2 GENERAL The purpose of this document is to provide guidelines for all structured cable installations for Outagamie County. These guidelines should be followed unless otherwise noted and approved by the Project Manager or representative for Outagamie County. It is the responsibility of the installing contractor to ensure that each person working on the installation reads this document prior to commencing work on the project. Areas not covered within these guidelines should be addressed with the Project Manager or representative for Outagamie County prior to installation. TELECOMMUNICATION CLOSET (TC) At the Telecommunication Closet (TC) there will be data termination hardware and voice termination hardware. Where applicable, the following guidelines will be followed. All other situations will require approval by the Project Manager or representative for Outagamie County. Secure the vertical ladder rack(s) to the wall. Assemble and installs relay rack(s) to vertical ladder rack(s) and secure to the floor. Install enclosed cabinet(s) (when used in place of relay rack(s)). Install the shelf(s) on the rack(s). Install patch panel(s) per the drawings provided by Outagamie County. Install vertical and/or horizontal wire manager(s) per the drawings provided by Outagamie County. Install the fiber patch panel(s) per the drawing provided by Outagamie County. All cabinets will have usable depth of 24 for electronics and components. Provide and install a ¾ thick piece of fire rated plywood painted off-white with a fire-rated paint, per the drawings provided by Outagamie County (two coatings on all sides of fire rated plywood - painted off-white). Proof of fire rating must be visible (do not paint over fire rating seal). Install horizontal and other vertical ladder rack(s) as necessary for the project. Install 110 voice blocks per the voice backplane drawings provided by Outagamie County. Install all J-hooks, mushrooms and D-rings per the voice backplane drawings and the overview provided by Outagamie County. Install J-hooks for the service cable per the drawings. Install D-rings or cable management modules on the side of the relay rack (if applicable), for patch cable management per the drawings. 3 TELECOMMUNICATION CLOSET (TC) Install D-rings along the side of the voice backplane and across the bottom for riser and station cable management, per the drawings. Install mushrooms on the voice backplane at the top for cross-connect field. All racks and cabinets shall be grounded using #6 AWG green insulated grounding wire. Station and riser cables shall enter the voice back plane through the bottom. PANDUIT S INSTALLATION REQUIREMENTS Each link and/or channel submitted for warranty registration must be 100% constructed of Panduit connectivity hardware and a Panduit approved Cable Manufacturer s cable for the performance level specified for each link or channel. When installing a fiber system, 100% of the installation technicians must have received and have completed at least two days of formalized fiber optic installation course work. Cable types and hardware shall be: At Highway facilities, Solid Waste, UW Extension, Airport, Parks, and Brewster Village: Wired Voice, Category 5e, 4 pair, blue color. At Highway facilities, Solid Waste, UW Extension, Airport, and Parks: Wired Data, Category 5e+, 4 pair, blue jacket.. At Brewster Village: Wired Data, Category 5e+, 4 pair, green jacket. At Highway facilities, Solid Waste, UW Extension, Airport, Parks, and Brewster Village: Wireless Access Point Data, Category 5e+ & 5, 4 pair, purple jacket. At Downtown Campus: Wired Voice, Category 3, 4 pair, neutral color At Downtown Campus: Wired Data, Category 6, 4 pair, white jacket. At Downtown Campus: Wireless Access Point Data, Category 6, 4 pair, white jacket. Approved Unshielded Cable Manufacturer s: Plenum Panduit certified cables. Approved Shielded Cable Manufacturer s: Plenum Panduit certified cables. Approved Fiberoptics Cable Manufacturer s: Belden or any other Panduit Certified cables. 5 patching organization on the relay racks with minimal slack. Panduit Part #UTP28SP3YL, UTP28SP5YL, UTP28SP7YL, UTP28SP10YL. Backbox Panduit backbox with a 2 depth or greater (New construction must use 4-11/16 x4-11/16 x2½ metal backbox for inside walls). Fiber All fiber installations shall be singlemode All fiber optic cable shall either be placed inside existing innerduct, newly provided innerduct, or use fiber optic cable with Interlock Armor when installing fiber optic cable. Fiber Optic Enclosures 1U use Panduit Part # FCE1U, 4U use Panduit Part # FCE4U Singlemode Fiber Optic Termination in 1U Panduit Enclosure Part #FCE1U terminate the fiber optic cables with singlemode SC connectors using fusion splicing with Panduit Pigtails (F91BN3NNNSNM001), Panduit adapter panel (FAP6WBUDSCZ), the proper Panduit splice trays (FOSMF), and Panduit splice tray holder (FOSMH1U). Provide blank adapter panels in any unused fiber enclosure slots, Panduit blank (FAPB). Singlemode Fiber Optic Termination 4U Panduit Enclosure Part #FCE4U terminate the fiber optic cables with singlemode SC connectors using fusion splicing with Panduit Pigtails (F91BN3NNNSNM001), Panduit adapter panel (FAP6WBUDSCZ), the proper Panduit splice trays (FOSMF), and Panduit splice tray holder (FOSMH4U). Provide blank adapter panels in any unused fiber enclosure slots, Panduit blank (FAPB). COPPER CABLE INSTALLATION Copper cable runs will be utilized for voice and data cables for station runs, riser cable (also known as backbone cables) and link lines, unless otherwise indicated in the specific overview for the project. The media used for these runs will be UTP, unless otherwise indicated by the specific overview for the project. Downtown Campus: Install all copper cables per Category 6 for data applications and Category 3 for voice applications. Highway facilities, Solid Waste, UW Extension, Airport, Parks, and Brewster Village: Install all copper cables per Category 5e for data applications and voice applications. Install all copper cables a minimum of 5 from all sources of electrical noise interference of 2 kv or less, a minimum of 12 from all sources of electrical noise interference of greater than 2kV and up to 5kV, and a minimum of 24 from all sources of electrical noise interference of 5kV or larger. Install cable management hardware to manage all cable bundles and individual cable runs as specified in this standard, the written overview, or as directed during the physical walk through. 6 unless otherwise approved by a representative of Outagamie County. The preferred hardware will be J-hooks. If J-hooks are not used, cable tray or conduit will be substituted, unless otherwise indicated by Outagamie County. The minimum bend radius of any UTP cable runs shall be 4 times the size of the diameter or greater. Pulling tension for all CAT 3, 5e, 6 UTP cable shall be less than 25lb or lower if so specified by the manufacturer. Pulling tension for all cable shall not exceed manufacturer s specification. All conduit runs, pull boxes and junction boxes shall be installed per the National Electrical Code (NEC) and local codes. As stated in the NEC, all conduit shall be supported every 10 and there shall be a junction box every 100. Minimum size for junction box shall be 4-11/16 x4-11/16 x2½. The recommended EIA/TIA fill ratios for conduit shall be adhered to with all conduit runs. Conduit Size # of UTP CAT 3, 5e, or 6 Cables Conduit Size ¾ ½ 30 1¼ ½ 15 # of UTP CAT 3, 5e, or 6 Cables For conduit stubs that extend from the station back box location to the ceiling area, a plastic or metal bushing will be placed at the end of the conduit. The conduit may bend at the top or go straight up depending on the application and cable routing. The bend will be determined by the direction that the cable will travel after leaving the conduit. All vertical cable runs not placed inside walls or ceilings shall be enclosed within a vertical raceway. No cable shall be visible. All cables and cable bundles passing through walls that are smoke partitions and/or fire rated walls shall be sleeved with EMT conduit and shall be firestopped per National Electrical Code (NEC). All station cable runs going to work stations in moveable partitions shall be protected the entire distance using flexible conduit (Sealtite or equivalent), power poles, or communication poles. If power poles are not integrated, then flexible conduit shall run from the power pole to the furniture. There shall be service cable installed at all TCs. This service cable shall be a minimum of 10 for UTP. There shall be no service cable left at the station end, unless other wise noted in the overview. All vertical cable runs placed in a plant or production area shall be placed inside metal conduit with a steel back box. 7 1 stub from the jack location to the ceiling area or the height of the main cable bundle in that area. The steel back box should be a 4-11/16 x 4-11/16 x 2½ back box with a flush single gang opening. All station locations will be terminated with 6 to 12 of cable left out of the wall. This excess cable will be managed in a circular motion back into the box when placing the faceplate. The faceplate will be placed prior to the cable being qualified. Proper pulling techniques shall be used for both copper and fiber cable runs. FIBER OPTIC CABLE INSTALLATION Install cable management hardware per EIA/TIA Standards to manage all cable bundles and individual cable runs as specified in this standard, the written overview, or as directed during the physical walk through. J-hooks are to be placed every 4, unless otherwise approved by a representative of Outagamie County. The preferred hardware will be J-hooks. If J-hooks are not used it will be cable tray or conduit unless otherwise indicated by Outagamie County. Innerduct or conduit shall be used the entire distance from the TC to the TC or the TC to the workstation to protect the fiber. The minimum bend radius for fiber will be based upon the manufacturer s minimum bend radius for that specific cable. Pulling tension for all fibers shall be as per manufacturer s specification. All station cable runs going to work stations in moveable partitions shall be protected the entire distance using flexible conduit (Sealtite or equivalent), power poles, or communication poles. If power poles are not integrated, then flexible conduit shall run from the power pole to the furniture. All vertical cable runs not placed inside walls or ceilings shall be enclosed within a vertical raceway. No cable shall be visible. All cables and cable bundles passing through walls that are smoke partitions and/or fire rated walls shall be sleeved with EMT conduit and shall be fire stopped per National Electrical Code (NEC). There shall be service cable installed at all TCs. The total amount of cable left in the TC shall be 40. This allows 20 for service cable and 20 for termination purposes. There shall be no service cable left at the station end, unless other wise noted in the overview. All vertical cable runs placed in a plant or production area shall be placed inside metal conduit with a steel back box. This conduit run will be a vertical 1 stub from the jack location to the ceiling area or the height of the main cable bundle in that area. The steel back box should be a 4-11/16 x 4-11/16 x 2½ back box with a flush single gang opening. All station locations will be terminated with 6 to 12 of cable left out of the wall. As stated in the NEC, all conduit shall be supported every 10 and there shall be a junction box every 100. Minimum size for junction box shall be 12 x12 x6. COPPER CABLE TERMINATIONS All terminations shall be done per Category 5e, or 6 Standards as indicated in this standard, the written overview, or discussed at the physical walk through. All cables shall be terminated in numeric order on the patch panels and the 110 blocks. The pre-numbered patch panels will NOT be re-numbered. The 110 blocks (when used for voice terminations) will be numbered in numeric sequence. Port 1 being the first position on the 110 block and port 24 being the last position, using a 100 pair block. The letter designation and floor number will be added to the numbering sequence only. All terminations shall be made with the proper punch down tools. All terminations shall be made per the written pinouts provided with the installation package. There shall be no split pairs at termination points. Split pairs may only be done with an external adapter. There shall be no splice points in any cable runs for Category 5e, 6. There shall be no under-carpet cable runs allowed. There shall be no transition points. All voice and data terminations will be kept in numeric order on the patch panels and the voice 110 blocks if that is the termination hardware. The numeric sequence should be maintained that is already imprinted in the patch panels. The same sequence will be used on the matching voice blocks. FIBER OPTIC CABLE TERMINATIONS All fiber terminations will be done according to EIA/TIA Standards. For splice points; fusion or mechanical splicing will follow proper fiber termination practices. 9 All cables shall be tested and the test results shall be provided to Outagamie County within 4 workdays of completion of the project. All Category 5e cables shall be tested and must pass per Category 5e Standards. All Category 6 cables shall be tested and must pass per Category 5e Standards. All cables shall be tested and the results of the test shall be provided to Outagamie County immediately upon the completion of the project. These test results shall be provided as a hardcopy printout from the cable analyzer or ed to the Telecommunications Coordinator in electronic format, or as otherwise indicated by the Project Manager within 4 workdays of completion of the project. All station data cables shall be tested per Category 5e or 6 Standards, depending on the cable type installed. All station voice cables shall be tested per Category 3, or 5e Standards. FIBER OPTIC CABLE TESTING All fiber cables shall be scanned for light losses with an OTDR. The fiber shall be scanned for multi-mode at 850nm and 1300nm and scanned for single mode at 1550nm. The tests shall be bi-directional. Test results should be provided for all of the above. These test results shall be provided as a hardcopy printout from the cable analyzer or in electronic format ed to the Outagamie County Project Manager, or otherwise indicated by the Project Manager within 4 workdays of completion of the project. LABELING All cables will be labeled with their ID number as assigned by Outagamie County. All station cable ends will be labeled within the last 4-6 of the cable. All labels shall be computer generated. Handwritten labels will not be acceptable. All faceplates will follow the same labeling scheme provided by Outagamie County. 10 All fiber optic station cables will be labeled with their ID number as assigned by Outagamie County. All fiber optic backbone cable needs to be labeled with the source and destination locations on both ends. All fiber cables are color-coded. Documentation shall be provided to Outagamie County for fiber numbers correlating to Outagamie County coloring scheme. FIBER OPTIC CABLE LABELING (continued) All fiber cables will be labeled in areas of potential danger of damage so that it is identifiable as fiber. DOCUMENTATION All projects shall require an installation package from Outagamie County prior to it starting. All packages shall include, however, not be limited to: Inside Site Information Sheet Overview Floor Plans Drawings ID sheets There shall be a complete installation package provided to the customer and to the installation crew prior to the start of the project. It shall be required of the installation crew that all changes to the project be approved by a representative of Outagamie County and that the installation crew document all the changes. All documentation must be returned to Outagamie County within 4 business days after the completion of a project. AS BUILT DRAWINGS: As built documentation complying with the contract documents shall be provided as part of the Premise (Cabling) Distribution System contract. As build drawings shall be a complete set of floor plans or lot plans showing all outlets as numbered and their locations. All cable routing and cross connect locations indicating terminations shall be required. All test reports for fiber and copper cables shall be included. All required as built documentation is mandatory and shall be required prior to the Premise (Cabling) Distribution System acceptance. 11 NOTES 1. All TC s will have the same standards. 2. Daily updates should be provided to the representative of Outagamie County. Outagamie County must approve all change orders prior to installation. This approval can only be granted via a Change Order Form by Outagamie County. Any additional costs incurred by the contractor without prior approval will be the sole responsibility of the contractor. 3. Whenever possible, electrical conduit feeding any cabinet shall be Installed inside the cabinet on the hinged side.
