1 June 15, 2018 Arts & Crafts Show at Eastside Community Center Senior citizens at the Eastside Center impressed the community with their artistic ability during the Eastside Arts & Crafts Show, on May 25th. Four volunteers and two City staff, led by a design specialist from the New Mexico Farm & Ranch Heritage Museum, judged the submissions for craftsmanship, skill and technique, and uniqueness. Braceros Exhibit is Now Open at Branigan Cultural Center An exhibit of sculptures, paintings, and historic photographs that tells a unique story of a part of U.S. history, the Bracero Program, is on display through October 3rd at the Branigan Cultural Center, 501 N. Main St. The Bracero Program existed from 1942 through 1964 and was established to meet the demands of agriculture and the railroad industry that was hit by a massive labor shortage caused by World War II. The effort helped to feed the U.S. and brought more than 4.5 million immigrant workers to the United States from Mexico. Admission is free to the Branigan Cultural Center. The museum is open from 10 a.m. to 4:30 p.m. Tuesday through Friday, and from 9 a.m. until 4:30 p.m. Saturday. Visitors can enjoy special summer evening hours when the museum is open until 8 p.m. on Wednesdays. The 241st anniversary of the adoption of the American flag was yesterday, June 14th. On June 14, 1777, the Second Continental Congress adopted the Stars and Stripes as the official flag of the United States. The U.S. Army celebrates its birthday on Flag Day, and annual ceremonies were conducted at White Sands Missile Range. Flag Day was commemorated in Las Cruces with the raising and flying of the City s garrison flag, at Veterans Memorial Park, 2651 Roadrunner Parkway. 2 Derrick Johnson, NAACP president, to be Featured Speaker at Tomorrow s Juneteenth Banquet Derrick Johnson, national president of the National Association for the Advancement of Colored People (NAACP), will be the featured speaker of the Juneteenth Banquet, at 6 p.m. tomorrow, June 16th, at Hotel Encanto de Las Cruces, 705 S. Telshor Boulevard. Bringing the national president of the NAACP to Las Cruces will be such an historic occurrence, said Curtis Rosemond, president of the Doña Ana County NAACP. I would like to thank former National NAACP Board Director Mr. Alfred Rucks who was instrumental in orchestrating this visit. It will be extremely exciting to have our Juneteenth, keynote speaker to be a person who has dedicated their life to protect the civil rights of all Americans. This year, Juneteenth festivities in Doña Ana County will rise to a new level with Johnson s visit to Las Cruces. It s a time for celebration. Hence the theme of Juneteenth 2018 is A Celebration of Freedom! The Doña Ana County NAACP is planning to mark the occasion with a multi-cultural concert at 6 p.m. today. The Rio Grande Theatre has been restored and converted to a performing arts center. We plan to highlight some excellent local performers and groups from the Southwest. Juneteenth has been an African American tradition in the U.S. since 1865, when slaves were finally told that they were no longer in bondage. President Abraham Lincoln signed the Emancipation Proclamation two years earlier on January 1, 1863, but word of the emancipation was withheld from those for whom freedom was intended until a Union officer disclosed the news on June 19, Since then, annual commemorations of the emancipation have been referred to as Juneteenth. NAACP organizations across the U.S. sponsor Juneteenth celebrations with soul food, music and festivities. Locally, the Doña Ana County NAACP celebrates this momentous occasion by hosting programs intended to encourage and enlighten citizens about a bright moment of progress. 3 NISEI, The Greatest Generation Performance is Dedicated in Memory of Mayor s Father The June 7 th performance of Nisei, The Greatest Generation; Soldiers, Protesters & Prisoners of WWII, conducted in Council Chambers at City Hall, was dedicated to the memory of Mike Miyagishima, the father of Mayor Ken Miyagishima. The presentation, performed by the New Mexico Japanese American Citizens League, included authentic stories of American-born sons and daughters of Japanese immigrants who grew up during the Great Depression. The 90-minute program, hosted by the Western New Mexico University Social and Cultural Sciences, chronicled the difficulties Japanese Americans faced during World War II, after Japan attacked Pearl Harbor on December 7, The attack killed 2,403 American military and civilians, which prompted the U.S. to declare war on Japan. Mike Miyagishima was among approximately 127,000 Japanese Americans who were forced to relocate and live in any of 10 internment camps in seven states. Living conditions were harsh, and considered similar to those of prison camps. The presentation also described some of the hardships and prejudices Japanese American experienced. 4 As Temperatures Rise Cooling Stations Open The heat is on, so the City is providing relief for affected residents by opening cooling stations in several facilities when temperatures reach extremes. When the temperature reaches 100 degrees Fahrenheit or more, designated facilities will open to residents, particularly those whose health could be affected by the heat. A cooling station is a place that offers temporary shelter from the heat for the elderly, other high-risk residents, and the general public. The cooling stations will be open and staffed until 8 p.m. each day, including weekends, until the temperature drops below 100 degrees. For cooling stations to be activated, the temperature must be 100 degrees or warmer for two consecutive days. Cooling stations provide immediate, temporary relief during periods of extreme heat. They are not intended as overnight emergency shelters. Five cooling stations have been designated. Those locations include: Frank O Brien Papen Center, 304 W. Bell Ave; Henry R. Benavidez Center, 1045 McClure Ave.; Meerscheidt Recreation Center, 1600 E. Hadley Ave.; Munson Center, 975 S. Mesquite St.; Sage Café, 6121 Reynolds Drive. The hours a cooling station are open will depend on the nature and timing of an event that results in the need for the station. In the event of a utility outage in certain areas of the City, a designated facility could be publicly opened. Exceptions for not opening a facility could include conflicts with previously scheduled events, or if a facility may be needed for other defined purposes. City staff members assigned to a designated facility need to be aware of occupancy limits and may need to coordinate with Fire and Emergency Services personnel in the event that occupancy limits might be exceeded. When a facility is opened or directed to remain open, the City s Public Information Office will contact media organizations and advise the public of the availability of cooling stations. Those city buildings not designated as cooling stations, but are generally open to the public such as recreation centers, senior centers, Branigan Memorial Library, and the Mesilla Valley Intermodal Transit Terminal may also be used by the public to escape periods of extreme heat. During winter months, cooling stations could be used as warming stations, to provide the public relief from extremely cold temperatures. City Assists with Efforts to Control Tire Fire in Cuba, NM There was an emergency situation Thursday, June 7 th in our State that our City assisted with. The Las Cruces Fire Department loaned Sandoval County approximately 75 gallons of firefighting foam to help control a large tire fire in Cuba, NM. As many as 80,000 tires stored on a half-acre tract of land were burning and there was concern the fire could spread to a nearby national forest. A Las Cruces firefighter met an official from Sandoval County, just south of Socorro on June 7 th to deliver the foam. The foam is a loan that Sandoval County repaid through an interlocal agreement. Sandoval County delivered replacement foam to the City of Las Cruces this week. The City has sufficient supplies to cover its needs. 5 Veteran Donates $500 for Reward in Vietnam War Memorial Vandalism A Las Cruces resident and veteran of the Vietnam War has donated $500 to increase the reward for information that helps identify the person or persons responsible for vandalizing the Vietnam War Memorial at Veterans Memorial Park. Las Cruces Crime Stoppers previously offered a reward of as much as $1,000. The donation means the total reward will now be no less than $1,000, and possibly as much as $1,500. On the morning of Thursday, May 17th, Las Cruces police learned the Vietnam War Memorial, at Veterans Park, 2651 N. Roadrunner Parkway, was damaged. Four letters on the memorial wall were removed and one of the downward vision windows of the Huey helicopter mounted high above the wall was shattered. Anyone with information that can help identify the person or persons who caused the damage is asked to call Las Cruces Crime Stoppers at 800/ Tips can also be provided through the Las Cruces Crime Stoppers app. P3 TIPS. Residents Pack Munson Center for Celebration More than 100 residents attended the Senior Programs Older Americans Month Celebration, at Munson Center, on Thursday, May 31st. The theme of the 2018 Older Americans Month was Engage at Every Age. The Senior Programs celebration shows that no matter where residents are in their lives, there is no better time than now to start taking part in community activities that enrich physical, mental, and emotional well-being, said Michael Garcia, Senior Programs Recreation Facility Manager. Andele Restaurant and Corner Deli catered the event. Mariachi Aguilas performed for the first half of the event. A few residents got up with the band to sing popular songs and the audience sang along with them. Then, DJ Ray Lopez played the second half of the event and residents filled the dance floor. Senior Programs services are important in offering activities, like the Older Americans Month Celebration, that enrich the lives of seniors in the community. June 15,
6 The First Day of Summer will be June 21 st The steady rise in temperatures was the first clue, and the recent 100-degree heat served as the attention-getter that the start of summer isn t far away. Many folks will probably be asleep when summer officially arrives in Las Cruces at 4:07 a.m. Thursday, June 21 st. But, according to Almanac.com, the timing of the Summer Solstice is not based on a specific calendar date and time. It depends when the Sun reaches its northernmost point from the equator. The word solstice comes from the Latin solstitium, from sol (sun) and stitium (to stop), reflecting the fact that the Sun appears to stop at this time and again at the winter solstice. In temperate regions, the Sun is higher in the sky throughout the day, and its rays strike Earth at a more direct angle, causing the efficient warming we call summer. The summer solstice is the day with the most hours of sunlight during the whole year. Here is a sunrise and sunset calculator that will show you how many hours of sunlight we get in Las Cruces. At the winter solstice, just the opposite occurs: The Sun is at its southernmost point and is low in the sky. Its rays hit the Northern Hemisphere at an oblique angle, creating the feeble winter sunlight. Seven Facts about the June Soltice 1. On the solstice, the Sun moves through the sky along its most-curved path. It rises and keeps veering to the right as it passes high overhead quite different from the laser-straight path the Sun moves along in late March and late September. 2. The solstice Sun stands directly over the Tropic of Cancer. In fact, that s how the Tropic of Cancer got its name. It s the southernmost line connecting all places on Earth where the Sun is ever straight up. That s because a few thousand years ago, the solstice happened when the Sun was in the constellation of Cancer the Crab. 3. The June solstice is when folks in the Northern Hemisphere see the highest Sun of the year. But did you know that the Sun s highest point is getting lower and lower over time? Museum of Nature & Science is Hosting a Sci-Fi Summer Film Series Screen science fiction films with a scientist. The Las Cruces Museum of Nature & Science will present two more films this summer at the Rio Grande Theatre, 211 N. Main St. Admission is free to watch the films, and a special guest host will discuss the science versus fiction of each film during a brief introduction before the film begins at 7 p.m. On movie nights, doors at the Rio Grande Theatre will open at 6 p.m. The schedule includes: June 26: Big Hero 6. 7 The Las Cruces City Council approved a resolution Monday, June 4 th, calling for a $35.6 million general obligation bond election, and proposed amendments to the Las Cruces City Charter regarding recall provisions. The special municipal election will be Tuesday, August 21 st and will be conducted by mail-in ballot. A change in state statutes, approved earlier this year by the New Mexico Legislature, requires the election to be conducted by mail. The election will be open to all registered voters living within the Las Cruces city limits. City residents who want to vote in the special election will have until 5 p.m. July 24 th to register at the Doña County Clerk s Office, at the Doña Ana County Government Center, 845 N. Motel Boulevard. Four general obligation bond questions will be on the ballot. The questions approved by City Council include: 1. Shall the City issue general obligation bonds, payable from property taxes, in an amount up to $16,900,000 to construct improvements to parks, including sports fields and other related facilities? 2. Shall the City issue general obligation bonds, payable from property taxes, in an amount up to $9,800,000 to construct a new animal shelter facility and related improvements? 3. Shall the City issue general obligation bonds, payable from property taxes, in an amount up to $6,200,000 to construct replacement fire station facilities for Fire Station 3 (at 390 N. Valley Drive), including acquisition of necessary land? 4. Shall the City issue general obligation bonds, payable from property taxes, in an amount up to $2,700,000 to construct and improve recreational walking, jogging, and biking trails, including acquisition of necessary land? General obligation bonds are a funding source for basic infrastructure. Information about the general obligation bond election can be found at clcbond.org. The ballot will also have six questions regarding proposed amendments to the Las Cruces City Charter. Those questions include: 1. Shall Section 8.02 of the City Charter be changed to give petitioners sixty (60) days to collect sufficient signatures? 2. Shall Sections 8.02, 8.03, 8.07, 8.08, and 8.09 of the City Charter be amended to change the recall provisions for elected officials and create a new Section 8.10, which would require a written notice of intention to recall to be filed with the City Clerk, along with 50 signatures from qualified electors, the petition to recall shall include facts that support grounds of misconduct or violation of the oath of office and a district court judge shall determine if misconduct which violates local or state laws governing elected officials has occurred or if the elected official had been disciplined or suspended from a professional licensing body before the petition is circulated? 3. Shall Section 8.04 of the City Charter be changed to provide the City Clerk (to) have an additional five (5) working days for a total of twenty-five (25) working days to determine the sufficiency of a petition under Section 8.04 of the City Charter? 4. Shall Section 8.04 of the City Charter be changed to eliminate the amended petition process? Las Cruces General Obligation Bond Election Set for August 21 st 5. Shall Section 8.04 of the City Charter be changed to allow the Las Cruces City Council to review insufficient and sufficient petition on certificates for compliance with the City Charter? 6. Shall Section 8.04 of the City Charter be changed to allow petition signatories seven (7) working days after the petition is submitted to the City Clerk to withdraw their signatures by notarized letter received through certified mail or delivery inperson to the City Clerk? The Las Cruces City Charter was initially adopted by City Council on Jan. 7, It has been amended four times: Nov. 7, 1989; Nov. 2, 1993; Nov. 10, 2005, and in December The current version is available on the City s website. 8 SERIES Exploring Line Art Workshop will be June 20 th at the Las Cruces Museum of Art From 5 p.m. to 7 p.m. Wednesday, June 20 th, in addition to viewing the exhibition Here and Now, the public is invited to participate in the Exploring Line Art Workshop at the Las Cruces Museum of Art, 491 N. Main St. One of the fundamental elements of art the line, will be examined. People can learn how artists use lines to convey movement and mood and should be prepared to create an abstract line art piece of their own. All materials will be provided. Through the summer, the Las Cruces Museum of Art is open until 8 p.m. every Wednesday. Each week, visitors are invited to visit the City s museums to explore the exhibitions and get involved in special evening programs. All classes are dependent on minimum enrollment. The Studio Programs art classes provide the community access to creative learning opportunities. Class participants can spend the summer discovering the artist within themselves through various options including painting, drawing, ceramics, sculpture, mixed media, comic book illustration, and much more! 9 A Video Explaining the General Obligation Bond Election is Now Available A video produced by the City s Public Information Office, which provides basic details about the August 21 st $35.6 million General Obligation (GO) bond election, is now available online by clicking here. In the video, CLC-TV s Denise LaFrance-Ojinaga interviews Deputy Fire Chief Jason Smith, who is also serving as coordinator for the City s GO bond program. The interview provides interested residents with simple, easy-to-understand information about the upcoming bond election, to be conducted through a mail-in ballot to be sent to all registered voters living in Las Cruces. The video will also be posted at the City s general obligation bond website, and will be shown at Check out GO Bond from CLC-TV on Vimeo at Motorists Should Follow Laws for Handicap Parking Las Cruces police remind motorists it is illegal to park in a marked disabled parking place without a government-issued handicap placard appropriately displayed or without a designated license plate properly affixed to the vehicle. Violation of the city ordinance carries a fine of $162, the possibility of having the vehicle towed and incurring an additional expense of retrieving it from the tow company. Motorists are not allowed to: Park in a disabled space without a properly-displayed handicap parking placard or designated license plate. Park in such a manner that blocks access to any part of a curb ramp or sidewalk entryway. Park in or block the access aisle intended for use by those with disabilities. Temporarily block a disabled parking place or access aisle while remaining in the vehicle. Park in a designated handicap parking place while not in the company of the person assigned the handicap placard or plate. City ordinance allows law enforcement personnel, or the property owner or manager of the parking lot, to give authorization for a vehicle without the proper handicap placard or plate to be towed at the expense of the vehicle s owner.
