1 NEWS AND NOTES APRIL OPEN LETTER FROM THE SECRETARY Time moves on apace and by the time this issue arrives on your doorstep (or in your inbox) the Annual Convention will soon be upon us. Early indications are that this year s will be the largest gathering for some time. Perhaps that is because of the attractiveness of the venue and the surrounding countryside. There are some new names on this year s list. I hope that, for them, it will be the first of many visits. Spring Stampex has been and gone. If you went, I hope that you fond something elusive to add to your collection. The attendances and the number of dealers seems to grow slowly but steadily, somewhat in contrast to the general state of the hobby in the UK, where there is a desperate shortage of the 30- and 40- year olds who will take our Societies forward to the next generation. Perhaps we should all be selling our collections now, but what would we do with the time that was freed? Having had another zero response to my offer in the last issue, seeking either a replacement Secretary or Bulletin Editor, I have to begin to question how long I can carry the burden of both offices. I will, of course, Keep Calm and Carry On for the present, but I am unsure how much longer I can do so. The late Editor s collection has just gone under the hammer at Cavendish. It seems that most of the lots were sold, so there will be a good legacy for his widow. The Society has been invited to do a display next year at Frinton on Sea (one of Colin s Societies), and your President is planning that we make it a suitable tribute to Colin s memory. Planning is now well under way for next year s Programme. In order to fit in better with the requirements of our hosts for London meetings, The Royal Philatelic Society, some meetings in 2015 will be on the third Wednesday of the month, rather than the second. These will be clearly identified in the printed and online Programmes, but regular attendees are asked to make sure that they come to London in the correct week! Note that the Agenda for the Annual General Meeting is published elsewhere in this section. If there is any item that you wish to be raised under Any Other Business, please notify the Hon. REPORT ON THE LONDON MEETING OF 12 TH MARCH 2014 Ten members and one guest gathered to hear a talk by Miss Jennifer Toombs on Designing Stamps. Jennifer introduced herself an told us the she had come in to the stamp Design business by a fluke. However, she now does a great deal of work for Benham s designing their specialist covers, and she seems to have dropped off the radar of the Crown Agents. She described the two types of brief that she would typically be given: an open brief where she would be given considerable latitude, and a very tight brief where the commissioning agent had a clear idea of what they wanted. The latter would typically be accompanied by photos and details of items to be incorporated in the design. The way that design is done has evolved quickly over the last twenty years. She has a large reference library, but can now use the internet. Originally design was done manually, but now most of it is done using Computer Aided Design. She also makes use of other sources for refernce material, such as Museums and Kew Gardens. The first stage is production of a stamp-size sketch in colour. This is kept simple to show the subject to beat advantage. If designing a set, then the style would be kept homogeneous so that it forms an attractive whole. This design is then reproduced at either two or four times stamp size, and must haves (such as the Queen s portrait or the Royal Cypher) are added before the whole is sent for approval. Much of this work is now done using Photoshop or similar software. A complete design commission can also include the design of First day Covers and cancellers. The process was illustrated with examples from the Darwin Issue of Pitcairn Islands, including some suggested pictures that were incorporated in the final design. The display finished with the stamps and a First Day Cover. The second part showed a range of examples of completed work carried out for: Crown Agents; Channel Islands; Isle of Man; Intergovernmental Philatelic Conference. The display included examples of issued stamps from: Guernsey; The Gambia; Bahamas; Seychelles; Pitcairn Islands; Isle of Man; Uganda and Jersey. These were followed by a range of Benham Covers with a wide range of stamps affixed Brian Peace thanked Jennifer for an interesting and enlightening evening, illustrated with a wide range of material of a type that the members seldom see. 4 MEETING OF THE SOUTH WEST SECTION AT RINGWOOD - NOVEMBER 8TH [Your Editor apologises to both The President and David Ashby for the delayed inclusion of this report.] Thirteen members and one guest assembled at the Greyfriars Centre at Ringwood to witness a superb display given by David Ashby from Downton in Wiltshire.. The title of his afternoon display was "19th Century New Zealand and Australian Postal History". We had been promised a remarkable display and it certainly was. David started with a map showing the various routes taken by the Toulmin Packet Service and displayed several entires which included a first packet sailing from Australia in 1846, a Missionary letter from Rarotonga, Cook Islands some 3,000 miles east of Sydney together with the first five Toulmins routed via India to connect with P&O. A selection of Riverina entires from 1865 to 1871 franked NSW and Victoria and an 1879 entire franked NSW and SA came next. Then followed a selection of mail carried by Clipper during the early 1850's: this included a Schomberg wreck cover. David then showed another map with routes used during the pioneer steam period, illustrated with many entires. These included a letter carried on the Cleopatra which the late Trevor Davis maintained was one of only three known. The European & Australian contract was discussed and included a quote from Colin Tabeart's book Australia. New Zealand, UK Mails Vol. 1 to 1880, quoting specifically from the chapter on this line, "The whole concept of the European and Australian contract was crazy. There was already an excellent service between Southampton and Galle, and indeed as far as Singapore. All that was needed was a service to link either port with Australian prime centres of population; P&O had already offered to do just that for 84,000 a year.. Instead the contracting parties ended up with a full service between England and Australia that duplicated the P&O service for much of its length, at a cost of 185,000 instead of 85,000 and they failed to deliver a satisfactory service". The E&A's major mistake was to agree to a contract that was impossible to achieve with the technology that was then available and to penalty clauses that were too harsh. When the Admiralty sought tenders for the steamship contract at the end of the Crimean War early in 1856 only P&O and E&A considered the contract but P&O withdrew owing to the impossible timetable and the penalties that were threatened. David then showed a number of entires that had been carried on the various routes by E&A. and then went onto the inaugural sailing by Salsette by P&O( ) and its monopoly of the via Suez route although the canal wasn't opened until 1883 and only then because of the war in Egypt. The display continued with many rare entires and covers far too numerous to list but on giving a vote of thanks South West Chairman Colin Mount asked Colin Tabeart to sum up this remarkable display and Colin said it stands as one of the finest collections of its type and it is unlikely that you will see such a collection of so many fine and rare items in one display again. (Originally published in The London Philatelist) This is a weighty volume, in both senses of the word. It is the 22 nd volume of the J R W Purves Memorial Series published by the Royal Philatelic Society of Victoria, and does not disappoint in the quality of research and presentation. The scope of the book is in the title, and it is complementary to the 1930 Bassett Hull volume published by the Royal Philatelic Society. The only overlap is in the treatment of the Chalon head issues with the Bradbury Wilkinson design. The first three chapters cover: the history of stamp production in Queensland, and the study of stamp printing methods by William Knight, head of the Queensland Lithographic branch and responsible for stamp design, engraving and printing that led to his decision to adopt electrotypy as his preferred method of printing for the stamps of the Colony. xii
5 It is generally accepted that the plates for the electrotype issues were made up using quadruple dies. In this book, the means of original make-up of the dies and the production of the many derivatives used in producing many issues and values are treated in great detail, using all the new knowledge that has accumulated over eighty years. However, as pointed out in the Introduction, there is no claim that this is the last word, and indications are given of areas for further research. The development and production of the Lithographed High Values issued in 1880 is treated in suitable detail, and the events leading to the placing of an order for replacements with Bradbury Wilkinson in In a brief review, it is only possible to give a flavour of the evident thoroughness and depth of the research that underlies this whole book. However, it is presented in a straightforward and approachable style that makes it an ideal companion for the student of these issues. I would join Geoff Kellow, who wrote the preface, in commending Chapter IX to all who study electrotyped stamps, as it is a master class in the subject. There are thorough treatments of essays, proofs, papers, perforations and a sound if somewhat unscientific estimate of postal usage. Beyond the meat of the book, there are chapters on: the Patriotic Fund Issue; Postage Due Stamps; Government OS punctures; Specimens, overprints and other markings applied in Queensland; papers and perforations and finally the background of some of the personalities involved. Each chapter has a list of relevant references at the end, and there is a comprehensive index. No serious student of Queensland should be without this book. It brings together the current body of knowledge in a readable and accessible form and still leaves room for new discoveries to be made. The illustrations make sensible use of colour, using black and white illustrations where appropriate, or where the greater contrast makes a detail more obvious. Ken Scudder is to be congratulated on a truly scholarly work.
