1 1993 Specifications CSJ , etc. SPECIAL SPECIFICATION 1987 Single Mode Fiber Optic Video Transmission Equipment 1. Description. This Item shall govern for the furnishing and installation of color Single Mode Fiber Optic Video Transmission Equipment in designated surveillance cabinets in the field and in the satellite building as shown on the plans and as detailed in the Special Specifications. 2. Submittal Components. As a minimum, the submittal for this Item shall completely address the following: -Receiver optical input sensitivity -Receiver optical automatic Gain control (agc) (link budget) -Receiver video output parameters -Receiver detect -Transmitter video input parameters -Transmitting device-power requirements -Transmitter optical output power -Standards compliance -MTBF ratings -Front panel status LED's -Modulation method -Optical wave length -Signal to noise ratio -Linearity -Tilt -Differential gain -Differential phase -Baseband frequency response -Optical fiber compatibility -Power requirements Optica Video Power Gold plating -Housing -Environmental parameters 3. Material. A. General Requirements. All materials furnished, assembled, fabricated or installed under this Item shall be new, corrosion resistant and in strict accordance with the details shown on the plans and in the Specifications. B. Functional Requirements. The color video fiber optic transmitter-receiver system shall provide a video link to transmit an NTSC baseband video signal from the surveillance cabinet to the satellite building. The video fiber optic transmitter shall generate optical signals modulated by the baseband video signal from the video camera output in the form of pulse frequency modulation. The video fiber optic receiver shall detect the optical signal and shall convert it to NTSC baseband video signal. The operating optical wavelength shall be 1300 nm

2 One video link (1 single mode fiber) will be required for each camera in the field. Each link shall meet EIA-RS-250C short haul video requirements. Both the video fiber optic transmitters and receivers shall be from the same manufacturer. C. Electrical/Optical Requirements. 1. Transmitter Video Input. Transmitter Video Input shall be 75 Ohms nominal, 1.0 Volt peak-to-peak between sync tip to 100% white level in accordance with EIA-170A. 2. Transmitting Device. The transmitting device shall be an Injection Laser Diode (ILD). 3. Transmitter Optical Output. Output power to 9/125 single mode glass fiber at a wavelength of 1300 nm shall be sufficient to accommodate a link loss budget of 28 db or more. Once design is tested and approved, the optical coupled power value and tolerance will become incorporated as part of this Specification for the purpose of acceptance tests. 4. Optical Detector. The optical detector of the receiver shall be an APD diode or PIN diode. 5. Receiver Optical Input. Receiver input shall have a minimum sensitivity of 28 db below the transmitter launch level and operate within the parameters of EIA- RS-250C. Once the design is tested and approved, the receiver sensitivity value and tolerance shall be incorporated as a part of this Specification for the purpose of acceptance tests. 6. Receiver Gain Control. The receiver shall have gain control circuitry to provide the receiver with the required dynamic range from transmitter to receiver spacing of 1 to 28 db. The above dynamic range requirements may be accomplished with external optical attenuators with the approval of the Engineer. 7. Receiver Video Output. Receiver Video Output shall be 75 Ohms nominal, 1.0 Volt peak-to-peak between sync tip and 100% white level in accordance with EIA- 170A. 8. Transmitting/Receiving Devices. The transmitting/receiving devices shall have a minimum mean time between failure (MTBF) of 87,600 hours at 122 F (50 C) ambient. The devices shall incorporate video input LED s in the transmitter and level/loss indicators in the receiver for quick visual indication of link operation

3 9. Modulation. Modulation shall be baseband, pulse frequency modulation. 10. Signal to Noise Ratio. The system signal to noise ratio (SNR), measured as peakto-peak white to blanking, to rms noise (ppwb/rms) in a 10 KHz to 5 MHz bandwidth, shall be better than 67 db at 28 db voptical attenuation. 11. Linearity. Linearity shall be better than 2%. 12. Tilt. Tilt shall be less than 2%. 13. Differential Phase. Differential Phase shall be less than 0.7 degrees for a 10% to 90% average picture level (APL). 14. Differential Gain. Differential Gain shall be less than 2% for a 10% to 90% average picture level (APL). 15. Frequency Response. Frequency Response shall be ± 0.1 db, 10 Hz to 0.5 MHz; ± 0.2 db, 0.5 MHz to 4.2 MHz. 16. Optical Fiber Compatibility. Optical Fiber Compatibility shall be 9/125 micron single mode glass fiber. 17. Power Requirements. Transmitters and Receivers shall operate from a separate power supply to be provided as part of this bid Item and shall not draw more than 10 Watts of power each. The separate power supply shall operate from 115 VAC ± 10%, 60 Hz ± 3 Hz. The equipment operation shall not be affected by the transient voltages, surges and sags normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, shall be included in the bid of this Item. 18. Surge Protection. Appropriate surge protectors shall be installed in the CCTV equipment cabinet for the coaxial cable connection to the video camera. 19. Power Service Transients. The equipment shall meet the requirements of Section 2.1.6, Transients, Power Service, of the NEMA Standard TS1-1989, or the latest revision. 20. Wiring. All wiring shall meet the requirements of the National Electric code. All wires shall be cut to proper length. Cable slacks shall be provided to facilitate removal and replacement of assemblies, panels, and modules. No wire shall be doubled back to take up slack. Wires shall be neatly laced to cable with nylon lacing or plastic straps. Cables shall be secured with clamps. 21. Transient Suppression. All DC relays, solenoids, and holding coils shall have diodes or other protective devices across the coils for transient suppression

4 22. Power Service Protection. The equipment shall contain readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. 23. Fail Safe Provision. The equipment shall be designed such that the failures of the equipment shall not cause the failure of any other unit of equipment. D. Mechanical Requirements. 1. Modular Design. The equipment shall be modular in design to allow major portions to be readily replaced in the field. Modules of unlike functions shall be mechanically keyed to prevent insertion into the wrong socket or connector. All modules and assemblies shall be clearly identified with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. 2. Connectors and Harnesses. All external connections shall be made by means of connectors. The connectors shall be keyed to preclude improper hookups. All wires to and from the connectors shall be color coded and/or appropriately marked. Video input and output connectors shall be BNC type. Each and every conductive contact surface or pin shall be plated with a minimum of 30 microns of gold. Optical input and output connectors shall be the FC type with stainless steel housing and ceramic ferrule. Connecting harness of appropriate length and terminated with matching connectors shall be provided for interconnection with the video cameras, video switcher and the fiber optic network. 3. Housing. The transmitter shall be available as a standard serviceable standalone unit. The receiver shall be packaged as plug-in modules to be installed in a card cage. The card cage shall be equipped with a power supply capable of supplying to a fully loaded card cage. The card cage shall be mounted on a standard 19 in. EIA rack. The card cage, power supply and all required cabling mounting hardware shall be included in the bid Item for Single Mode Fiber Optic Video Transmission Equipment. E. Environmental Design Requirements. The equipment shall meet its specified requirements during and after subjecting to any combination of the following requirements. - Ambient temperature range of 0 C to 50 C. - Relative humidity from 0% to 95%

5 4. Construction Methods. A. General. The equipment design and construction shall utilize the latest available techniques with a minimum number parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. The equipment shall be designed for ease of maintenance. All component parts shall be readily accessible for inspection and maintenance. Test points shall be provided for checking essential voltages and waveforms. B. Electronic Components. All electronic components shall comply with Special Specification Item, Electronic Components. C. Mechanical Components. All external screws, nuts, and washers shall be stainless steel; no self-tapping screws shall be used unless approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert material. 5. Documentation Requirements. The documentation requirements shall be in accordance with Special Specification Item, Testing, Training, Documentation and Warranty, Section Testing. The testing shall be in accordance with Special Specification Item, Testing, Training, Documentation and Warranty, Sections Testing shall also include the following: A. Vibration. The equipment shall show no degradation of mechanical structure, soldered components, plug-in components, or satisfactory operation as defined in Sec Vibration Test of NEMA standard TS or the latest revision. B. Subsystem Test. The Contractor shall conduct a video transmission subsystem test. The test shall, as a minimum, demonstrate all video signal receptions in the satellite building. A signal to noise ratio (SNR) test shall be conducted on all video links. The ratio, peak-to-peak (white to blanking) to RMS noise unweighted, measured in a 10 KHz to 5 MHz bandwidth, shall be better than 47 db at 28 db optical attenuation. If subsystem tests fail because of any component(s) in the subsystem, the particular component(s) shall be corrected or substituted with other component(s) and the tests shall be repeated. If a component has been modified as a result of the subsystem test failure, a report shall be prepared and delivered to the Engineer prior to testing. 7. Training. The training shall be in accordance with Special Specification, Testing, Training, Documentation and Warranty, Section

6 8. Warranty. The warranty shall be in accordance with Special Specification, Testing, Training, Documentation and Warranty, Section Measurement. The Video Fiber Optic Transmitter and Receiver will be measured as each unit furnished, installed, made fully operational and tested in accordance with these Special Specifications or as directed by the Engineer. 10. Payment. The work performed and material furnished in accordance with this Item, and 11. measured as provided under Measurement will be paid for at the unit price bid for each Video Fiber Optic Receiver (Sgl.Mode) or Video Fiber Optic Transmitter (Sgl Mode). This price will include all equipment described under this Item with all cables and connectors, all documentation and testing; and shall include the cost of furnishing all labor, materials, training, warranty and equipment necessary to complete the work
