1 Willoughby Station FEBRUARY 2009 ISSUE 156 Happy Valentine s Day! It s not difficult to figure out the connection between the heart and Valentine s Day. The heart, after all, was thought in ancient times to be the source of all emotions. It later came to be associated only with the emotion of love. It s not clear when the Valentine heart shape became the symbol for the heart (we all know the heart isn t really shaped like that). Anyway, here are some of the other Valentine symbols and their origins: Red roses were said to be the favorite flower of Venus, the Roman goddess of love; also, red is a color that signifies strong feelings. Lace has long been used to make women s handkerchiefs. Hundreds of years ago, if a woman dropped her handkerchief, a man might pick it up for her. Sometimes, if she had her eye on the right man, a woman might intentionally drop her handkerchief to encourage him. So people began to think of romance when they thought of lace. Love knots have series of winding and interlacing loops with no beginning and no end. A symbol of everlasting love, love knots were made from ribbon or drawn on paper. Lovebirds, colorful birds found in Africa, are so named because they sit closely together in pairs like sweethearts do! Doves are symbols of loyalty and love, because they mate for life and share the care of their babies. However you choose to express your love this Valentine s Day, we hope it is a happy one.

2 Page 2 PRESIDENT S CORNER FEBRUARY 2009 CITY OF MOUNT JULIET The Vice-President and I attended a meeting at Mount Juliet city hall a few weeks ago, as were other HOA s, to see and review the growth of Mount Juliet in 2008, and the potential growth in They said the presentation would be on their web site, but I have not found it yet. Many more businesses were planning to open in Costco s has contacted the city, no decision yet. Others are Krystal s, Buffalo Wild Wings, and many more. They had statistics regarding crime in Mt. Juliet. Very informative meeting. They are not sure how often they will have these meetings, but the public will be invited, not just HOA s. Homeowner s Responsibilities Following the Covenants With spring approaching the Board wanted to remind everyone of the maintenance of your home. There have been several violations Willoughby Station News noted from the below covenant. Please read this carefully and if your home falls into this violation, please begin making plans to improve your home Maintenance All Lots, together with the exterior of all improvements located thereon, shall be maintained in a neat and attractive condition by their respective Owners or Occupants. Such maintenance shall include, but not be limited to, painting, repairing, replacing, and caring for roofs, gutters, downspouts, building surfaces, patios, walkways, driveways, and other exterior improvements. The Owner or Occupant of each Lot shall at all times keep all weeds and grass thereon cut in a sanitary, healthful, and attractive manner and all trees and shrubbery pruned and cut. In the event of default on the part of the Owner or Occupant of any Lot in observing the above requirements or any of them, such default continuing after ten (10) days written notice thereof, the Association may, subject to approval of its Board of Directors, enter upon said Lot, repair, maintain and restore the same, cut or prune or cause to be cut or pruned, such weeds, grass, trees and shrubbery and remove or cause to be removed, such garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions and to place said Lot in a neat, attractive healthful and sanitary condition. In so doing, the Association shall not be subject to any liability for trespass or otherwise. All costs incurred in any such repair, maintenance, restoration, cutting, pruning, or removal shall be charged against the Owner of such Lot as the personal obligation of such Owner and as a lien upon the Lot, enforceable and collectible in the same manner

4 Page 4 Willoughby Station News WILLOUGHBY STATION HOMEOWNERS ASSOCIATION, INC. Neighborhood Watch BOARD OF DIRECTORS MEETING MINUTES Date: January 15, 2009 Jerry Wallace stated Officer Tyler Chandler with the MJPD stated that he had completed training classes and was ready to start meeting with communities to discuss neighborhood watch programs and offering neighborhood security classes. Location: Hickory Grove Church Social Members Present: Members Absent: Dario Ceragioli, Michelle Charest, Bob Freeman, Jerry Wallace, Brian Snyder, and Brett Watt Melissa Taylor, Joe Valencic, & Bob Horn Brian Snyder stated that some of the members of the committee would not be serving on the committee again this year. Jerry stated that he would be glad to meet with those homeowners who would like to continue serving on the committee. Bob Freeman suggested that homeowners could possibly volunteer to help on individual events rather than on all of them. Welcome Others Present: Call to Order Time: By: Jim and Joan Atkeison with Association Management Services and Shair Ceragioli, homeowner, Jim & Chris Allen with Allen s Project Management 7:00 P.M. Jerry Wallace, President Approval of Minutes of Previous Meeting A motion was made by Dario Ceragioli and seconded by Michelle Charest that the minutes of the previous meeting be approved, as written. The motion carried. Committee Reports Cemetery Dario Ceragioli stated that there was nothing new to report. Jerry Wallace stated that he thought that the area looked good. Landscape Dario Ceragioli stated that welcome packages have been delivered to all new homeowners who he had received information about. Community Wi Fi Service Bret Watt has suggested that we look into installing a wireless internet system for our community where all residents would have access at a possible reduced price. He introduced Jim & Chris Allen who discussed different wi fi systems that were available for communities. Mr. Allen stated that cameras at the amenity area could also be used with the system. After some discussion, Jerry Wallace suggested that further discussion be tabled to another meeting of the board. Amenity Area Security Equipment Jerry Wallace led a discussion regarding the proposal that had been received for the equipment and trenching for the cable lines for the cameras. Jerry stated that the proposed cost was significantly greater than the amount budgeted for the work. Jerry discussed the information regarding the security systems sold at Costco and is installed at the Horseshoe Bend community (a community managed by Association Management Services). After some discussion, Bob Freeman volunteered to visit Horseshoe Bend and observe their camera equipment and report to the board. Covenants and By-Laws Committee Report Bret Watt stated there had not been any architectural review requests made by homeowners since the last meeting of the board. Bob Freeman stated that Brockman s Landscaping had completed a clean up of the common areas at the front entrance and amenity area last month and they had completed cutting of the ornamental grass. Bret stated that he had recently driven through the community and had noted a number of violations of the community covenants, in addition to portable basketball goals. These violations included trash cans being visible from the street, flood lights in front of houses, a trailer parked in the driveway, bushes close to the road needing trimmed, and siding that needed to be cleaned.

5 February 2009 Issue 156 A discussion followed regarding enforcement of the violations and amending the provision in the covenants regarding recreational equipment. Jim Atkeison suggested that the board adopt a policy regarding enforcement procedures. A motion was made by Bret Watt and seconded by Brian Snyder that a letter be prepared and sent to homeowners who are currently in violation of a provision in the covenants by having basketball goals in front of their homes. The motion carried with Michelle Charest and Bob Freeman voting in opposition. Bret will prepare a draft of the letter and forward to the board for review. Page 5 Michelle Charest stated that the cost of recyling might be less if the same company was also providing trash pick up. It was agreed that this will be discussed at the next meeting of the board. After some discussion regarding have a dumpster on site for one day during the year for use by homeowners, it was decided that Brian Snyder would get a price for the rental of a dumpster and will be discussed again at the next meeting of the board Holiday Decorations Financial Report Bob Freeman reviewed the 2008 year-end financial report. Bob stated that both the actual income and expenses for the community last year were within one percent of the budgeted amounts for the year. A motion was made by Bob Freeman and seconded by Brian Snyder that the report be approved, as presented. The motion carried. Unfinished Business Alex Way Sidewalk Railing Jerry Wallace stated that he had spoken with Will Sellers who had stated that the city would install the railing. Community Information Sign After some discussion regarding an enclosed community information sign, it was agreed that the individual event signs that have been used should continue to be used. The board will not pursue getting a community information sign. Bob Freeman stated that he thought it might be good to discuss any plans now for holiday decorations for the front entrance next year in case someone wanted to take an inventory of existing materials before everything was put away. Jerry Wallace stated that Charlie Bridges had volunteered to coordinate this and that they planned to do that next fall. Michelle Charest stated that Karen Hotsinpiller had volunteered to coordinate the community luminaries holiday event. Next Meeting The next meeting of the board was scheduled for February 19, Adjournment There being no further business to come before the board, a motion was made by Dario Ceragioli and seconded by Bret Watt that the meeting be adjourned. The motion carried and the meeting was adjourned at 9:10 P.M. New Business City Neighborhood Meeting Jerry Wallace stated that he and Bret Watt had attended the first meeting of neighborhoods in Mt. Juliet which had been arranged by Kenny Martin and other representatives of the city. Jerry stated that the meeting was well attended and that future meetings would be arranged by the city. Jerry stated that he would some information about the meeting in his next column in the community newsletter. Community Recycling Program Jerry Wallace stated that he and Bret had spoken with representatives from two companies at the city meeting, about recycling programs. Jerry stated that one company which he had spoken with had proposed a cost of $ per home, per month. Bret will contact the other company for their pricing.
