3 1. PRINCIPLE Uncontrolled When Printed A Handsignaller may be appointed at a location where it is necessary to give a signal to the Driver which cannot be given by means of a fixed signal. 2. METHOD 2.1 A person appointed to carry out the duties of Handsignaller must:- be qualified to do so be in possession of the correct equipment 2.2 The person who calls for the attendance of Handsignallers will:- depending on the reason for the appointment, give each Handsignaller the instructions which must be carried out tell each Handsignaller which of the duties contained in this Section F (Part ii) must be carried out position each Handsignaller in accordance with the appropriate instructions 2.3 A Handsignaller must carry out the correct instructions according to the purpose of the appointment. This includes:- displaying the correct handsignal placing the correct number of detonators on the line reaching a clear understanding with the person giving the instructions replacing any detonators which are exploded by a train where appropriate, giving each Driver clear and precise instructions Updated to October 1998 (Formatted for CD use) Rule Book No. 13 Page F(ii).3

YOUR DUTIES Uncontrolled AND THE When DUTIES PrintedOF OTHERS THAT YOU NEED TO KNOW WHEN YOU ARE ACTING AS A HANDSIGNALLER 18.1 GENERAL REQUIREMENTS Competence You must be qualified to carry out the duties of a Handsignaller Equipment Make sure you have the following equipment with you when you are carrying out the duties of a Handsignaller:- a red, a yellow and a green flag a handlamp which can show a red, a yellow and a green light sufficient detonators for the task you are required to carry out clips and scotches (if required) a signal post replacement key (if required) Person responsible for giving you your instructions Depending on the reason for your appointment, you will be given your instructions and told where to position yourself by the person shown in the following table:- Page F(ii).4 Rule Book No. 13 (Formatted for CD use) Updated to October 1998

6 so that the Driver has sufficient time to see your handsignal Uncontrolled When Printed AFTER exploding the detonators YOUR DUTIES WHEN YOU ARE APPOINTED IN CONNECTION WITH A DEFECTIVE OR DISCONNECTED SIGNAL Positioning yourself at the signal You must position yourself at the signal or the place it normally occupies, as instructed by the Signaller When positioned at a stop signal You must:- display a hand danger signal to the Driver of each approaching train until the train has stopped maintain ONE detonator on the line to which the signal applies when the train has to pass over points which require to be secured, make sure the instructions in clause are carried out The Signaller will give you the instructions which you must pass on to the Driver when the train is authorised to proceed. Make sure you come to a complete understanding with the Signaller about the instructions you must give to the Driver. After you have obtained the Signaller s permission for the train to proceed, you must:- give the Driver the necessary instructions remove the detonator from the rail. (You should remind the Driver not to move until you display a yellow handsignal, because you are going to remove the detonator from the line) display a yellow handsignal You must, however, remove the detonator from the line and display a yellow handsignal if the Signaller:- gives permission for the train to proceed before it arrives at the signal, and Page F(ii).6 Rule Book No. 13 (Formatted for CD use) Updated to October 1998

7 tells you Uncontrolled that the Driver When has Printed already been given the necessary instructions In these circumstances, the train does not need to be stopped When positioned at a signal which cannot normally display a Danger aspect/indication You must display a yellow handsignal to each approaching train If points require to be secured You must carry out the following if points require to be secured:- Type of Points Mechanical points Power Operated points Action you must take You are responsible for securing the points. The Signaller will tell you:- which points require to be secured in which position the points need to be set Tell the Signaller when you have completed this task You have NO responsibility for manually operating and/or securing power operated points. This task will be performed by a Route Setting Agent, and, if required, with the assistance of a Points Operator(s). A Route Setting Agent is:- appointed by the Signaller a qualified PICOW responsible for all communication with the Signaller concerning the manual operating and securing of points familiar with the location and type of points concerned You must:- NOT speak to an Agent or Points Operator concerning the manual operation and/or securing of power operated points ONLY take your instructions from the Signaller Updated to October 1998 (Formatted for CD use) Rule Book No. 13 Page F(ii).7

8 18.3 YOUR DUTIES Uncontrolled WHEN When YOU ARE Printed APPOINTED IN CONNECTION WITH TEMPORARY BLOCK WORKING Note:- What "Temporary Block Working" means During an extensive failure or extensive disconnections of signalling equipment on a Track Circuit Block double or multiple track line, Temporary Block Working may be introduced between strategic locations. Temporary Block Working permits the Driver to be given authority to pass two or more consecutive stop signals normally capable of displaying a main aspect. 18.3A WHEN YOU ARE APPOINTED AT THE ENTRANCE TO THE SECTION 18.3A.1 Where you must position yourself 18.3A.1.1 You must position yourself at the signal specified by the Signaller. This signal will be at the entrance to the Temporary Block Working section. 18.3A.1.2 When you are positioned at a signal with a signal post replacement switch, you must:- ask the Signaller for permission before operating the signal to Danger tell the Signaller when you have operated the signal to Danger maintain the signal at Danger until Temporary Block Working is withdrawn 18.3A.2 Action you must take You must:- display a hand Danger signal to the Driver of each approaching train until the train has stopped maintain ONE detonator on the line to which the signal applies If the train has to pass over points which require to be secured, the instructions in clause concerning power operated points apply. 9 18.3A.3 Authority Uncontrolled for the train When to enter Printedthe Temporary Block Working section The Signaller will give you the necessary instructions to pass on to the Driver, when authorising the train to proceed. Make sure you come to a complete understanding with the Signaller about the instructions you must give to the Driver. After you have obtained the Signaller s permission for the train to proceed, you must:- (i) complete a Temporary Block Working ticket (RT see example on page F(ii).16) (ii) give the Driver the necessary instructions (iii) hand the Temporary Block Working ticket to the Driver. (If there is more than one locomotive, you must show the ticket to each Driver and give the ticket to the Driver of the leading locomotive) (iv) ask the Driver if the train has a Guard, and if it does, tell the Guard between which locations Temporary Block Working is in operation. (v) (vi) You do not need to tell the Guard if the Temporary Block Working arrangements have been published remove the detonator from the rail. (You should remind the Driver not to move until you display a yellow handsignal, because you are going to remove the detonator from the line) display a yellow handsignal Updated to October 1998 (Formatted for CD use) Rule Book No. 13 Page F(ii).9

10 18.3B WHEN YOU Uncontrolled ARE APPOINTED When AT Printed THE END OF THE SECTION 18.3B.1 Where you must position yourself You must position yourself at the signal specified by the Signaller. This signal will be at the end of the Temporary Block Working section. 18.3B.2 Action you must take 18.3B.2.1 You must:- display a hand Danger signal to the Driver of each approaching train until the train has stopped maintain ONE detonator on the line to which the signal applies 18.3B.2.2 When the train arrives at the signal, you must:- collect the Temporary Block Working ticket from the Driver tell the Signaller:- you have collected the ticket from the Driver the Train Reporting Number shown on the ticket 18.3B.2.3 The Signaller will give you the necessary instructions to pass onto the Driver when the train is authorised to proceed. Make sure you come to a complete understanding with the Signaller about the instructions you must give to the Driver. After you have obtained the Signaller's permission for the train to proceed, you must:- give the Driver the necessary instructions. These will be to either:- obey the signal when it has cleared, or pass the signal at Danger, when you must carry out the instructions shown in clauses 18.2 or 18.3A as appropriate Page F(ii).10 Rule Book No. 13 (Formatted for CD use) Updated to October 1998

11 remove Uncontrolled the detonator When from the Printed rail. (You should remind the Driver not to move until you give permission to do so or, if the signal is being passed at Danger, until you display a yellow handsignal, befause you are going to remove a detonator from the line) tell the Signaller when the train has passed complete with tail lamp, 200 metres (or 200 yards) beyond the signal When Temporary Block Working is withdrawn If positioned at a signal with a signal post replacement switch, you must ask the Signaller for permission before returning the signal to automatic working YOUR DUTIES WHEN YOU ARE APPOINTED IN CONNECTION WITH SINGLE LINE WORKING When you are positioned opposite a signal at which trains may be required to stop When the Pilotman has positioned you opposite a signal on the obstructed line, at which trains travelling over the single line in the wrong direction are required to stop, you must:- maintain ONE detonator on the line being used for the Single Line Working display a hand Danger signal to each train travelling over the single line in the wrong direction until the train has stopped The Signaller will give you the necessary instructions to pass on to the Driver, when authorising the train to proceed. Make sure you come to a complete understanding with the Signaller about the instructions you must give to the Driver. (You should remind the Driver not to move until you display a yellow handsignal, because you are going to remove the detonator from the line) display a yellow handsignal You must, however, remove the detonator from the line and display a yellow handsignal if the Signaller:- gives you permission for the train to proceed before it reaches you, and tells you that the Driver has already been given the necessary instructions In these circumstances, the train does not need to be stopped. This instruction does not apply however where trains are required to draw forward and then set back through a crossover in order to return to the right line. In these circumstances, EVERY train must be stopped and the Driver reminded about what requires to be done before authorising the train to draw forward When a train is approaching in the right direction, you must, if it is safe to do so:- remove the detonator from the line withdraw your hand Danger signal when the train has passed, replace the detonator on the line and continue to display a hand Danger signal to trains travelling over the single line in the wrong direction Do not attempt to remove the detonator in any circumstances if it would be dangerous to do so (e.g. if the train is close to you or visibility is poor). 13 When you Uncontrolled are positioned When in connection Printedwith Single Line Working on a Track Circuit Block line where there are more than two running lines and ALL lines in one direction are blocked Where there are:- more than two Track Circuit Block running lines, and ALL lines in one direction are blocked, but two or more lines in the opposite direction remain open, Single Line Working may be introduced over one of the unobstructed lines If you are appointed by the Pilotman in these circumstances, you must:- position yourself where you are told by the Pilotman carry out the instructions contained in clause above in addition, place a detonator on the line in each direction on the approach to the portion of line over which conflicting movements could occur when you have obtained the Signaller s permission for the train to proceed, remove the appropriate detonator from the rail before giving the Driver a yellow handsignal 18.5 YOUR DUTIES WHEN YOU ARE APPOINTED IN CONNECTION WITH:- THE PROTECTION OF A HAND TROLLEY ON THE LINE, or ENGINEERING WORK ON A LINE NOT UNDER POSSESSION When you are instructed to go to the controlling signal box You must:- obtain an assurance from the Signaller that the signal(s) will be maintained at Danger until the line is again safe for trains to pass countersign the Signaller s entry in the Train Register Updated to October 1998 (Formatted for CD use) Rule Book No. 13 Page F(ii).13

15 When you Uncontrolled are NOT positioned When Printed at a signal or in a signal box You must:- place three detonators on the line concerned 20 metres (or 20 yards) apart display a hand Danger signal to any train approaching on that line when the line is again safe for trains to pass, pick up the detonators from the line and withdraw the hand Danger signal When you place detonators on the line When you have placed detonators on the line as described above, you must:- immediately replace any detonators which are exploded if you can safely do so, withdraw the protection when a junction signal is cleared for a route which is NOT affected by the work being carried out. Make sure you replace the protection immediately when the train has passed, or the signal is replaced to Danger without a train having passed YOUR DUTIES WHEN YOU ARE APPOINTED IN CONNECTION WITH A POSSESSION OF THE LINE You must:- maintain three detonators on the line(s) concerned, 20 metres (or 20 yards) apart, at the location instructed by the PICOP display a hand Danger signal to any train approaching the detonators from either direction ONLY allow a train to pass the detonators when the PICOP gives you permission to do so when a train has passed, immediately replace the detonators Updated to October 1998 (Formatted for CD use) Rule Book No. 13 Page F(ii).15

16 Uncontrolled When Printed TEMPORARY BLOCK WORKING TICKET INSTRUCTIONS Temporary Block Working applies over the line between signal No. at and signal No. at When authorised to proceed, the Driver must:- Pass signal No. at Danger Ignore signal Nos. Run at reduced speed and NOT EXCEED 50 m.p.h. Approach cautiously and check that it is safe to pass over level crossings at:- NOT EXCEED 15 m.p.h.
