20 (5) FRANCE: THEATRICAL MARKET COMMENTARY Cinema dubbed le septième art holds a more central position in both the cultural and the economic life of France than it does in any other country, certainly in Europe, probably in the world. With a public support system for cinema in place for 70 years and now covering the entire spectrum from first-time filmmakers to aid for specialist DVD and VOD platforms, the country is generally seen as the model to which all film aid systems and policies aspire. With this centrality, however, comes a problem: being so embedded, cinema is also strictly legislated and regulated, with an act or a major report on the sector published and/or amended almost weekly. This has proved a particular problem in the age of VOD, whose natural tendency is to collapse all existing legislation, especially that governing release windows. Indeed, the demand-driven delivery system implicit in VOD is at loggerheads with a system based on the belief that, for every phase of cinematic production and distribution, there is a precise set of rules and above all to use the word most frequently employed in this context in France a chronology. Thus while films financed in part or wholly by Netflix or Amazon have been quietly turning up in festival lineups for the past year or more with no more than a raised eyebrow, the presence of one such title (Bong-joon Ho s OKJA ) in competition at Cannes in 2017 caused a major uproar. But the film played on the Croisette; it was made available on Netflix a month later; and the sky did not fall. This is surely a time of change for the French film business. France remains Europe s biggest market for non-hollywood films, however, with between two and two-and-a-half the number of European (including French) films opening there than studio pictures. As noted elsewhere in this report, the trend over the past decade has been for the number of films released theatrically to increase year by year, many of them handled by distributors releasing just one or two films a year (57 different distributors handled the 138 German films released in France between 2010 and 2016). In point of fact, France anticipated this trend and remains well to the fore. 693 films were released there in 2010, rising to 826 in 2016 an increase of 20%. On average, 16 films open in France every week. And, while the box-office revenue of maybe half of them is unspectacular, there is a middle ground between hit and miss for arthouse and non-english-language films which does not really exist in other territories. This is especially true for German films. While very few pass the one-million-tickets barrier, % German films or majority co-productions (30% of all those released) sold more than 50,000 tickets in the period surveyed. Germany s market share may have risen above 1% only twice in the past seven years but, in terms of both number of films released and money earned, France is the best market overall for German films (although the US market, which is five times the size, returned more in financial terms). According to the Motion Picture Association of America, France is the third largest theatrical market in the world, after China and Japan but ahead of the UK, India, South Korea and Germany. The country s cinematic infrastructure is probably the best in Europe, with 5,842 screens 20
21 serving a population of 62.8 million one screen for every 11,000 inhabitants: a number which has changed little over the seven years surveyed. Annual box office has likewise remained fairly stable, fluctuating around the 1.3 billion Euro mark, with the average French person going to the movies between three and three-and-a-half times year, the highest rate in Europe with the exception of Iceland. France is also the only non-asian country whose box-office share equals and occasionally exceeds that of Hollywood, depending on whether there is a breakout French hit in any given year. France opens more German films than any other non-german-speaking territory: 123 in the seven-year period surveyed, or an average of almost 20 a year. Of the Top 10 German films over these seven years, however, nine are English-language productions or dubbed children s films. Between them, these nine films account for two thirds of the total admissions to German films in Of the remaining films, the only subtitled German-speaking films to notch up more than 100,000 admissions in France were SOUL KITCHEN (281,017 IN 2010); BARBARA (291,284 in 2012); DIE ANDERE HEIMAT (122,469 in 2013); ZWEI LEBEN (143,370 in 2014); IM LABYRINTH DES SCHWEIGENS and PHOENIX (340,857 and 174,391 respectively in 2015) was a particularly strong year, with HEIDI, TONI ERDMANN, COLONIA DIGNIDAD and DER STAAT GEGEN FRITZ BAUER all scoring over 100,000 admissions. It is worth noting, however, that the rapturous reception of TONI ERDMANN in Cannes yielded results which are solid rather than spectacular commercially. The most loyal French distributor was Sophie Dulac Distribution and sister company Happiness Distribution, which handled a total of 14 films. Films Sans Frontières, Jour2Fête and Les Films du Losange also released 19 titles between them, while Metropolitan Filmexport could be counted on for English-language films such as THE THREE MUSKETEERS and RESIDENT EVIL: RETRIBUTION. In brief, French distributors have picked up many of the German films premiering at major festivals over the seven-year period, but local audiences have been slightly slower to respond. New films and re-releases from Wim Wenders and Margarethe von Trotta can be counted on, with Christian Petzold and, for a while, Fatih Akin making names for themselves in France. But, apart from children s films (which account for 13 of the releases), the subject which looks most likely to draw a French audience is one that has to do with the GDR (note the performance of BARBARA and ZWEI LEBEN in 2012 and 2014). In sum, then, France is an important and lucrative market in which German films, made fairly freely available by adventurous distributors like Sophie Dulac, make France the strongest non-german-language European market for German films. They have yet to convert this availability into viability. But, with annual box office of EUR 1.3 billion and a sophisticated home-entertainment sector, it is a market no producer or sales agent can afford to ignore. 21
22 (6) FRANCE: GERMAN FILMS ON TELEVISION OVERVIEW Operating in France since 1992, Canalsat is part of the Canal+ Group, owned by Vivendi and is France s largest subscription TV provider, offering cable, satellite, IPTV and DTT service, as well as a separate VOD and OTT platform. It is available by either satellite or DTT in some 2.2 million French homes. The breakdown of its 320-plus channels is shown in the following chart (which does not include the 100 HD channels also available). 23 With 17 channels on offer, France is well served by traditional movie channels showing a limited library of films with frequent repeats over an extended period. The example whose content is analysed below Ciné-Club, over a three-week period in June and July 2017 offers an interestingly curated selection of older classics, recent festival hits, French arthouse movies and, in the small hours, classic erotica from the 1960s and 1970s.
