00 P.M. 9

10 Question 68: Question 69: Question 70: Question 71: Question 72: Question 73: Say if an inmate at downtown main jail and I m living in my linear, someone in my family scheduled a visit at home how would I know when to, so I ll still be transported down to where the video unit is because you re going to put it in the old visitation area, is that correct? That is correct. Where would you use the portable units? At the main jail and our SHU Unit at JLCC. Are you thinking about one portable unit at each location? Two at each facility. You don t necessarily need 16 terminals at the main jail. You re not asking for that as part of the bid, are you? Are you looking for a recommendation of how many stations to put at the main jail? Yes, because I do not envision them going into the actual tiers at the main jail but being in the actual visiting areas that we currently have set up. But since these stations, essentially these stations will only be used for remote visits? We would have to set it up to have both which would be fewer stations. Why if you don t have visitor s stations, how are you going to do that? See question/answer 72. Question 74: Question 75: Question 76: Question 77: You said you were going to continue your face to face visits? Yes we will at this time. Through the glass? Yes. So how are you going to do video visits? Where will the visitors go to do video visits at the jail because you don t have any video visits stations for visitors planned here? Video visits will be available as well as face to face at this time. Maybe I misunderstood. I thought these 10 and 16 stations were strictly inmates so there s no stations for visitors to do a video visit at the jail? No, we don t have separate room. 10

11 Question 78: Question 79: Question 80: Question 81: He s asking a separate device so when you re doing a video visit you get a video visitation terminal on the visitor s side and a video visitation terminal on the inmate s side. In the RFP it states that the 16 are only inmate units, there are no visitor s units? There are no on-site visitors units. Do you plan on using some of the 16 for visitor s units? No. Everything at this point you re planning on doing is remote visitation? Yes. There is no on-site video visitation at each of the two jails? Correct. Question 82: My point being is you don t need 16. It s only going to be remote visits. You won t need 16 stations on the inmate side. It s way over what the capacity will be. Would you consider less than 16. You won t need 16. You ll have about 10 or 12 of those that ll just be idle if it s only be used for remote visits? Question 83: Question 84: Question 85: Question 86: Question 87: We can look at options at the number. We also want to be able to use them for video arraignment. Are you going to plan to use those 16 pods simultaneously? It is possible that they ll be used all at one time. Has a voice or video readiness assessment been done for the County s network? No. With being with the support up to 26 simultaneous remote visitations that bandwidth would be provided by the County? We could. Currently our internet connectivity for Merced County is at 50 megs but we re in negotiations in increasing that to 100 megs. Just as long as we understand, the bandwidth which would facility remote visitation will be provided by the County? Yes, however if any additional cost is incurred, it will be funded as a part of this project. Since you intend to charge for remote visits, is revenue a big goal? No. It is a goal but not a big goal. 11

12 Question 88: Question 89: Question 90: Question 91: Question 92: Question 93: If you give the visitor the choice of face to face and remote most of them will go for the face to face. If you make your video visitation at the facility as well that helps drive visits to remote because they are getting a choice of a video visit at the jail or they can do a visit at home and not have to drive to the jail. Can we offer the option of putting in video visit stations for the visitors and eliminate the glass? I think my concern is not only logistically, (where would we be putting this all and spaciously) but also then in terms of on the IT side and connectivity. I don t want to over commit and say sure we ll put double the amount of stations. That s a big decision for the Sheriff to make, and we are not there yet. However we decide, you can put it in as an option but I don t know if we re near committing to that at all. Recording, storage, all recording files you want stored for five years onsite storage? I m not asking for the County to provide the storage. I m just saying where do you want the storage server at, on-site, off-site; give you an option for both? We will settle on 90 days storage with the option to negotiate a different term if counsel deems it to be necessary. As for a storage location, give me an option for both. Can we integrate into the County s current storage infrastructure? No. That was a change that I just noticed too, I mean to store a video is pretty big. It s roughly ten times bigger than a telephone call. That s a massive amount of storage for five years. The industry s standard is ninety days. Typically facilities don t want many years because there s liability issues. Maybe you can check with your Risk Management people? We will settle on 90 days with the option to negotiate a different term if County Counsel seems it to be necessary. On the network side you don t want any of this video traffic running on your data network, do you? No. There s only one network closet in each building? Correct. Question 94: There s only one network closet in this facility and everything within this facility is within 300 feet of that closet? Question 95: I don t know if it is or not. Some of the locations that we have right now we re having to use a Black Box VDSL because the connectivity on this campus is not good between the locations. Is there a second closet that could be used to support it? No. 12

13 Question 96: Question 97: Question 98: Question 99: There s only one closet and we may have to use VDSL or we might be able to run it on one CAT5? You might be able to run it on one CAT5. There was mentioned that we re going to get a network diagram for the two buildings? Just basically how we have the connectivity that flows between here and the County Administration building. Can we get a fire evac drawings of the two buildings? No maps are available at this time. Would you consider as part of the proposal that a readiness assessment with our findings to develop that network diagram based upon the plans that are currently in place? Yes, I would put that in as an option. Question 100: Do you have floor plans? See question/answer 98. Question 101: Is space going to be a problem for all the hardware especially if you re looking for on-site storage, we ll need about two or three racks? It depends upon how much space you need; two or three should be okay. Question 102: Who s your current phone provider? Securus. Question 103: Is it multiple levels at the main building? No. Question 104: Can the County provide a list of the current network infrastructure/storage infrastructure in place today, meaning is it a Cisco environment, Juniper environment, HP environment etc.? It s a Cisco environment. Question 105: Do you prefer Cisco switches or you want Cisco switches? We prefer Cisco switches. Question 106: You re not opposed to something like HP? Not opposed. It depends upon the level of integration that is required between this solution and ours. 13

14 Question 107: Is the County a current VM ware for July s data center? Yes. Question 108: In the backend storage is that BMC, HP, Hitachi? I think it is HP. I don t know the backend. The san is Dell Compellent. Question 109: Can we have copies of all the other responders Questions and Answers? Yes, they will be on the website. Question 110: How many hours will the Video Visitation Units be available for At Home Visits? At the JLCC? At the Main Jail? From 7:00 A.M. to 11:00 P.M. for both facilities. Question 111: Can the successful vendor use the network between the Main Jail and the JLCC for Video Visitation Calls? From both Jails to the Public Defenders Office? Yes, however if any additional cost is incurred, it will be funded as a part of this project. Question 112: In the Questions and Answers that were handed out in the Mandatory Pre-bid Meeting you changed the storage requirement for the Video Visits to 5 years. Can you change it back to 30 to 90 days of stored Video Visits? See question/answer 91. Question 113: During the walk through we were told about the need for a Portable/Cart Video Visitation Unit to be used between East and West Lockdown. Is this unit in the total unit number count in the RFP for the JLCC facility? No, it is in addition to. We will need two portable carts for each location. Question 114: At the JLCC, what are the estimated cable run lengths from the Telephone Equipment Room, next to the Kitchen, to each of the housing units, Visitation Room, East & West and Lockdown cells where the Cart Mounted Video Visitation Unit will be located? Is there enough room in the existing conduit to pull new CAT-5 cable to all of these locations? We do not know what that run length would be. I am working on getting maps from Public Works that may help answer your question. Question 115: During the walk through we were told about the need for a Portable/Cart Video Visitation Unit to be used in the AD SEC Living Cells in the Main Jail. Is this unit in the total unit number count in the RFP for the Main Jail facility? See question/answer

15 Question 116: At the Main Jail, what are the estimated cable run lengths from the Telephone Equipment Room, behind Booking, to Visitation 1, 2, 3, 4 and the AD SEC Cells? See question/answer 114. Question 117: During the Mandatory Pre-Bid Meeting some discussion around Title 15 requirements for visitation were discussed. It states the number of visits but does not specify if they are face to face visits. I have included the section out of Title 15 I am referencing for you to make sure it is the correct section and still in effect Adult Title 15 Regulations 2008 Adult Title 15 Regulations Effective 5/2009 6/2/096/2/2009 1:26:00 PM6/2/096/2/2009 1:26:00 PM6/2/09 i MINIMUM STANDARDS FOR LOCAL DETENTION FACILITIES TITLE 15-CRIME PREVENTION AND CORRECTIONS DIVISION 1, CHAPTER 1, SUBCHAPTER REGULATIONS Visiting. (a) The facility administrator shall develop written policies and procedures for inmate visiting which shall provide for as many visits and visitors as facility schedules, space, and number of personnel will allow. For sentenced inmates in Type I facilities and all inmates in Type II facilities there shall be allowed no fewer than two visits totaling at least one hour per inmate each week. In Type III and Type IV facilities there shall be allowed one or more visits, totaling at least one hour, per week. (b) In Type I facilities, the facility administrator shall develop and implement written policies and procedures to allow visitation for non-sentenced detainees. The policies and procedures will include a schedule to assure that non-sentenced detainees will be afforded a visit no later than the calendar day following arrest. (c) The visitation policies developed pursuant to this section shall include provision for visitation by minor children of the inmate. NOTE: Authority cited: Section 6030, Penal Code. Reference: Section 6030, Penal Code. If this is how other Jails in California are going to all visits by Video Visitation only and not having any Face to Face Visitation, will you allow us to propose Visitor Video Visitation Units for the public side of visitation? Could we propose the correct number of Visitor Video Units that would be used by the number of Inmate Video Visitation Units you specified in the RFP? This would ensure you had the correct number of Units. We have to allow two 30 minute visits per week. Question 118: Will Merced County provide an AC power outlet for each of the video visitation device locations or will the County rely on the awarded vendor to provide power for the units? Yes, in the model where the County is responsible for the infrastructure, we will provide electrical. Question 119: Can or will the County supply a diagram of each of the two facilities indicating the location of each housing pod, the desired location for each video visitation unit, and the location of the network closets in each facility? We are working on getting maps from Public Works for each facility, but I do not think we will have time to draw in where each visitation unit could be placed. 15

16 Question 120: What is the network or infrastructure connection between the JLCC and the Main Jail? Currently, JLCC is connected to the County Admin. Building via a AT&T provided service called Opt-E-Man. The bandwidth is set at 5 meg, but can be increased, only takes money. The connection between the County Administration building and the main jail is private gig fiber. Question 121: What is the network or infrastructure connection between the JLCC and the County Admin Building? Currently, JLCC is connected to the County Administration building via a AT&T provided service called Opt-E-Man. The bandwidth is set at 5 meg, but can be increased, only takes money. Question 122: What is the network or infrastructure connection between the Main Jail and the County Admin Building? The connection between the County Administration building and the main jail is private gig fiber. Question 123: Will the county provide all necessary bandwidth to support the potential of 26 simultaneous video visitation sessions from friends and family members, attorneys, or court officials who would be connecting from the public internet (remote visitation or video arraignment? Yes, however if any additional cost is incurred, it will be funded as a part of this project. Question 124: It was discussed that there is one network closet in the JLCC and one network closet in the Main Jail. Can the County confirm that these network closets will be within 300 feet of any location or housing unit where a video visitation terminal might be mounted or installed? No, we cannot confirm that. We are working to try and get maps from Public Works which should help. Question 125: The infrastructure connection between the Main Jail and the JLCC was understood to be a 5MB Opt-E-Man Service from AT&T, will the county dedicate bandwidth on that connection to support video visitation traffic? We can set Qos to prioritize traffic. Question 126: The infrastructure connection between the Main Jail and the County Admin was understood to be multimode fiber. Will the County make at least one pair of multimode fiber available to the video visitation vendor for video visitation usage? No, we currently have no extra fiber pairs available on that segment. Question 127: A dedicated 20 amp electrical circuit may be required at each network closet in each of the three facilities. Will the county provide for such a dedicated electrical circuit in each network closet in each facility? Yes, in the model where the Count s responsible for the infrastructure, we will provide electrical. 16

17 Question 128: A portable video visitation unit was discussed as necessary at each of the holding facilities. Is it the Counties desire that one portable units for JLCC and one portable unit for the Main Jail is to be included as a mandatory feature in the bid response? Yes, two for each facility. Question 129: Recording and live monitoring was discussed as mandatory features of the video visitation system with a 5 year storage or retention period. Is that accurate? See question/answer 91. Question 130: Does the county want the stored recordings and storage hardware maintained on site, or at least within the secure environment of the Merced County network? We are open to option on storage. Question 131: The basic features to be included in the bid response include remote video visitation; video arraignment; browser based scheduling; browser based visitor registration; recording and live monitoring; 5 year storage of recorded files, is that correct? Are there any other features such as inmate telephone service interface; commissary services interface; grievance filing/medical request feature that should be included as options in the bid response? No, there are no other features. Question 132: At the pre-bid conference it was referenced that the County is interested in portable inmate visitation stations. Will the County please verify this is accurate and state the number of units they are interested in obtaining? Two per facility. Question 133: If it were in the best interest to the County financially, would the County consider a web-based refund system in which the visitor is given a redemption code for use on future visits as opposed to a more costly system which requires the associated expense and resources of processing and forwarding payments directly to the visitor? Such an online redemption system also relieves County administrative resources as visitors will not be contacting the facility for payment status and refund questions. Is this something that would interest the County? Yes, we would consider an option on refunds. Question 134: Will the County be providing headend locations/equipment rooms at each facility to house switching equipment as required? Does the County anticipate (1) headend location per facility or multiple headend locations per facility? Please provide the quantity and locations of headend/equipment rooms per facility. It was referenced in the pre-bid conference that the County will be providing network and basic facility drawings. Is this still the case? The drawing would just indicate the connections between the JLCC, Administration Building and Main Jail. We have no existing network diagrams for these areas because no networking has ever existed in these locations before. As for how many, that would be up to the proposer to determine. 17

Please elaborate on intended integration functionality. We do not have this information as the system is owned/managed by the Courts. In terms of integration our ultimate goal would be to replace the existing very old Polycomm equipment with video visitation hardware/software.
