6 Page 3 1 INTRODUCTION 1.1 Purpose of Document This document defines the Highways Agency s requirements for Closed- Circuit Television (CCTV) Television Outstation (TVOS) that will be used by the Regional Control Centre (RCC) operators for the purposes of monitoring vehicles and activities, including managing incidents, on the motorway and road network. The document is intended to be used by Schemes engaged in providing roadside CCTV TVOS equipment, including sections of the HA network where Smart Motorways All-Lane Running is being deployed. 1.2 Definitions Within this specification; The term TVOS Supplier refers to the organisation responsible for providing the TVOS equipment and related services meeting this and related specifications to the Scheme The term Scheme refers to the nominated organisation with overall responsibility for delivering the complete solution meeting the needs of the HA The term RTMC refers to the HA s nominated organisations responsible for undertaking the maintenance and repair function on roadside technology equipment. 1.3 Structure of Document Section 2 describes the higher level overarching TVOS requirements. Section 3 defines the services and information required to be supplied by the TVOS supplier Section 4 defines the operational requirements and constraints placed upon the TVOS. Section 5 defines the detailed requirements. Section 6 defines how the TVOS shall interface to the TVBS. Section 7 defines functionality upgrades for the TVOS that the HA may wish to undertake. Section 8 details the environmental tests to be applied to the TVOS. Section 9 is the Appendix.

7 Page Requirements To clarify the requirements expressed in this specification, statements are expressed as either; - mandatory requirements, denoted by M: xxx - desirable requirements, denoted by D: xxx - information statements, denoted by I: xxx where xxx is the unique statement identifier. Mandatory requirements are those which shall be met in full. They represent the minimum necessary subset of the requirements which, if not fulfilled, would make it impossible to meet the HA's objectives. Desirable requirements express the Highways Agency s preference but are subject to considerations of cost-effectiveness and the constraints of the overall solution Information statements provide additional information for clarification purposes or to support the requirements, they do not constitute a requirement. 1.5 Scope of Document This document covers the requirements for the TVOS which will be used to enable the 24 hour surveillance of roads, motorways and junctions under a variety of lighting conditions. General and more detailed information on the HA s CCTV system and its components can be found in guidance documents MCH 1960 and MCH 1970 respectively. The TVOS is the roadside element of the HA s CCTV system, the other key elements of this system being; The Television Base Station (TVBS) located at the RCC. The TVBS provides the operational interface for the user of the CCTV system. The TVBS provides the user with a Graphical User Interface (GUI), a geographic map and a video image from the TVOS. Via the GUI and map it enables individual cameras to be selected and provides directional and other controls for the TVOS s camera. The transmission system situated between the roadside equipment and the RCC. This carries, amongst others, the video signal and the control and interfacing commands between the TVBS and the TVOSs belonging to that RCC. To date, the HA s TVOSs have typically consisted of a number of subassemblies;

8 Page 5 i. A Camera Assembly - located at the top of the mounting structure, typically containing the video camera and lens. ii. iii. iv. A Pan and Tilt (PT) unit - attached between the Camera Assembly and mounting structure. A Television Base Unit (TVBU) - located at the bottom of the camera mounting structure, typically containing the power supply unit for the TVOS and interfacing connectors. Interconnecting cables between the various sub-assemblies above and also from the TVOS to the transmission system. 10 Page 7 2 OVERARCHING REQUIREMENTS 2.1 Introduction M: 001 The TVOS shall provide visibility of the network allowing the RCC operators to monitor vehicles and manage incidents on the motorway network as part of the HA s overall CCTV system. M: 002 The TVOS shall integrate with the transmission system and the HA s CCTV system. It shall not interfere with other elements of the HA network, or prevent proper operation of any other network element. M: 003 If the RCC operator is unable to carry out their surveillance duties as a result of a characteristic of the TVOS (providing that the TVOS is being used within the constraints and limits imposed by this specification), the TVOS and/or TVOS Supplier shall be deemed to have failed to meet the requirements. 2.2 General M: 011 The solution proposed by the TVOS Supplier shall limit as far is as reasonably practicable health and safety risks involved in the delivery, installation, commissioning, operation, maintenance and decommissioning of the TVOS equipment. The TVOS Supplier shall provide a safety risk report as defined in Design Manual for Roads and Bridges GD 04 to demonstrate that the solution is valid in this respect. M: 012 The TVOS shall comply with the requirements of TR M: 013 The TVOS Supplier shall provide a Zero-Light TVOS variant and a Low- Light TVOS variant. M: 014 Each variant shall meet the requirements of this specification at; Ambient light levels between bright sunshine daytime and moonless overcast night time (Zero-Light TVOS variant). Ambient light levels between bright sunshine daytime and full moon night time (Low-Light TVOS variant). M: 015 The TVOS Supplier shall meet the variant requirements with either; A single TVOS solution meeting all requirements, or, Two separate TVOS solutions, each meeting their respective requirements. M: 016 Luminance levels shall be applied as follows;

11 Page 8 o o o Bright sunshine daytime = 100,000 lx, Full moon night time = 0.05 lx, Moonless overcast night time = lx. I: 017 Hereinafter, the term TVOS refers to both variants. Where specifically relevant, the terms Zero-Light TVOS or Low-Light TVOS will be used. 2.3 Scope of supply I: 021 The term additional items used in Sections and is meant in its widest sense and includes, not exhaustively, where relevant, mounting structures, paving, bracketry, illuminators, power supplies, cabinets, ducting, cabling & connectors and sundry items Low-Light TVOS I: 026 For each Low-Light TVOS installation site, the HA will provide the Camera Assembly mounting structure, housing cabinet for the TVBU (including electricity supply) and ducting for cabling. M: 027 The TVOS Supplier shall identify and provide details to the Scheme of all additional items that are needed to complete an operational Low-Light TVOS installation Zero-Light TVOS M: 031 Apart from those items indicated in Section that the HA provides, the TVOS Supplier shall identify and provide details to the Scheme of all additional items that are needed to complete an operational Zero-light TVOS installation. 2.4 Roadside Installation I: 041 It is the expectation that attachment methods should, wherever practicable, make use of brackets that can be set at initial installation, thereby minimizing the need for future re-alignment during maintenance activities Determination of TVOS variant I: 046 The Scheme has to determine which TVOS variant to deploy. The ambient light level available at the TVOS site will be an important consideration in ensuring that the overall operational objectives can be met; a suitable test for this determination is outlined in the Appendix Zero-Light TVOS

12 Page 9 I: 051 Installations of Zero-Light TVOSs will be positioned such that the RCC operator is afforded total (i.e. no blind spots) coverage of both carriageways. M: 052 The number of individual Zero-Light TVOS camera installations that are required, whilst ensuring correct operation (i.e. meeting the requirements of this specification) is maintained at all times, shall be specified by the TVOS Supplier in agreement with the Scheme. M: 053 If, in order to meet the requirements of this specification, the design of the Zero-Light TVOS requires other equipment (e.g. illuminators) to be installed that are not co-located with the camera, the TVOS Supplier shall specify; What this equipment is and how it is to be mounted, Its power requirements, The number required to be installed for each Zero-Light TVOS camera installation.

13 Page 10 3 TVOS SUPPLIER REQUIREMENTS 3.1 Maintenance Operational Support I: 101 To ensure that the TVOS remains in an operational state throughout its operational life, the HA s Regional Technology Maintenance Contractors (RTMC) are responsible for providing a roadside repair service for faulty equipment. This requires the RTMC to replace the faulty TVOS with a service spare unit where an equipment fault is suspected. The faulty equipment will then need to be returned to the TVOS Supplier from the HA maintenance contractor for repair (a return to supplier maintenance service). M: 102 The TVOS Supplier shall provide this return to supplier maintenance service function, including for the service spare TVOS units. M: 103 In circumstances where it is uneconomic to repair the TVOS, the TVOS Supplier shall be responsible for supplying a replacement unit to the HA maintenance contractor, whilst meeting all other requirements within this Section. M: 104 The TVOS Supplier is responsible for providing the carriage of TVOS equipment to and from the HA maintenance contractor s depot. M: 105 The turnaround time, i.e. from leaving the HA maintenance contractor s depot to arriving back at the HA maintenance contractor s depot, shall be 15 working days. M: 106 The TVOS Supplier shall comply with the requirements of Section for a period of 4-years following the Scheme s acceptance of the TVOS installation Back-Focus setting I: 111 Accurate set-up and long term maintenance of a CCTV camera s backfocus setting is crucial to obtaining an image that s free of blurring. In low ambient light conditions the camera s performance is extremely sensitive to the accuracy with which the back-focus is set. M: 112 The TVOS Supplier shall provide details as to the method that will be used to set-up the camera s back-focus setting. 3.2 Whole Life Costs

14 Page 11 M: 121 The TVOS Supplier shall provide the Scheme with the whole life cost figure of the Zero-Light TVOS and for the Low-Light TVOS. This figure shall be broken down for both variants of TVOS as follows; Purchase cost, broken down as; o o Purchase cost for TVOS Supplier supplied items. Purchase costs for the additional items identified in Sections and Installation costs (on both masts and gantries), including other equipment from Section Commissioning cost Operating costs, broken down as; o o o o o Annual maintenance cost, i.e. the cost to provide the return to supplier maintenance service function defined in Section Cost to supply and fit all parts expected to need replacement during the TVOS operating lifetime. If appropriate, costs for any expected routine TVOS maintenance. If appropriate, costs for any expected re-alignment / recalibration / adjustment due during the operational lifetime of the TVOS. Annual electricity consumption. If illuminators are provided as part of the Zero-Light TVOS these will need to be illuminated for 4000 hours per annum, unless the TVOS Supplier can show that a different figure is appropriate for their solution. Cost for decommissioning and removal from the roadside of the TVOS equipment provided by the TVOS Supplier. M: 122 The TVOS Supplier shall provide details of all parts that are expected to require replacement during the operational lifetime of the TVOS, including; The expected lifetime of every such part. Details of how this replacement activity is to be undertaken. I: 123 Unless otherwise agreed with the HA, the operational lifetime is that defined in TR M: 124 All assumptions and dependencies used by the TVOS Supplier for the derivation of the cost figures in this Section shall be included, with notes where appropriate, to assist understanding.

15 Page Information required from the TVOS Supplier M: 131 The TVOS Supplier shall provide an itemised list detailing every additional item from Sections and The list shall identify where each of the additional items can be obtained from. M: 132 The TVOS Supplier shall provide installation drawings and layout diagrams/drawings for the TVOS installation. M: 133 The TVOS Supplier shall provide details of how any expected re-alignment / re-calibration / re-adjustment is to be carried out. If any specialist equipment is needed by the RTMC/others to undertake this activity it shall be included when undertaking the requirements of Section 3.2 M: 134 The TVOS Supplier shall obtain and provide the HA with the UMSUG code for each TVOS variant. M: 135 The TVOS Supplier shall provide full details, to the satisfaction of the HA, detailing how the ongoing maintenance support arrangements (i.e. the requirements defined in Section 3.1.1) will be provided beyond the 4-year period. M: 136 If illuminators are provided as part of the Zero-Light TVOS they shall be, where possible, designed and installed so as to avoid the need for periodic cleaning, whilst ensuring that the overall performance of the TVOS continues to meet the requirements of this specification. Where periodic cleaning is unavoidable details shall be included when undertaking the requirements of Section Demonstration of TVOS M: 141 The TVOS Supplier shall provide, organise, set-up and run a demonstration of their TVOS solution for the HA. I: 142 The purpose of the demonstration is to provide an assurance to the HA of how the optical and video aspects of the TVOS will perform when it is eventually commissioned by the Scheme. Changes in light level (including that from the headlights of vehicles) affecting the TVOS s performance, and its consequent impact on the RCC operator s ability to identify objects in the carriageway, will be of primary interest. M: 143 The variant(s) of TVOS to be demonstrated shall be the same as that being supplied to the Scheme. I: 144 This may mean that both variants have to be demonstrated. M: 145 As a minimum, the demonstration shall be carried out in such a manner that the TVOS s performance (i.e. the requirements of Section 4) can be demonstrated.

16 Page 13 M: 146 The TVOS equipment and its set-up that s used for the demonstration shall be, as far is as practicable, representative of the roadside installation. M: 147 The layout of the site used for the demonstration shall be agreed with the Scheme. The layout should be representative of that found on a typical English motorway. M: 148 The timing of the demonstration should coincide with the phases of the moon such that an indication of the TVOS s performance at the lower level of ambient light level relevant to the TVOS variant can be demonstrated. M: 149 The TVOS Supplier shall record all video used during the demonstration. The recorded images shall be provided to the HA in a format to be agreed, together with a report giving details of the scene settings for each of the images captured. These shall include, as a minimum; Location, Date and Time of image capture, Phase of moon, Object type, Distance of object from base of camera mounting structure, Object attitude, movement & orientation, If the TVOS provides illumination, if this was on or off, Ambient light level, Any other relevant light sources present in the scene.

17 Page 14 4 OPERATIONAL REQUIREMENTS 4.1 Performance I: 201 To enable the RCC operator to successfully carry out their incident management duties the TVOS has to provide the CCTV system with a sufficiently detailed and stable image on the monitor. This is so that appropriate incident management decisions can be made rapidly and accurately, with confidence, by the operator. I: 202 Camera movement control functions should provide a sufficiently fine level of control to the operator to allow them to accurately aim the camera, as required, without overshooting the intended position. M: 203 The coverage provided by the TVOS shall be such that an operator can observe and interpret correctly the nature of each incident within the designed viewing range at all times of day and night to confirm the location of objects on the carriageway. If an operator cannot readily identify the items in the list below then the TVOS and/or its installation is inadequate; The nature of the object on the motorway that the RCC operator is trying to verify, e.g. vehicle, person, animal, other object, Which lane and carriageway the object is in, If the object is a vehicle; o the type, e.g. car, LGV, bus, HGV, o o o is it stationary/moving unusually slowly, the direction it is facing, its attitude (i.e. is it still on its wheels) If the object is a person, are they walking across the carriageway and, if so, in which direction. M: 204 The TVOS shall provide its video output with a sufficient level of contrast such that a Rotakin fitted with camouflage jacket is visible to a minimum of grade 2 (as defined in BS EN annex E) under the minimum ambient light level conditions relevant to that variant of TVOS. I: 205 The object s height and distance constraints shown in Section 4.2 apply to this Section. 4.2 General Requirements

18 Page 15 M: 211 The TVOS shall provide camera movement in 2 planes Pan and Tilt. M: 212 The TVOS shall allow control of the camera s lens, in accordance with MCE 2240, such that the RCC operator can; Adjust the field of view according to their needs, within the operational focal lengths of the lens, Control the focus, Control the aperture M: 213 At a range of 500m (from the base of the camera s mounting structure to the object), a 1.6m tall object shall represent no less than 5% screen height (at the RCC), at maximum zoom. M: 214 Unless otherwise agreed with the HA, the TVOS s camera shall be equipped with a 10:1 (minimum) zoom lens with IR correction, manual/auto-focus, auto-iris with ND spot filter. M: 215 The TVOS shall provide a colour video output signal. M: 216 The TVOS shall provide a monochrome video output when instructed to do so in accordance with MCE Zero-Light TVOS M: 221 The RCC operator shall not be expected to make any undue control adjustments during changes in ambient light level between the two extremes from Section 2.2. M: 222 Other than that which the Zero-Light TVOS may provide itself, the presence or lack of any illumination in the vicinity of the camera site shall not prevent its correct operation, i.e. the Zero-Light TVOS shall continue to meet the requirements of this specification Low-Light TVOS M: 226 The Low-Light TVOS shall accommodate changes in the ambient light level between the two extremes from Section 2.2 automatically. The RCC operator shall not have to make any adjustments during such changes. I: 227 A Low-Light TVOS s camera meeting the requirements defined in Section 5 of MCE 2241 would provide acceptable operational performance. 4.3 Constraints M: 231 The TVOS shall not require changes to be made to either the transmission system or other elements of the HA s CCTV system in order to meet the requirements of this specification.

19 Page 16 M: 232 If the Zero-Light TVOS provides illuminators in order to meet the requirements of this specification; The illuminators shall automatically switch on/off according to the ambient light level at the TVOS site, The thresholds for the above automatic switching shall be able to be set during Commissioning and shall be capable of being remotely adjusted (see Section 5.8). The minimum wavelength of the illumination shall be 850nm, The RCC operator shall be able to switch on/off the illuminators (thus overriding the automatic switching), in accordance with MCE Video M: 241 The total video signal latency shall be not more than 90ms. I: 242 Latency is defined as the time lapse between the start of a change of the video appearing in the source and the equivalent change appearing at the TVOS video output. Achieving a low latency figure is desirable - it allows the RCC operator to more easily co-ordinate joystick camera movement commands with the video being viewed. M: 243 The TVOS shall provide its video output that is significantly stabilized against oscillation of the Camera Assembly s mounting structure (significance shall be taken to mean that there must be a noticeable improvement when viewed on the RCC monitor). I: 244 The above oscillation is defined as that caused by vibration due to traffic and/or wind affecting the mounting structure. Thermal effects (due to sunlight, etc.), affecting the mounting structure, need not be catered for. M: 245: The image stabilization function must be automatically disabled whenever a camera movement command (that affects the video image received by the user) is received from the TVBS, unless the image stabilization equipment/function itself introduces latency of not more than 50ms in to the video signal. M: 246 The TVOS shall allow text to be overlaid onto the video signal, after image stabilisation. The text overlay shall; be configurable in size, both larger and smaller than a nominal 5% of screen height (when viewed at the RCC), during commissioning of the TVOS, be able to be repositioned (by the commissioning engineer) on the screen, as required,

20 Page 17 provide a minimum of 17 characters, including spaces, be configurable in appearance, as a minimum providing a layout with white characters on a black background, have the default text position at the bottom right of the image, have no other information within the text overlay, nor any other text or logo reproduced within the video image. be supplied with the text overlay disabled. It shall be possible to remotely add and/or alter the text overlay in accordance with Section Availability and Reliability M: 251 The TVOS shall achieve a Mean Time Between Failure (MTBF) of greater than 100,000 hours. Items requiring replacement, i.e. those identified in Section 3.2, within the operational life of the TVOS are to be excluded when calculating MTBF. M: 252 The TVOS Supplier shall provide the HA with the overall predicted MTBF figure for the TVOS. MIL_HDBK_217 shall be used to determine component reliability. M: 253 The TVOS shall achieve an overall Availability of not less than 99.5% in any 365-day rolling period. The TVOS is deemed to be unavailable when it no longer meets the requirements of this specification. M: 254 The TVOS Supplier shall show how they have derived the Availability figure for their TVOS. All assumptions and dependencies shall be included with this. I: 255 For the purposes of determining Availability it is to be assumed that the RTMC takes 24 hours from becoming aware of a TVOS fault to completing the return to service from a TVOS at the location in question.

21 Page 18 5 DETAILED REQUIREMENTS 5.1 Security and Safety M: 301 The TVOS Supplier shall obtain Code of Connection clearance and apply the required levels of security in accordance with MCH Equipment Configuration Plug M: 311 The TVBU shall be provided with an Equipment Configuration Plug (ECP) interface socket. This will enable an ECP, as detailed in MCE 1137, to be connected for configuration of the TVOS at initialisation. I: 312 The ECP will be provided, pre-programmed, to the Scheme by others. 5.3 Static Data M: 321 The TVOS shall store a set of static data fields that are set during production by the TVOS Supplier. These fields shall be persistent, unalterable and permanent for the life of the equipment. The following minimum fields are required to be stored; Assigned Barcode Number (for the HA s technology asset management system currently referred to as TPMS) - this shall be assigned to the TVBU (as the IP network interfacing part of the TVOS). TPMS Barcode Numbers shall also be assigned to the other assembly parts of the TVOS, Equipment Type Number, Equipment Title / Description, Equipment Serial Number, Base Build Software Version, Base Build Software Title / Description. 5.4 Environmental M: 331 Unless otherwise agreed with the HA, the TVOS equipment to be supplied shall meet the testing requirements of TR It shall maintain full functionality and continue to operate within the limits of this specification when subjected to the environmental tests as described in TR 2130.

22 Page 19 M: 332 The TVOS shall be subjected to the TR 2130 tests detailed in Section 8. M: 333 There shall be no noticeable performance degradation during conditions of 0 to 100% Relative Humidity (Dew Point) within the operating temperature range of the TVOS, including during sudden ambient temperature changes. This includes any transitory misting-up of the lens and housing window during such changes. M: 334 Condensation shall not occur within the Camera Assembly housing. 5.5 Mechanical and Physical Constraints M: 341 Unless otherwise agreed with the HA, the external paint finish shall be in accordance with TR M: 342 The weight of the complete Camera Assembly and Pan & Tilt Unit shall be within the design tolerance of the supporting structure and be no more than 18kg. M: 343 The Camera Assembly and Pan & Tilt Unit shall be secured to the mounting infrastructure by a 4-hole, 101.6mm PCD mounting plate. M: 344 If the Zero-Light TVOS requires illuminators the TVOS Supplier shall provide details as to how these are to be secured to the mounting infrastructure, ensuring that mountings comply with the Structural Eurocodes. M: 345 The wind load limits as defined in BD 94 shall not be exceeded when the part of the TVOS in question is fixed on the mounting infrastructure. Detailed wind loading calculations to support the above shall be provided by the TVOS Supplier to the HA. M: 346 The Camera Assembly housing shall be free from sharp edges, burrs, traps or other hazards that could cause injury. M: 347 The Camera Assembly housing design shall be such that it prevents the build-up of moisture, dirt and insects on the exterior of its lens window. Where this is not possible a system to clear the lens window of suchlike shall be provided; The solution proposed shall minimize the Mean Time To Repair (MTTR), If wiper blades are proposed they shall be considered consumables and shall be provided by the TVOS Supplier. Details should be included when undertaking the requirements of Section 3.2.

23 Page 20 M: 348 The TVBU shall be able to be mounted within an; HA approved CCTV mast with an equipment housing, and, HA Type 600 Cabinet. M: 349 The following items must be located in the TVBU; An RJ45 socket for connection of the Engineers Terminal, The connector for the Equipment Configuration Plug (ECP) defined in Section 5.2, and, The Status Indicators defined in Section Interface to Roadside Infrastructure M: 351 The TVOS shall provide the following interfaces to the transmission network: BNC socket for analogue video output. RJ45 socket for Ethernet connection for camera telemetry. M: 352 The TVOS shall include an IP interface conforming to the requirements specified in MCE M: 353 The TVOS shall be capable of supporting TCP/IP and UDP/IP communications. M: 354 The TVOS shall support VLAN tagging. M: 355 The TVOS shall comply with MCE 1126 when accessing the TCP/IP or UDP/IP layer. M: 356 The TVOS shall act as the client on the TCP link. 5.7 Video M: 361 The analogue output video signal from the TVOS presented to the transmission system shall conform to the ITU-R BT1700 Part B and Consultative Committee for International Radio (CCIR) TV standards: PAL 625 lines / 50 Hz, 2:1 interlaced colour.

24 Page Remote Maintenance, Diagnostics, Configuration and Spare Capacity I: 371 In this context, remote means at a distance geographically removed from the TVOS site. M: 372 The TVOS shall comply with the requirements of TR Engineers Terminal M: 381 An Engineers Terminal function shall be provided (i.e. hosted on) the TVOS for the purposes of commissioning and maintenance. That is; to enter configuration data, aid diagnosis of the TVOS, monitor communications and analyse Site Data. M: 382 The Engineers Terminal shall use an Ethernet connection to the TVOS. M: 383 The Engineers Terminal shall be provided with a User Interface that shall be menu driven (i.e. options) wherever possible, with help functions and guidance for Users. Data bytes containing ASCII characters shall be displayed as ASCII characters rather than hexadecimal or binary values. Language shall default to English. M: 384 As a minimum the Engineers Terminal shall provide the following TVOS control functions; Pan Camera Tilt Camera Zoom Camera Focus Camera Iris Control Iris sensitivity Camera Peak White on/off Wiper Control Zero-Light TVOS Illumination (if any) on/off. M: 385 The Engineers Terminal shall provide a function to display the current position co-ordinates of the camera. The minimum refresh rate shall be 10 times per second when the camera is moving. M: 386 The Engineers Terminal shall be provided with a facility to capture a coordinate to be included in the True North message. M: 387 The Engineers Terminal shall be provided with a facility for the Engineer to enter the Cardinal Point (either: N, S, E or W) to be included in the True North message.

25 Page 22 M: 388 The Engineers Terminal shall include the facility to allow the engineer to transmit the GPS location to the TVOS. M: 389 The Engineers Terminal shall be provided with a facility to view the current Site Data. Site data shall be listed with sufficient description to make the data clear, understandable and unambiguous. Data bytes containing ASCII characters shall be displayed as ASCII characters Power-up and Initialisation M: 391 The TVOS shall initialise using the configuration data held in the ECP. M: 392 The TVOS shall have local indicators that clearly show the complete equipment status (functioning and non-functioning state, as a minimum) for maintenance and commissioning purposes Electrical Power Supply M: 401 In accordance with BS 7671 Requirements for electrical installations, no voltage above ELV (low risk) shall be used on CCTV installations, i.e. beyond the CCTV Cabinet (Type 600), or equivalent. M: 402 The above requirement shall also apply to any illuminators affixed to the Zero-Light TVOS camera housing, if relevant Overvoltage M: 406 The TVOS shall be classified in accordance with BS EN 50556:2011 Section 4.4 Overvoltage Additional Sensing Requirements M: 411 The TVOS shall enable the following parameters to be remotely (i.e. at a distance from the TVOS location) monitored via the interface defined in Section 5.8; The Camera Assembly s GPS location, direction and time & date, Ambient Air Temperature (that is, external to the Camera Assembly), to BS EN 60751:2008, Ambient Light Measurement (ALM) at the location of the Camera Assembly.

28 Page 25 7 FUTURE UPGRADEBILITY I: 601 The HA are planning to update its RCC equipment and transmission system in the future. This update will enable the HA to move away from its bespoke CCTV protocols and will allow digital video to be supported. I: 602 Following the above updates the HA may wish to upgrade the TVOSs that have been deployed against this specification; the upgrade would consist of changing; The control protocols used by the TVOS to meet the Open Network Video Interface Forum (ONVIF) standard, and The TVOS s video transmission from analogue to digital. M: 603 The TVOS must have the capability, when supplied, to be upgradable to comply with; Section 8 of MCE 2241 (ONVIF), and Section 9 of MCE 2241 (digital video). I: 604 Unless the Works Specification defines differently, there is no need for the TVOS to be supplied with the protocols defined in Sections 8 and 9 of MCE 2241 (above) present. M: 605 Any upgrade to the TVOS shall be carried out remotely in accordance with Section 5.8 (i.e. at a distance from the TVOS location).

31 Page 28 9 APPENDIX The decision regarding which TVOS variant to deploy at any particular location will depend on operational requirements and be dictated largely by the level of ambient light at that site. HA street lighting, if present, offers the main source of artificial light, although other light sources (street lighting on nearby local authority roads, industrial estates, well light commercial premises, airport lighting, etc.) should be taken in to account. At new moon on three consecutive nights, midway between dusk and dawn, reflected light measurements should be taken from the target zones at the camera site. If the lowest resultant reflected light figure, unpolluted by lighting from passing traffic (whether on the HA network or not), is less than 1.0 lx, the Zero-Light TVOS variant should be used in preference to the Low-Light variant.
