Each volume covers a certain span of time and each document is dated. Three reasons account for the success of the forward policy: 1) Russian advances in Central Asia; 2) in each decade the supporters of close border were few and much less influential than those advocating forward policy; 3) lack of strong central authority among the tribesmen.
