Each volume covers a certain span of time and each document is dated. These volumes were published under the title The Transfer of Power (London: Her Majesty's Stationery Office (hereafter referred to as HMSO ). The period between the second Afghan War to the creation of the North West Frontier Province is generally regarded as a forward policy period. Three reasons account for the success of the forward policy: 1) Russian advances in Central Asia; 2) in each decade the supporters of close border were few and much less influential than those advocating forward policy; 3) lack of strong central authority among the tribesmen.
