5 ANNUAL REPORT YEAR : INTRODUCTION. The Annual Report of MP power System performance for the year has been prepared by State Load Despatch Center on the basis of, 15 minutes time block /daily/hourly/monthly, data/information of real time SCADA system, Implemented Schedule of WRLDC, Regional Energy Account of Western Regional Power Committee(WRPC), Mumbai, and data /information furnished by the state entities. Additional data/information in respect of performance of all the State Entitles which may be very useful for the analysis and record purpose are also included in the Annual Report. Ministry of Power (MOP), Government of India, has formulated a committee on Manpower, Certification and Incentives for System Operation and Ring fencing of Load Despatch Centres. As per the recommendation of the committee, SLDC s are required to obtain ISO certification. The Quality Management System of State Load Despatch Centre, has been accessed and confirms to the quality management system standard ISO 9001: 2008 for operation of Integrated Grid Services with a focus on reliable, Secure and Economic Operations in accordance with Grid Standard laid down in the Gird Codes ( IEGC & MPEGC) by M/s Integrated Quality Certification Pvt. Ltd. Bangalore, a certification body having accreditation with National Accreditation Board of Certification Bodies (NABCB) and found in conformance to the ISO Quality Management Standards. The ISO 9001:2008 Certificate has been issued for SLDC on 15 th March The certification body has conducted surveillance audit during FY and observed the status as per quality standards. 1.1 FUNCTIONS OF STATE LOAD DESPATCH CENTRE As per Electricity Act 2003 the functions of State Load Despatch centre are as under :- (1) The State Load Despatch Centre shall be the apex body to ensure integrated operation of the power system in a State. (2) The State Load Despatch Centre shall - (a) be responsible for optimum scheduling and Despatch of electricity within a State, in accordance with the contracts entered into with the licensees or the generating companies operating in that State; (b) monitor grid operations; (c) keep accounts of the quantity of electricity transmitted through the State grid; (d) exercise supervision and control over the intra-state transmission system; and Annual Report , SLDC, MPPTCL, JBP 1

6 (e) be responsible for carrying out real time operations for grid control and despatch of electricity within the State through secure and economic operation of the State grid in accordance with the Grid Standards and the State Grid Code. (3) The State Load Despatch Centre may levy and collect such fee and charges from the generating companies and licensees engaged in intra-state transmission of electricity as may be specified by the State Commission. 1.2 FUNCTIONS OF STATE TRANSMISSION UTILITY As per Electricity Act 2003, the functions of the State Transmission Utility shall be - (a) system; (b) (i) (ii) (iii) (iv) (v) (vi) to undertake transmission of electricity through intra-state transmission to discharge all functions of planning and co-ordination relating to intra-state transmission system with - Central Transmission Utility; State Governments; generating companies; Regional Power Commi ttees; Authority; licensees; (vii) any other person notified by the State Government in this behalf; (c) (d) to ensure development of an efficient, co-ordinated and economical system of intra-state transmission lines for smooth flow of electricity from a generating station to the load centres; to provide non-discriminatory open access to its transmission system for use by- (i) (ii) any licensee or generating company on payment of the transmission charges ; or any consumer as and when such open access is provided by the State Commission under sub-section (2) of section 42, on payment of the transmission charges and a surcharge thereon, as may be specified by the State Commission: Annual Report , SLDC, MPPTCL, JBP 2

9 2.2 M.P. Transmission System EHV Lines During , ckt. km.of 220 kv and Ckt.km of 132 kv transmission lines were added in MP Transmission System. Total 400kV MP transmission network as on was of ckt.km, 220 kv of ckt.km, 132 KV of ckt km and 66 KV of 61 ckt km. 10 2.2.3 Transmission Loss of Madhya Pradesh The Transmission Loss of Madhya Pradesh in was 3.51 % as against 3.74 % in The year wise actual transmission loss of MP is shown below 6.00 Yearwise MP Transmission Losses % Actual Year 2.3 Power Supply Position Profile (i) Western Region The Western Regional maximum demand met in the year was MW on 28 th March,2012 at 21:00 hrs. which is so far highest demand met in Western Region. Peak demand growth was 4.54% against previous year ( ) whereas the unrestricted demand growth is 3.40%. The minimum demand of MW was observed on 2 nd September,2011. Compared to last year average shortage was reduced from 15.67% to 13.74%. (ii) Madhya Pradesh The maximum demand met by MP recorded during the year was 8546 MW on dtd , which is highest ever so far and is 2.6% more than the previous year maximum demand met of 8331 MW. The unrestricted maximum demand was 8946 MW on , which is highest ever so far and is 2.1% more than the previous recorded year maximum unrestricted demand of 8758 MW. The minimum registered demand was 2507 MW on 23 rd July The peak demand met growth was 11.9% whereas the unrestricted demand growth was 6.4% with respect to last year. July-September is generally lean period due to rainy season and peak demand met came down MW to MW. The quarter October- December is having high demand in the grid due to onset of Rabi season when agricultural demand is predominant with many pump sets operating. This quarter, also being the festival season, commercial and residential demands are also on the higher trajectory. But The quarter January-March is also high demand period similar to that of previous quarter due to continuation of agricultural activities. The industrial demand is also at its peak as this is the last quarter of the financial year and thrust is on achieving targets before the end of financial year. Regional peak demand met varied monthly between to (ii) Madhya Pradesh The load in the first quarter April-June, is mainly residential and commercial due to summer conditions. 15 MW to 5300 MW. Second quarter July-September, is generally lean period due to rainy season and peak demand met came down in the range of 3300 MW to 4800 MW. The third quarter October-December is high demand period in the grid due to onset of Rabi season when agricultural demand is predominant with many pump sets operating. This quarter, being the festival season, commercial and residential demands are also on the higher trajectory. The peak demand met pattern was seen in the range of 5000 MW to 7000 MW. During the last quarter of the year ie January-March demand pattern was similar to third quarter because of continue supply to all groups during night hours for final examinations in addition to continuation of agricultural activities. MP peak demand met varied monthly between 6800 to 8500 MW during last quarter of the year. 19 2.3.5 Annual Load Duration Curve LOAD DURATION CURVE : DEMAND MET YEAR : %Time MW Energy Supply (i) Western Region In the year total energy availability of Western region was 274 billion units against the requirement of 305 billion units. Energy shortages varied from 6.20% to max %. Average energy consumption per day was 680 to 740 MUs. The maximum energy consumption per day exceeded 800 Mus i.e 840 Mus on The increase in daily average energy consumption compared to last year is 9.14% as against the generation capacity addition of 8825 MW. (ii) Madhya Pradesh The total energy supplied (ex-power station bus) into MP grid including power received from Central Sector, over drawal / under drawal, additional power purchase and other sources during the year was MUs which is % more than MUs supplied in the i.e.. The total requirement of the Energy was MU which is 5.59% more than the energy requirement of last year MU. Energy Shortage was observed varying from 3.51% to 20.55%. 22 GROWTH OF ENERGY SUPPLY MU Year 2.4 Frequency Profile Frequency profile in the year was better as compared to last year The average frequency of WR varied between Hz to Hz.. Frequency profile deteriorated in the month of Sep, 2011 to Dec.2011 due to heavy drawal by neighboring regions, more unit outages and inadequate load shedding under over drawl situations. The frequency touched 48.8 Hz. for 217 times and touched 48.6 Hz for 4 times. The High voltage prevailed during monsoon months of June, July, August and September during night hours. High Voltage areas were Khandwa, SSP, Rajgarh, Nagda and Itarsi. Number of 400KV / 220 KV lines kept open continuously to control high voltages During the Rabi season, agricultural load picked up and the voltage profile began to show downward trend. (b) Grid incident means tripping of one or more power system elements of the grid like a generator, transmission line, transformer, shunt reactor, series capacitor and Static VAR Compensator, which requires re-scheduling of generation or load, without total loss of supply at a sub-station or loss of integrity of the grid at 220 kv and above. In the event of a grid disturbance, highest priority is to be accorded to early restoration / revival of the system. During restoration, it is possible that system may have to be operated with reduced security standards and under suspension of all commercial incentives / penalties. 26 Classification of Grid incidents and disturbances: As per CEA regulations on Grid standards 2010, the categorisation of grid incidents and grid disturbances shall be as follows:- (a) Categorisation of grid incidents in increasing order of severity - Category GI-1 - Tripping of one or more power system elements of the Grid like a generator, transmission line, transformer, shunt reactor, series capacitor and Static VAR Compensator, which requires re-scheduling of generation or load, without total loss of supply at a sub-station or loss of integrity of the grid at 220 kv. (b) Categorisation of grid disturbance in increasing order of severity,- Category GD-1 - When less than ten per cent. of the antecedent generation or load in a regional grid is lost; Category GD-2 - When ten per cent. to less than twenty percent of the antecedent generation or load in a regional grid is lost. Category GD-3 - When twenty per cent. to less than thirty per cent. of the antecedent generation or load in a regional grid is lost; Category GD-4 - When thirty per cent. to less than forty per cent. of the antecedent generation or load in a regional grid is lost; Category GD-5 - When forty per cent. or more of the antecedent generation or load in a regional grid is lost. There were no major disturbances in Western Regional/MP Grid during the year However the system disturbance occurred during the year is enclosed in the annexure. 2.9 Energy Generation State Thermal Generation / Performance The actual thermal generation of MPPGCL Thermal Units (100 %) was MU which is 0.73% more than the previous year generation MU. 31 3 OCC Meeting During the Year the SLDC has conducted the Operation coordination committee meeting as detailed below : th OCCM on th OCCM on th OCCM on th OCCM on Black-Start mock drill of Hydel Power Stations Electrical power system comprising transmission, sub-transmission and distribution networks facilitating the transfer of power from widely spaced generating stations to the consumer load centers is one of the critical infrastructures for any country. A blackout in a power system can be conceived as the total failure of power supply in an area due to failure of associated generation or transmission facilities. The restoration of the area blacked out in the least possible time assumes highest precedence for a power system operator post the event since the impact of a black out multiplies with the duration of the event. The strategy for restoration depends on the degree of system failure. A blackout might be a partial one covering a certain pocket of the large power system or in the worst case it could be a complete system blackout. Accordingly the strategy adopted may be a top-down approach where in start-up power is extended from neighboring healthy system up to the nearest generating unit in the affected area, else it may be a bottom-up approach where in the generating units capable of self-start are black-started [generally with local diesel generator(dg) sets] and subsystems are gradually built around the self-started units with some radial load, expanded gradually by synchronization of those small sub-systems among themselves and finally with the main grid. All efforts are made to restore the system post black out in the minimum possible time. Black start exercises in an islanded real time sub-system comprising loads and generating stations capable of self start, is a learning exercise to gain preparedness all form of blackouts. Such exercises are beneficial for reducing the time taken during actual system restoration following a disturbance and also to address systemic deficiencies detected during the process. Another aspect of robustness of a system can be illustrated by the fact that a weaker system that has a well-tested plan for emergency procedures and for restoration may be more reliable than a stronger system with no such plan. The Central Electricity Regulatory Commission (CERC), India also mandates such exercises biannually The black start exercises have been carried out at Indira Sagar Hydro Power Station located in Khadwa District, on 22 nd May 2011 and at Rani Awanti Bai Sagar Hydel Power Station, Bargi on 10 th February Black Start Exercise at Indirasagar HPS The exercise has been jointly carried out by engineers from MP State Load Despatch Centre Jabalpur, Western Regional Load Despatch Centre Mumbai, Indira Sagar Hydro Power Station, MP Power Transmission Co. Limited, Indore and Paschim Kshetra Vidyut Vitaran Company Limited Indore. Annual Report , SLDC, MPPTCL, JBP 27

32 Indira Sagar hydro power station (ISP) is located at Narmada Nagar, 10 km away from the village Punasa in Khandwa district of Madhya Pradesh. It is a multipurpose project on the river Narmada with installed generation capacity of 1000 MW (8 x 125 MW). In order to create a total black out scenario at ISP, a detailed procedure based on the bottom up strategy for black start exercise was prepared. A small area around ISP was identified to be islanded from rest of the grid. The planned island comprised of one 125 MW unit at ISP, radially feeding identified block loads at 220/132/33 kv Jetpura S/S through 400/220 kv Indore S/S. The above sub-system thus created was planned to be synchronized with rest of the grid at Indore S/S. Since Indore S/S was having facility for check-synchronization with its 400 kv bus-couplers, the same was identified as the point of synchronization of the island with rest of the grid. Availability of one 50 MVAR line reactor (L/R) on 400 kv ISP-Indore line at Indore end was an added advantage for reactive power management during the exercise. Further the shorter line length of 400 kv ISP-Indore (80kms each circuit) lines compared to 400 kv ISP Nagda (188 kms each circuit) lines also went in favor of selection of Indore for the exercise instead of Nagda. The schematic diagram of the island is indicated below. The transmission and distribution operators involved in the black start exercise were kept in synchronism with the modus operandi of the entire exercise, well in advance to avoid any inadvertent switching operation during the exercise. The procedure of switching arrangements at different substations involved in the exercise along with targeted time line for each step was released well in advance. The black start exercise was suitably planned on 22nd July, 2011 (Sunday) in consultation with all concerned. That day being a holiday, alternative supply to the loads fed from 132 kv Jetpura bus could be ensured without any major constraint. The black start plan was executed in 4 major steps viz. (1) Preparatory activities such as bus splitting and shifting of identified elements on to the desired bus, (2) Formation of the is-land by separation of the sub-system with one unit at ISP feeding identified radial load at Jetpura via Indore S/S, (3) Self-Starting one unit with a stand-alone DG set at ISP and gradually building up the Is-land after complete blackout of Fig. the is-landed sub-system., (4) Synchronization of the subsystem with rest of the grid at Indore 400/220 kv S/S. 33 successfully completed and Black start capability of the Generator got tested. The performance as recorded in the SCADA system is given below : This black start exercise was unique in regards to using a large generator (125 MW), 400 KV line with reactor, 400/220 KV ICT, 200 KV line, 220/132 KV transformer, 132 KV line, 132/33 KV transformer and 33 KV lines. Apart from Generating stations three substations of different voltage ratings have participated in the exercise. The exercise also tested various capabilities of the generator and transmission system. The capabilities of the generator that got tested include the capability to self-start from a DG set, to regulate the active and reactive power output so as to operate the island at reduced standards of frequency and voltage, to operate in partial loading condition without losing stability etc. The transmission capabilities that were put to test include the ability of switch gear to charge dead bus, healthiness of bus coupler breakers, capability of reactive resources (line reactor etc.), flexibility available in protection systems in terms of operating at other than normal settings for a temporary period, healthiness of synchronizing facilities available at important substations etc. 4.2 Black Start Exercise at Bargi HPS : The black-start exercise for Bargi HPS unit was carried out on 10 th February, This black start exercise involved two major stages viz creating an islanded subsystem by separating out unit #2 (45 MW) at Bargi HPS along with radial load at 132/33 kv Lakhnadaun s/s fed through 132 KV bus #1 of Bargi HPS, followed by operation of the created island around the Bargi unit for some time, and then creating a blackout in the islanded subsystem created with one unit (45 MW unit #2) of Bargi and radial load at 132/33 kv Lakhnadaun s/s, start of one unit at Bargi, charging of one dead 132 KV bus at Bargi, charging 132 kv Bargi-Lakhnadaun line, islanded operation of the Bargi HPS unit with radial load at Lakhnadaun s/s followed by synchronising this island at Bargi HPS. Bargi is the multipurpose hydro power station nearest to Jabalpur city having capacity of 2x45 MW. Bargi HPS is interconnected with Jabalpur 220 KV sub-station through 132 KV D/C line and to Lakhnadaun 132 KV S/s through 132 KV S/C line. One 132/33 KV 40 MVA transformer at Lakhnadaun S/s feeds consumer load through 5 Nos. 33 KV feeders. The maximum loading of about 28 MW was recorded in morning hours Annual Report , SLDC, MPPTCL, JBP 29

34 on 40 MVA transformer in February The complete black start mock exercise was conducted successfully at Bargi HPS between 10:25 Hrs to Hrs on 10 th February The performance as recorded in the SCADA system is given below : The results of black start exercise of Bargi HPS have been quite satisfactory. The restoration of the supply to Lakhnadaun area post black out took about 23 minutes which could have been reduced to 16 minutes if the bus PT fuse did not blow out at Bargi. The restoration of the system within this short time without any abnormal behavior of voltage, frequency and other electrical parameters will help in restoration process in real time. The frequency of the island remained close to 50.0 Hz, which shows that the unit is perfectly working in free governor mode. The DG set at Bargi HPS do not have auto start facility and thus started manually. The capabilities of the generator that got tested during black start exercise include the capability to start from a DG set, to regulate the active and reactive power output so as to operate the island at reduced standards of frequency and voltage, to Annual Report , SLDC, MPPTCL, JBP 30

35 operate under partial loading condition without losing stability, primary response of the generator, healthiness of synchronisation facility etc. The transmission capability that were put to test include the ability of switch gear to charge dead bus, healthiness of bus breakers, flexibility available in protection systems in terms of operating at other than normal settings for a short period. 5 System Operators Training Organised by PSTI, Bangalore As per recommendation of Pradhan Committee on Man Power Certification, Incentive and ring fencing Load Despatch Centre, the Load Despatch personals are required to undergo basic level System Operator Training. The National Power Training Institute, PSTI, Bangalore has been identified as trainee agency. Total 10 Engineers from SLDC / Sub SLDC from MP has been deputed to obtain the training. All the participants from SLDC/SUB SLDC, after Completion of training, appeared from Certification Examination and have been qualified as Certified System Operators. 6 Commercial 6.1 Balancing & Settlement Mechanism Under Intra State Availability Based Tariff The National Electricity Policy (NEP) envisages implementation of the Availability Based Tariff (ABT) at State level to establish a credible settlement mechanism for Intraday power transfers among Intra State Entities. Madhya Pradesh Electricity Regulatory Commission (MPERC) has notified the Balancing & Settlement Code (BSC) 2009 on 30 th Oct 2009 which has come into force in the State of M.P. w.e.f. 1 st November The BSC 2009 specify that SLDC shall prepare and issue State Energy Account (SEA), State Energy UI Account (SUA) & State Reactive Account (SRA) to all Intra State Entities and settlement of active & reactive energy imbalances. The Intra State ABT has been implemented in the State of Madhya Pradesh as one of the key aspects of National Electricity Policy. The MP has become first state in the country to implement the Intra State Availability Base Tariff. The activities performed under Intra State ABT are Scheduling & Despatch, Meter Data Collection & Analysis, Energy Accounting and exchange of information through Web Server. The activities are briefly described as under 6.2 Scheduling & Despatch The basic idea behind the scheduling & dispatch is to match the demand and supply on day ahead basis. It includes the preparation of requisition to WRLDC and drawal schedule of various Distribution Companies and Injection Schedules of State Sector Generating Stations on day ahead basis as well as real time revisions during the course of day of operation. 6.3 Meter Data Collection & Analysis ABT compliant energy meters are installed at all the interface points of each SSGS / Open Access Generator and Discoms / Open Access Customer for recording actual net kwh interchanges on 15-minute time block and kvarh injection / drawals on daily basis. The ABT meter data of all the interface points are downloaded and communicated to the SLDC through on fornighlty basis by the MPPTCL / MPPGCL / Discoms / Inter State Utility in whose area of jurisdiction ABT meter is Annual Report , SLDC, MPPTCL, JBP 31

36 installed. After verification and validation, meter data of all the interface meters is processed. The entity wise ABT meters installed at various interface points which are being used for processing and computation of State UI Accounts and State Reactive Accounts are as follows S. At present State UI Accounts and State Reactive Accounts for the constituents including Open Access Customers (OACs) are being issued on monthly basis in place of weekly basis due to non- availability of ABT meter data on weekly basis from field offices State Energy Account (SEA) Monthly State Energy Account (SEA) is prepared by SLDC for the billing and settlement of Capacity Charges, Energy Charges and Incentives. It comprises of availability of generating stations and Ex-Bus energy scheduled to Discoms from generating stations Plant Availability Factor (PAF %) In ABT, Plant Availability Factor is a basis for generator to recover its Fixed Cost or Capacity Charge. 39 6.4.5 Settlement of Active Energy Imbalance and UI Charges Settlement of active energy imbalance and UI charges is done as per the provision of MPERC Balancing & Settlement Code (BSC) 2009, Retail Supply Tariff Order and subsequent directives of Govt. of MP obtained by SLDC for adjustment of surplus energy available with Discom(s) to the Discom(s) having shortfall. As per Clause No of the BSC, settlement of UI charges is done through State UI Pool Account presently being maintained by MP Tradeco. Payment of UI Charges to the UI Pool Account shall be made within 10 days from the date of issue of bills by MP Tradeco. 41 6.4.7 State Reactive Energy Account (SRA) In accordance with clause No.7.15 of BSC 2009, SLDC is preparing and issuing (to all Intra-State Entities) monthly State Reactive Account (SRA) complying with the requirements of IEGC and MPERC Grid Code. The SRA comprises of weekly reactive energy charges payable / receivable by the Discoms, Open Access Customers and Open Access Generators based on actual net reactive energy. The Summary of State Reactive Accounts (SRA) issued for the FY to Intra State entities is shown below 6.5 Exchange of Information through Web Server A reliable and fast communication arrangement is being used for exchange of information to various State Grid Entities. All the Schedules, Entitlements, State UI Accounts, State Reactive Energy Accounts, Monthly State Energy Accounts (including Day wise and block wise data) prepared by SLDC are simultaneously updated to SLDC Web Site, so that desired information could reach State Grid Entities immediately. 42 6.6 SHORT TERM OPEN ACCESS - Non-discriminatory Short Term Open Access (STOA) permission for trading of power through bilateral transaction and collective transaction is being granted to Open Access Customers (OACs) by SLDC on fulfillment of conditions/ requirements / criteria specified in the CERC & MPERC Regulations on open access. The total 20 Nos. OACs apart from MP Tradeco have traded power through Intra State & Inter State STOA during the financial year SLDC is the nodal agency for Short Term Open Access in the state. The consent / NOC from 2.1 MW to 39.5 MW for sale of power has been given for collective mode (through IEX) and bilateral mode. For purchase of power by CPPs and Short term open access customers from 3.2 MW to 28.5 MW, Consent / Standing Clearance/ No Objection Certificates has been given. The Intra State Short Term Approval for Sale and Purchase of power has also been given. Against above consent / standing clearance/ no objection certificate/ Approval MU power has been injected in the grid from CPPs and Short term open access customers and MU power has been drawn from the grid by CPPs and Short term open access customers during the year. There was no pending application in SLDC for Short Term open Access during the year. Apart from above, the consent / standing clearance / approval for injection & drawal of power in collective mode (through IEX / PX) and through bilateral mode has been given to MP Tradeco for sale / purchase of power during SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM (SCADA) 7.1 Maintenance of logistic support systems : The SCADA/EMS system, Wideband Communication system, Auxiliary Power Supply system, Air Conditioning system and other logistic support services provided at SLDC Jabalpur and at Sub-LDCs Bhopal & Indore have been maintained in healthy working condition through out the year, thereby real time data from sub-stations and power stations of MP have been made available for system monitoring and control. 7.2 Integration of new sub-stations with SCADA SYSTEM : Real time data from EHV Sub-stations commissioned after 2006 are also required for system monitoring and control. Accordingly, the requirement of RTUs and PLCC equipments for data & voice communication from the RTU station have been worked out & orders for procurement, installation & commissioning of Remote Terminal Units has been finalised by MPPTCL during The Factory acceptance test has been conducted and twenty number RTU s has been delivered at site in The telemetry of four S/s namely 220KV Sukha 220KV Sagar, 220KV Mandideep & 220Kv Indore (E) commissioned during (i) REPLACEMENT OF EXISTING AI R CONDITIONING PL ANT :- The old Air Conditioning Plant at SLDC has been replaced by new one. The plant has been supplied, installed by M/s Batliboi Limited, Mumbai. The commissioning of the Air Conditioning Plant is in advance stage of completion. The new Air Conditioning Plant is semiautomatic and micro processor based and has a better control, than the old plant. This comprises of 06 cylinder compressor as compared to 04 cylinder of the earlier plant and therefore gives better control at partial Annual Report , SLDC, MPPTCL, JBP 38

43 load operation. It is more balanced, has less vibration and low noise level. Earlier the cooling tower was of spray pond type, this has been replaced by Induced draft rectangular Cooling Tower for better performance, similarly the Air Handling Units are compact, consumes less power, have low noise level and thus gives better efficiency. (ii) REPLACEMENT OF FIRE ALARM SYSTEM BY NEW ONE AT SLDC, JABALPUR :- The replacement of survey reported fire alarm system at SLDC Jabalpur during the year. The scope of work included supply, installation, testing & commissioning of fire alarm system i.e. supply, laying and termination of signal/power cables, interface wiring form main control units to individual sensors and detectors, mounting of extinguishers at appropriate places etc. The new Fire Alarm System comprises of Intelligent Fire Alarm Panel - having Min. 2 loop capacity expandable up to 4 loops, each loop having capacity of 127 (approx.) detectors/devices, an operating front with zone indication, Maintenance free Lead Acid (VRLA) battery of adequate capacity to provide 30 minutes of alarm condition back up with charger, Heat / Smoke detectors - Dual scatter principle Multisensor having capacity to decipher between genuine and false alarms, Fixed cum Rate of Rise Heat detector complete with base and built in isolator, Manual call points - addressable type with built in isolator, Hooters, Output control module - for control of Air Handling Units, DG set, Mains Power etc., 40 Extension speech dialer, cable - Multithreaded Shielded Armoured 2C, 1.5 sq mm, FR Copper cable, spares etc. (III) DG SET, UPS & DCPS System :- Trial run of DG set is being taken on weekly / Fortnightly basis. Battery backup for UPS & DCPS Systems is also being tested on Weekly / Fortnightly basis and found to be in healthy condition. (iv) Physical & Cyber Security in SLDC :- The salient feature points & status of Physical & Cyber Security in SLDC are being summarized hereunder 1. 2 Armed Security Guards are deployed in round the clock shift duty. 2. Sonic Fire Wall protection has been provided for access to internet through broad band connection. 3. Server & Client computers provided for SCADA, Communication and ABT Systems has been provided with licensed Antivirus Software with regular update. 4. Off line computers / Laptop used for general office works are also provided with licensed Antivirus Software with regular update. 5. Fire Extinguishers (DCP & CO 2 types) have been provided at distinct locations in SLDC. 6. 85 SYSTEM DISTURBANCE YEAR Occurrence at Satpura TPS :- On dtd at about hrs., due to failure of 220 KV Bus-I Y-Phase PT (SCT make), a bus fault occurred at 220 KV Bus-I at Satpura Thermal Power Station Sarni, resulting in tripping of all running units 2,3 & 6. Ttotal generation loss of 234 MW (Unit # 2-45 MW, Unit # 3-44 MW & Unit # MW) and feeders connected with 220 KV Bus I & II. There was total interruption at about 20 minutes at Satpura 220 KV Bus. Restoration was started by taking supply from 220KV Sarni Itarsi feeder no II and unit syncronised as below : Unit No.2 : Hrs on dtd Unit No.3 : Hrs on dtd Unit No.6 : Hrs on dtd Occurrence at 220KV S/s Narsinghpur :- On dated 24th July 2011 at about hrs, a bus fault occurred on 220 KV Y Ph. Bus of 220 KV sub-station, Narsinghpur due to Y Ph. cross over jumper at Main Bus structure snapped from T-Clamp, causing tripping of all 220 KV feders from remote end, resulting in total supply failure at 220 KV s/s. The indications on only BB Panel panel reci\orded at 220 KV Narsinghpur s/s. The following indication was observed on BB panel, B phase, Bus zone protection operated. 86 4. Occurrence at 220 KV Dew as S/S :- On dtd at about hrs. Total intruption occurred on 132KV Main Bus at 220KV S/S Dewas due to bursting of LA of 33 KV Shipra feeder at 132KV S/S MSP Dewas. The shattered LA conductor snaped and hit to overhead 132 KV MSP-220 KV Dewas, causing phase to phase fault and tripping of 160 MVA X-mer I & II at 220 KV S/s Dewas. Due to above tripping, interruption occurred at 220 KV S/s Dewas (11 minutes), 132 KV S/s MSP-Dewas (3 minutes), 132 KV S/s BNP Dewas (4 minutes), 132 KV S/s Chapda (11 minutes) and 132 KV S/s Sonkatchh (13 minutes). Supply normalized at Hrs. at 220KV S/S Dewas 5. Occurrence at Satpura TPS :- On dtd at about hrs. 220 KV Bus-I dead due to bus bar differential protection caused by fault occurred in 220 KV Pandhurna feeder. All connected feeders and Generator of Bus-I tripped on Bus bar differential protection resulting in tripping of all running units 3,5 & 7. Total generation loss of 215 MW (Unit #3-35 MW, Unit # 5-35W, & Unit # MW) and feeders connected with 220 KV Bus I. 220 KV Bus-II was healthy. 220 KV Bus Coupler Bus-I B-Ph. Isolator arm also found damaged. Restoration started and unit syncronised as below : Unit No.3 : Hrs on dtd Unit No.5 : Hrs on dtd Unit No.7 : Hrs on dtd (6). Mal operation of bus bar protection relay at 220 KV S/s, Badnagar : On dated at hrs, mal operation of bus bar protection relay occurred at 220 KV S/s, Badnagar resulting tripping of all connected feeders with the bus i.e. 220 KV Ratlam- I, Ratlam-II, Indore, 160 MVA CGL X-mer, 160 MVA Areva, 100 MVA Areva X-mer from 220 KV side. No interruption has been occurred to any area as the supply was available from 132 KV side. The bus bar relay has been kept out of service for investigation and will be taken back in service after rectification of the problem. The 220 KV bus has been charged within 20 min. time. (7). Mal operation of bus bar protection relay at 220 KV S/s, Barod : On dated at hrs, mal operation of bus bar protection relay occurred at 220 KV S/s, Barod resulting tripping of all connected feeders with the bus i.e. 220 KV Ujjain I, 220 KV Ujjain-II, 220 KV Kota, 220 KV Modak and 220 / 132 KV 160 MVA X-mer from 220 KV side. No interruption has been occurred to any area as the supply was available from 132 KV side. The bus bar relay has been kept out of service for investigation and will be taken back in service after rectification of the problem. The 220 KV bus has been charged within hrs time. 8. Occurrence at 400 KV Nagda S/S :- On dtd at about hrs. all 400KV breakers of 400KV Main bus-i got tripped through 400KV bus bar protection without any indication / event / disturbance in the relay. 315MVA X mer No. I & II were connected with Main bus-i hance total load shifted on 315MVA X mer No.-III, thus overload scheme operated at 400KV S/S Nagda, causing total intruption to the large area around Ujjain / Ratlam / Neemuch / Badnagar. 87 Restoration was started by charging ICT-I at 400Kv S/s Nagda by Hrs. and the system fully normalized by Hrs. 9. Tripping around Nagda, Jetpura & Badnagar area on The 400 KV Indore- Nagda lines tripped from both ends on at about hrs (400 KV ISP-Ngada was already open). The total load on this line mainly shifted on 220 KV Indore-Badnagar link (already carrying about 140 MW) and associated 132 KV links emanating from 220 KV S/s, Jaitpura & Ujjain. The 220 KV Indore-Badnagar feeder got tripped on over current at hrs due to increased loading. 160 MVA, 220 /132 KV X-mers I & II also got tripped at the same time at 220 KV Sub-station Jaitpura on overloading. The load of 220 KV s/s Badnagar (140 MW), 220 KV Ratlam links (50 MW), 220 KV S/s, Jaitpura (223 KW approx.) got shifted to 400 KV Nagda ICTs ( = 923 MW approx.). Due to overloading of ICTs at 400 KV Nagda, the load dropping scheme Stage-I operated and following feeders and X-mers got tripped achieving a load relief of 106 MW : (i) 132 KV Sailana feeder (from 220 KV S/s, Ratlam) (ii) 132 KV Mahitpur I & II (from 220 KV S/s, Nagda) (iii) 132 KV I (from 220 KV S/s, Nagda) (iv) 33 KV incoming I & II of 100 MVA X-mer (from 220 S/s, Nagda) (v) 132 KV Tarana I & II (from 220 KV S/s, Ujjain) The total load interrupted was of the order of 106 MW approximately. The restoration process started by closing Indore-Badnagar Ckt. At hrs and 400 KV ISP-Nagda Ckt hrs. 10. Tripping of 400 KV feeders at Indira Sagar Pow er Station on On at about hrs, due to prevailing high voltages at Nagda and Indira Sagar, SLDC had given instructions to open 400 KV ISP-Nagda line. However as per SCADA archieved data, at 22:27:30 hrs 400 KV ISP-Indore Line-II and at 22:28:22 hrs 400 KV ISP-Indore Line-I got tripped. At the same time 400 KV ISP-Nagda line was opened at ISP causing outage of all the lines as the remaining line i.e. 400 KV ISP-Sarni tripped 52 milliseconds after opening of 400 KV ISP-Nagda line on high voltage. As the generating units were not running at the time of tripping there was no generation loss, however the system reliability reduced on account of these trippings. The restoration process started immediately but got delayed as the breakers at ISP could not be hold. The supply to ISP has been restored at hrs after charging of 400 KV ISP-Indore Ckt. II and subsequently other 400 KV Ckts. From ISP have been restored. 11. System occurrence at 400 KV S/s, Bhopal on at Hrs A shut down was availed by MPPTCL on 220 KV Bus-II and 315 MVA, 400/220 KV ICT No.1 at 400 KV S/s, Bhopal on After completion of work, 220 KV bus-ii was charged by closing bus coupler. While normalizing the bus arrangement when 315 MV A 400/220 KV ICT II was shifted on 220 KV Bus-II at hrs, all 220 KV feeders & transformers tripped due to operation of 220 KV Bus-bar protection, thereby causing tripping of all the 220 KV feeders and ICTs from 220 KV side at 400 KV S/s, Bhopal. The normalization started at hrs by charging 220 KV side of 315 MVA ICT-I with 220 KV Bus-I. At hrs 220 KV Bus-tie charged. The restoration of the feeders and transformers done sequentially and by hrs the complete system was normalized. There was no interruption to any area due to this tripping. System occurrence at 400KV S/s Indore on At about Hours 220KV South Zone ckt-ii tripped on B-ph, Zone-1 indication, simultaneously 220KV Bus-II Busbar protection operated hance all connected feeder to 220KV Bus-II tripped at 4ooKV S/s Indore. Same was charged by availing supply through Barwaha Ckt-II at hrs. and there after system normalized. Due to this occurrence 10 to 20 Min interruption occurred in 220KV s/s Indore SZ and 132KV s/s Chamble, Satya-Sai, Mangliya, Indore- West & Ghatabillod. 13 Tripping of 220 KV lines on at around hrs: - On dated at hrs, MP system was running normal at frequency 49.9 Hz. At around hrs, it has been reported that 220 KV Birsinghpur-Jabalpur line II was tripped and auto-reclosed at Jabalpur end and tripped from Birsinghpur end on ABC phase, Zone I & II indications. Further to the tripping mentioned as above, 220 KV IC No. 1, 2 & 4 between Birsinghpur Power House and 220 KV sub-stations also tripped from Power House end. The line fault of 220 KV Birsinghpur-Jabalpur II was cleared from Birsinghpur 220 KV sub-station end, hence the tripping of 220 KV IC No. 1, 2 & 4 appears to be due to over reach of protection. It is therefore necessary that DPR settings provided on 220 KV Birsinghpur- Birsinghpur inter connectors may be checked and corrected at SGTPS Birsinghpur end so that the unwanted trippings of lines could be avoided. Results of the DPR testing may also be intimated by the SGTPS, Birsinghpur to this office at an earliest. 14 System disturbance on at hrs at 220 KV Satna, S/s :- On dated at hrs, M.P. system was running normal at frequency Hz. At around hrs, it has been reported that at 220 KV Satna sub-station R-phase over head conductor between gantry to gantry of 220 KV Satna-Chhatarpur line snapped and fall on 220 KV Main bus-i. There was a bus fault occurred due to snapping of conductor as detailed above. All 220 KV & 132 KV line emanating from 220 KV Satna sub-station tripped, hence total supply failed. 105 MW Tons machine No. 1 & 2 also tripped.
