Rialto Institute of Progress The Rialto Institute of Progress is an 8-week program that will be held from September 7 through October 26. Sessions occur Thursday evenings from 6:30 to 8:30 p.m., in the Council Chambers at the Rialto Civic Center. After completion of the program, community members will have an increased understanding of Rialto s organizational structure, the operations of our City Departments and how they impact the quality of life in the City of Rialto. In an effort to continue to educate and celebrate responsible pet ownership in our community, this event is a great way to bring families out with their pets for some fun in the sun at the Pet-A- Palooza. Rialto s Certified Farmers Market Rialto s Certified Farmers Market is held every Wednesday, 10:00 am 2:00 pm. Farmers Market is located at City Hall where vendors sell a variety of fresh vegetables, fruits, nuts and more at a reasonable cost to consumers. Come out and see what our local farmers have to offer! Economic Heartbeat of Rialto Mayor Deborah Robertson s Economic Heartbeat of Rialto can be seen on the Rialto Network, Channels 3 and 99. It is also available on live stream via the City s web site, This show is an in-depth interview with local Rialto businesses. Administrative Services Budget Document / Audit The 2017/18 Annual Budget Document was adopted by City Council at the July 11 th Council Meeting. On July 25 th the City Council adopted Resolution No establishing a Budget Advisory Committee for the purpose of preparing a long range financial plan and advising Council regarding future revenue enhancements and expenditure efficiencies. The Finance Division also completed the interim field-work of the City s Annual Financial Statement Audit during the last week of July. The year-end field-work of the City s Annual Financial Statement Audit starts in October. The Finance Division is determined to complete the year-end field-work in time to meet the Government Finance Officers Association of the United States and Canada Certificate of Achievement Program deadline of December 31, GFOA Award The City of Rialto s comprehensive annual financial report for the year ended June 30, 2016 was awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA). The Certificate of the Achievement is the highest form of recognition for excellence in state and local government financial reporting. In order to be awarded the Certificate of Achievement, a government must publish an easily readable and efficiently organized annual financial report. This report must satisfy both generally accepted accounting principles and applicable legal requirements. 2

3 Human Resources Director of Human Resources and Risk Management We would like to welcome Lucy Garcia to the City of Rialto as our Director of Human Resources and Risk Management. Lucy has over 20 years of experience in Municipal Government with the cities of West Covina, Chino, and most recently, with the City of San Marcos, in the areas of Public Works, Community Services, and as the Assistant City Manager and Human Resource Director. Lucy has a Bachelor s Degree in Public Administration from USC, and a Master s Degree in Public Administration from the University of La Verne. Lucy will be working in the areas of claims, contract negotiations and employee/employer relations. 5 Community Services Fitness and Aquatic Center Fitness Orientation The Fitness and Aquatic Center weekly fitness orientation program will begin once again in the month of September. There is a current interest list for those who would like to take the two part course. As a token of appreciation to our loyal member a free information class will be offered two days a week on Tuesday and Thursday from 5:00 7:00 p.m. The first hour will be a group exercise session and the second hour will be discussions focusing on nutrition, proper exercise technique and provide an opportunity for an individual question and answer session. Courtney Community Playhouse The Rialto Community Players will be hosting Caught in the Net, as a sequel to their previous show Run for Your Wife. For more information on tickets please call (909) Aquatics Swim Lessons We currently have 309 group and private swim lesson participants. Please call (909) for registration times and details on how you or your child can participate in our Learn to Swim Program. Unfortunately our private lessons are currently full and will reopen as time slots become available. Swim Team The Rialto Sea Turtles swim team currently has 22 swimmers enrolled. If you are looking to join a local competitive swim club please give us a call. Facility Rentals Looking for a place to celebrate your special occasion? The Fitness & Aquatic Center rents out the swimming pool and patio area. Call for more details. Dates are filling up. Jr. Lifeguarding Program Our Junior Lifeguarding program started this month and we currently have seven enrolled. Our junior lifeguarding course is structured to teach water safety and introduce participants to the duties and responsibilities of a lifeguard. Our goal is for our students to build a foundation of knowledge, attitudes and skills in preparation for the American Red Cross Lifeguard course. Job Opportunity Aquatic center has welcomed 3 lifeguards to our team. If you are currently certified as a Lifeguard with American Red Cross we have positions open for the summer and fall. 5

6 Lap and Recreation Swim Lap Swimming is available throughout the week for fitness center members and guests who pay the daily walk in fee. In the month of July we had 97 daily walk in and lap swim passes sold. For those interested in just cooling down and having fun in the pool we offer recreation swim sessions throughout the week. During July we had 2,472 recreation swimmers attend our sessions. Special Events 4 th of July The City of Rialto Fourth of July celebration took place on Tuesday, July 4 at Jerry Eaves Park from 5:00 9:00 p.m. The event was attended by upwards of 5,000 people. This year s celebration was country-themed and included a variety of family-friendly activities. Children enjoyed obstacle course inflatables, pony rides, a petting zoo, face painting, water wars, and carnival games. The crowd enjoyed live entertainment from three different bands throughout the event. The opening act was Latin Express, followed by James and the Frienz Band, and closing act by The Silverados. The huge event also included a second stage area where children and adults competed in different food eating contests. Things got messy as each group competed in a pizza eating contest, watermelon eating contest, and whipped cream pie eating contest. Winners received first place medals and well-earned bragging rights. The night was brought to a close with a spectacular aerial fireworks show. The City of Rialto thanks everyone involved in making this yearly event a success. A special thank you to the Community Services Department, Public Works, Rialto Fire Department, and Rialto Police Department. Child Development KidStuff Due to our Summer Camp demand our Tiny Tots program is currently held at our Hughbanks site only. Tiny Tots classes will resume at the Community Center on Monday, August 14th. Summer Fun! Our Preston Preschool students have been enjoying the warmer weather with water play! They have had fun with water balloons, homemade popsicles made with fresh fruit and juice. Staff has also celebrated our students who have summer birthdays. One of our many arts & crafts activities was a fun Caterpillar made out of egg cartons. If you would like more information on our programs this please contact us at (909) Fit4Kids: New Session Our first Fit4Kids 12 week session will start Monday, August 14, We are excepting new applications for the Fit4Kids program now. This program is free for Rialto residents, 6

7 who qualify under low-moderate annual household income. Proof of Rialto address (utility bill or valid identification card) and proof of income required for all adults 18 years and older in household are required prior to enrollment. Senior Services Division Our senior participants got a change to socialize and dance with their friends during our Hotter than July Senior Social. The event was held on Thursday, July 6 th from 2:00-4:00 p.m. The social was sponsored by Regal Medical Group Inc. Representative Juan Rivas. Juan provided cookies and punch and staff played a variety of music during the event. Representative Catherine Landeros from Colton Home surprised us by providing the seniors with fruit trays. This is the 2 nd Free Senior Social of the year. Our seniors are always excited when they have a chance to dance and they are thrilled that it was a free event. Our next Free Senior Social will be our Tis the Season Senior Social which is scheduled for Thursday, December 7 th from 2:00-4:00 p.m. Clear Captions Representative Gilmer Orellana visited our facility on Monday, July 17 th from 11:00am-1:00pm. During his visit he provided our senior participants with information regarding the free caption telephone along with a demonstration of the caption features. The captions displays on the screen in near real-time during conversations, an answering machine messages, call log displays of previous conversations to review important details, the speakerphone offers hands-free calls and amplified handset uses hearing aid technology to boost sound up to 50 decibels. The Friends of the Rialto Senior Center wanted to do something special for our senior participants so they hosted a Free Senior Ice Cream Social on Thursday, July 20 th from 1:30-3:30 p.m. During the social they were served Banana Splits, Ice Cream Sundae s and Root Beer Floats. Youth and Adult Sports Youth Basketball (Divisions 2-5) The Summer Basketball season will continues to flow smoothly. We are packed every Saturday from 9:00 a.m. 10:30 p.m., with teams competing for their place in the playoffs. All divisions will begin their playoff runs in August, except Division 5. The season will conclude on August 12 th. Basketball Division 1- Rialto Pride The Rialto Pride plans to participate in 3 tournaments in July. The team looks great with over 12 members. We will see if the winning tradition continues. The summer tournament season is here and the Pride is ready.. Stay tuned as this program 7

8 continues to grow. As always, the Rialto Pride would like to send a huge thank you to volunteer coaches for all their hard work and dedication to the team. Girls Volleyball The summer season of Girls Volleyball has not missed a beat. All teams are very evenly matched and on any given Friday a team can win or lose. Division 1 will begin its playoff run in August. This program is growing by leaps and bounds. We have two off site practice locations at Rialto Middle School and Jehue Middle School. The season will conclude on August 11 th. Rialto Youth Sports Alliance The Rialto Youth Sports Alliance s next meeting will be held on September 27 th, This meeting will discuss new approaching seasons, park projects, and city requirements moving forward. This alliance continues to be a great support system for the local groups. Development Services Department Economic Development and Housing Rialto Assessed Values Increase by 7.8% for The Great Recession decimated Inland Empire real estate values and caused assessed valuations to decline for three consecutive years from Rialto assessed values declined by 15% over that period as illustrated in the graph below, before recovering in large part because of the industrial development that commenced in

9 The County Assessor s Office recently reported that assessed values for Rialto increased by 7.8% for 2017, the sixth straight year of growth. This growth rate was the 3rd highest reported for any city within San Bernardino County, after the City of Chino (8.0%) and the City of Loma Linda (11.1%). Countywide values advanced at a slightly slower rate of 6.1%. The $570 million increased in assessed valuations will produce approximately $800,000 per year in new property tax revenue for the City of Rialto. Assessed valuations establish the basis for Loma Linda 11.1% the levy of property taxes. Generally, Rialto 7.8% property owners pay 1% of assessed valuation for property taxes, excluding any Colton Montclair 7.3% 7.0% Ontario 6.9% special taxes for school bonds, water district Grand Terrace 6.1% debt repayment, and the like. Of the 1% Redlands 6.1% property tax rate, the City of Rialto receives Rancho Cucamonga 6.1% approximately 14% for general municipal San Bernardino 5.8% services. For example, a home assessed at $200,000 will produce $2,000 per year in Fontana Highland 5.4% 4.9% property taxes (1%), and the County Tax Collector allocates just $280 of this amount to the City of Rialto. The balance of $1,720 goes to support schools, courts, and other governmental services. Assessed valuations also factor into the allocation formula for the Vehicle-In-Lieu Fee. The state allocates taxes to the City based upon its share of assessed valuation growth within the County, thus revenues from this source will also significantly increase. Burger King Remodels Valley Boulevard Store. Burger King commenced renovation of its exterior façade at the northwest corner of Riverside Avenue and Valley Boulevard. The project includes bathroom upgrades but no other interior improvements. Burger King is currently closed but plans to reopen after construction. Burger King renovates its Valley Boulevard restaurant (left photo) and the Golden Embers comes down in preparation for a new WSS/Aldi shopping center (right photo). Golden Embers Building Demolished. The property owner demolished the former Golden Embers Restaurant building at the northeast corner of Foothill Boulevard and Cactus Avenue. The owner proposes to commence construction on a shopping center anchored by WSS Wholesale Shoes and an Aldi Market. 9

10 Rialto Marketplace Celebrates Grand Opening. On Thursday, July 20th, Rialto celebrated the grand opening of Rialto Marketplace located on the South West corner of San Bernardino Avenue and Riverside Avenue. The Walmart Supercenter, Sprint, Jersey Mike s Subs, Juice It Up, Starbuck s Coffee, Sally Beauty, Carl s Jr, Chipotle and T-Mobile are already open. Other tenants opening soon at the almost 100% leased new shopping center include Pieology, Les Schwab Tires, GNC, Kelly s Nails, Wing Stop, Menchie s Frozen Yogurt, Wells Fargo, Ono Hawaiian BBQ and 7 Eleven. NewMark Merrill Companies hosted a grand opening celebration at the Rialto Marketplace. The community welcomed new retailers including Menchies, Chipotle, Jersey Mike s, Carl s Junior, Starbucks, Sprint, Sally s Beauty, Pieology, and others still to come. Renaissance Marketplace goes Vertical. The City issued building permits for structures that will house Burlington, Party City/GS Love, Ulta Beauty, Famous Footwear, Starbucks, and various multi-tenant facilities. Plans are under review for Cinemark and 24 Hour Fitness, among others. Grading commenced in March, slabs and footings followed, and vertical construction is now underway. Lewis Hillwood continues construction on Renaissance Parkway and Linden Avenue, the two streets providing access to the future shopping center. New Housing Development Emerging for Rialto. The Building Division recently issued permits for three different housing developments. The projects include: o o o Tract single-family units on Casmalia Avenue, east of Ayala Drive developed by Casmalia Investment & Development, LLC. Serrano Place units at the southwest corner of Bloomington Avenue and Willow Avenue developed by RC Hobbs Company. Site grading is complete, and the developer will construct models and initial production units. Tract units on Cedar Avenue, south of Summit Avenue developed by Blackmon Homes. Staff anticipates that Crestwood Communities will pull building permits to construct 75 units on Cactus Avenue, south of Merrill Avenue. The Planning Division is also reviewing three single-family housing developments totaling 85 units. 10

11 State Pipe and Supply. On August 15, 2017, State Pipe and Supply will celebrate the opening of its new spiral mill facility at the northwest corner of Casmalia Street and Locust Avenue. The City approved construction of the 44,000 square foot manufacturing facility in 2015, and the project nears completion. State Pipe and Supply widened Casmalia Street and Locust Avenue, and installed screen walls and landscaping to beautify this corridor of the City. State Pipe and Supply produces and sells iron and steel pipes and is one of the City s largest sales tax producers. Planning Commission Summary In July, the Planning Commission took the following actions: Tentative Parcel Map for Housing Project. The Commission approved a Tentative Parcel Map subdividing a 2.5-acre vacant lot into 8 single-family lots as proposed by SA Golden Investment. The site is located on the west side of Linden Avenue and south of Etiwanda Avenue. Planet Fitness to Occupy Former Ralphs Building. The Commission approved a determination of use allowing Planet Fitness to utilize 18,750 square foot of the former Ralphs Market building at 2008 N. Riverside Avenue. The property owner continues to market the remainder space for a new user. The owner proposes to make façade improvement to the building. WSS Sign Approval. The Commission approved WSS Wholesale Shoe s request for wall sign logos on its proposed building. The property owner anticipates construction to commence in late The site is located on the northeast corner of Foothill Boulevard and Cactus Avenue. Truck and Trailer Storage Yard Operation. The Commission approved a Conditional Development Permit to operate a truck and trailer storage yard on a 1.11-acre site located at the southeast corner of Cameron Way and Date Avenue in south Rialto. Fulfillment Center Parcels Consolidation. The Commission allowed the consolidation of six (6) parcels into one net acre parcel to facilitate the development of a 614,848 square foot fulfillment center on the south side of Renaissance Parkway, between Locust Avenue and Linden Avenue in the Renaissance Specific Plan area. Retail Development EIR Addendum. The Commission reviewed an addendum to a certified environmental impact report for a proposed hotel, restaurants and an automobile service station with a convenience store at the northwest corner of Alder Avenue and Renaissance Parkway in the Renaissance Specific Plan area. Current Planning Activity In July, the Planning Division served 194 customers and reviewed the following noteworthy projects: Housing Developments. Staff reviewed three proposed single-family housing developments: 11

12 o o o 50 single-family homes at the northeast corner of Randall Avenue and Acacia Avenue, requiring a zone change. On July 24, 2017, the Economic Development Committee recommended that the developer (RC Hobbs) include single-story homes and conduct a community meeting before proceeding. 3 single-family homes on the west side of Lilac Avenue between Grant Street and Bloomington Avenue. The developer is C & D Builders and Developers, Inc. 32 single-family homes on the west side of Sycamore Avenue, north of Randall Avenue requiring a zone change. The developer is Asian Pacific, Inc. 7-Eleven Building Façade Improvement. Proposed façade improvement of a 7-Eleven store located at 1833 N. Riverside Avenue. Miguel Jr. s Restaurant. Miguel Jr. s Restaurant s development in the Renaissance Marketplace. Wireless Communication Facility. Proposed wireless communication facility at the northwest corner of Slover Avenue and Riverside Avenue in south Rialto. Business Licensing In July, the City welcomed the following businesses to Rialto. The City sent each of these new businesses a welcome letter and a statement of appreciation for choosing Rialto as their business home. Building Division Report In July, the Building Division provided the following services: Counter Services. Staff provided 523 counter assists: 8 were over the counter reviews (typically, walls, patios, small room additions, patio enclosures, etc.) Plan Check Submittals. Applicants submitted 100 plans for plan check review. Staff completed 13 in-house and referred 79 plans to Willdan/Interwest. Noteworthy new plan check submittals include City projects: Frisbie Park and Joe Sampson Park. 12

13 Plan Check Approvals. The Building Division approved 71 plans for permit issuance. Approvals included solar installations, tenant improvement, new commercial building, and industrial projects. The average review period for first plan check was 10 business days. Noteworthy plan approvals include Aldi and RC Hobbs. Building Permits Issued. The Building Division issued 231 building permits. Plan check and permit receipts totaled $147,611. The Building Division issued permits for noteworthy projects including Burlington, Party City, GS Love, Ulta, Famous Footwear, and Starbucks, all situated in the Renaissance Marketplace. Development Impact Fees Collected. The Building Division collected $3,011,000 in development impact fees during July Building Inspections. The building inspectors performed 1,044 inspections with 513 stops or 65 inspections per day. Final Certificates of Occupancy. The Building Division issued final Certificates of Occupancy for 10 projects. The Building Division conducts inspections for new residential and ongoing industrial construction. Code Enforcement Services In July, the Code Enforcement Division received 77 phone and 37 counter complaints and inquiries. Code Enforcement provided an average response time of 1.5 days and often as quickly as 15 minutes. Notable Code Enforcement activities included: Residential Property Clean Up. In May 2017, the Code Enforcement Division received a complaint of homeless people living in a vehicle at a multi-family residential property. Upon investigation, the Code Enforcement Officer issued a Notice of Violation for the subject vehicle and debris in the driveway. On July 18, 2017, the Code Enforcement Officer inspected the site and found the vehicle and debris removed. Illegal Yard Sales and Signs. Code Enforcement discovered 8 illegal yard sales. The Code Enforcement Officers informed the residents of permitted yard sale dates. In addition, Code Enforcement Volunteer, George Apker and Field Service Assistant, Sean Murphy abated illegal signs throughout the city s main thoroughfares and residential streets. Illegal Vendors. Code Enforcement cited 2 unlicensed phone vendors and 1 flower vendor operating in the public right-of-way. 13

14 Truck Abatement in Residential Area. Since 2012, the Code Enforcement Division worked with a property owner related to complaints of a commercial tow truck parked in a residential driveway. On July 5, 2017, Code Enforcement conducted a vehicle abatement warrant after the owner failed to remove the tow truck. Area Command Meeting. On July 24th and July 27th, the Code Enforcement Division attended the Police Department s Area Command meetings at Sunrise Church and the Grace Vargas Senior Center. The Code Enforcement Officers answered questions and received complaints regarding property maintenance issues. Rialto residents can use Nextdoor share information about neighborhood watch issues, local events, and local activities. Nextdoor was specifically designed to make neighbors feel comfortable sharing information with one another in order to help build stronger communities. Neighborhoods establish and self-manage their own Nextdoor website. Information shared on each Nextdoor site is only visible to members who live in the neighborhood and who have verified their address. Coffee with the Chief Coffee with the Chief" offers residents an opportunity to personally meet their Police Chief and other representatives in a casual setting. At "Coffee with the Chief" community members will learn about the Police Department, special projects, and other related events. DUI Checkpoint The Rialto Police Department Traffic Unit conducted a DUI/Driver License checkpoint on Friday July 14th at the West Valley Water District at 855 W Baseline Rd, screening eastbound traffic on Baseline Rd, west of Cactus Ave. Of the 870 vehicles that entered the checkpoint 242 persons were screened further for possibly being DUI or being unlicensed. One arrest was made for DUI, 76 citations were issued for driving without a valid license, and 7 arrests were made for outstanding warrants. Funding for this and other DUI checkpoints is provided to the Rialto Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, targeting those who still don t heed the message to designate a sober driver. Officers Honored On July 12, 2017, the Inland Robbery Homicide Investigation Association honored Officers D. Covarrubias, M. Aguirre, V Gutierrez, and M. Lopez this evening for their outstanding involvement in the arrest of three suspects that committed approximately a dozen robberies in the Rialto, Fontana, and San Bernardino areas. Their quick response to a call from a victim resulted in the capture of the suspects allowing the Rialto Police Department Detective Bureau to solve a string of robberies being committed by this menacing group of individuals. 15

16 National Night Out 2017 The Rialto Police Department hosted National Night Out on Tuesday, August 1, National Night Out is celebrated nationwide to unite cities with the community and Public Safety. It s America s Night Out Against Crime. This year s event started off with a bang, under a thunderstorm however the event continued on and had a successful turnout. The citizens enjoyed a canine presentation, bounce houses, DJ, food trucks, photo-booth, indoor video game center, Home Depot craft area and over 45 informational booths and vendors were in attendance providing various information and services to the citizens. A highlight of the evening was the annual Battle of the Badges: Chili Cook- Off event Fire vs. Police. For a small donation, citizens were able to taste test 9 different chilies cooked by fire and police personnel. The citizens voted for their favorite chili, and this year s 1 st place winner was Police Captain Wilson, with a fifth consecutive 1 st place win for Rialto Police. The annual chili cook-off is a fundraiser for Rialto s Relay for Life, supporting the American Cancer Society. Community Outreach Program The Rialto Police Department s Community Outreach Program (C.O.P.) incorporates the philosophies of Community Oriented Policing and Problem Oriented Policing. The C.O.P. team collaborates with the community partners, business owners, faith based organizations, non-profits, county/state service providers, and citizens to make positive changes in the community. The C.O.P. team holds a FREE monthly resource event open to all citizens in the county. Representatives from an assortment of county service providers, community based and faith based resources such as: County of San Bernardino Department of Workforce Development, Transitional Assistance, Child Support Services, Behavioral health service providers, Education Programs, Vocational Training Programs, Faith-Based Counseling, Drug & Alcohol Abuse Counseling, and more are in attendance. 17 Hospital Partnerships Your Rialto Fire Department partnered with two regional hospitals in July to improve outcomes and reduce the occurrence of life-threatening emergencies in Rialto. Education was provided to resident physicians at Arrowhead Regional Medical Center on Rialto Fire Department s sudden cardiac arrest program and its survival rate at nearly 6 times the national average. Fire Department personnel provided information to physicians at Loma Linda University Medical Center on safety issues concerning pediatric drowning and pending legislation in California. In the over 10 years since instituting the Rialto Drowning Prevention program 20,000 kids have received training on the importance of water safety and there has been a 90% reduction in drownings in Rialto. Mutual Aid Activity The fire season is in full swing in California, and unfortunately, we are seeing early heavy activity throughout the state. As a participant in the State Master Mutual Aid system, Rialto has been proudly responding to the call for help. Medic Engine 201 responded to the Bridge Fire in Highland. After protecting a neighborhood of homes from the 500 acre fire, one gracious homeowner made spaghetti for the crew. Medic Engine 204 and Battalion 803 were called to the Detwiler fire in the Mariposa County which burned over 80,000 acres and destroyed 63 homes. 17

18 Your Rialto Firefighters also requested mutual aid on several vegetation fires in Rialto in July, including the Pepper Fire which burned nearly 40 acres south of Interstate 210. No structures were damaged. Keeping Things Safe and Fun This Summer Your Rialto Fire Department Fire Prevention Specialist Nikki Haslam-Wright won the Skills and Grills competion at the 5 th Anniversary of the Rialto Farmer s Market in July. The golden spatula winner shared the following Summer safety timps with us: - Use Barbecue Grills Safely Never leave a barbecue grill unattended. Place the grill well away from siding, deck railings and out from under eaves and overhanging branches. Don't use or store on a porch or balcony. Keep children and pets away from the grill area. Have a 3-foot "kid-free zone" around the grill. Put out several long-handled grilling tools to give the chef plenty of clearance from heat and flames when cooking food. Periodically remove grease or fat buildup in trays below grill so it cannot be ignited by a hot grill. Use only outdoors! If used indoors, or in any enclosed spaces, such as tents, barbecue grills pose both a fire hazard and a risk of exposing occupants to carbon monoxide. - Charcoal Grills Purchase the proper starter fluid and store out of reach of children and away from heat sources. Never add charcoal starter fluid when coals or kindling have already been ignited, and never use any flammable liquid other than charcoal starter fluid to get the fire going. Dispose of charcoal coals only after they are cool. Empty the coals into a metal container with a tight-fitting lid that is used only to collect coals. Place the container away from anything that can burn. Never empty coals directly into a trash can. Car Seat Safety Part of the Fire Department s mission is to address a broad variety of risks in the community, and many of those risks go well beyond just fires. One example is out child car seat program. All of our Community Risk Reduction personnel are trained car seat technicians, and we offer free car seat install and instruction during business hours at Fire Station 201, 131 S. Willow Avenue. As a reminder, beginning January 1, 2017, children under 2-years old must be rear-facing unless they are 40 lbs. or more, and over 40 inches in height. 18

19 CPR and Basic First Aid Training Would you know how to help if someone was injured or needed CPR? One of the most important steps that you can take to help your family and friends in a time of need is to learn these basic skills that you can use before the fire department arrives. To help with this, the RFD is offering CPR and basic first aid classes for members of our community. Classes will be held on the third Thursday of each month at Fire Station 202, located at 1700 N. Riverside Ave. These classes are offered in two sessions. The CPR class is taught by our certified instructors from 8:00 a.m. to 12:00 p.m. Upon successful completion, you receive Basic Life Support CPR certification card from the American Heart Association. The cost of the class is $50.00 which covers all required manuals, AHA certification costs, and your own one-way pocket mask that is used to deliver breaths when performing CPR. The basic first aid portion of the training then picks up from 1:00 to 4:00 p.m. This class uses standardized curriculum to give the student the ability to properly deal with a variety of medical and traumatic events. The cost of this class is $20.00 which includes the instruction, hands-on training, and student manual. These charges will be included in the annual property tax bills. Residents will receive an annual newsletter that includes important dates, residential service program information, recycling tips and important contact information. Customers on tax roll billing will save $7.20 per year on their trash and recycling collection services. Property owners may opt out of the tax roll billing program; however, the discount will not apply to those customers that choose to opt out of the program. 20 Willow Avenue & Etiwanda Avenue Sewer Construction As part of infrastructure upgrades to the City s sewer system, Rialto Water Services/Veolia Water will be constructing sewer mains along two areas in Rialto. A small section of Etiwanda Avenue from Clifford Avenue to Willow Avenue and a larger section of Willow Avenue from Etiwanda Avenue to Foothill Boulevard is underway. Pipe bursting will be the method used to upsize the sewer lines in these areas. This method will minimize street cuts but the nature of this method requires laying pipe above ground which will require the use of street space. Traffic lanes in each direction will continue to be open in both areas. Please plan accordingly, as there will be more congestion than usual in these areas.
