2 RFP Questions & Answers FY14-R Page 1, Section 1.3 (Copies) a. Should the Price Proposal Original be included in the same envelope as the Technical Proposal Original, or should they be in separate envelopes. All proposals can be in the same envelope, but ensure that the originals are marked as such. b. Should the Price Proposal Electronic Copy be on the same flash drive as the Technical Proposal Electronic Copy, or should they be on separate flash drives. Electronic versions of the Technical and Price Proposal can be on the same media (flash drive or CD). 2. Page 5, Section 2.3 (Scope Of Services Specifications) a. The 7 th item down in this section states Minimum recordings and playback rate of 30 frames per second per camera, with a minimum of 30 days or up to 300 hours recording time. While the Verint mdvr specified in the RFP has the ability to record at rates of up to 30 frames per second (fps) per camera; it is not feasible to obtain 300 hours of video (on either a 500GB or 1TB hard drive) at record rates of 30 fps per camera on buses that have between 7 and 10 cameras. We request that DART modify this requirement to read the following which is feasible: Available DVR recording rates of between 1 fps and 30 fps per camera. Able to record up to 150 hours of video and audio on a 500GB hard drive (or 300 hours of video and audio on a 1TB hard drive) when recording 10 cameras and 2 microphones each camera with a record rate of 7.5 fps. Please reference updated Scope of Work. 3. Page 9, Section 3.1; Page 13, Section 5.5; and Page 13, Section 5.6. a. These sections appear to us to have conflicting statements. These statements are as follows: i. Page 9, Section 3.1: DART may enter into contracts with more than one proposer. ii. Page 13, Section 5.5: DART intends to award up to one (1) firm fixed-price contract. iii. Page 13, Section 5.6: DART reserves the right to: Award a contract to one or more Proposers. Please clarify if a contract will only be awarded to a single Contractor, or if DART reserves the right to award to more than one Contractor. If more than one, what criteria might DART use to determine which Contractor to utilize at any given time during the course of the contract? This is saying that DART has the potential to contract with more than one proposer, but the intent of this RFP is to contract with only one proposer. 4. Page 39-42, Section 7 (Attachments), Section I-II (Price Sheets) a. Category A Base System: We are assuming that the pricing for this subsection (Category A Base System) is based on the equipment configurations outlined in Appendix B of the RFP. Is that correct? Correct. b. Category A Base System: When pricing this out, we are assuming that there is not an existing system/cable that we first must de-install. If this assumption is incorrect, can
3 DART somehow modify the price form to differentiate the costs associated with a bus that only requires an install of a new system vs. a bus that requires a de-install of an old system as well as an install of a new system. This is correct. No buses have any existing cable or surveillance equipment and no removals or de-installs need to occur. c. Category B Maintenance Agreement Out Years: It is currently unclear what bus type (i.e., set of equipment) is to be used in determining this cost. Since each bus category has different equipment, we recommend that DART consider changing the Category B- Maintenance Agreement Out Years table to look something like the following: Please reference updated pricing form. This table lists the following two items that appear redundant: g Mobile Wireless AP + Antenna + Bracket 2. 12V Wireless Access Point We d like to request that DART consider dropping the second of these items as it is a subset of the first item. We understand this is redundant but we do want a 12V AP. iii. The items Cable Set and Installation will be priced differently based on the bus type of interest (i.e., different number of cameras, microphones). DART may want to consider showing 4 different Cable Set and Installation items one for each bus type listed in Category A. For example, Cable Set Articulated Bus Config, Cable Set Heavy Duty Bus Config, etc. Please reference updated pricing form. iv. When pricing this out, we are assuming that there is not an existing system/cable that we first must de-install. If this assumption is incorrect, can DART somehow modify the price form to differentiate between an Install Only vs. a De-install / Install. This is correct. No buses have any existing cable or surveillance equipment and no removals or de-installs need to occur. 5. Page 79-80, Appendix B a. Are the buses in Appendix B Existing Buses or New Buses that will be purchased by DART in the future? If a combination of both, could DART somehow indicate in this
4 table how many are existing vs. future new buses in each bus category / year. The buses listed in Appendix B are existing and potential new buses planned for purchase in the future. There are currently 11 existing buses and the balance would be future purchases. b. If any of the buses in Appendix B are Existing Buses, could DART please provide additional information on the following: None of the buses listed in Appendix B have any existing cable or surveillance equipment that needs to be removed or de-installed. i. How many of each column of bus type will require us to de-install an existing camera system before installing the new camera system? ii. If de-install is required, are we re-using existing cable or installing new cable (we recommend to install new cable as older cable may not be in great shape)? iii. If we are supposed to install new cable, can we simply cut and leave the old camera system cable, or do you want us to completely remove all old camera system cable? c. Appendix B does not specify which buses will require us to supply a separate lockable enclosure vs. those that already have a lockable enclosure onboard for the DVR. Is it possible for DART to add a row to this table differentiating which bus styles will require a DVR enclosure from the Contractor vs. those that already have them. DART will provide lockable enclosures for the Light Duty and Medium Duty sized buses. Heavy Duty buses will come standard with lockable enclosures also. Please spec lockable enclosures for the 60 foot articulated buses. 6. The RFP calls for Verint or approved equivalent cameras. <brand name> cameras are the best in the industry today. Would a quote containing <brand name> cameras be accepted? Yes, all brands will be considered. 7. The RFP calls for the camera cables to be RG-59 Coax. Our cameras cables do not need coax to achieve the highest resolution necessary. Would our camera cables be acceptable or would our quote be deemed unresponsive? Alternatives to RG-59 Coax will be accepted. 8. The RFP calls for WLAN access points on the buses. WLAN client hardware is usually located on the mobile platform and the access points are usually associated with the fixed end equipment. Is this what is meant? A wireless receiver able to communicate on the wireless frequencies specified is acceptable. 9. Does DART want the original copies of the Technical Proposal and Pricing Proposal to be unbound completely with each page loose in a sealed envelope? Yes 10. It is our understanding that the proposal shall not exceed more than 40 pages in length. Please confirm that that means 40 pages duplex printed. Correct. 40 pages, duplex printed maximum. 11. Does a subcontractor need to complete Attachment 3 or just the main proposer? Only the main proposer is required to complete Attachment Under Section 2.3 Scope of Services, items #3 & #5 refer to an access point on each bus. However, the access point is typically installed at the site and each bus has a wireless bridge which sends the data wirelessly to the access point. Can you please clarify your intent? See
5 response for Question 8, the way DART is using access points is different than what the intended equipment is for. 13. Also, in Section 7, Category C of the Price Sheet there is a requirement for pricing on both an g Mobile Wireless AP and a 12V Wireless AP. Can DART please clarify what is being asked for when it list 2 wireless AP s. This requirement also forms part of the Bus and Camera quantities table in Appendix B. See response to question 4 d ii Under Section 2.3 Scope of Services, Installation, item #8 states that onsite service is required during the warranty period. Since <brand name> equipment is modular [plug & play], under normal circumstances it is typical for the end user to stock a minimal number of spares and send any components in for service during the warranty period. Is this practice acceptable to DART instead of onsite service during the warranty period? This is an acceptable response. Please be sure to identify the entire process. During the project implementation, <brand name> will provide training for the DART maintenance staff to facilitate troubleshooting and basic repair and replacement of system components. Does DART intend to provide its own Tier 1 maintenance? Without being fully aware what Tier 1 maintenance is, DART will provide as much of its own preventative maintenance as possible. 15. <brand name> uses a single camera cable with a 6 pin microfit connector which sends power from the DVR to the camera, and brings both audio & video back to the DVR. Will DART approve this method as an alternate to the method described in the RFP? This will be considered as an option. 16. The pricing page in Section 7, Category C includes spaces for 6 cameras, the drawings illustrate buses with 7, 8 or 10 cameras, and the specifications call up only 4 camera locations. Should the pricing be based on the drawings and notes in Section 7? If so, will you revise the specifications and the spares pricing sheet? Section 7, Category C is requesting pricing for components. The intent of the component pricing is for inventory and/or replacement. All other pricing should be based on the specifications and drawings. 17. The same section also requires a price for a 1TB hard drive as a spare, but the main specifications indicate that the systems require a 500GB drive. Please clarify. The main specifications require a 500GB hard drive, but DART is requesting component pricing for a 500GB hard drive and a 1TB hard drive. 18. Quantities: Is the following correct. Number of buses to be equipped and the year for installation: a. 2014: 11 b. 2015: 36 c. 2016: 10 d. 2017: 10 e. 2018: 6 f. 2019: 6 Total: 79 Correct. The actual year of installation could potentially change due to bus availability, manufacturing restrictions, grant funding, etc.
6 19. What do you mean by, shall interface with current DART systems Verint Op-Center and Verint Vid Center? Any system proposed should either interface with the current DART system(s) or the proposal should include an alternative/equal. 20. Do you have Verint DVR s now? Yes 21. Are you only going to consider Verint products? No. DART will considering all brands of mobile video surveillance systems. 22. You indicate you want a WIFI access capability. Do you need a software management system to wirelessly remove video, update firmware Etc.? Yes 23. If you want to see more up to date hardware, you should likely consider a new operations center software. Would you consider another video management solution? DART will consider all brands of mobile video surveillance systems and corresponding office video management system. 24. Will you accept a connector other than BNC? No 25. Please provide clarification on purchase dates of the equipment. Page 39 (Price Sheet) shows a total of 79 systems, however, the dates provided on pages (Bus & Camera Quantities) indicate that perhaps the purchase will be spread out over 5 years. Would DART kindly clarify the desired purchase dates and total number of systems for this procurement? Please see Question and Answer No. 18 on this document.
7 SECTION 2: SCOPE OF WORK 2.1. INTRODUCTION AND BACKGROUND DART Des Moines Area Regional Transit Authority is the regional transit authority governed by an independent commission. DART's service area includes the following communities: Alleman, Altoona, Ankeny, Bondurant, Carlisle, Clive, Des Moines, Elkhart, Granger, Grimes, Johnston, Mitchellville, Pleasant Hill, Polk City, Unincorporated Polk County, Runnells, Sheldahl, Urbandale, West Des Moines and Windsor Heights. DART has 18 local fixed routes, 8 express routes, 2 flex routes, and 3 On-Call zones. DART s fixed route fleet is 125 vehicles with 95 vehicles operating during peak hours. DART paratransit provides both general-public demand response transportation services well as ADA complimentary service. DART also has an extensive RideShare program that operates over 100 vans throughout the region serving over 900 customers. The population of Des Moines is approximately 200,000 and the regional metro service area has a population of approximately 580,000. About 4.5 million unlinked trips are provided annually PROJECT DESCRIPTION DART is seeking an experienced Contractor to furnish, install, and connect surveillance and security equipment on its vehicles and provide functionality for the office system SCOPE OF SERVICES Specifications Cameras shall consist of Color IR Dome 2.9mm for interior facing, Color day/night dome 4.3mm with front camera mount for road view, Color IR dome 2.9mm wedge for exterior view, and Color IR exterior rear view camera. Cameras must be vandal-resistant with industry standard resolution, mounted in locations to capture the maximum amount of interior vehicle activity. Cameras must be of Verint make or an approved equal. See Appendix B for bus size configurations and camera quantities. Either One (1) or Two (2) audio microphones per vehicle. For the vehicles with two microphones, one will be located in the front and one will be located in the rear. Mobile Digital Video Recorder (mdvr) with a minimum 500 Gigabyte removable hard drive, including all necessary ports to accommodate all cameras and microphones. It must also support a wireless access point (System must include Wi/Fi access point and external roof top antenna). mdvr will be powered off of a 12V or 24V bus power. All other components will be powered off of the DVR 12V output power, with loads split evenly between the two 12 DVR power output ports. Systems must support n/b/g wireless and Support 64/128-bit WEP, TKIP, AES, IEEE802.1x authentication wireless access point with external roof mount antenna. Interface to following discretes: Brakes, Left Turn Signal, Right Turn Signal. Minimum recordings and playback rate of 30 frames per second per camera, with a minimum of 30 days or up to 300 hours recording time. Available DVR recording rates of between 1 fps and 30 fps per camera. Able to record up to 150 hours of video and audio on a 500 GB hard drive (or 300 hours of video and audio on a 1 TB hard drive) when recording 10 cameras and 2 microphones each camera with a record rate of 7.5 fps. Hard drive swapping capability from one vehicle to another without reformatting. Hard drives shall be hot swappable. The hard drive within the removable disk drive caddy must be replaceable with a standard 2.5 SATA laptop hard drive that can be purchased from any number of computer supply stores. Programmable recording start and end times or after ignition has been turned off for up to at least fifteen (15) minutes.
8 SECTION 2: SCOPE OF WORK System power will be 24V or 12VDC vehicle supply; internally protected from power surges and spikes. Key lock, tamper proof enclosure for mdvr capable of being installed vertically or horizontally in a discrete location. Emergency recording manual event button that allows driver to mark events for easier viewing at a later time. mdvr must support continuous loop recording. System(s) shall be installed to withstand the extreme conditions associated with public transit service, including temperature ranges from sub-zero to 100 plus degrees Fahrenheit. Vendor shall submit cable and wiring diagrams on installed surveillance system(s) upon completion. Software and Video Playback Requirements Recorded information by mdvr or captured audio/video shall interface with current DART systems. The current system is Verint Op-Center and Verint Vid-Center. A specialized personal computer or other proprietary equipment shall not be required. Software must allow downloaded files to be saved and/or distributed to other DART employees for use without additional software and licenses. Software shall provide search parameters of event, time lapse, and date/time. Ability to clip video segments and capture still images and transfer such images and video to industry standard CD-ROM, USB flash memory storage devices, or DVD formats. Cable and Mounting Hardware Camera Cable: RG59 stranded core camera cable with Siamese 2 conductor 18 AWG power DVR Power Cable: 16 AWG 3 conductor power cable. AP Data Cable: 25 Ethernet Cable Event Button Cable: 18 AWG 2 conductor event button cable Discretes: 18 AWG cable as needed for tie-in to discretes Microphone Cable: Shielded 18 AWG 4 conductor microphone cable AP Power Cable: 18 AWG 2 conductor cable to the AP power connector. Installation Installation must be coordinated with the DART Maintenance Manager Installation will take place at DART s Operations Facility, 1100 DART Way, Des Moines, IA Power source wiring must be sized properly to meet specified requirements for unit startup and normal operation. Must prevent unacceptable voltage drops. Wiring must be concealed in a vandal resistant manner. Wiring and interconnecting cables shall be properly shielded to avoid interference. Protective plastic or rubber grommets must be installed in every hole that provides passage for conduit or wiring to avoid damaging said conduit or wiring. Vendor shall provide installation, insurance binder, documentation, maintenance, and user training to DART staff. Vendor shall provide Minimum warranty periods of one (1) year labor and three (3) years on equipment from date of installation. Vendor shall provide onsite service for equipment during the warranty period.
9 SECTION 2: SCOPE OF WORK Vendor shall provide a list of recommended replacement parts, including costs. Cable Terminations All cable shall be terminated using the following connector types: Camera Cable Connectors: All camera cable (camera signal portion) shall be terminated with male BNC connectors and crimped accordingly using appropriate specialized BNC crimping tools. All camera power cable (Siamese 2 conductor portion of the cable) shall be terminated on the camera end with a two pin male Molex Mini-Fit Jr. connector. This connector shall be applied using appropriate specialized Molex crimping tools. All camera cable (Siamese 2 conductor portion of the cable) on the DVR end shall be terminated with #10 ring terminals to connect to the bus bar mounted in the Equipment Cabinet (see below). Microphone Cable Connectors: All microphone cable shall be terminated on the microphone end with a male Molex Mini-Fit Jr. four pin connector. This connector shall be applied using appropriate specialized Molex crimping tools. All microphone cable shall be terminated on the DVR with two #10 ring terminals for power, and bare leads for the signal. Access Point Power Cable Connectors: All access point power cable shall be terminated on the access point end with a two pin male Molex Mini-Fit Jr. connector. This connector shall be applied using appropriate specialized Molex crimping tools. All access point power cable shall be terminated on the DVR end with two #10 ring terminals for power. Access Point Ethernet Cable Connectors: All access point Ethernet cable shall be pre-terminated, premolded, with RJ45 connectors at both ends. Event Button Cable Connectors: All event button cable shall be terminated on the event button end with.187 female disconnects to connect to the event button terminals. All event button cable shall be terminated on the DVR end with bare leads. DVR Power Cable Connectors: All DVR power cable shall be connected to 24V constant power. The constant power and ignition power shall be fused with 10 Amp and 3 Amps fuses respectively. Equipment Cabinet Terminal Strip (Bus Bars): Contractor shall install all necessary bus bars for the equipment listed above. These bus bars shall be installed in the equipment cabinet and shall each be outfitted with four #10 posts, for device power from the DVR. These bus bars shall be mounted within the equipment cabinet that will allow for easy removal of connected #10 ring terminals. Cable Routing, Securing and Labeling: All cable shall be routed from the Equipment Cabinet to each device such that the cable is hidden behind panels and out of view. All cable shall have approximately 1 foot of service loop left available on each end. All cable running with at least one other cable in a span shall be zip-tied every 12 until the service loop. At all points where cable passes through interior or exterior body panels, cable shall be protected so as to prevent chaffing. All cable shall be individually labeled with the device name for that specific cable at the DVR termination end.
10 SECTION 2: SCOPE OF WORK 2.4. DART POLICIES In addition to the Terms and Conditions of the Contract, the Contractor will need to adhere to DART s Policies and Procedures, which are included in Appendix A VENDOR REQUIREMENTS DART will require the selected vendors to perform the following: Have a designated liaison to coordinate the project and provide assistance when needed Ensure that all Project deliverables are completed on or before established completion dates Ensure that any update to the Project deliverable is approved for such changes by the assigned project manager 2.6. CONTINUOUS IMPROVEMENT AND BEST PRACTICES Vendors shall, on a continuous basis, as part of their quality management processes, identify ways to improve the quality, services, pricing, and technology available to DART within this contract. Vendors shall also identify and apply proven techniques and tools from other installations within its operations that would benefit DART either operationally or financially. Vendors are encouraged to advise DART of any new developments relating to its obligations to DART within this contract and shall, upon DART s request, assist in the evaluations and testing of such developments in connection with the performance of such obligations. Without limiting the foregoing, Vendors are encouraged to inform DART of any new information technology services, products, and processes they are developing or information technology trends and directions of which they are aware which may be relevant to DART s business.

The attached Request for Proposals and Addenda, if any, are made a part of this Proposal and all provisions thereof are accepted, and all representations and warranties required thereby are hereby affirmed. PROPOSAL BELOW INCLUDES ALL APPLICABLE CHARGES, INCLUDING LABOR, INSURANCE, AND ALL OTHER COSTS NECESSARY FOR FURNISHING OF ALL EQUIPMENT AND THE PERFORMANCE OF ALL SERVICES CALLED FOR UNDER THE CONTRACT. PRICES QUOTED SHALL NOT INCLUDE SALES OR USE TAX. APPLICABLE SALES OR USE TAXES SHALL BE ADDED TO THE INVOICE. NOTE: IN ACCORDANCE WITH RFP PROPOSERS MUST, IN ADDITION TO COMPLETING THIS FORM, LIST ON A SEPARATE WORKSHEET ALL INDIVIDUAL COMPONENTS, FEES, AND SERVICES THAT PROVIDE THE BASIS FOR THE UNIT PRICE ENTERED ON THIS FORM.
