2 Background This Briefing Note presents the work undertaken under the project proposals 05/028a, b and c relating to the introduction of the new Railway Group Standards (RGSs) GK/RT0055 issue one Block System Interface Requirements and GK/RT0077 issue one Ground Frames and Shunters Releases and their associated guidance notes GK/GN0655 issue one Guidance on Block System Interface Requirements and GK/GN0677 issue one Guidance on Ground Frames and Shunters Releases and the withdrawal of RGSs GK/RT0039, GK/RT0041, GK/RT0042, GK/RT0051, GK/RT0054, GK/RT0060, GK/RT0061, GK/RT0063 and GK/RT0064, as set out above, which they replace. In April 2007 the Control Command and Signalling (CCS) Standards Committee (SC) approved the sub-projects 05/028a and 05/028b for the review of the Interlocking and Block System RGS required under the Strategy for Standards Management. During the review it was identified that a separate RGS addressing ground frames and shunters releases would be appropriate, and in March 2009 this was authorised under the proposal 05/28c by the CCS SC, and the RGS GK/RT0061 was included in the review. RSSB undertook a multi-discipline review of the requirements in GK/RT0039, GK/RT0041, GK/RT0042, GK/RT0051, GK/RT0054, GK/RT0060, GK/RT0061, GK/RT0063 and GK/RT0064 to identify those requirements in scope of RGS to be addressed in the new RGSs GK/RT0055 issue one and GK/RT0077 issue one. The findings of the review are set out in the supporting Impact Assessment. In April 2010 CCS SC approved the consultation comments responses and the documents for publication. However, following a meeting with on 24 March 2010, CCS SC put the projects on hold to allow for the preparation of a new document (RIS-0386-CCS Overrun Risk Assessment project 10/028) to facilitate the risk management and compatibility assessment aspect referred to in the new RGSs. The Rail Industry Standards (RIS) has taken considerable time to be drafted. The new RGSs to cover block working, ground frames and shunters releases and the associated withdrawals were therefore held up by the delay in the withdrawal of GI/RT7006 and development of the RIS. In June 2013 CCS SC agreed to progress projects 05/028a, 05/028b and 05/028c in advance of the production of the RIS on overrun risk assessment. CCS SC agreed that GI/RT7006 (project 05/029d) will remain live and will only be withdrawn following the publication of RIS-0386-CCS. Scope GK/RT0055 issue one mandates the interface requirements between signalling system infrastructure and railway operations for the following block systems: a) Track circuit block (including interlocked absolute block). b) Absolute block. c) Tokenless block. d) Electric token block (excluding no signaller token systems). e) No signaller token block. f) No signaller token block remote. g) One-train system with staff. h) One-train system without staff. 3 i) Radio electronic token block (RETB). The requirements are applicable to routes signalled using lineside signalling in accordance with GK/RT0045: Lineside Signals, Indicators and Layout of Signals, and are not applicable to routes solely operated using the European Rail Traffic Management System (ERTMS). GK/RT0077 issue one mandates requirements for: a) Ground frames where control of a part of the railway infrastructure may be transferred between a signaller and a ground frame operator, who may be an employee of a railway undertaking, and b) Shunters releases where co-operation is required between the signaller and railway undertaking personnel to allow movements into and out of infrastructure controlled by a railway undertaking. This scope does not include the use of emergency panels, standby control centres or gate boxes, which are the responsibility of the infrastructure manager. Key changes No material changes to existing requirements have been made and the key changes are associated with the withdrawal of: GK/RT0039: Semaphore and Mechanical Signalling GK/RT0041: Track Circuit Block GK/RT0042: Absolute Block GK/RT0051: Single Line Control GK/RT0054: Radio Electronic Token Block GK/RT0060: Interlocking Principles GK/RT0061: Shunters Releases, Ground Frames, Switch Panels and Gate Boxes GK/RT0063: Approach Locking and Train Operated Route Release GK/RT0064: Provision of Overlaps, Flank Protection and Trapping. These RGSs are being withdrawn because the in scope requirements they contain duplicate requirements that are mandated elsewhere, either in legislation, the Rule Book or another extant RGS or they have been included in the new RGSs GK/RT0055 issue one and GK/RT0077 issue one. The in and out of scope disposition of each requirement is set out in Table 1 of the supporting Impact Assessment, which includes the reason for the classification. The Impact Assessment concluded that no safety implications have been identified with the withdrawal of the nine RGSs GK/RT0039, GK/RT0041, GK/RT0042, GK/RT0051, GK/RT0054, GK/RT0061, GK/RT0060, GK/RT0063 and GK/RT0064 and the introduction of GK/RT0055 issue one and GK/RT0077 issue one. The only identified costs are those associated with the administrative activities that will be incurred in updating and amending documentation. It is therefore considered that the changes meet the objectives of the Strategy for Standards Management and satisfy the requirements of the Code. All withdrawn documents continue to be available on the RSSB website, in the withdrawn documents section, but will not, in future, be maintained by RSSB. Compliance requirements The RGSs GK/RT0055 issue one and GK/RT0077 issue one and their associated Guidance Notes come into force on 07 December 2013 which is the date on which the nine RGSs GK/RT0039, GK/RT0041, GK/RT0042, GK/RT0051, GK/RT0054, GK/RT0061, GK/RT0060, GK/RT0063 and GK/RT0064 cease to be in force and are withdrawn.
