1 City Administrator Monthly Update November 2017 By City Administrator Mike Story Administration City Office Closures Holiday Observances City offices will be closed Thursday, November 9 in observance of Veteran s Day. Also, offices will be closed on Thursday, November 23 for the Thanksgiving Holiday, and will reopen for business on Monday, November 27. Hall of Fame The City of Rialto honors local sports heroes and will be hosting the annual Hall of Fame Induction Ceremony on Saturday, November 18, The ceremony will be taking place at 9:00 a.m., at the Carl Johnson Gymnasium located at 214 N. Palm Avenue. For more information please call Holiday Season Events Join us as we kick off the holiday season with our Tree Lighting Ceremony, Friday, December 8, 6:00-8:00 p.m., at City Hall, where you can enjoy holiday music, treats, and a visit with Mr. and Mrs. Clause! Please bring an item for our holiday canned food and toy drive to benefit Rialto Child Assistance and Hearts to Share. Festivities continue on Saturday, December 9, with our Holiday Parade and Vendor Fair. At 10:00 a.m., the parade will begin at Foothill Boulevard and Riverside Avenue, and conclude on Rialto Avenue. Following the parade will be the Vendor Fair located at City Hall which will include winter crafts, photos with Santa, and more! For information on these events call City Clerk/Management Services New Public Records Portal The City Clerk s Office has created a portal on the City s website to search online and download frequently requested records. This will expedite routine records requests by 1

2 making records available 24 hours, seven days a week, saving residents a trip to City Hall or an extra phone call. The records portal is accessible from any pc or mobile device and any web browser such as Explorer, Chrome, or Safari. The portal will enhance overall transparency, allow faster decision making and more flexibility for residents interacting with the City of Rialto. You may access the link at the following url: Important U.S. Travel Information The U.S. Department of State is launching an awareness campaign to educate and inform travelers about upcoming changes to travel identification requirements for domestic flights. Prepare Now Beginning January 22, 2018, domestic air passengers with driver s licenses issued by a state (i.e. California) that is not yet compliant with REAL ID and that has not received an extension will need to show an alternative form of acceptable identification for domestic air travel. Both the U.S. passport card and passport book are REAL ID compliant. If you already have a REAL ID compliant driver s license, it will remain valid for domestic air travel. You will be able to apply for the REAL ID compliant licenses and ID cards beginning January 2, California has an extension for REAL ID enforcement. The extension means that California is not yet compliant or noncompliant but will have to be one of the two by October 1, Until then California residents will have to show a U.S. Passport or Passport Card which are REAL ID compliant to board a domestic flight. Applying for a U.S. Passport The demand for Passports is on the rise and the Department of State expects to see 20 million applications in Fiscal Year It is best to apply early and to take advantage of lower wait times September through December. For adults renewing their passport, the process can be done by mail. The Rialto City Clerk s Office provides Passport Services. No appointment necessary. Monday Thursday from 7:00 a.m. 6:00 p.m. Visit our website for more information on how to apply for a U.S. Passport Rialto s Certified Farmers Market Rialto s Certified Farmers Market is held every Wednesday, 10:00 a.m. 2:00 p.m. Farmers Market is located at City Hall where vendors sell a variety of fresh vegetables, fruits, nuts and baked goods at a reasonable cost to consumers. 3 Economic Heartbeat of Rialto Mayor Deborah Robertson s Economic Heartbeat of Rialto can be seen on the Rialto Network, Channels 3 and 99. It is also available on live stream via the City s web site, This show is an in-depth interview with local Rialto businesses. Administrative Services Finance Year-end Audit The Finance Division continues to work toward closing the books for the year-end audit. Budget Advisory Committee The Budget Advisory Committee held two meetings in the month of October. In the October meetings, the Committee discussed information requests provided by City Staff and the Utility Users Tax. On November 6 th the Committee will receive a presentation from PFM Group Consulting LLC for the revenue and expenditure forecast and a presentation from the Public Work Department. The second meeting for the month of November is set to take place on the 20th. This meeting is set to address the remaining City Departments and any items resulting from the November 6 th meeting. The Committee meets the 1st and 3rd Mondays of the month. The Committee was established for the purpose of preparing a long range financial plan and advising Council regarding future revenue enhancements and expenditure efficiencies. The card is FREE to all City of Rialto residents, regardless of age, income or existing health insurance. By using this card you may save an average of 20% off the regular retail price of prescription drugs at participating pharmacies. This program is NOT insurance. Riverside Ave. Community Services Fitness and Aquatic Center Halloween Fitness Event On Monday, October 30, 2017 the Fitness and Aquatic Center hosted a Halloween Fitness Night. The event was open to all members and to the public with the purchase of a facility day pass. 30 for $30 The Fitness and Aquatic Center is currently offering a 30 for $30 promotion to all members of the public who are interested in getting fit. The pass is a one time trial for 30 consecutive days and will provide access to the entire facility including the indoor pool 4

5 and contract classes. The pass will provide those interested in the facility trial the ability to develop a fitness routine and enjoy all amenities before committing to a membership. School of Tennis The new 6-week session for the school of Tennis will run from Monday, October 31, 2017 through Thursday, December 7, The hours for this coming session have changed to be one hour earlier due to the coming time change. The School of Tennis offers Jr. Tennis classes for 6 to 10 year olds, youth tennis classes for 11 to 17 year olds and Mommy/Daddy and Me tennis classes for 3 to 10 year olds. For more information on the School of Tennis please call (909) Swim Lessons We currently have 151 group and private swim lesson participants. Our Preschool Swimmers and Learn to Swim Program will be ending its season the week of November 6th and will return February Registration for our 2018 season will start Saturday, February 3rd and Sunday, February 4th. Please call in January for registration times and details on how you or your child can participate in our Learn to Swim Program. Private Swim Lessons will continue throughout the end of the year for those who are looking for 1-on-1, pair or small group swim lessons. Call if you are interested in advancing your swim skills this winter. Swim Team The Rialto Sea Turtles swim team currently has 36 swimmers enrolled. If you are looking to join a local competitive swim club please give us a call. Jr. Lifeguarding Program Our next Junior Lifeguarding program is schedule for spring Our Junior Lifeguarding course is structured to teach water safety and introduce participants to the duties and responsibilities of a lifeguard. Our goal is for our students to build a foundation of knowledge, attitudes and skills in preparation for the American Red Cross Lifeguard course. Job Opportunity The swimming pool is looking for Lifeguards and Water Safety Instructors for the 2018 season. If you are certified please contact our Human Resource Department to apply. Special Events Run Around the Rocks Mayor Robertson s 4 th Annual Run Around the Rocks 5k run/walk and kids dash took place on Sunday, October 8 th from 7:00 a.m. to 10:00 p.m. The event was sponsored by Cemax, the City of Rialto, Burrtec Waste Services, Lewis Group Companies, and Rancho Cucamonga Fleet Feet. The event took place at Cemex in Rialto. The Rialto Fire Department had its explorers provide a pancake breakfast for the runners. Community Services Department assisted with event logistics and hosted an information booth on the 5

6 day of the event. The Director of Community Services, Perry Brents was the master of ceremonies for the event. The Special Events staff helped promote programs and upcoming events at their booth. The event concluded with an awards ceremony for 1 st - 3 rd place winners in different age categories. The event was well attended with over 400 in attendance and all entry fee proceeds were donated to Rialto Unified School District s S.T.E.M Program (Science, Technology, Engineering, Math). Community members and the runners alike enjoyed the event. Child Development KidStuff Tiny Tots classes are in full swing at all sites, Our Monday, Wednesday and Friday classes at the Community Center are currently seeking new enrollees. The curriculum this month focuses around the theme of giving thanks with crafts and worksheets reflecting that theme. Fire Safety week was October 9-13 and the Rialto Fire Department graciously came out to visit our classrooms. The children were able to try on firefighter gear, use the hose and learn about fire safety. Back to School night for Tiny Tots and Preston Preschool will be during the week of October 23 rd. Parents of the Tiny Tots and Preschool class are invited to come out to meet the instructors as well as participate in a craft with their child. A representative from the Rialto Unified School District Special Education program will be attending all Back to School nights and giving parents information about their program and services for children who meet the eligibility criteria. On October 25 th our Tiny Tots classes took a trip to the Live Oak Pumpkin patch where they took part in the petting zoo and picked out their own small pumpkin. Fit4Kids The Community Services Department s Fit4Kids program has seen an increased interest in enrollment of the past few weeks. We welcomed nine new participants in our Tuesday and Thursday class. We should be opening our Monday/Wednesday class soon. We just need a minimum of eight students. We are currently in our 9 th week of this session. This week participants are learning about the rules of football and how the sport is played. The following week will be Olympic week. During this week staff has prepared different obstacles to test the participant s skills, such as running, jumping and much more. We hope the participants get a have a great time! We also have Molina Healthcare scheduled to present a healthy snack presentation on Tuesday, October 24th. 6

Fit4Kids is a FREE program for Rialto residents who are 6 to 15 years and who qualify under low/moderate household income. Senior Services Halloween Senior Dance Party Our Senior Halloween Dance Party was held on Thursday, October 26 th from 3:00-6:00 p.m. The Rialto Rotary Club sponsored the dance and as an extra treat for the seniors, they provided a Photo Booth, compliments of Creative Photo Booth (Chris & Sue). Pinnacle Medical Group Representative Ricky Rangel sponsored two cakes, and Applied General Agency Representative Crystal Hernandez sponsored the candy. Staff played a variety of music for the seniors to dance the evening away. Appetizers were served along with the candy, cake and punch. Healthy Cooking Senior Class Health Educator Maricela Acosta from Regal Medical Group held a Bilingual Healthy Cooking Demo on Wednesday, October 4 th from 11:00 a.m. - 12:00 p.m. For the demo she showed the participants how to prepare a Sweet Potato & Black Bean Chili. During the demo she informed them of how important it is to eat healthy meals. The highlight of the demo was when the participants got to sample a cup of the Chili. Maricela provided them with the recipe and other information regarding healthy eating. This Demo was the first out of three demo s that will be provided by Regal Medical Group. Youth and Adult Sports Youth Basketball (Divisions 2-5) The Fall Basketball season is began on October 7 th, Teams were outfitted and ready to go. So far the season is in its 4 th week with Picture day coming on Nov. 4 th, Our youngest division, Division 5, boasts six eager-to-learn teams. As explained last month, the coaches participated in a draft, whereas, each coach will be able to select their own team. Rules were created so that all is fair. The coaches loved the experience. This will be a short season as the holidays and Community service events will take their toll on the usual 10 game season. Girls Volleyball The fall season of Girls Volleyball began on October 5 th, This season is in its 4 th week. The season will have four dynamic teams in the non-competitive division and five teams in the older competitive division. 7

8 We have a returning coach from three seasons back, which should pose an interesting addition to the stacked division. Rialto Youth Sports Alliance The Rialto Youth Sports Alliance s meeting will be held on November 29 th, This meeting will discuss all proposed projects for the upcoming Rialto parks. This meeting will allow all groups to submit their respective request(s) for upcoming seasons. This meeting also discuss upcoming user groups light fee charges. The alliance continues to be a great support system for the local groups. Development Services Department Rancho Verde Plaza Undergoes Renovation The Rancho Verde Plaza shopping center will soon have several new businesses. Planet Fitness continues to renovate a portion of the former Ralphs building. AutoZone will open a new auto parts store in a building fronting Riverside Avenue that was vacant for many years. The Maple House Chicken and Waffles restaurant recently opened at 2026 North Riverside Avenue this is their second restaurant in the Inland Empire (Ontario). The Rancho Verde Plaza undergoes a major renovation to accommodate a new Auto Zone outlet (left photo) and a Planet Fitness (right photo). ICSC Western Region Conference in Los Angeles On October 3 rd and 4 th, the City of Rialto attended the International Council of Shopping Centers -- Western Region Conference at the Los Angeles Convention Center. Over 3,000 retailers, property owners, developers, brokers and others involved in the commercial retail business participated in this year s shopping center conference. Mayor Robertson and Councilmember Carrizales along with staff from the City s Development Services Department participated in this year s event. Rialto s 10 x 30 booth contained a multimedia display with printed materials that provided attendees with information on various retail and commercial development opportunities in the City. Staff marketed Rialto s retail development opportunities via one-on-one meetings with current and prospective developers, tenants and shopping center owners, as well as by visiting the booths of targeted retailers. 8

9 Rialto promotes its shopping center opportunities at the ICSC Convention in Los Angeles. Among the more noteworthy discussions with retailers and developers: o o o o o The City met with the developers of Rialto Marketplace (NewMark Merrill) to discuss the proposed development of a retail center on Successor Agency parcel of approximately 15 acres located between the former and new Wal- Mart buildings. The developer proposed two development options that included retail, entertainment and restaurant opportunities. NewMark Merrill is soliciting tenant interest for the project. The City met with the developers of the Renaissance Marketplace (Lewis Retail) to obtain updates on new tenants, potential restaurant pad users, and construction status. Lewis announced that Cinemark Theaters will open in July 2018 and the first phase of the retail center north of Renaissance Parkway will open in early The City met with the owners of the former Wal-Mart (Pacifica). Pacifica proposes to carve the old store into three smaller modules for specialty retailers and develop 2-3 freestanding pads including a fast casual restaurant. Pacifica intends to submit entitlement applications later this year to construct the pads, obtain user approval and conduct tenant improvements. The City met with the developer of the Renaissance East (Fernando Acosta) retail development at Ayala Drive and the 210 Freeway. Cracker Barrel proposes its second California restaurant for opening in September The City met with a prospective hotel developer exploring options for a Holiday Inn Express or Hampton Inn. The City Council will consider the entitlements for the project on November 14, The City expects construction to commence in January The City met with the developer of the Coffee Bean & Tea Leaf (Fountainhead) at Easton Avenue and Riverside Avenue. The developer communicated escrow will close in early November with construction 9

10 o commencing immediately thereafter. construction within 90 days. Fountainhead expects to complete The City met with Aldi and Panera Bread to discuss current and future projects in Rialto. Aldi intends to construct a store at the northeast corner of Foothill Boulevard and Cactus Avenue, adjacent to WSS. Panera will construct a new restaurant in Renaissance Marketplace and may add one additional store in south Rialto. Planning Commission The Planning Commission took the following actions in October: Development Code Amendment Minor Variance. The Commission recommended approval of an Ordinance to establish a procedure for minor variances from the strict interpretation of the Development Code. On October 24, 2017, the City Council approved the Ordinance. Development Code Amendment -- Alcohol Sales for Off-Site Consumption. The Commission considered an Ordinance to establish distance requirements for new residential development, parks and schools near existing alcohol sales establishments. The Commission voted to continue the item to a later date to allow staff to conduct additional research. Development Code Amendment Electrical Vehicle Charging Stations: The Commission recommended approval of an Ordinance to establish an expedited permitting process for Electrical Vehicle Charging Stations. On November 14, 2017, the City Council will consider the Ordinance. Development Code Amendment Commercial Marijuana Sales. The Commission recommended approval of an Ordinance prohibiting the Commercial sale of marijuana products and requiring a license for residential indoor cultivation of up to six plants. On October 24, 2017, the City Council approved the Ordinance. Development Code Amendment Carport Parking Alternative. The Commission recommended approval of an Ordinance to modify how carports are approved in the City. The Planning Commission will now approve carports rather than the Development Review Committee. On October 24, 2017, the City Council approved the Ordinance. Current Planning The Current Planning function reviews development proposals for conformance to the City s development standards. The Planning Division served 207 patrons at the public counter during the month of October and reviewed the following projects: Wheeler Trucking submitted a Precise Plan of Design application for the development of a 13,400 square foot industrial building for the purposes of truck repair and office use. The project site is located at 2353 S. Cactus Avenue. On October 11, 2017, the Development Review Committee conducted a preliminary review of the project plans. 10

11 Nelson Adams submitted a Precise Plan of Design and a Conditional Development Permit application for development of a contractor s outdoor storage yard. The project site is located at 160 N. Cactus Avenue. On October 11, 2017, the Development Review Committee conducted a preliminarily review of the project plans. A Special Event Permit request for a Haunted House inside of an existing warehouse located at 317 W. Tullock Street. The event was approved and took place throughout the month of October (Oct. 6, 7, 8, 13, 14, 15, 20, 21, 22, 27, 28, 29, 30, and 31) between the hours of 6pm-11pm. The City completed the entitlement process for 18 projects (home occupations and signage) during October while applicants submitted 43 new projects including the following notables: Fire Station 205 and Community Center (PPD), Renaissance East Freeway Sign (PPD), Rialto Fullfillment Center formerly Agua Mansa Commerce Center (PPD) and El Pollo Loco for the Renaissance Marketplace (PPD). Business Licensing The Licensing Division served 111 patrons and welcomed the following businesses to Rialto during the month of October. Building Division Services During the month of October 2017, the Building Division provided the following services: Counter Services. The Building Division staff provided 497 counter assists; 3 were over the counter review (i.e. walls, patios, small room additions, patio enclosures, etc.). 11

12 Plan Check Submittals. Customers submitted 100 plans for plan check review; staff completed 15 in-house, and referred the remaining 85 plans to Willdan/Interwest. Plan Check Approvals. The Building Division approved 84 plans for permit issuance. This includes solar installations, tenant improvements, new commercial and industrial projects. Plans were approved for various structures within the new Joe Sampson Park, as well as for Tenant Improvements within the recently completed Amazon building. Miguel s Junior and Chick-Fil-A also submitted building permit applications for Renaissance Marketplace North. Building Permits Issued. The Building Division issued 223 building permits in October, including a Tenant Improvement for Burlington within the Renaissance Marketplace, a Tenant Improvement for Planet Fitness within the Rancho Verde Plaza, Cinemark Theater in Renaissance Marketplace and 23 single-family homes for Crestwood Communities. Building Inspections. The City s Building Inspectors performed a total of 1,733 inspections with 761 stops in October. This equates to 108 inspections at 48 stops per working day. The City has contracted 3 full-time Building Inspectors from Willdan to complete these inspections. Inspection volumes continue to increase with development activity. Final Certificates of Occupancy. The Building Division issued final certificates of occupancy for 13 projects including several of the outparcels at the Rialto Marketplace and the Carl s Junior Restaurant. Construction progresses for a 7-Eleven convenience store within the Rialto Marketplace (left photo). The Santa Barbara luxury apartments completed its first phase of 45 units (right photo). Code Enforcement Services Demolition of Dilapidated Homes. The City completed a long process to abate nuisances at 110 South Date Avenue and 219 South Olive Avenue. The Code Enforcement and Building Divisions teamed up to remove two abandoned homes that were bank owned. These properties attracted the homeless, drug users, and others engaged in illegal actives. The City repeatedly fenced off and boarded up 12

13 the properties. Both locations experienced fires caused by illegal indoor cooking that caused major structural damage and created other exigent circumstances. Before and after photos of a nuisance abatement for a vacant and dilapidated home. The City demolished the home and liened the property for the costs of abatement. After reaching out to the banks and providing ample opportunity to rehabilitate the properties with no avail, the City moved forward with the abatement process to demolish and remove the homes. The City has adopted the 2015 International Property Maintenance Code and by exercising the guidelines set for abatement of nuisance properties, the City legally caused the demolition of the nuisance homes. The Code requires the City to provide due process for the property owners, and unfortunately that takes some time for noticing and hearings. The City will add the cost for fencing, board up, and demolition to the lien on the property for recovery when the land eventually sells. Police Department Follow Rialto PD on Facebook Facebook allows law enforcement to connect with their communities, post news and alerts, investigate and even solve crimes using information they collect through the site. Visit us on Facebook at RPD Virtual Neighborhood Watch Nextdoor is free for residents! Each neighborhood creates its own private Nextdoor website, accessible only to residents of that neighborhood. Rialto residents can use Nextdoor share information about neighborhood watch issues, local events, and local activities. Nextdoor was specifically designed to make neighbors feel comfortable sharing information with one another in order to help build stronger communities. Neighborhoods establish and self-manage their own Nextdoor website. Information shared on each 13

14 Nextdoor site is only visible to members who live in the neighborhood and who have verified their address. Coffee with the Chief Coffee with the Chief" offers residents an opportunity to personally meet their Police Chief and other representatives in a casual setting. At "Coffee with the Chief" community members will learn about the police department, special projects, and other related events. Service to Youth Award Pride Platoon On October 11, 2017, the Rialto Police Department s Pride Platoon program received the Service to Youth award from the Juvenile Justice and Delinquency Prevention Commission of San Bernardino County in recognition of exemplary commitment and support in strengthening and advocating youth programs and service. The Pride Platoon program is specifically designed to deal with at-risk youth. It utilizes proactive and innovative techniques for positive redirection. Overseen by Rialto Police personnel, the 14-week program offers treatment, prevention, and disciplinary components to alter negative behavior. The program concentrates on high school aged youth who are referred to the program through the courts, probation, schools, parents, or other references. The objective of the program is to identify problems within a family that have surfaced through juvenile delinquency. Juveniles ages 14 to 17 with antisocial behavior such as 14

15 truancy, incorrigibility, minor law violations, etc., may be considered for the program. The C.O.P. team holds a FREE monthly resource event open to all citizens in the county. Traditionally, law enforcement personnel are required to adhere to strict grooming standards. In an effort to support and raise awareness in the fight against cancer, the Rialto Police Department will relax its grooming standards to allow sworn and non-sworn personnel to grow facial hair during the month of November. The practice of growing facial hair during the month of November is also known as No Shave November. Last year we raised over $2000 dollars for the fight against cancer. Fire Department Ready Rialto! The Great Shakeout Although you probably did not feel it, at 10:19 a.m. on October 19 th, people across the country were reacting to a simulated major earthquake that was part of the Great Shakeout. Each October people around the globe participate in this earthquake preparedness drill designed to prepare communities for the inevitable event. The City of Rialto participated by conducting a simulated earthquake resulting in City employees participating in a Drop, Cover, and Hold On drill. The Rialto Fire Department 15

16 participated by conducting critical infrastructure assessment and then driving predetermined routes in the City to assess the impact of the simulated earthquake. This time it was just a drill, but the training helps ensure that the City is prepared to take care of the community and facilitate recovery in the aftermath of an earthquake or other natural disaster. Fire Department Open House Thank you to everyone who came out for the 2017 Rialto Fire Department Open House. As always, the Fire Explorer s (and their parents) cooked an amazing pancake breakfast. Those who attended got to play in bounce houses and visit a variety of booths, but most important they learned some life-saving skills. CPR is as easy as: 1. Call (or send someone else to do that) 2. Push hard and fast in the center of the chest Using a fire extinguisher is as easy as: P: Pull the pin (it prevents accidental discharge) A: Aim the nozzle at the base of the fire S: Squeeze the handle S: Sweep the nozzle back and forth Surviving a fire is easy: 1. Have working smoke detectors (test them twice a year) 2. Have two ways out of every room (plan your evacuation) 3. Close the bedroom door before you sleep (close before you doze) Wildland Fires / Mutual Aid The month of October saw the most devastating fires in California s history. Your Rialto firefighters responded in support of fires burning throughout the state of California including fires in Riverside, Orange, San Bernardino, Napa and Sonoma counties. Your Medic Engine 205 was dispatched to the Canyon2 Fire in the Anaheim Hills within hours of it starting. After spending several days on structure defense they were reassigned to one of several fires burning in Sonoma and Napa County. They were joined by a Line Paramedic and spent two weeks protecting structures and livestock in the area. In each instance that Rialto personnel were sent to aid others in their time of need Rialto Fire Stations and response apparatus were backfilled to ensure continued services to Rialto. Your firefighters helped our neighbors and gained valuable experience on these incidents for which the City will be fully reimbursed for its costs. CPR and Basic First Aid Training Would you know how to help if someone was injured or needed CPR? One of the most important steps that you can take to help your family and friends in a time of need is to learn these basic skills that you can use before the fire department arrives. To help with this, the RFD is offering CPR and basic first aid classes for members of our community. 16

17 Classes will be held on the third Thursday of each month at fire station 202, located at 1700 N. Riverside Avenue. The classes are offered in two sessions. The CPR class is taught by our certified instructors from 8:00 a.m. to 12:00 p.m. Upon successful completion, you receive Basic Life Support CPR certification card from the American Heart Association. The cost of the class is $50.00 which covers all required manuals, AHA certification costs, and your own one-way pocket mask that is used to deliver breaths when performing CPR. The basic first aid portion of the training then picks up from 1:00 to 4:00 p.m. This class uses standardized curriculum to give the student the ability to properly deal with a variety of medical and traumatic events. The cost of this class is $20.00 which includes the instruction, hands-on training, and student manual. Both of these classes offer an excellent opportunity to learn important skills that can save a life. 19 Safe Routes to School Program Walking to School Bus Event Myers, Kelley, Hughbanks, Morgan, Dunn and Bemis Elementary Schools participated in Celebrating walk to school month by organizing a Walking to School Bus Event on Tuesday October 17, Mayor Deborah Robertson with the support of RUSD Board Member Edgar Montes, and Superintendent, Dr. Cuauhtémoc Avila led the charge on the first Walking to School Buses in Rialto. Above: Mayor Robertson leads students. The initiative is to encourage parents and children to walk in groups as an alternative method of commuting to school. It is a healthy choice and allows for less cars on our roadways. Above: Walking to School Bus from Hughbanks Elementary School Volunteers choose to walk with the students starting at the designated bus stop location, or to be on the welcoming force that was waiting at each elementary school. Team ALTA (Rialto s consultant for this project) had staff at each elementary school, both at the school bus stop and at the school to assist participants with directions. RUSD Board Member Edgar Montes, and Superintendent Dr. Cuauhtémoc Avila supported the WSB at Morgan elementary. Street Light Acquisition Update As some of you may have noticed, there is a change in the color and brightness of some of the street light in the City. This is due to the Street Light Acquisition Project which is replacing the City s public (neighborhood) streetlight from the older High Pressure Sodium lights to new Light Emitting diode (LED) lights. The first phase of this process has been completed which consists of most City streetlights from Baseline Road north. The second phase is gearing up which will consist of the streetlights south of Baseline Road with a target completion by the end of December

Joe Sampson Park This project is to build a new park facility on this relatively level 7.5 acre vacant parcel situated at the northeast corner of Cactus Avenue and Randall Avenue. Planned park amenities include a large undesignated turf open space play area, a rubberized walking path and a traditional concrete walking path, exercise stations, restroom, park monument, four half-court basketball courts, a water quality basin, dry stream beds, mimicking the natural water courses native to this area, planting areas, several shade structures, tot and child playgrounds, significant in park parking, separate walking path and play area lighting, security cameras, park and parking lot gates and perimeter fencing, allowing the park to be closed and gated at night, and other park amenities. Construction on this park could begin as early as December 2017 with an anticipated completion by September Existing Site Design Layout Baca-Turch Park The City has identified an approximately 20 acre, undeveloped portion of the larger Renaissance development site for park purposes. The preliminary conceptual site plan depicts a park containing the following general amenities: 20

21 Four (4) baseball/softball diamonds Four (4) basketball/tennis courts A tot lot and two (2) play structures Two (2) covered pavilions Concessionaire and restroom facilities A walking trail with mile markers A multi-use lawn area Five (5) soccer fields (2-U8, 2-U10 Two (2) separate parking lots and 1-U12+ fields) Park Clean Up Days As part of an effort to make the City Parks a better place to play, the Public Works Department is hosting Park Clean-Up Days on the second Saturday of every other month from January through November from 8:00 a.m. to 12:00 p.m. Come join in the raking, trimming, shoveling, sweeping, painting and trash clean-up alongside City s Workers.
