Kannas, Assistant City Engineer Capital Improvement Plan, Minnesota Project No.: W The following is a prioritized list of street and utility capital improvement projects that we recommend the consider pursuing: 1) Sanitary Sewer Repairs (2 nd Ave. S. Area, 7 th St. S. Area and Upplanda Area) In February 2017 there was approximately 16,000 linear feet of vitrified clay pipe sanitary sewer mainline that was televised in four areas of the City. The televising showed deficiencies in several areas of the system. Attached are maps of the four areas showing the pipe condition in each area. As a short term fix to address the most critical deficiencies in the sanitary sewer system in the 2 nd Ave. S. area (Figure 1), 7 th St. S. area (Figure 2) and Upplanda area (Figure 3), a project consisting of less obtrusive repairs that include spot lining, lining of entire sewer mains and some spot repairs requiring excavations should be completed. This would address all of the pipes that were rated in Poor or Critical condition (shown in orange and red on the attached figures). The figures show the locations of the proposed sewer lining and spot repairs. The estimated cost to complete these repairs is $360,000. 2) Sanitary Sewer and Watermain - Douglas Drive Area Due to the combined condition of the streets, watermain and sanitary sewer system in the Douglas Drive area (Figure 4), it is recommended that a full street and utility reconstruction be completed to address the street and utility deficiencies in this area. The watermain is cast iron pipe constructed in The watermain has experienced breaks every year for the past several years. The sanitary sewer system is clay tile pipe constructed in Tree roots are highly prevalent in the sewer mains and continue to grow back despite City crews performing maintenance to remove roots and applying chemicals to slow the growth of tree roots in this area. Infiltration is also high in this area. A full reconstruction would provide the most cost effective, long term solution to address all of the current deficiencies in this area. The total estimated project cost is $1,700,000. 3) Sanitary Sewer and Watermain 2 nd Street S. and 3 rd Ave. S. Area (Southeast Area Phase 3) Due to the combined condition of the streets, watermain and sanitary sewer system in this area, it is recommended that a full street and utility reconstruction be completed to address the street and utility deficiencies in this area. The watermain is cast iron pipe constructed in The watermain has experienced breaks in this area in the past, but no breaks have occurred in the past few years. Valves, hydrants and water shut offs are approaching 80 years old and many of them do not operate. The total estimated project cost is $1,600,000. 4) Additional Sanitary Sewer System Evaluation It is recommended that the City continue with their sanitary sewer televising program each year until all clay pipe sewer has been televised and evaluated. Additionally, all sewer mains located in proposed street overlay or street reclaim areas for 2018 should be televised during the 2018 calendar year. Based upon televising, the sewer system can further be evaluated for any needed repairs prior to street surfacing being completed. 5) Watermain - Sigrid Drive The watermain along Sigrid Drive has experienced multiple breaks over the past three to four years. The watermain is cast iron pipe constructed in Due to the multiple breaks over the past several years and the history of cast iron pipe being susceptible to breaks, it is recommended that replacement of this watermain be considered in the future. The estimated costs for using pipe bursting trenchless technology and open cut traditional replacement are very similar. Both methods could be bid to determine the lowest overall actual cost.
