Address to which responses / Tenders are to be sent Sir, PRINCIPAL, Kasturba Institute of Technology for Women, Muni Maya Ram Marg, Pitam Pura, Delhi Sealed Quotations (maximum discount) are invited for purchase of books for Library through Technical Bid and Financial Bid. The Technical Bid and Financial Bid should be sealed by the bidder in separate covers duly superscribed and both these sealed covers are to be put in a bigger cover which should also be sealed and duly superscribed. The general terms & conditions, documents to be submitted with Technical Bid and proforma to be filled by firm are given in Annexure I, II and III respectively. 2 ANNEXURE-I Invited sealed quotations for supply of books for the Library for the financial year , so as to reach to the office of the Principal, Kasturba Institute of Technology latest by at 3.00 p.m. TERMS & CONDITION 1. The sealed quotations must have two sealed envelope in it, one envelope should have Technical Bid and the second envelope should have Financial Bid. The sealed covers should have clear marking as Technical Bid for Books and Financial Bid for Books on respective envelope. All envelops must be addressed to Principal, Kasturba Institute of Technology, Pitam Pura, Delhi The quotation with combined bid will not be considered and will be rejected out rightly. 2. The tender should be sent by post in sealed cover marking TENDER FOR BOOKS on the envelope OR can also be put in the sealed box kept in the office. The quotation received after the due date and time will not be accepted. 3. Earnest Money Deposit (EMD) is required for Rs.10000/- (ten thousand only) and must be deposited with the Technical Bid documents by way of Demand Draft (DD) / Banker s Cheque / Fixed Depsoit Receipt (FDR) only in favour of D.D.O., Kasturba Institute of Technology, Pitam Pura, Delhi Any tender without requisite EMD will be rejected out rightly. 4. The quotation will be opened on date at p.m. in the office of Principal, KIT. One representative of each supplier, if any, be allowed at the time of opening of quotation. No one will be entertained / allowed without letter of authority. 5. All the photocopies / certificates attached with the Technical Bid must be self attested with seal of the firm. 6. The rates should be F.O.R., KIT, Pitam Pura, Delhi The purchaser reserve the right to accept or reject any or all quotation without assigning any reason. 8. Only latest edition of books are to be supplied unless otherwise instructed. 9. The rejected publications should be removed within 07 days by the vendors/suppliers at their own risk and cost, after which no responsibility will be accepted by KPW. 10. The supply order consists of supply of publications as per bibliographic details mentioned there in and all other components (CD s etc.), those which come bundled with should automatically be provided by the vendor. 11. The publications supplied should be in good condition without any defects. Payment will be made only after inspection of the publication by the Library Committee, KIT or any other person authorized.

Unless otherwise mentioned only the latest edition of the publication shall be supplied (evidence of the currency of the edition published by the publisher must be supplied along with the bills). 13. No foreign edition must be supplied when the Indian edition / reprint has already been published. 14. Where low price edition are available, the lowest priced edition / paper back shall only be supplied. 15. Discount Structure:- (i) A minimum discount 16% should be fixed for all latest technical books (foreign as well as Indian). (ii) A minimum discount 26% should be fixed for all types of Encyclopedias & Dictionaries. 16. Maximum rate of discount to each publication shall be offered without any condition. Rate shall be inclusive of charges (if any) for handling / insurance / taxes / VAT / duties, clearance charges, delivery charges etc. Any over-writing or cutting should be attested by authorized signatory. 17. Discount should be in Percentage only. The same may be rounded to the nearest rupee. 18. The rates of discount so quoted will be valid for all the orders placed for current financial year i.e In case of publication belonging to short discount or no discount categories (Government / Society publication) a separate certificate to this effect should be given with the bill. 20. The vendor will have to give the following certificate on the bills:- (a) The prices have been correctly charged in accordance with the publisher s invoice and the publisher s catalogue. (b) In case of foreign edition, a certificate would be required stating that Indian reprint / edition is not published. (c) When low price edition / paper back edition are not supplied a certificate would be required stating that No low price edition / paper back edition for the books are available. 21. The vendorship will be terminated / dropped / black listed from the list of approved panel firms and EMD may be foreited:- (d) If the vendor fails to even deliver the 50% of the supply order (in terms of number of titles) in the respective supply order. (e) If the vendor provide any wrong or distorted information to the Library. (f) Any other matter identified by the Library Committee, KPW. 22. Price: (i) Price should be charged as per publisher s invoice (Publishers/ importers/ Distributors) and latest catalogue. (ii) Price should be for ex-site (KIT, Delhi-88). (iii)proof in support of the price charged should be attached along with the bills (1. Foreign edition :- Publisher s website, Publisher s Invoice or catalogue 2. Indian edition :- Publisher s catalogue or certificate from publisher s) (iv) RBI conversion rate (selling) prevalent at time of ordering will be applicable and a copy of the same should be attached with the bills.

4 23. The supply of the accepted order should be made by the due date (normally within 5 days for the books available in the market and within 2-3 weeks for books which are to be imported). 24. If the unsupplied books will be more than 20% of the supply order, 5% of the cost of unsupplied books will be charged as penalty from the supplier. 25. Pre-receipt bill(s) are to be submitted in triplicate (3 copies) along with the bank details of the firm. Revenue stamp should be affixed on the original bill and should be signed by authorized signatory. Separate bills are necessary for separate orders. In no case, two orders should be clubbed while billing. Publishers invoice (original copy), printed original catalogue or price lists of the publisher should be produced for price verifications along with bills. 26. Bill(s) is / are to be addressed to the Principal, KIT and submitted in the Library for further processing. 27. All entries in the bill should be typed or neatly handwritten. 28. Supplementary claims after the submission of the original voucher / bills on amount of escalations due to the changes in the conversion rates of foreign currencies or any other resources will not be entertained. 29. The payment for the supplied items will be made normally within 60 days provided the terms and conditions for payment are satisfied. 30. The supplier/s may offer the maximum discount on their own letter heads giving full specifications and publishers, supplier/s are at liberty to offer for all or any of the publication, but should quote for full quantities indicated against the item. Offer should be written in ink, or typewritten, and correction, if any, should be properly attested. Penciled offers will not be accepted. 31. Fill up the enclosed proforma, column wise given in Annexure-III. The offer will be rejected in case proforma in Annexure-III is not filled up properly. 32. Offers are not transferable. 33. The acceptance or rejection of offers is left entirely to the discretion of the Library Committee, and no supplier/s can demand the reason for the rejection of this offer. The Library Committee reserves the right to split the offers and place orders for the books covered by the lists on one or more suppliers. 34. The decision of the Principal, KPW shall be final as regards the acceptability of the items supplied by the supplier/s and Principal need not be required to give any reason whatsoever for rejecting any items. 35. Conditional supplies and bills in contravention to the terms contained herein and in the purchase order shall not be accepted. 36. The date mentioned in the purchase order for arranging supplies should be construed as the date on or before which supplies should be in the KIT and should not be taken as the date for dispatching stores.

(d) Copy of DVAT (if any) 2. Earnest Money Deposit (EMD) is required for Rs.10000/- (ten thousand only) and must be deposited with the Technical Bid documents by way of DD / FDR only in favour of D.D.O., Kasturba Institute of Technology, Pitam Pura, Delhi-88. Any tender without requisite EMD will be rejected out rightly. 3. All the terms & conditions are accepted as mentioned in Annexure I. (Signature and stamp of publisher / distributor / supplier)
