2 Economic Heartbeat of Rialto Mayor Deborah Robertson s Economic Heartbeat of Rialto can be seen on the Rialto Network, Channels 3 and 99. It is also available on live stream via the City s web site, This show is an in-depth interview with local Rialto businesses. Administrative Services Finance The Finance Division presented Mid-Year and Annual Budgets in the Budget Workshop on April 30th. The Finance Division will be presenting Mid-Year Budget for approval at the May 10 th Council Meeting. Currently, Finance is organizing the accomplishments, organizational charts, and grant lists received from all of the City Departments for the Fiscal Year /17 Annual Budget. The Fiscal Year /17 Annual Budget is still on track to be presented in June. The interim fieldwork for the City's Annual Audit scheduled in July is fast approaching. Residents have access to six computers to assist with job searches, job banks, resume writing, etc... The Community Career Center is housed in the Human Resources Division located at 246 S. Willow Avenue. New Human Resources Employee Please join us in welcoming the newest member of the Human Resources Division, Edith Lopez. Edith joins the Human Resources team as an Administrative Aide. She brings several years of Human Resources experience in the public sector. She is the first person you see when you come visit the Community Career Center. Edith is available to assist residents with any questions reference their job searches during their visit to the Community Career Center. Community Services Child Development Preschool & Tiny Tots The Tiny Tots and Preschool staff are preparing and eagerly awaiting our Graduation. The graduation will be taking place on Thursday, June 6th at 6:00 pm at the Johnson Center Gymnasium. Picture day this year will be scheduled the second week in May at all of our program sites. In addition to Graduation preparation, our Tiny Tots and Preschool program have been working hard to learn the letters B, C, D, E and F and the numbers 28, 29, 30, and 31 throughout the month of March. We have been able to include fun and educational theme 4

5 weeks that have included Dr. Seuss, Spring, St. Patrick s Day, Easter, and Insects, Bugs and Creepy Crawlies. Summer Day Camps The City of Rialto Community Services Department is pleased to announce our Summer Day Camps. Camps start Monday, June 6th and runs until Friday, July 29th. Eight weeks full of learning, fun, new experiences and adventures. The two locations will be the Rialto Community Center and the Rialto Fitness and Aquatic Center. Community Center - Full day camp is from 7:00 am to 5:00 pm. Fit4Kids will be hosting the 7:00 am to 12:30 pm portion of the day with fun fitness and nutritional activities. The second half of the day is dedicated to music appreciation, career exposure, arts & crafts, educational enrichment and more. The Camp is $50.00 per week, for Rialto residents who qualify for the Fit4Kids program. A fee of $ per week applies for all others to enjoy 5 full days of summer fun! Fitness & Aquatic Center - Fit4Kids, as part of the Summer Camp program, will hold a half-day camp from 7:00 am to 12:30 pm., free to Rialto residents who qualify for the Fit4Kids program. For more information please call (909) Rialto Senior Center On Thursday, April 7 th the Rialto Senior Center held the Annual Crafts & Hobby Fair from 8:00 am - 2:00 pm. The club/class participants were thrilled with the turnout at the Fair this year. The purpose of this event was to showcase the weekly clubs/classes and the work they produce. The following clubs/classes participated: Arts & Crafts, Crochet, Hobby Time, Ukulele, and Woodcarving. Information regarding clubs/class dates and times can be found in our Rialto Progress Magazine. On Wednesday, April 13 th Representative Angie Karr-Nystrom from InnovAge Greater California PACE (IGCP) visited the Rialto Senior Center from 11:00 am-1:00 pm. IGCP provides affordable healthcare services for mature adults 55 years or older living with disabilities so they can age independently in their homes, be active members of their communities, and maintain good overall health. 5

6 The Rialto Senior Center introduces a new program for our seniors. On Monday, April 18 th we started our NEW Chess Club. Senior Volunteer Phillip Florence is passionate about Chess and he offered to volunteer his time to start the Senior Chess Club. The Senior Chess Club is scheduled to meet each Monday from 1:00-3:00 pm in the Rialto Room. The Chess Club is for ages 50 years or older and all levels are welcome to play. Equipment is provided, along with instruction and free play. On Thursday, April 21st representatives from Jar Insurance visited the participants at the Rialto Senior Center from 11:00 am-1:00 pm. During their visit they provided information regarding their services. Jar represents various Medicare Advantage (MA) and Prescription Drug Plans (PDP s), as well as other types of health plans. On Thursday, April 21st the Rialto Senior Center held their 2nd Annual Billiards tournament. The tournament judges were Cristian Gutierrez, Recreation Specialist, Joseph Munoz, Recreation Leader and Carlos Aguilar, Administrative Aide. We had guest players from our neighboring cities of San Bernardino, Highland, Fontana, Rancho Cucamonga and Cathedral City. Mid-way through the tournament the players were treated to a light lunch which was sponsored by County Village Senior Apartments and ihelp IE. The 1st Place winner, Robert Magallanes, (Rialto) received a trophy, $25 Gift Card, and a set of pool balls. The 2nd Place winner, Oscar Fernandez (Rialto) received a Certificate, $25 Gift Card and a Pool Stick. The 3rd Place winner, Pedro Pina (Rialto) received a Certificate, $25 Gift Card and a pool stick. Our donors/sponsors included GOTCHA Racing, ihelp IE, Country Village Senior Apartments, Starbucks Store #7453 (North Rialto) and Jar Insurance Services. The Billiards tournament was a huge success. We received several compliments from our guests and our Rialto participants. The next billiards tournament will be held Thursday, October 13,, at the Rialto Senior Center. On Saturday, April 23 rd the Rialto Senior Center had The Friends of the Rialto Senior Center Memorial Garden Dedication. The purpose of the Memorial Garden is to have a place to remember the Founding members of the Seniors 2000 Task Force Charter, who were dedicated to building a Senior Center in Rialto. The Rialto Senior Center opened on September 18, Prior to the dedication, Midge Zupanic, President of The Friends of the Rialto Senior Center, gave the history of the Seniors 2000 Task Force. 6

7 Founding Charter Members in attendance were Midge Zupanic, Chairperson of the Seniors 2000 Task Force, Joyce Lewis, and Frances Brooks. Friends of the Rialto Senior Center Members in attendance were Bud Bender, Vice President, Joanne Bender, Betty Luvert, Janet TerMeer, Eloy and Donna Montoya. Also in attendance were Perry Brents, Community Services Director, Janice Morrison, Recreation Commissioner, Mike Story, City Administrator, and Terre Ermitano, Recreation Programmer (Senior Services). During the dedication Mike Story said a few words about the Charter Members who are no longer with us which include Sam V. Curtis, Lorne Eastwood, Patricia Glaubig, Willard Hicks, Ila Mae Loyd, Helen Jones, Mary Kappert, Joseph Sampson, Shirley Sheridan, and Eugene Tucker. Next Midge unveiled a plaque that will be placed in the center of the Memorial Garden which reads: Memorial Garden Dedicated to our Charter Members Forever Friends. Youth and Adult Sports Division 2-4 Winter/Spring Season of Youth Basketball began on February 6 th, and concluded on April 23 rd,. We had a total of 6 teams in every division, 2 of which are part of the Community Services outreach to the surrounding schools and Rialto Unified School District. Fitzgerald Elementary has created and entered a team in our youth basketball league. St. Catherine of Siena Church s private school in Rialto has also done well. The Summer Season registration has opened, and we already have over half of the participants in this season re-registering. Division 1 The Rialto Pride s season began on March 21st,, with a tournament on March 26th, at Carter High School. As always, the Pride did exceptionally well with a 2nd place showing in a heat of 78 teams. We look forward to continued work with the youth of Rialto, and continuing the Rialto Pride tradition. The Rialto Pride would like to send a huge thank you to the volunteer coaches for all their hard work and dedication to the team. Girls Volleyball The Winter/Spring season of Girls Volleyball began on February 5 th, and concluded on April 16 th,. We have created a new tradition with the Girls Volleyball programs. At the conclusion of the season all participants share in a City sponsored pizza party to celebrate another successful season. Summer registrations already boast over 50 participants registered. 7

8 Rialto Youth Sports Alliance Before the turn of the year, under the guise of Director Perry Brents, the Community Services Department Sports Division created the Rialto Youth Sports Alliance. This work group consists of all the local sports organizations that use City facilities to provide youth sports for our community. This ongoing alliance will keep all park groups well informed on all information the City has to share. Adult Indoor Soccer The Community Services Department will be introducing Adult Indoor Soccer this coming summer. This will be one of many new Adult Sports activities coming from the Sports Division. Rialto Fitness and Aquatic Center Drowning Prevention and Children s Safety Fair On Saturday, April 2, the City of Rialto, in conjunction with Kiwanis Club of East Rialto, hosted Drowning Prevention and Children s Safety Day. The sun deck at the Racquet and Fitness Center was occupied with vendors and information booths. The event also included water safety lessons by Tom Sawyer Pool Lifeguards as well as a water rescue demonstration in which pool staff, along with the Rialto Fire Department, demonstrated rescue procedures. Participating swimmers were educated on safety near or around water, pools, theme parks, lakes and oceans. American Red Cross Certified Water Safety Instructors reviewed the Long Fellows Whales Tales safety matters tips. The event concluded with a raffle in which children had the opportunity to win life jackets and a variety of sports equipment. Thanks to the Police Department and incredible support from Fire Department and Safe Kids, numerous car seat safety checks were conducted. The event proved to be a success and all in attendance had a great time. Private Pool Rental On Saturday, April 23,, a current private-lesson student celebrated her birthday at the Aquatic Center by renting our pool and sun deck for her pool party. The event was a success and those in attendance had the opportunity to swim in the pool and enjoy the facility for their private event. For information on renting the facility for your celebration please call (909) Summer Pool Hours The City of Rialto Fitness and Aquatic Center held swim lesson registration on Saturday, March 26, from 9:00 am to 12:00 pm, and Sunday, March 27, from 9:00 to 11:00 am. Registration was a success with most of our swim levels rapidly filling up and our private lessons for the month of May being completely occupied. The new Aquatic 8

9 Center summer hours will begin on Monday, May 2, to allow for more time for members and guests to exercise during lap swim or enjoy our public swim. For more information on swim hours please call (909) x105. Special Events The Special Events Division is preparing for the series of events that will take place in the upcoming months. The Community Services Department and City Clerk s office will be hosting the Bud Bender Park Grand Re-opening event on Saturday, May 21 st, from 10:00 am-1:00 pm. The Special Events Division is assisting the Los Angeles Dodger Foundation in hosting a free Youth Baseball Clinic for ages 6-15 as part of the event. This event will commence with the Field Dedication and will include various activities. Summer Series Summer Series provides the community an opportunity to become immersed with the sights and sounds of performances while experiencing fun evenings with a family-friendly atmosphere. Special events staff is preparing a series of eight events beginning on Saturday, May 28 th with the Summer Series Day Pool Party at Eisenhower High School. The series will include concerts and movies at the park and end with the Inside Out Movie and Neon Pool Party at the Tom Sawyer Pool on Saturday, July 30 th. Sound of Rialto The Special Events Division will host, for the second year, the Sound of Rialto singing competition. Participants will be able to compete in four categories, including soloist and groups. The semi-finalist will have an opportunity to perform and compete at the Summer Series to become the Sound of Rialto Champion and take home local fame and a $1,000 cash prize. 4 th of July Celebration Our highly anticipated and largest event this summer is the 4th of July event which will take place on Monday, July 4 th from 5:00-9:00 pm at Jerry Eaves Park. The Special Events staff is preparing to entertain the community with live entertainment, carnival games, raffles and giveaways, face painting and many more free and fun activities. The Sound of Rialto Finale and Fireworks Spectacular will surely please the crowd. Afterschool Drop-in Teen Program The Afterschool Drop-In Teen Program is open Monday through Thursday from 2:30 to 6:00 pm. The program offers participants a safe, comfortable and fun place where an atmosphere of learning and creativity can be nurtured. Some of the programs offered are tutoring, homework assistance, arts and crafts, field trips, board games, leadership, and volunteer opportunities. 9

10 The Teen Mural Project was finally unveiled on Wednesday, April 13,. The project was a labor of love through a collaboration between the Rialto Unified School District, Ms. Mount of Rialto High School, and the Community Services Afterschool Drop-In Program. It took volunteers and their leader, Ms. Mount, over 50 hours of work to complete the mural project, where they captured the historical side of Rialto and the current programming taking place. Credit was given to two giants of the Civil Rights movement being Dr. Martin Luther King, Jr., and Cesar Chavez. Development Services Department Airport Redevelopment Update SBIAA General Aviation Progress Report. The San Bernardino International Airport Authority substantially completed the County Sheriff Facility. The County, SBIAA, and the general contractor are working through a long punch list of corrections before the County takes occupancy. The general aviation hangars finally moved vertical with the installation of steel support beams. The horizontal work including taxiways, slabs, and parking areas was completed some time ago. SBIAA expects to christen the general aviation complex in July. The County Sheriff Aviation Facility nears completion at SBIAA (left photo). 11 Alder Avenue Improvements. LHR completed the Alder Avenue improvements from Miro Way to Renaissance Parkway, opening up four lanes of travel. The City is acquiring right-of-way for a second phase project that will complete the widening to four lanes from Baseline Road northerly to the 210 Freeway and install a center median island. Dokken submitted 65% construction drawings with construction scheduled for Fall. Miro/Locust/Baseline/Walnut Improvements. There are several construction projects nearing completion. LHR is completing landscape installation on Miro Way and Locust Avenue prior to opening the streets for public travel. A signal will be installed at Miro Way and Alder Avenue. Panattoni nears completion on a signal installation at Maple Avenue and Baseline Road, and will follow with a signal installation at Linden Avenue and Baseline Road. Panattoni is finishing the Baseline Road improvements, including utility undergrounding then will move to install the center median island from Maple Avenue to Linden Avenue. SCE initiated upgrade work in the Locust/Renaissance vicinity and Fontana Water Company will soon construct a water line in Renaissance Parkway from Locust Avenue to Linden Avenue. Cactus Basin Excavation. LHR completed construction of an outlet structure into the Cactus Basins. The massive structure discharges storm water from the Miro Way storm drain line, up to 459 cubic feet per second. Panattoni completes widening of Baseline Road at Maple Avenue (left photo). Retail Report Wal-Mart continues construction on its new Supercenter at the southwest corner of Riverside Avenue and San Bernardino Avenue. The City Council approved the final parcel map, and after recordation, NewMark Merrill will acquire the outparcels and commence construction by June 1 st on the various retail and restaurant buildings. Wal-Mart plans to open mid-november, and NewMark Merrill hopes to open about the same time. The City of Rialto will operate a booth at the International Council of Shopping Centers Conference at the Las Vegas Convention Center on May 22-25, to 11

12 market the City to retail developers and tenants. Over 30,000 retailers, property owners, developers, brokers and others involved in the commercial retail business will be at the nation s largest shopping center conference. Mayor Robertson and Councilmembers Scott, O Connell, and Palmer as well as staff from the City s Development Services Development plan to participate in this year s event. Rialto s display booth is located in the South Hall, in close proximity to most of the retail tenants. The booth will contain a multimedia display and printed literature that will provide attendees with the City s demographic information and the various retail and commercial development opportunities in the City. The City will market several major retail development projects, including the Wal- Mart Supercenter, the Renaissance Rialto Marketplace, and the re-use of the old Wal-Mart store and the adjacent 18 acres owned by the Rialto Successor Agency. The City will also market the vacant Fresh & Easy and the soon to be vacant Ralphs Grocery Store. The City scheduled several appointments to meet retail tenants and developers to discuss the development opportunities in the City. Planning Commission Summary The Planning Commission took the following actions in April: Quarterly Review On April 13th, the Commission conducted its quarterly review of Conditional Development Permit No. 714 for Culichi Town restaurant and bar. Conditional Development Permit No On April 27 th, the Commission approved a request to establish a second-hand/thrift store within an existing commercial building located at 1507 South Riverside Avenue. The site is located within the R-C (Retail Commercial) zone of the Gateway Specific Plan. Development Code Amendment No On April 27 th, the Commission reviewed changes to the Rialto Municipal Code (Chapter 9 and Chapter 18) to regulate Mobile Marijuana Dispensaries and the delivery and cultivation. The Commission approved the changes and recommended that the City Council adopt the new changes as law. Other Planning Services City Council Adopts Moratorium on New Storage Uses. During the last year, the City has experienced a significant increase in the number of applications to develop new truck parking facilities, pallet yards, and/or other outdoor storage intensive uses. Although these businesses provide a necessary service to the business community, in most instances, the City would prefer more intense development to maximize economic development benefits for the City, such as jobs and property tax revenues. 12

13 On April 26,, the City Council adopted an urgency Ordinance establishing a 45-day moratorium on the approval or processing of development applications and permits for all truck parking, pallet yards and other storage intensive uses within the City of Rialto. During the initial 45-day moratorium period, City staff will study the various issues related to the development of storage intensive uses within the City. City staff will collect additional data on the number, location, and operation of the existing facilities within the City. Additionally, City Staff will review the City s Zoning Ordinances and Specific Plans and will determine and recommend any necessary modifications to the City s Zoning Ordinance and entitlement process to give the City better control on the approval and development of storage intensive uses. Such modifications will give the City better control and discretion to limit the size, number, and location of these storage intensive uses. The City will also consider equitable means of levying development impact fees. Business Licensing The City welcomed the following businesses to Rialto during the month of April. The Building Division also responds to vehicle vs. building inspections and fires when structural integrity is compromised. 13

14 During the month of April, the Building Division provided the following services: Counter Services. Building Division staff provided 364 counter assists, 4 were over the counter review (typically, walls, patios, small room additions, patio enclosures, etc.). Plan Check Submittals. Customers submitted 60 plans for review; 10 of those were completed in-house, and 50 were referred to Willdan for plan check. Plan Check Approvals. The Building Division approved 47 plans for permit issuance, primarily for solar installations and tenant improvement projects. The average review period for first plan check was 6 business days. Building Permits Issued. The Building Division issued 186 building permits this month. Plan check and Permit receipts totaled $190,187 Development Impact Fees Collected. The Building Division collected $238,085 in development impact fees. Total development impact fee receipts for FY 16 are $7,077,724 compared to $6,040,183 during the same period during FY15. Building Inspections. The City s building inspectors performed 590 inspections, with 407 stops, or 37 inspections per working day with 25 stops a day. Final Certificates of Occupancy. The Building Division issued final certificates of occupancy for 15 projects Code Enforcement Services Monthly Activity Report During the month of April, the Code Enforcement Division provided the following services to the community, with an average response time of two days: New Complaints Registered. The Code Enforcement Division received 113 phone complaints and 44 counter inquiries during the month of April. The majority of these complaints relate to residential properties followed by commercial and some industrial. Notices of Violation Issued. Code Enforcement officers completed 159 residential inspections and issued 98 notices of violation to help educate residents and businesses on the Rialto Municipal Code. Administrative Citations Issued. Code Enforcement Officers issued 15 Administrative Citations and assessed a total $147,150 in fines, penalties, and interest. Court Filings. The City Attorney initiated 6 judicial actions during April. Resolved Cases. Code Enforcement closed 159 residential and business cases. 14

15 Special Investigations In the month of April, Code Enforcement Officers continued to work with the Rialto Police Department s Patrol Division. The City checks all homeless subjects for wants and warrants and then cites them for unlawful camping. The City then provides them with resource information on where to obtain food, clothing, medical aid, and temporary housing. City Accepting Property Pride Award Program Nominations Each year, the City Council and the Beautification Commission recognize attractive single-family homes. Rialto residents are encouraged to nominate a home for consideration. Nomination forms may be obtained by contacting Development Services Specialist Rosalind Joiner at (909) or rjoiner@rialtoca.gov. City Increased Mortgage Assistance Program Loan Amount to $60,000 On April 12,, the City Council increased the maximum down payment assistance to $60,000 for eligible homebuyers under the Mortgage Assistance Program. Households earning 80% or less of the Area Medium Income may participate. Neighborhood Partnership Housing Services administers the program. The funds are paid from the State s CalHome Program. International Foot printers Association Dispatcher of the Year Awards On Thursday April 21, Rialto Police Dispatcher Sheila Pavlovich was recognized for her professionalism, hard work, dedication, team work and her commitment to the community. She was awarded Dispatcher of the Year along with several of her peers from agencies within San Bernardino County. Peace Officer s Standards and Training Executive Command College Graduation On Friday April 22, Police Chief Randy De Anda and Police Captain Andrew Karol attended the Peace Officer Standards and Training Executive Leadership Command College graduation. Police Captain William Wilson is to be commended for graduating the 18 month Executive Leadership which is designed to prepare law enforcement leaders of today for the challenges for the future. Captain Wilson authored a Police Futures thesis and article. He is a graduate of Command College #58. 16

17 National Latino Police Officer s Association Third Annual Scholarship Awards On Saturday April 23,, Police Chief De Anda was the keynote speaker for the NLPOA Fallen Officer Memorial Awards and the Yvette Velasco Scholarship Awards. Rialto High School Regional Occupational Program student & San Bernardino County Sheriff Explorer Berenice Camarena were recognized and received several awards and a scholarship. Kiwanis Club of East Rialto Explorer of the Year Awards On Wednesday April 27, Kiwanis Club of East Rialto honored Rialto Police Explorer Kimberly Santos with several awards and a scholarship. Kimberly Santos was recognized at the Kiwanis Club of East Rialto breakfast that was held at the Rialto Unified School District. Kiwanis Club of East Rialto also honored several students of the year throughout the Rialto Unified School District. The students also received several awards and scholarships. Traffic Division Conducts School Safety Operation On April 21 st the Rialto Police Department Traffic Division, along with assistance from the Fontana and Redlands Police Departments conducted a School Traffic Safety Sweep. The goal of the operations is not to just issue citations, but also to educate students who are not using the crosswalks properly. Twenty-four police officers (along with the Rialto Police Dispatchers) participated and enforcement was conducted at 20 of the schools in the city. 17

18 Put the Cell Phone Down Detail Operation On April 27 th, the Rialto Police Department Traffic Division conducted an OTS distracted driving operation. The operation s targeted areas were the I-10 and I-210 overpasses at Riverside Avenue. An officer acted as undercover spotter and was standing on Riverside Avenue at the westbound off ramps with a cardboard sign in hand warning passing motorists of what s about to happen if they were using their cell phones while driving. Not only were we targeting cell phone violations, we were also addressing concerns and complaints about vehicles running red lights at both overpasses. The operation was a huge success and the police department received positive feedback from passing motorists. The extra attention in both of the targeted areas netted 36 citations for cell phone, texting and red light violations. Pride Platoon Competes in the Annual Earp Challenge Military Academy Competition On Saturday, April 30,, students from the Rialto Police Department s Pride Platoon program and the Colton Police Department s CART program competed in the 2 nd Annual Earp Challenge competition. The groups of students competed against each other in 3 events: a relay run, fire-hose drag and a tug-of-war. Pride Platoon won 2 of the 3 events and was once again awarded the perpetual trophy cup. Pride Platoon and CART are programs geared towards changing the negative behavior of teens by means of mentoring, guiding, coaching and teaching. Don Earp, a descendent of the famous Earp family was in attendance and awarded the trophy to Pride Platoon. Congratulations to Pride Platoon Class 12 for winning this year s competition. 18

19 Fire Department Every 15 Minutes The Rialto Fire Department joined with Rialto PD and Bloomington Christian High School to present the "Every 15 Minutes" program to their senior class. This graphic display drove home a very strong and important message about the dangers of driving under the influence of drugs or alcohol. The Every 15 Minutes Program offers real-life experience without the real-life risks. This emotionally charged program, entitled Every 15 Minutes, is an event designed to dramatically instill teenagers with the potentially dangerous consequences of drinking alcohol and texting while driving. This powerful program will challenge students to think about drinking, texting while driving, personal safety and the responsibility of making mature decisions when lives are involved. Day one consisted of a graphic dramatization of an actual fatal traffic collision involving students from Carter High. Day two followed up with a school assembly where students heard from City leaders including Councilman Ed Scott, Police Captain Andy Karol, and Fire Division Chief Sean Grayson. Each of them relayed stories of personal tragedy resulting from drivers operating vehicles under the influence of an intoxicating substance. These presentations brought home the realities of how even one bad decision can cause a loss that affects the individual, their family, and their friends forever. Arson Awareness Week Each year during the first full week in May, the U.S. Fire Administration (USFA) and the Rialto Fire Department work to raise awareness of arson and provide individuals with strategies to combat it in their community. This year, Arson Awareness Week was May 4-10 and focused on arson in the wildland environment. Arson is defined as the willful, malicious, intentional and/or reckless burning of your property or someone else s. Wildfire arson takes place on underdeveloped wildland or uncultivated land comprised of forest, brush or grassland. It is particularly problematic in California where 1 out of every 5 wildfires has been a result of arson since That means that wildland arson has caused multiple deaths and injuries, and billions of dollars of damage just in our state alone. 20 RFD Hosts Regional Hazardous Materials Training The Rialto Fire Department hosted a regional hazardous materials training session this month focused on transportation incidents. Fire Departments and hazardous materials teams from throughout Southern California attended to gain valuable insight on the changes in standards for transportation of hazardous materials. In addition to the tank farm and railyard in the south end of the City, Rialto has the unique challenge of hazardous materials transported in large volumes by truck, rail and pipeline every day. Your Rialto Firefighters applied some of the information learned in the training session to a real incident involving a hazardous materials leak which caught a trailer on fire. Ongoing training like this ensures that we are ready to handle these complex incidents. Fill the Boot Your Rialto Firefighters, with the assistance from off-duty firefighters and volunteers, conducted their annual Fill the Boot drive to raise funds to give to those in need right here in Rialto. The Rialto community has always supported this very special event and this year was no exception. Over the two days of the event, the gracious people that drove by the intersection on Easton and Riverside gave more than $26,000. All funds will be used to support our Rialto community members. CPR and Basic First Aid Training Would you know how to help if someone was injured or needed CPR? One of the most important steps that you can take to help your family and friends in a time of need is to learn these basic skills that you can use before the Fire Department arrives. To help with this, the RFD is offering CPR and Basic First Aid classes for members of our community. Classes will be held on the third Thursday of each month at Fire Station 203, located at 1550 N. Ayala Dr. The classes are offered in two sessions. The CPR class is taught by our certified instructors from 8:00 am to 12:00 pm. Upon successful completion, you receive Basic Life Support CPR certification card from the American Heart Association. The cost of the class is $50.00 which covers all required manuals, AHA certification costs, and your own one-way pocket mask that is used to deliver breaths when performing CPR. 20

21 The Basic First Aid portion of the training then picks up from 1:00 to 4:00 pm. This class uses standardized curriculum to give students the ability to properly deal with a variety of medical and traumatic events. The cost of this class is $20.00 which includes the instruction, hands-on training, and student manual. Both of these classes offer an excellent opportunity to learn important skills that can save a life. This year, the honor went to Fire Explorer George Garay. Explorer Garay was selected for his dedication to the program and for his leadership in the organization. Our explorers are all very active in the community and give hundreds of hours of service to make Rialto a great place to live. The event was held on April 27 at the Rialto School District headquarters. The event also honored the students of the year from the district, and the police explorer of the year. 23 Landscape Class for Professionals The Public Works Department sent out a letter to the City s landscape contractor, all mobile home parks, all apartment complexes, professional landscape companies and the Rialto Unified School District Grounds Maintenance Division, to invite landscape professionals to the Landscape Class for Professionals. This free class will focus on water conservation and efficiency. It also provides the attendees with current water restrictions and how to help their customers achieve beautiful landscapes even in prolonged drought conditions. 29 Rialto Animal Control Special Collection Thank you to all of the Rialto residents that showed up to support the Rialto Animal Control Division by donating much needed supplies. Animal Control Staff received three truckloads full of donations that will be used to help the animals in our community. April Community Clean-up Day During the April Community Clean-up Day we collected 288 used tires, 12,280 pounds of personal documents for free shredding, 18,721 pounds of electronic waste including TV s, Computers, and other household appliances. The next Community Clean-up Day is scheduled for Saturday, July 9,. Mark your calendars now so you don t miss out. Household Hazardous Waste During the month of April there were 346 residents served at our Household Hazardous Waste site. They brought in 835 gallons of used motor oil, 12 pallets of paint, 9 drums of misc. poisons and other toxic liquids and 15 barrels of sharps. During the month of May the site will be open on Friday and Saturday the 20 th and 21 st from 8:00 am until 12 noon. 29
